&lt;/p&gt;&lt;p&gt;I am under the impression that Gov. Yates is at Washington and write to you though I wish very much that what I say may be laid before him
&lt;/p&gt;&lt;p&gt;Our regiments must be filled, Launch extraordinary efforts be used for doing so at once.
&lt;/p&gt;&lt;p&gt;We are to-day inferior to the rebels in Tennessee-- Their merciless conscription has filled their regiments and all the able-bodied men in the South are now soldiers, and I predict that within less than sixty days Kentucky will be invaded unless more than common efforts are made we will be pushed back to the Ohio. -- or the whole rebel force West will unite against Grant and crush him.
&lt;/p&gt;&lt;p&gt;You must Arrest and send back deserter - Our new regiments are gone up – I send you a statement showing condition of 110th Ills. which is the worst of 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;all - but all are bad enough.  Don't delay this.  Do it if it costs the lives of enough of them to terrify the Copperheads into submission.  
&lt;/p&gt;&lt;p&gt;We are on the eve of the great struggle of the war and you must all work as if the issues were in your hands.
&lt;/p&gt;&lt;p&gt;The late developements prove that the rebels are not only driving into the ranks all men between the ages of 18 and 55. but arming the negroes and you need not be surprised when I tell you that the inducements offered them being the same – they prefer the rebel service to ours.
&lt;/p&gt;&lt;p&gt;The rebels offer them freedom and the hope of remaining at their present homes. - and mark the prediction - these men we have quarrelled over to the point of civil war. will to a great extent, be found in arms against us.
&lt;/p&gt;&lt;p&gt;Don't fail to warn Governor Yates, that a day now, is worth weeks after the 1st of July.

At present order of the War Dept direct that absentees may report to Col. Morrison Superintendent of Recruiting service - but we have too long felt his utter indisposition or incompetency to accomplish practicable results under any orders he may have to execute.

&lt;/p&gt;&lt;p&gt;A soldier takes the liberty to address you a letter hopeing that his presumption will be excused from the fact that he is an Illinois Soldier and a suffering one well knowing that such have your sympathy and many your assistance.  he has been unfit for the duties of a soldier, over three months from Chronic disease is a druggist by profession and is employed in that capacity in this Hospital at the present time but his disease grows worse and he fears that his health will be permanently injured if he remains in this climate and as health is all he has to depend upon for the support of a Wife &amp;amp; Child that is very dear to him he would ask that you have him sent to some northern Hospital in your state as an Hospital Steward or into the medical Purveying department.

&lt;/p&gt;&lt;p&gt;through the politeness of Mr. Hishbach
&lt;/p&gt;&lt;p&gt;a copy of your very kind letter to Mr.
&lt;/p&gt;&lt;p&gt;Lincoln in my behalf.  Beyond a
&lt;/p&gt;&lt;p&gt;discharge of the duties devolving upon
&lt;/p&gt;&lt;p&gt;me as commander of the 84th Ills
&lt;/p&gt;&lt;p&gt;to the best of my abilities, I have made
&lt;/p&gt;&lt;p&gt;no efforts for promotion and shall
&lt;/p&gt;&lt;p&gt;make none.  Such a letter however
&lt;/p&gt;&lt;p&gt;from so good a Governor of so great
&lt;/p&gt;&lt;p&gt;a state let me assure you is very 
&lt;/p&gt;&lt;p&gt;gratifying.  Aside from a desire
&lt;/p&gt;&lt;p&gt;to contribute something towards
&lt;/p&gt;&lt;p&gt;crushing the Rebellion I was am
&lt;/p&gt;&lt;p&gt;bitious that the 84th should win
&lt;/p&gt;&lt;p&gt;something more than a mere
&lt;/p&gt;&lt;p&gt;place among the many Regiments
&lt;/p&gt;&lt;p&gt;sent by our gallant State into the
&lt;/p&gt;&lt;p&gt;field. Proud of the patient
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;endurance of our brave boys on
&lt;/p&gt;&lt;p&gt;the march through Kentucky and
&lt;/p&gt;&lt;p&gt;Tennessee and of their gallantry
&lt;/p&gt;&lt;p&gt;in the Battle before Murfreesboro
&lt;/p&gt;&lt;p&gt;I could not with any heart even
&lt;/p&gt;&lt;p&gt;hope for a promotion that might
&lt;/p&gt;&lt;p&gt;separate us now.  Trusting that we
&lt;/p&gt;&lt;p&gt;may come out of this next conflict
&lt;/p&gt;&lt;p&gt;with our fair name untarnished.

I have served my Country faithfully for the last 19 month as first Lieut and have never until now asked for any thing better but as there is now a probability of there being more Regts put in the field that I have some Claims to one of the promotions  you are aware that I entered the cervice early and have stuck to it faithfully and am Stil willing to Stay with them but feel that this due me and you alone are the only one that I have to appeal to to urge my Claims and if you wil do it you Shal be rewarded for your trouble. &lt;/p&gt;&lt;p&gt;Dear Gov:
&lt;/p&gt;&lt;p&gt;I enclose, herewith, a letter from Mrs. Cox, one of our most intelligent, influential and patriotic ladies.  Her husband, Col John C Cox, of this city, has been in the service since early in the war, and is now on the staff of Genl McPherson.  Her son Rowland is a youth of much more than ordinary ability, and of devoted loyalty and patriotism.
&lt;/p&gt;&lt;p&gt;He was at College at Princeton N.J. and quit his studies to give his services to his country in the “Anderson Cavalry” of Penna: which he joined as a private.
&lt;/p&gt;&lt;p&gt;For five days he shared the fortunes of the fight, and took his chances for wounds, and death, at Murfreesboro, where a majority of his companions dishonored their Regiment, by stacking their arms, and refusing to appear upon the field.
&lt;/p&gt;&lt;p&gt;He is a gallant young man, and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;does not wish longer to remain connected with that Regiment.
&lt;/p&gt;&lt;p&gt;He deserves something at the hands of his state, and will do it honor if the opportunity be afforded.  He wishes to serve with Illinois troops.
&lt;/p&gt;&lt;p&gt;Is it too much to ask for him a Lieutenancy?
&lt;/p&gt;&lt;p&gt;He certainly deserves it, and if you can bestow it I will acknowledge it as a great personal favor to myself, as well as an act of honorable justice to him.

&lt;/p&gt;&lt;p&gt;Dear Gov:
&lt;/p&gt;&lt;p&gt;I enclose, herewith, a letter from Mrs. Cox, one of our most intelligent, influential and patriotic ladies.  Her husband, Col John C Cox, of this city, has been in the service since early in the war, and is now on the staff of Genl McPherson.  Her son Rowland is a youth of much more than ordinary ability, and of devoted loyalty and patriotism.
&lt;/p&gt;&lt;p&gt;He was at College at Princeton N.J. and quit his studies to give his services to his country in the “Anderson Cavalry” of Penna: which he joined as a private.
&lt;/p&gt;&lt;p&gt;For five days he shared the fortunes of the fight, and took his chances for wounds, and death, at Murfreesboro, where a majority of his companions dishonored their Regiment, by stacking their arms, and refusing to appear upon the field.
&lt;/p&gt;&lt;p&gt;He is a gallant young man, and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;does not wish longer to remain connected with that Regiment.
&lt;/p&gt;&lt;p&gt;He deserves something at the hands of his state, and will do it honor if the opportunity be afforded.  He wishes to serve with Illinois troops.
&lt;/p&gt;&lt;p&gt;Is it too much to ask for him a Lieutenancy?
&lt;/p&gt;&lt;p&gt;He certainly deserves it, and if you can bestow it I will acknowledge it as a great personal favor to myself, as well as an act of honorable justice to him.

&lt;/p&gt;&lt;p&gt;I take my pen to Address a few lines to your Honor, in behalf of one of our Illinois Soldiers, his Wife &amp;amp; Family, believing that you have incessantly been exerting yourself, to alleviate the sufferings of our Illinois Soldiers.  
&lt;/p&gt;&lt;p&gt;While I can heartily Wish, this Our Government God Speed, in quelling this Rebellion, I feel I am induced by a Good Motive, to ask your Honor to use your influence to get a Discharge for one, Private Andrew Allen, of the 88th Regt Illinois Vol, now in the Convalescent Camp near Murfreesboro, Tenn; he (Allen) requests me to make to your Honor the following statement Viz.--

&lt;p&gt;He (Allen) volunteered at Chicago on the 12th August last, is now past 48 years old, was soon after his Enlistment (for Three years or during the War) hurried to the Defence of Louisville, from there to Covington, oppisite Cincinatti; from there back to Louisville, then after Bragg to Perryville was in the hottest part of that Battle for 1 1/2 hours, next in pursuit of Bragg to Crab Orchard, from there to Lebenon, next to Bowling Green then to Nashville, was in most of the skirmishes between Nashville &amp;amp; Murfreesboro was in the Battle of Stone River was there Wounded in the Small of the Back by a piece of Shell, which Injured the Spine of his back so much that he has not been able for any Service Since, and no hopes of being soon, if ever, Was wounded on the 31st of December, and cannot get his discharge, although he says it has been recommended by the

I immediately called upon Mr. Lincoln, who also expressed his great regret. He agreed with me that the rejection was most uncalled for and unfortunate.
&lt;/p&gt;&lt;p&gt;Having important business here, I was called away before I could obtain a definite promise from Mr. Lincoln for your reappointment.  I, however, directed my aid and friend, Col. Forrest, of Chicago, to remain in Washington and, in my behalf, earnestly press the subject of your renomination upon the President.  Mr. Forrest did so, and the President expressed to him his deep mortification at your rejection, and agreed with me fully in the opinion that it was not only unjust and ungenerous to you, but a serious blow at the large interest and wide
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;spread public sentiment in the State so ably represented by yourself. Col. Forrest earnestly requested in my behalf, your renomination, as due to you and to the [war?] democracy, and used every argument in his power in doing so. The President responded that he would do what he could in the matter—in fact any thing short of forcing the renomination against the advise and consent of his [advisers?].
&lt;/p&gt;&lt;p&gt;I have also spoken to Mr. Swett and others upon the subject; and Mr S. promised to call on the President with Col. Forrest, but did not do so.  Mr. Swett voluntarily called upon me in regard to the matter.
&lt;/p&gt;&lt;p&gt;I have also written a letter to the President, of which I enclose a copy.
&lt;/p&gt;&lt;p&gt;Believe me, my dear General, that I will do all in my power to see you righted in this matter.  It has deeply [illegible] and offended me, as no doubt it will thousands of other loyal men in the State.

&lt;/p&gt;&lt;p&gt;Having important business here, I was called away before I could obtain a definite promise from Mr. Lincoln for your reappointment.  I, however, directed my aid and friend, Col. Forrest, of Chicago, to remain in Washington and, in my behalf, earnestly press the subject of your renomination upon the President.  Mr. Forrest did so, and the President expressed to him his deep mortification at your rejection, and agreed with me fully in the opinion that it was not only unjust and ungenerous to you, but a serious blow at the large interest and wide
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;spread public sentiment in the State so ably represented by yourself. Col. Forrest earnestly requested in my behalf, your renomination, as due to you and to the [war?] democracy, and used every argument in his power in doing so. The President responded that he would do what he could in the matter—in fact any thing short of forcing the renomination against the advise and consent of his [advisers?].
&lt;/p&gt;&lt;p&gt;I have also spoken to Mr. Swett and others upon the subject; and Mr S. promised to call on the President with Col. Forrest, but did not do so.  Mr. Swett voluntarily called upon me in regard to the matter.
&lt;/p&gt;&lt;p&gt;I have also written a letter to the President, of which I enclose a copy.
&lt;/p&gt;&lt;p&gt;Believe me, my dear General, that I will do all in my power to see you righted in this matter.  It has deeply [illegible] and offended me, as no doubt it will thousands of other loyal men in the State.
