&lt;/p&gt;&lt;p&gt;I congratulate you.  I congratulate the Country. You are a Senator of --  the United States.  Let us pause. To this, a subject of congratulations, to you?  We shall soon However, -- perhaps.  Sherman, (with the help of after-wise moderation from the Capitol,) will soon
solve that riddle of the United States. If we fail; -- all National honors must vanish, with the Nation; into airy nothingness!
&lt;/p&gt;&lt;p&gt;But if, (aided, by Providence and not hindered by Father Abraham,) he succeed;  then- is the Country to be congratulated at the advent of a new Creation, to the Supreme National Counsels?  That in my opinion and according to my taste, will be clearly indicated, by his will and ability to pro=
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;cure a proper representation of that Country in some other Country; Say, Spain, Austria, Italy, Prussia. Russia, China, or some other elegant, civilized, polite, hospitable, healthy, cheap-happy land, that yearns as much for a new Envoy, as he for it!  To drop all circumlocutionary and complimentary diction (for you are not green enough, not to see, what I am after,--) to leap over all equivocations and subterfuges-- I am through sundry friends, an applicant for a foreign Mission. Can you help me?  Will You?
&lt;/p&gt;&lt;p&gt;I do not think, I am, or ever been a favorite with the Heavenly Father. Leastwise, He has never provided particularly well for me -- except in getting me out of Texas.  Otherwise; (if He is on my side As the Rebels say of his fighting on theirs.  "He fights with his vizor down."  We cant see it!  And, doubtless, as I dont deserve #(If that last leap be a possibility--a leap over subterfuges!)
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;his care, there may be the [illegible] reason, for his Keeping dark, as in the Rebel=Cause.  He ought to be ashamed of himself, to fight for such set of damned rascals.  They belong to the other side.  (I hope you wont think this impious or perfane.  Is there any use of a Devil, or Hell if those Rebel, don't belong to them?  This is only theological and historical truth leastwise shows that God cant lie  &amp;amp;c. &amp;amp;c.)
&lt;/p&gt;&lt;p&gt;But the cause for my case," in this shoal of Time ", is, that I dont believe, I am any better favorite with that other, present, National Official-
(Officeseeker's) Providence-Father Abraham!  Why this is, I am sure I dont know, nor can guess.  Is it because I am a Native Kentuckian? He is no better.  Is it because I emigrated to Ohio?  Didnt he to Illinois?  Is it, because, I ran away from Texas?  Wouldn't he have done the same, under the same impulse?  Perhaps,-

&lt;/p&gt;&lt;p&gt;I used to surmise, that the apology offered by the Picayune (N.D.) for my imprisonment by the S.C.- viz: that I was "a brother of [Sheet?] Anderson and had made an apologetic speech for this tyrant Lincoln" ought not to set me back much with a Union President, or with that particular tyrant.  Our friend, Schenck, flattered me greatly, by suggesting that the President didn't know either of the three facts--the flight,
or its alledged causes!  I think it very likely.  But all joking apart I am in earnest about this matter.  And I felt justified - obliged -by past memories, to let you know it in this quiet, confidential, way.

Harding leaves to morrow morning for Washington armed with the, "Poll. Books" of election for P. M. designing (as I am informed) to make a personal call upon the President and ask him to receive that as expressing of the will of our people in reference to their choice and to appoint Turnbull at the end of my four years. This is claimed to be magnanimous on his part not to disturb me until July In their public meeting. Glenn "engineered and drew up &amp;amp; had preface, a set of "Resolutions" one of which was that the time would soon arrive at which a Post Master was to be appointed in the old "democratic doctrine" of  "rotation in office" we the citizens recommend that an election be held on the 11th was to vote for a suitable person to be recommended to the President for appointment &amp;amp;c. Now I suggested to Harding that he would make a bad record for himself if the advocated the "rotation" policy as he undoubtedly would desire to be returned to Congress the second term &amp;amp;c and he readily acknowledged the force of it and said I need have no fear of his asking for my removal. I however much prefer to fortify myself .against all he might do against me. I shall tomorrow
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;forward to the Post Master Gen my remonstrance which the names of mine tenths of our business men of the city particularly designating their vocation opposite their names written by themselves &amp;amp; asking that it be placed on file at the department for future reference. I shall also send some letters of commendation and in addition to this, I think the matter would be made doubly sure if you would write a letter to Gov Yates asking him to make a personal call upon the President, and secure my appointment for another term, and get a confirmation of it at the extra call of the Senate. This would end the matter at once Gov Yates is fully aware that I held Jas H. Martin, our Rep "level" to vote for him for U.S. Senator and I doubt not would cheerfully do all he could for me. Pitt Kellogg knows what I have stated to be true about Martin and could so state to the Gov. I regret exceedingly to give you so much trouble and annoyance on my account and I hope you will pardon me for it but you know I am both ambitious and nervous and don't want to  be outdone by Harding. I know he was treacherous to Gov Gates, and I have every reason to believe he will be to me. He is playing janus faced all over the district

&lt;hr /&gt;
&lt;p&gt;and if ever he should again offer for re-election he will find "pardon" a hard road to travel. His course alone towards Gov Gates has given him condemnation all over the district. I still [ergo?] any claim for I have done as much for the union cause as any person in he state, according to my ability &amp;amp; means. I want the Permit in order as you are aware, to make money, &amp;amp; I can do it with (or off of) some of those cotton brokers. By you spending one hour with the authorities, you can get a permit, if it can be procured. If one cant be got that is transferable, get the best one you can, &amp;amp; in the meantime look out for a vacancy in the Land Office.

&lt;/p&gt;&lt;p&gt;Sir, I see by the papers that the President has called together the Senate, to confirm his appointments &amp;amp; advise in regard to his new cabinet I suppose.  Allow me the privilege of naming a few things which as a citizen of Illinois and a Soldier of the Union I feel a deep interest in, viz: Canada under foreign rule is (and will in future be more so) a great barrier in the natural outlet between the Great West and the Atlantic &amp;amp; between our farmers and our market: and as such stands in the way of our national prosperity.  We must have Canada either by fighting or by diplomacy.  Please keep that in view when you confirm a Secretary of State.  If Mr. Seward is smart enough to secure by diplomacy or in case of failure in that, brave enough to fight for it, he is the man for the West and for the
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;place. If not some one else should be placed there. Again, the Army of Freedom &amp;amp; of the Union, are not going to rest content with merely putting down this rebellion and in extirpating slavery. The question of races must also have a sure  foundation for a peaceful solution as between us and the blacks.  And for that reason we must have a place easily &amp;amp; cheaply accessable for African Colonization in future years should we find that the best interests (which some now think) of both races will demand by vote, their separation from each other.  Mexico offers to us such a place having all the requisites viz ease of access, proper climate, soil &amp;amp; productions, and greater than all a homoginious race to the African or negro.  Besides, our National honor and credit abroad demand of us that we should send Mr. Maxmillian out of that country with a huge flea in his ear, just as soon as we get our present job off our
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;hands.  We will have to do this by fighting and so we want the proper man for Sec of War.

&lt;/p&gt;&lt;p&gt;Sir, I see by the papers that the President has called together the Senate, to confirm his appointments &amp;amp; advise in regard to his new cabinet I suppose.  Allow me the privilege of naming a few things which as a citizen of Illinois and a Soldier of the Union I feel a deep interest in, viz: Canada under foreign rule is (and will in future be more so) a great barrier in the natural outlet between the Great West and the Atlantic &amp;amp; between our farmers and our market: and as such stands in the way of our national prosperity.  We must have Canada either by fighting or by diplomacy.  Please keep that in view when you confirm a Secretary of State.  If Mr. Seward is smart enough to secure by diplomacy or in case of failure in that, brave enough to fight for it, he is the man for the West and for the
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;place. If not some one else should be placed there. Again, the Army of Freedom &amp;amp; of the Union, are not going to rest content with merely putting down this rebellion and in extirpating slavery. The question of races must also have a sure  foundation for a peaceful solution as between us and the blacks.  And for that reason we must have a place easily &amp;amp; cheaply accessable for African Colonization in future years should we find that the best interests (which some now think) of both races will demand by vote, their separation from each other.  Mexico offers to us such a place having all the requisites viz ease of access, proper climate, soil &amp;amp; productions, and greater than all a homoginious race to the African or negro.  Besides, our National honor and credit abroad demand of us that we should send Mr. Maxmillian out of that country with a huge flea in his ear, just as soon as we get our present job off our
&lt;/p&gt;

&lt;p&gt;hands.  We will have to do this by fighting and so we want the proper man for Sec of War.

I hope you will pardon my temerity Governor in taking the liberty of asking your kind intercession in behalf of the gallant old regiment I have the honor to command.  It will be an act of justice to the regiment once led by the illustrious old hero U.S. Grant &amp;amp; a favor to many of your best friends if you will have the goodness to see Sect'y Stanton, or Mar Genl Fry or whoever else has charge of the matter &amp;amp; ascertain if this regiment is to have any recruits assigned to it.

&lt;/p&gt;&lt;p&gt;inhabitants of our patriotic Capitol were 
&lt;/p&gt;&lt;p&gt;almost wild with enthusiasm. Colors every 
&lt;/p&gt;&lt;p&gt;where flying, bands playing, and artillery 
&lt;/p&gt;&lt;p&gt;soaring, all proclaiming the gallant deeds 
&lt;/p&gt;&lt;p&gt;of our conquering army, as it progresses towards 
&lt;/p&gt;&lt;p&gt;the complete restoration of all that the truly 
&lt;/p&gt;&lt;p&gt;loyal heart holds dear. Charleston: the foul 
&lt;/p&gt;&lt;p&gt;nest of treason, the very beginning of all our

&lt;p&gt;sorrows is at last ours. God grant 
&lt;/p&gt;&lt;p&gt;that as treason found in that acursed

&lt;/p&gt;&lt;p&gt;soaring, all proclaiming the gallant deeds 
&lt;/p&gt;&lt;p&gt;of our conquering army, as it progresses towards 
&lt;/p&gt;&lt;p&gt;the complete restoration of all that the truly 
&lt;/p&gt;&lt;p&gt;loyal heart holds dear. Charleston: the foul 
&lt;/p&gt;&lt;p&gt;nest of treason, the very beginning of all our

&lt;p&gt;sorrows is at last ours. God grant 
&lt;/p&gt;&lt;p&gt;that as treason found in that acursed

&lt;/p&gt;&lt;p&gt;Enclosed please find the recommendations refered to in our last interview. I am led to believe that the President has not yet approved the appointment made by the Secretary of the Treasury, of Collector of Customs for Port Townsend, W. T., or that the Senate has failed to confirm. Should this be the case, there may still be an opening in the Collectorship, and it might be secured for me. If not, I leave it with you to do the best for me you can. Chief Justice Chase, and Wm. H. Wallace, Delegate from Idaho, and Hon. E.C. Ingersall, will cheerfully cooperate with you.

I would like to have him appointed an assistant Commissary of subsistence with the rank of Capt. - Lt. McMillan is a 1st Lt in my regiment, he is a good and worthy officer and an intelligent and honest man  Has a good education fitting him for any position requiring intelligence in business.  Lt. McMillan is a son of the late Rev Edward McMillan formerly of Nashville - is a nephew of Neal S. Brown former Gov of Tenn - McMillan has always been an ardent Union man - so was his Father - who died near Atlanta GA last summer  there for 2 yrs past had been Chaplain of [52nd?] Ills Inftry Vols.  Young McMillan was living temporarily in 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Lima when the rebellion commenced, and came north and went into our army and has been a gallant soldier, he inlisted as a private soldier in my regiment, was made Sergt Major of my regiment, and after the Battle of Parkers Crossroads where we fought the rebels more than 5 to one and defeated them - he was promoted to his present rank for conspicuous gallantry in that fight - And now I should be very greatly gratified if he could be promoted to the position to which I take pleasure in recommending him - I do this also for the additional reason that the Lt has to such extent been injured in health that he is not now by any means able to stand the fatigues of the march in the capacity of an infantry line officer - Governor if you can do anything for the Lt I shall be in lasting obligations to you for so doing - Vice President Johnson knew McMillan's Father and will give you a very satisfactory account of him while he lived in Lima &amp;amp; Col John Logan can speak of his most excellent character while in his regiment.

&lt;/p&gt;&lt;p&gt;Your letter of the 7th inst to Genl Paine has been received and in his absence, as the representative of Maj Genl Halleck, I have the honor to reply. 
&lt;/p&gt;&lt;p&gt;Col Cavanaugh was ordered on the 7th inst with the whole force at Shawneetown Ills to proceed without delay to Genl Grants Head Quarters on the Tennessee River. I now, for the first time, learn that the Cavalry Regiment is unarmed. Will you, at once, send it Sabres and Carbines, or Sabres and Pistols, which I understand you have at Springfield.  
&lt;/p&gt;&lt;p&gt;Your application for the leave of absence for Col Cavanaugh would have been cheerfully granted, but understanding the only object of his visit to Quincy Ills was to receive some artillery which is not
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;wanted to accompany his Regiment. I think it best, in view of the order he has received not to let him leave his command at present.
