Dear Sir, Yours of yesterday and parcel per Express, are both recd. I have placed the parcel in the hands of Mar. Stacy Esq. who will attend to distribution of its contents through the precincts of the County. There is apparently little concern felt about the interests involved in the question of the New Constitution, and I apprehend great danger from this indifference. The Democrats will doubtless vote for it, in solid strength, as for a great Party measure, and it is to be feared that many Republicans may either vote for it, or let it go by default. I wish the signs were better.

The Partition case was settled by the court. Report approved, 1/5 to be paid to Elliott on his executing bond with security to be approved by you.

Payment has not yet been made by Coultas, nor have the receipts of the parties been delivered to me. The Deeds yet remain in my hands & the amt paid by Hall & F.

It will doubtless all be completed in a day or two.

Judge Moses

Yours truly

Jas. Berdan

I am much inclined to think that your best way would be to go Gen. Grant, Gen. McClernand & others & see whether you could not find an opening in some of the Regiments where your appointment would give satisfaction.

you strong letters to them and if they could not give you a good place you could perhaps finds some regiment which would be satisfied with your appointment. It is too long any how for you to wait for Kellogg to resign as he himself does not want to resign till the big fighting is over

Dear Sir

Since I recd yours of March 26, I have seen Col. Kellogg and conversed with him. He says he will not probably resign before first of May. He seemed to think (while however he spoke well of you) that it would be very doubtful whether your appointment would give satisfaction---Lt. Col. Prince, Major Applington, Rawalt & others already spoken of in that connection.

I am much inclined to think that your best way would be to go Gen. Grant, Gen. McClernand & others & see whether you could not find an opening in some of the Regiments where your appointment would give satisfaction.

If so inclined I could give

you strong letters to them and if they could not give you a good place you could perhaps finds some regiment which would be satisfied with your appointment. It is too long any how for you to wait for Kellogg to resign as he himself does not want to resign till the big fighting is over

                    <text>
Chicago March 24 / 62.

My Dear Govr.

You need have no fears as to the course which the Tribune will pursue in regard to the constitution.

I had an interview of three hours with Medill this morning. He will oppose the [illegible] constitution in the columns of the Tribune & otherwise by every means in his power.

I have also conversed with several leading Republicans, & find that there is a stern & fixed determination that the constitution must be defeated. No effort will

be spared in this city to accomplish this result.

Plans have already been devised to combine all the railroad interest against it.

It is also proposed to subsidize the [entire?] democratic Press of this city, & to some extent, that of the state.

Medill & others think that there is some prospect that the Times & Post may be brought into active opposition by concentrating the railroad influence & bringing it to bear upon them.

In short, every thing looks fair in this city at the present moment. If the vote could be taken tomorrow it would be almost solid against

the iniquity.

Allow me the liberty of suggesting that if you design to be a candidate for senator it would be decidedly advisable to procure pledges from at least a majority of Rep. members before the session is called.

If you await their arrival in Springfield before securing their support adverse influences will be brought to bear upon the [illegible] the moment the session is called until the election takes place.

Now they are probably unpledged & can be much more easily influenced in your favor than at any other period.

I have not felt at liberty

to state to any one that you was a candidate, although I have stated it as my opinion that you would not object.

Mr Medill will probably visit you in a few days. I requested him to do so.

By all means secure his influence, if within the bounds of possibility

An open advocacy of your claims by the Tribune would influence many members in this part of the State.

I felt of Medill cautiously but found I was tracking on dangerous ground & backed out without committing

myself. Medill approves of the plan of calling the Legislature together & bringing back Jayne, Bester et al. He thinks that Lincoln will certainly cooperate in the movement & will reappoint them, or give them other positions, after the work is done.

The difficulty suggested by Mr Hatch, that the military officers could not, under a rule of the War department, be reappointed, can be obviated by a change or rescission of of the rule.

If there are any members in this part of the state, particularly in 1st & 2d Dist's

that you desire me to see in relation to the senatorship please advise me, & mention particularly the points which should be made, or in other words the strings to pull, & I will endeavor to make some business in this vicinity & casually call & see them.

Please give my kind regards to the state officers

Very truly yours

E. Peyn Ferry

P.S. The general opinion here is that the Constitution will be defeated.

                <text>

I have the honor to acknowledge the receipt of your letter of the 9th inst. It is contrary to the wishes of the authorities at Washington that this state should continue to act for the U.S. when the latter has her own appointed agents. I cannot consent that the state authorities should continue the control of my Department in its most important branch leaving to me duties of minor importance. If you desire to conduct the Dept in one branch you must do so in all. The course heretofore pursued by me has the warm approval of my superiors to whom your letter

The course heretofore pursued by me has the warm approval of my superiors to whom your letter

will be referred. No contracts or purchases made by the state since you were last informed of my readiness to assume control of the Q. M. Dept. will be recognized by me.

Dear Sir;

Your favor of Nov 9th, (received during the early stage of protracted indisposition, from which I am but just now recovering,) has been fully considered.

I informed you verbally, shortly after the receipt of your letter, that I was awaiting certain information upon the subject of clothing our troops. That information I have received, and now notify you, that the state will continue to supply her troops with clothing, and horse equipments. The state Quarter-master General has been instructed to purchase such supplies, and has already made purchases upon terms most

advantageous to the troops; and favorable to the United States.

I avail myself of the right conferred by Act of Congress upon each state, to furnish such supplies, because I think this state can better provide for her troops. That you would do your duty in such service I have no doubt, yet our state Quarter-master (Genl. John Wood) has become so thoroughly acquainted with the conditions and wants of our scattered regiments; takes so deep an interest in them, and, has so far given such abundant satisfaction to the authorities at Washington, and of this state, in the clothing heretofore furnished, both as to quality and price, as to satisfy me that he ought to be continued in the performance of this duty.

Very Respectfully

Capt. A. R. Eddy U.S. Q Master,

Springfield Ill

Dear Sir;

Richd Yates,

Governor

Copy.

Letter of the Governor to Capt. Eddy A. Q-M.

Dec 11.

In regard to furnishing supplies for troops, by the State.
