yesterday and over heard a conversation between two C.H. one was telling the other that he had good News from Springfield They had one Thousand [prime?] rifles and was distributing a rifle and revolver to every man that would agree to use them and says he you will hear from them in less than thirty days Dick Yates will be hung and Springfield laid in ashes and then says he the

&lt;/p&gt;&lt;p&gt;What think you of such a state of things would it not be well to Notify the Gov. of the report it can do no harm if it does no good

&lt;/p&gt;&lt;p&gt;Dear Sir.
&lt;/p&gt;&lt;p&gt;In behalf of Capt Henry Yates of the 106th Ills vols, I desire to explain an unpleasant matter which has lately occured. Capt Currier was selected by the Captains of the above regt to inform me of the following facts - Also to hand me the necessary vouchers proving same. It seems that sometime since while the regt was on RR guard duty, Capt Yates sent to the Surgeon who was at this post, a pay certificate &amp;amp; Discriptive Roll, for use of a sick soldier in Gen Hospital - by a Private - thereby conflicting with special order no 56 - which reads that all Discharge papers &amp;amp;c shall be sent by a non commissioned officer. I will here give you Capt Yates explanation to me.  "I desire to say that the one pay certificate alluded to was understood &amp;amp; intended simply as a memd to guide the Surgeon in making out the final statement of said soldier in case of his discharge while in Gen Hospital."  I will now give you the statement (or a portion of it) signed by all of the Captains on duty in the regt.  "We the undersigned Captains in the 106th regt Ills vols do hereby certify that we, nor either of us have received the order stated to have been violated by Capt Henry Yates in special order No 56 Head Quarters District of Jackson."  The order No 56 was never read to the officers of the regt, consequently they were ignorant of the same, &amp;amp; Capt Yates in no way to blame in violating it.
&lt;/p&gt;&lt;p&gt;On the 3d of March an order was read on dress parade to all the regts in this District recommending that Capt Yates be dismissed from the service of the U.S. on the 11th inst the order accidently came into the possession of Capt Yates - &amp;amp; not untill the 19, I think Capt Currier said - was the order read to the 106th. You cannot well imagine the astonishment &amp;amp; anger of the officers of the regt, and of course, the injured feelings of Capt Yates.  You will see at once that there was either great neglect on
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the part of the Comdg officer of the regt, or that the order was purposely kept, untill a late day, from the Col.  If the first, it was criminal, thereby causing officers in his regt innocently to violate orders issued by the Comdg Office of the District. On the other hand, of course I cannot fathom the object - but will know in due season. Capt Yates is noted for his prompt attention to all orders - for the good disciplin of his Co, &amp;amp; the interest he takes in the health, &amp;amp; general welfare of his command. He is a good officer, &amp;amp; held in high respect by all the regt.  I take great pleasure in forwarding this statement, &amp;amp; hold, subject to your order, the statement of the Captains of the regt. on knowing the above facts I promptly sought an interview with Gen Sullivan, who informed me that he had been greatly annoyed by having orders of a like character violated by officers, &amp;amp; in this instance, he had issued the order for the purpose of preventing future occurrences - &amp;amp; not intending, or expecting any thing would come of it. I have advised Capt Yates to go on &amp;amp; perform his duties as usual, &amp;amp; give the matter no further attention.  In a private note to me he says - "I am affraid certain parties will take advantage of this thing - therefore be kind enough to file the papers I send you &amp;amp; use them when you think best. It would relieve my mind very much if you would inform Gov Yates in reference to the matter - for fear he might have a statement from some other source, &amp;amp; the true statement be construed so as to give him a wrong impression. Hoping this may be the first intimation you have had of this matter, &amp;amp; that you will concur with the officers of the 106th, as well as with many in other regts, in not attaching blame - for intent in violating special order No 56 - &amp;amp; that you will also concur with them, that a great wrong has been done Capt Yates.

&lt;/p&gt;&lt;p&gt;Dear Sir.
&lt;/p&gt;&lt;p&gt;In behalf of Capt Henry Yates of the 106th Ills vols, I desire to explain an unpleasant matter which has lately occured. Capt Currier was selected by the Captains of the above regt to inform me of the following facts - Also to hand me the necessary vouchers proving same. It seems that sometime since while the regt was on RR guard duty, Capt Yates sent to the Surgeon who was at this post, a pay certificate &amp;amp; Discriptive Roll, for use of a sick soldier in Gen Hospital - by a Private - thereby conflicting with special order no 56 - which reads that all Discharge papers &amp;amp;c shall be sent by a non commissioned officer. I will here give you Capt Yates explanation to me.  "I desire to say that the one pay certificate alluded to was understood &amp;amp; intended simply as a memd to guide the Surgeon in making out the final statement of said soldier in case of his discharge while in Gen Hospital."  I will now give you the statement (or a portion of it) signed by all of the Captains on duty in the regt.  "We the undersigned Captains in the 106th regt Ills vols do hereby certify that we, nor either of us have received the order stated to have been violated by Capt Henry Yates in special order No 56 Head Quarters District of Jackson."  The order No 56 was never read to the officers of the regt, consequently they were ignorant of the same, &amp;amp; Capt Yates in no way to blame in violating it.
&lt;/p&gt;&lt;p&gt;On the 3d of March an order was read on dress parade to all the regts in this District recommending that Capt Yates be dismissed from the service of the U.S. on the 11th inst the order accidently came into the possession of Capt Yates - &amp;amp; not untill the 19, I think Capt Currier said - was the order read to the 106th. You cannot well imagine the astonishment &amp;amp; anger of the officers of the regt, and of course, the injured feelings of Capt Yates.  You will see at once that there was either great neglect on
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the part of the Comdg officer of the regt, or that the order was purposely kept, untill a late day, from the Col.  If the first, it was criminal, thereby causing officers in his regt innocently to violate orders issued by the Comdg Office of the District. On the other hand, of course I cannot fathom the object - but will know in due season. Capt Yates is noted for his prompt attention to all orders - for the good disciplin of his Co, &amp;amp; the interest he takes in the health, &amp;amp; general welfare of his command. He is a good officer, &amp;amp; held in high respect by all the regt.  I take great pleasure in forwarding this statement, &amp;amp; hold, subject to your order, the statement of the Captains of the regt. on knowing the above facts I promptly sought an interview with Gen Sullivan, who informed me that he had been greatly annoyed by having orders of a like character violated by officers, &amp;amp; in this instance, he had issued the order for the purpose of preventing future occurrences - &amp;amp; not intending, or expecting any thing would come of it. I have advised Capt Yates to go on &amp;amp; perform his duties as usual, &amp;amp; give the matter no further attention.  In a private note to me he says - "I am affraid certain parties will take advantage of this thing - therefore be kind enough to file the papers I send you &amp;amp; use them when you think best. It would relieve my mind very much if you would inform Gov Yates in reference to the matter - for fear he might have a statement from some other source, &amp;amp; the true statement be construed so as to give him a wrong impression. Hoping this may be the first intimation you have had of this matter, &amp;amp; that you will concur with the officers of the 106th, as well as with many in other regts, in not attaching blame - for intent in violating special order No 56 - &amp;amp; that you will also concur with them, that a great wrong has been done Capt Yates.

&lt;/p&gt;&lt;p&gt;Allow me to introduce Rev. Dr. Richd W. Davis, late an officer in the 73rd Regt. having resigned on account of ill health. He is now restored to health and is ready again for service, being desirous to fill some vacant chaplaincy. He wishes more particulary at this time to have the disability on account of his resignation removed, and to visit the Regiments where vacancies exist.
&lt;/p&gt;&lt;p&gt;Dr. Davis, since his resignation has resided here, and has been active &amp;amp; zealous in the pulpit and out of it, in defending the government &amp;amp; in fighting Copperheads.  He has done yeoman service.
&lt;/p&gt;&lt;p&gt;I will take it as an especial favor if you will introduce him to the Gov. or Lt Gov. and assist him to accomplish the object of his visit. I would write to the Gov. if I knew he were at home, and have deferred my trip until I can here of his arrival.

&lt;p&gt;Allow me to introduce Rev. Dr. Richd W. Davis, late an officer in the 73rd Regt. having resigned on account of ill health. He is now restored to health and is ready again for service, being desirous to fill some vacant chaplaincy. He wishes more particulary at this time to have the disability on account of his resignation removed, and to visit the Regiments where vacancies exist.&lt;/p&gt;&#13;
&lt;p&gt;Dr. Davis, since his resignation has resided here, and has been active &amp;amp; zealous in the pulpit and out of it, in defending the government &amp;amp; in fighting Copperheads. He has done yeoman service.&lt;/p&gt;&#13;
&lt;p&gt;I will take it as an especial favor if you will introduce him to the Gov. or Lt Gov. and assist him to accomplish the object of his visit. I would write to the Gov. if I knew he were at home, and have deferred my trip until I can here of his arrival.&lt;/p&gt;&#13;

I have been in the service over seven months and have been sick about six months  I stayed with the Regt as long as I could  I was obliged to go into the hospittle last Nov I have been in the Hospittles ever since first at Richmond then in lexington then in Danvill and then to Lexington againe Dr More our surgon, exammined me and said I was not fit for the service and gave me Surtifacit of disability Dr. Marsh Surgon in charge of Hospittle No 5 Lexington examined me also and

&lt;p&gt;pronounced me unfit for the service and said I ought to bee discharged but before the board met I was transfered to No 2  I went before the board here and all was in favor of dischargeing me but the surgon in charge he is a harde harted man and cares no more for a man that he does for a hog  if I could serve my countrey it would not seem so harde but thare is no prospect of my ever being able again  I am an expence to the goverment and forced to drag out alife of misery and distress here i f I have to stay here I do not belive I will three months longer  besides this my wife is sick and haveing to leave the house I left hur in she is forced to seeke a shelter among the neighbours who tell her that I am a black abolitionist and am fiteing to free the negroes or I would dersert and come home, she can no

&lt;/p&gt;&lt;p&gt;Respected Sir  I am solicited by Lucius L. Hawkes in behalf of his son Wilbor F. Hawkes a private of Co. F. 127th Regt. Ill. Vol. who enlisted in the United States Service last August, but has been unfit for duty the greater part of the time. he is afflicted with Chronic Diarrhea and has been unfit for duty from that disease for months past, at the present time is on board the Hospital Transport near Vicksburg in a very low state of sickness. The Father Lucius L. Hawkes would Respectfully ask your Excellency to grant him a Permit to pass through the lines and be empowered to bring his son home, as the only  means of saving his life.  I have just returned home from the Service in consequence of bad health, and having been for years in the Practice of medicine, and notwithstanding years of experience I found it impossible for me to recruit my health in the Army either in Camp or Hospital. I was Capt. of Co. K. of the 127th Regt. and frequently seen the young man above spoken of who for months past did not represent a soldier but a living Skeleton, the Father here soliciting a permit is fully convinced it is the only manner by which his son can be saved to be of future use to his Country, and is perfectly willing his son shall return to Service as soon as his health will permit

&lt;/p&gt;&lt;p&gt;Respected Sir  I am solicited by Lucius L. Hawkes in behalf of his son Wilbor F. Hawkes a private of Co. F. 127th Regt. Ill. Vol. who enlisted in the United States Service last August, but has been unfit for duty the greater part of the time. he is afflicted with Chronic Diarrhea and has been unfit for duty from that disease for months past, at the present time is on board the Hospital Transport near Vicksburg in a very low state of sickness. The Father Lucius L. Hawkes would Respectfully ask your Excellency to grant him a Permit to pass through the lines and be empowered to bring his son home, as the only  means of saving his life.  I have just returned home from the Service in consequence of bad health, and having been for years in the Practice of medicine, and notwithstanding years of experience I found it impossible for me to recruit my health in the Army either in Camp or Hospital. I was Capt. of Co. K. of the 127th Regt. and frequently seen the young man above spoken of who for months past did not represent a soldier but a living Skeleton, the Father here soliciting a permit is fully convinced it is the only manner by which his son can be saved to be of future use to his Country, and is perfectly willing his son shall return to Service as soon as his health will permit

&lt;/p&gt;&lt;p&gt;I wish to beg a favour off you Dear Sir, and that is that he may continue at home with me untill he is exchanged, he came home sick his lungs appears to be very much affected, and he has a very bad coff, in fact he is now unable for duty if he was called upon, he belongs to the 34 Illinois Company C, pleas to write me a few lines as soon as oppertunity arises
