&lt;/p&gt;&lt;p&gt;Allow me to recommend to your favorable notice Capt. Michael Piggott of the Regiment of Western Sharp Shooters 66th Ill. Vol. as a person eminently qualified to be intrusted with the Command of one of the Regiments about to be raised under the Conscript Law lately enacted by Congress. Capt. Piggott entered this regiment as a Lieutenant and has been in every battle and Skirmish with the regiment since its formation. &lt;/p&gt;&lt;p&gt;You will please pardon the intrusion of this letter as it will be out of the regular way of doing Business but justice to myself urges me to do it   I am serving as first corporal in the 78th Reg Ill Vol   But if Possible I would like a better situation for several reasons   1st I have lost all my means being about $1500 in the war and and helping to furnish volunteers at start  2nd I have been an uncompromizing Union man from the first and believeing the only way to do is to conquer a peace 
&lt;/p&gt;&lt;p&gt;I was ofered Repeatedly a commission as Captain on the out break of the war but could not possible accept on account of a pledge I had given my aged mother not to leave her during her

You must have fascinated the Col, for ever since you left he has been especially kind and generous, only yesterday he sent for me to know if I would like a situation with Col. Fry the Provost Marshal General. now dear Govenor my present salery just barely pays expenses as I have a family, (my wife lost quite all she had by the "Emancipation of slaves in the District of Columbia what she did get was so depreciated as to net only a smal sum,) and if it would not be presuming to much upon your valuable time I would ask as an especial favor that you write the Col (Elias M Greene) a personal letter simply thanking him for the interest he takes in me, on your account, etc., and I feel confident that I would secure the promotion.
&lt;/p&gt;&lt;p&gt;Nothing I assure you would so delight me as to be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of service to you.

&lt;/p&gt;&lt;p&gt;Hooker's Telegrams in the way of Rebel prisoners are swarming the avenues and streets for the past three or four days, and all goes well, I must tell you a good joke, for General Hooker, so the report goes, Halleck when he heard that Hooker had crossed the Rappahanock telegraphed that it was a bad move and for him to retrace his steps. Hooker replyed "I'll be d-d if it is, &lt;u&gt;I'm&lt;/u&gt; runing the Army of the &lt;u&gt;Potomac&lt;/u&gt; and if you do not stop sending me telegrams I'll be d-d if I d'nt cut the wires"
&lt;/p&gt;&lt;p&gt;Adieu

peace of the State in this portion of it.  The [democracy?] here talk and mean treason
&lt;/p&gt;&lt;p&gt;will you be good enough to advise me immediately, whether there is any prospect of my regiment being accepted, 800 men have already been enrolled, Write me upon receipt of this.

&lt;/p&gt;&lt;p&gt;I learned at Shawneetown this morning through Addison of Mattoon that the order for raising troops for State defence has been revoked - This is much to be regretted, as the Cavalry regiment could soon have been organized, and moreover it is absolutely necessary for the
peace of the State in this portion of it.  The [democracy?] here talk and mean treason
&lt;/p&gt;&lt;p&gt;will you be good enough to advise me immediately, whether there is any prospect of my regiment being accepted, 800 men have already been enrolled, Write me upon receipt of this.
