&lt;/p&gt;&lt;p&gt;Mr. Yates I will address a few lines to inform you of the situation of my husband he is in the Army and has been ever since last August and he got a fall off 1 of a waggon and cripled his back and he has had the palpatation of the heart ever since and he has not been able for duty since the ninth of November he has been in the Hospittal for three month past and gets worse off all the time Now if it is in your power to send me a furlow for him till he gets better he will go back again as soon he gets able I think these is a better chance to get

I wish to Say to your Excellency however, That I wrote you a note last fall, Stating that I was not accepted in the Services according to the promise I made Your excellency, when though your clemency, I was pardoned,  You replyed and advised me to try again. I did So, and was acepted.  I entered the 63rd Reg. Ind Vol, as a private.  I was Son detailed, to take charge of a Reg as Surgeon In which capacity I acted, until my abilities became apparent.  Then I was detailed, in charge of the post hospital, at Indianapolis and by kind attention and manly deportment, I had gained the confidence of the Medical Director, (J S Bales?) who immediately Sent an application to the Sec. of war, and had me regularly appointed in charge of hospital. In which capacity I acted for a short time until the 100th Reg Ind Vol there in camp became So much attached to me.  Not only as a Surgeon, but also as a man, that they Solicited me to accept an appointment, as Assistant Surgeon and came in to the field, which I did.  At Holly Springs the Medical Director heard of me, and had me ditailed, and placed in Gen Hospital.  I then was ordered to this place to open 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;or assist in opening a hospital, and allow me to Say that I have endeavored to discharge my every duty, in the Sight of my Maker towards our Suffering Soldiers, by being kind, and attentive to their wants, knowing how much a kind act is appreciated by those in distress.  This reminds me of that kind act of your excellency, which took me from the confines of a Prison, and restored me to the blessings of Society and children who So much needed my aid: which act, &lt;u&gt;I&lt;/u&gt; shall never forget, and I hope I never Shall prove my self unworthy of the favor. No, I Shall never disgrace Your favor; - never give Your Excellency cause to regret having confered So &lt;u&gt;great&lt;/u&gt; a favor upon me who Should prove himself unworthy of its countless blessings.  So far My conduct has Spoken a language to all who may take the trouble to trace my Steps; which will  never reflect disgrace upon the favor.  Although I have an old enemy who is at this time endeavoring to call up this old matter to my injury.  He noticed a publication in a Paris paper in my favor, and as he was an old competitor of mine in practice he is now resolved to keep me from rising if possible.  In this, however, I think he will fail as on other occasions for he is known to be an old mallicious  persecutor.  My conduct has gained for me a name which He can never kill, for truth and justis will prevail while a just God rules.

&lt;p&gt;I have been told that another bill [yet?] exists, in the Edgar Court, against me, on the old charge for which I was Sentenced in 61. and if possible this man, will Spare no pains, to obtain a requisition at your hands, and have me again brought back and tortured, to gratify his long pent up, Petty malice; but having acted honorably, and honestly, in all things, Since Your Excellency liberated me, I confide in your clemency, knowing that no man can bring any accusation against me, Since that time. for I have been doing all I could (honorably) to recover my self from my misfortune in order that I might relive my innocent children from the Stain, (one of whom, is now in the  Service, in the 79th Reg. of Ills' Vol'. and at this time, not expected to live.  I ask how can any man try to crush the noble efforts of the unfortunate to rise?  If man is trying to act honorably, why crush him?  I am now collecting testimonials of my conduct.  Since I obtained your favor, for my every Step is open, I never kept my Self concealed Never denied my name, or Shrank from the truth. &lt;/p&gt;&lt;p&gt;WHEREAS, The present channel of communication, by way of the Erie Canal and the Hudson River, is scarcely sufficient to accommodate the present wants and wholly inadequate to meet the prospective demands of the great grain growing States bordering upon and tributary to these internal waters; and 
&lt;/p&gt;&lt;p&gt;WHEREAS, The rivers and canals of Canada can be readily enlarged and improved so as to furnish ample and reliable facilities for transportation from the lakes to the Atlantic ocean, thereby saving to the western producer millions of dollars per annum, as well as a large per centage of the time now occupied in transit; therefore, 
&lt;/p&gt;&lt;p&gt;Be it resolved, by the Senate of the State of Wisconsin, the Assembly concurring, That the Governor be and is hereby authorized to appoint a committee of five citizens of the State, to communicate with the provincial government and parliament of Canada, either by petition or by proceeding in person to the seat of said government, for the purpose of laying before that body, in a proper and respectful manner, statistics of the production and trade of the Western States, present and prospective; the inefficiency of the present thoroughfares connecting the lakes with the seaboard; the mutual advantages presented by their rivers and canals for the construction of such enlarged avenues as the interests of the west so imperiously demand, and the mutual benefits which must necessarily accrue from the proper improvement of these advantages to the constructors of such channel or channels, as well as to the western producer.

&lt;/p&gt;&lt;p&gt;I am doing a good deal of work for Ill Soldiers, and do it with pleasure.  Many come here discharged with imperfect papers and they can draw no pay on them.  We send their papers back to their Reg, get them corrected, collect their money free.  We furnish our own soldiers transportation at 1 1/2 cts per mile.  I could do your Soldiers more good, if I could give them transportation in certain cases.
&lt;/p&gt;&lt;p&gt;Occasionally one is here entirely destitute, no money &amp;amp; no pay due.  I have had several cases where their money has been stolen, &amp;amp; they are entirely destitute
&lt;/p&gt;&lt;p&gt;I should be glad to help them,  and will do anything I can for them; and would issue transportation to them if furnished by your State, making no charge for 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;my services.  I do not think you need and agent here, although there are many of your Soldiers in our hospitals, but if they could be helped in some cases it would add much to their comfort

&lt;/p&gt;&lt;p&gt;I am doing a good deal of work for Ill Soldiers, and do it with pleasure.  Many come here discharged with imperfect papers and they can draw no pay on them.  We send their papers back to their Reg, get them corrected, collect their money free.  We furnish our own soldiers transportation at 1 1/2 cts per mile.  I could do your Soldiers more good, if I could give them transportation in certain cases.
&lt;/p&gt;&lt;p&gt;Occasionally one is here entirely destitute, no money &amp;amp; no pay due.  I have had several cases where their money has been stolen, &amp;amp; they are entirely destitute
&lt;/p&gt;&lt;p&gt;I should be glad to help them,  and will do anything I can for them; and would issue transportation to them if furnished by your State, making no charge for 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;my services.  I do not think you need and agent here, although there are many of your Soldiers in our hospitals, but if they could be helped in some cases it would add much to their comfort

&lt;/p&gt;&lt;p&gt;The acts and demonstrations of the Copperheads and Secesh in our Monroe County compell me to address you and ask for aid and
instructions. On yesterday I returned from St. Louis, thinking that General Curtis - to whom I stated all the facts - had the power to send a necessary force to our protection, but he informed me: that Illinois did not belong to his Department. General Strong advised me to write to you, therefore I will give you a brief statement of what has lately happened here.
&lt;/p&gt;&lt;p&gt;As to my character &amp;amp; standing I refer you to Hon. Lyman Trumbull, O. M. Hatch, Secretary of State, W. I. Conkling, Dr. A. Trapp &amp;amp; Harman Reynolds Grand Secretary of the Grand Lodge of Illinois; I was introduced to you by Gov. Koerner, but of course you cannot recollect every man; I am a German by birth, 29 years in this Country and fought at the battle of San Jacinto, under Sam Houston, at Buena Vista under our late Gov Bessell (of the ([24th?] Ills.) and served as a Captain in the 2nd Mo. Res. Corps in Missouri, Tennessee &amp;amp; Mississippi and am now U. S. Assist. Assessor in the 12th (John Scheell) Assess.District. This I hope will be sufficient, Dear Governor, to introduce myself to you as a good Union man &amp;amp; a Gentleman!

&lt;hr /&gt;
&lt;p&gt;The enemies of our Country, Copperheads &amp;amp; Secesh, the other day held a meeting in the village of Marysville in the lower part of our County, to resist the enforcement of the Conscription law and to protect deserters; they harbor and keep intercourse with Secesh who cross over from Missouri, insult Union men who they call d- Abolisionists, hold balls and have there the tables decorated with Secesh flaggs, undertake to press money from Union men, giving therefore Confed. money and a Certificate that when Illinois is envaded they shall not be molested &amp;amp; robbed;they sing here in Waterloo, which happened on two days last week, Dixie Songs and hurrah for Jeff. Davis. A Union refugee from Missouri was last week shot dead near Marysville, in the American bottom. They will organize a military company, require arms &amp;amp; amunitions from You, to be able "to subdue the d- Abolition Lincolnites!
&lt;/p&gt;&lt;p&gt;It is indeed dangerous for Union men &amp;amp; especially Republicans to go on business into the lower part of our County! What fate may await me when going there to assess in May - God knows!
&lt;/p&gt;&lt;p&gt;What can You do for us, dear Governor? Could You not make a requisition from Genl. Curtis for one or two companies soldiers to be stationed either in Marysville, 6 m. from the Mississippi river, or at Lilly's landing, nearly opposite Sulphur Spring where several hundred men are encamped! If this is done confidence will be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;restored and I am sure our ennemies will be still and kept harmless; if not - an outbreak will come! I don't see how it can be avoided. The principal leaders are James H. Lilly - owner of Lillys landing, John H. Liddell, an acting Justice of the Peace, Dr. Lewis James, Sebatian Berger, Theobald Edinger and Dr. A. L Carabine, all living in the neighborhood of Maryvsville.
&lt;/p&gt;&lt;p&gt;The American bottom is the most dangerous place we fear; here in Waterloo and vicinity we can take care of ourselves and protect us, as our Union League numbers about 100 and are ready at any minutes warning 
&lt;/p&gt;&lt;p&gt;Here, dear Governor, I have given you a true statement of facts and I hope you will act accordingly and show to us the same energy and kindness as you have towards our boys in the field.

&lt;/p&gt;&lt;p&gt;The acts and demonstrations of the Copperheads and Secesh in our Monroe County compell me to address you and ask for aid and
instructions. On yesterday I returned from St. Louis, thinking that General Curtis - to whom I stated all the facts - had the power to send a necessary force to our protection, but he informed me: that Illinois did not belong to his Department. General Strong advised me to write to you, therefore I will give you a brief statement of what has lately happened here.
&lt;/p&gt;&lt;p&gt;As to my character &amp;amp; standing I refer you to Hon. Lyman Trumbull, O. M. Hatch, Secretary of State, W. I. Conkling, Dr. A. Trapp &amp;amp; Harman Reynolds Grand Secretary of the Grand Lodge of Illinois; I was introduced to you by Gov. Koerner, but of course you cannot recollect every man; I am a German by birth, 29 years in this Country and fought at the battle of San Jacinto, under Sam Houston, at Buena Vista under our late Gov Bessell (of the ([24th?] Ills.) and served as a Captain in the 2nd Mo. Res. Corps in Missouri, Tennessee &amp;amp; Mississippi and am now U. S. Assist. Assessor in the 12th (John Scheell) Assess.District. This I hope will be sufficient, Dear Governor, to introduce myself to you as a good Union man &amp;amp; a Gentleman!

&lt;p&gt;The enemies of our Country, Copperheads &amp;amp; Secesh, the other day held a meeting in the village of Marysville in the lower part of our County, to resist the enforcement of the Conscription law and to protect deserters; they harbor and keep intercourse with Secesh who cross over from Missouri, insult Union men who they call d- Abolisionists, hold balls and have there the tables decorated with Secesh flaggs, undertake to press money from Union men, giving therefore Confed. money and a Certificate that when Illinois is envaded they shall not be molested &amp;amp; robbed;they sing here in Waterloo, which happened on two days last week, Dixie Songs and hurrah for Jeff. Davis. A Union refugee from Missouri was last week shot dead near Marysville, in the American bottom. They will organize a military company, require arms &amp;amp; amunitions from You, to be able "to subdue the d- Abolition Lincolnites!
&lt;/p&gt;&lt;p&gt;It is indeed dangerous for Union men &amp;amp; especially Republicans to go on business into the lower part of our County! What fate may await me when going there to assess in May - God knows!
&lt;/p&gt;&lt;p&gt;What can You do for us, dear Governor? Could You not make a requisition from Genl. Curtis for one or two companies soldiers to be stationed either in Marysville, 6 m. from the Mississippi river, or at Lilly's landing, nearly opposite Sulphur Spring where several hundred men are encamped! If this is done confidence will be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;restored and I am sure our ennemies will be still and kept harmless; if not - an outbreak will come! I don't see how it can be avoided. The principal leaders are James H. Lilly - owner of Lillys landing, John H. Liddell, an acting Justice of the Peace, Dr. Lewis James, Sebatian Berger, Theobald Edinger and Dr. A. L Carabine, all living in the neighborhood of Maryvsville.
&lt;/p&gt;&lt;p&gt;The American bottom is the most dangerous place we fear; here in Waterloo and vicinity we can take care of ourselves and protect us, as our Union League numbers about 100 and are ready at any minutes warning 
&lt;/p&gt;&lt;p&gt;Here, dear Governor, I have given you a true statement of facts and I hope you will act accordingly and show to us the same energy and kindness as you have towards our boys in the field.

Until we hear that it is absolutely delivered, we can make no use of the paper in New York, and you will please hold your copy until advised.
&lt;/p&gt;&lt;p&gt;Our committee decided that the object of the appointment would not be so well attained, if we acceded to the wish of the Board of Trade and other committees to accompany us, for we consider ourselves especially directed by the State, and by yourself to act for the State of Illinois. I think it the most
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;important subject in relation to the interests of the people of the State (with the Single Exception of the Maintenance of the Government) which has ever come up for consideration. A direct trade with Liverpool will add 25% to the value of every acre in Illinois, and I am disposed to proceed very carefully but with the endeavor to reach public opinion in England when the food is wanted, rather than to address town meetings in Canada.
&lt;/p&gt;&lt;p&gt;I hoped to have met you in New York, and to have advised and consulted with you in relation to the memorial before it was sent forward, it is very brief. I hope you will not think it too much so. We propose at the interview in May to be prepared with statistics to enable the Governor General himself if he decides to reccomend this subject to the Colonial Minister to set forth in his own statement such figures as he thinks important to be

&lt;/p&gt;&lt;p&gt;I desire to call your attention to the situation of my son Selden Miner who is a member of the 9th Ill Cavalry now at Helena Ark
&lt;/p&gt;&lt;p&gt;He the said Selden Miner enlisted in the U S service at Kewanee Ills Oct 8th 1861 and was mustered into service at Chicago Oct 17th 1861. on Jan 1st 1862 he was appointed Hospital Steward of the 2nd Bat. 9th Ill. Cav. Sept 26th 1862 a General order from the Adjt. Genl. declared these Battallion Officers Supernumerary and ordered them vacated. Under this order the Batt. Non-Comd staff as they were termed (of which he Selden Miner was one) in the 9th Ills Cav - were mustered out of service Oct 12th 1862 -
&lt;/p&gt;&lt;p&gt;The said Selden Miner is reported on the Books Rolls &amp;amp;c of the Regt. as mustered out at that date, but was not. he was absent on sick leave at the time of the
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Inspections and Musterout. Now he wants either his discharge under the provisions of said G.O No 126, or to be restored to position and duty. At present he is not on Books or Rolls, and consequently is not drawing pay or allowance having clothed &amp;amp; subsisted himself without pay since Oct 12th 1862, and the Comdg. officer of the Regt has repeatedly refused him pay clothing and subsistence

I was under the impression there, that you might have changed you mind about going east at that time, not hearing from you.
&lt;/p&gt;&lt;p&gt;I beg to say Govener, that A N Van Buren late Adjutant of the 69th Rgt Ill Vols &amp;amp; Post Adjutant at Camp Douglas while under my Command, desires the position of &lt;u&gt;Major&lt;/u&gt; of the new 121st Rgt to be organized under Colonel Hough. I understand that Colonel Hough and Lt. Col Pickett, are quite well
&lt;/p&gt;
&lt;hr /&gt;Satisfied with the arrangement provided it meets &lt;u&gt;your approbation&lt;/u&gt;, and if it should so meet with your approbation, will you be kind enough to signify it Colonel Hough.
&lt;p&gt;Van Buren made one of the best Post Adjutants that could have been found.
&lt;/p&gt;&lt;p&gt;I wrote to the Adjutant General from New York, requesting him to see you and send me such a letter as you could consistently sign, but he was absent from home, as he told me when here recently and I believe he is still at home sick.
