&lt;pre&gt;      I am applied to every 10 minutes by some body wanting something, Soldiers &amp;amp; women after passes on Roads, and relief, etc etc etc till I begin to despair of ever getting any sort of a Report prepared.  It will of necessity be a slim affair _ I Know. But I can't help it.

It is announced that the appropriation "for collecting, drilling and organizing volunteers under the acts authorizing the President to accept the services of five hundred thousand men," is intended for the payment of all expenses that may hereafter be incurred therefor, as well as for the reimbursement to individuals of such amounts as have been already justly and actually expended by them in raising troops that have been, or may be, received into the service of the United States.
&lt;/p&gt;&lt;p&gt;Reimbursements of expenses for organizations raised, or attempted to be raised, but not actually mustered into the United States service, will not be made.
&lt;/p&gt;&lt;p&gt;Claims of States for expenditures heretofore made by them in raising volunteers, are provided for by separate and distinct appropriations, and will not be paid from the one new referred to.
&lt;/p&gt;&lt;p&gt;Bills must in all cases specify the date of expenditure, the particular item and amount, and the company or regiment for which the expense was incurred.  They must be accompanied by the receipt of the party to whom payment was made, and by a certificate of the officer or person incurring the expense, that the amount charged is accurate and just, and that it was necessary for the public service, for troops raised for the United States.
&lt;/p&gt;&lt;p&gt;Among expenses properly chargeable against this appropriation may be enumerated:
&lt;/p&gt;&lt;p&gt;1st. Rent of rendezvous or office for recruiting.
&lt;/p&gt;&lt;p&gt;2d. Commutation of fuel and quarters for officers already mustered into service, when detached on recruiting duty.
&lt;/p&gt;&lt;p&gt;3d. Subsistence of volunteers prior to their muster into service.  After such muster, subsistence with be provided by the Subsistence Department.  If possible, subsistence will be issued in kind, as recognized in the regular service, (or if other articles are substituted, the cost of the whole must not exceed the regular supplies,) and will be paid for at rates not exceeding the current prices at the place of purchase.  If subsistence cannot be furnished in kind, and board be necessary, it will be furnished at a rate not to exceed forty cents per diem.

I have watched the proceedings of the Illinois Legislature for the last few years with unflagged interest, and now that it is an unfait accomplite,  I am delighted. This could not be otherwise, when you found me in Washington in 1862. I was out of funds and employment, with a young wife to support, and you at once secured me lucrative employment, and in less than six months I was Asst Quartermaster General of Rhode Island, a position that I held one year, the pay being very small, Senator Anthony Spraque got me the appointment of Pay Clerk U. S. Army, which I now hold, stationed at his (?) place.

&lt;/p&gt;&lt;p&gt;It is with feelings of no ordinary pleasure that I improve my earliest oppitunity to congratulate you upon your election to the United States Senate. I have watched the proceedings of the Illinois Legislature for the last few years with unflagged interest, and now that it is an unfait accomplite,  I am delighted. This could not be otherwise, when you found me in Washington in 1862. I was out of funds and employment, with a young wife to support, and you at once secured me lucrative employment, and in less than six months I was Asst Quartermaster General of Rhode Island, a position that I held one year, the pay being very small, Senator Anthony Spraque got me the appointment of Pay Clerk U. S. Army, which I now hold, stationed at his (?) place.
&lt;/p&gt;&lt;p&gt;I feel so much indebted to you, I long for time to come when I may have the great pleasure of thanking you in person. Wishing you every  success in the new career opened to you.
