In reply to your communication of Febr'y 26th in relation to the granting of furloughs, transfers, and discharges to paroled prisoners of our Army. I have the honor to refer you to Gen'l Orders 72 from the War Dep't, a copy of which I herewith enclose, and by referring to article 3d you will see that no more furloughs will be granted to paroled prisoners, and also that certain camps are specified as places of rendezvous for troop belonging to the several States, any deviation from said order can only be granted by the Secretary of War. The rules for the discharge of paroled prisoners are the same as in all other cases, either by expiration of term of Service, on surgeons certificate of disability, or by order of the Secretary of War. As to prisoners or War belonging to the rebel <hr />Army, instructions have been sent to the Commandants of Military prisons, authorizing them to release all prisoners of War, not Officers, who were willing to take the oath of Allegiance in good faith.
