&lt;/p&gt;&lt;p&gt;Your favor of Nov. 9th (received during the early stage of protracted indisposition, from which I am just now recovering,) has been fully considered.
&lt;/p&gt;&lt;p&gt;I informed you verbally shortly after the receipt of your letter, that I was awating certain information upon the subject of clothing our troops.
&lt;/p&gt;&lt;p&gt;That information I have received, and now notify you, that the State will continue to supply her troops with clothing, and horse equipments.  The State Q. Master General has been instructed to purchase such supplies, and has already made purchases upon terms most advantageous to the troops
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and favorable to the United States.
&lt;/p&gt;&lt;p&gt;I avail myself of the right, conferred by Act of Congress upon each State, to furnish such supplies, because I think this State can better provide for her troops.  That you would do your duty in such a service I have no dout, yet our State Qarter Master (General John Wood) has become so thoroughly acquainted with the condition and wants of our scattered regiments, takes so deep an intrest in them, and has so far given such abundant satisfaction to the authorities at Washington and of this State, in the clothing heretofore furnished both as to quality and price, as to satisfy me that he ought to be continued in the performance of this duty.

And having failed to obtain an interview with you, I beg thus to approach you on the subject of a captaincy--or such other commission as I may be deemed worthy of--in the Infantry or Artillery.
&lt;/p&gt;&lt;p&gt;My qualifications are: about eighteen months study, and service to the grade of Captain of Light Infantry, at a military school (Norwich University) where the drill, discipline, rules and regulations of the U.S. Army were enforced and maintained; a general education not inferior to that of most officers in the volunteer service; a taste for military service; a will to serve the country, and a soldier's ambition.
&lt;/p&gt;&lt;p&gt;I beg to be informed whether, upon making

&lt;/p&gt;&lt;p&gt;I find it impossible to raise a regiment in Mo. unless i had a force to protect my recruiting officer.
&lt;/p&gt;&lt;p&gt;My object in addressing your excellency is to know whether you would object to my visiting Southern Ills &amp;amp; raising a regiment to operate in Mo. if the regt. were to be numbered as

I am now receiving the caissons and other equipments for batteries. Ther will be two Regiments of Artillery and this makes it the more important for

&lt;/p&gt;&lt;p&gt;Before I left for Washington on my late visit there, I promised Gov. Hoffman in writing that if I organized another Cavalry Regiment. When I got to Washington you refused me the privilege of accepting any more cavalry whatever. Gov. Hoffman (the present Lieutenant Governor, a most noble German) not doubting that at least his Regiment would be accepted, went on to raise men at much expense and trouble until he informs me he soon would be full. May I not hope that you will authorize me to accept his Regiment.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I am in this trouble about the matter.  You authorized Col Bell of Chicago to raise a Regiment subject to  my organization &amp;amp;c. Gov Hoffman insists that he has my promise in writing to organize his if another Regiment is organized.

As you are aware I was ordered to this station to take charge of the Quartermaster Department &amp;amp; of all the expenditures incident to it. The Department is still in the hands of the State because it is supposed (as I am lead to believe from several conversations with the State authorities) she can and will take better care of her troops than the U.S.  I consider myself on duty here for the expected benefit of the Illinois Vols &amp;amp; if the Q.M. Dept. were in my hands I should consider myself bound to answer all proper requisitions made by you for their comfort, and in their care where the U.S. could not give the assistance required, owing to want of necessary law or regulations the State [illegible] still have
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;it in her power to give it, and the more easily, if she were relieved from the pecuniary obligation that her present position necessitates. If the wants of the State so far as my Department is concerned, are supplied by me it does not prevent you from appointing as many agents, as you may deem proper, to see that the Illinois troops are properly cared for no matter where they may be stationed &amp;amp; their agents would be of great assistance in furthering the objects of the Federal Government. I am willing to take the contracts, that have been made by the State, for all Quartermaster supplies, through Q.M. General [Ward?] presuming them to be reasonable &amp;amp; in compliance with regulations, this remark more particularly applies to the clothing contract as I have personally examined the clothing &amp;amp; find it up to the Army standard. I will also take the supplies on hand, if good enough for the troops, paying for them what the State paid, and I am further willing to send the supplies wherever you may desire and would be pleased if you sent your own agents with them to see that your wishes

I had the honor to receive your telegram of Saturday (though not until late last night), and also that of today, tendering me the colonelcy of a Regiment of Illinois Volunteers.  I replied by telegraph that I could not accept though I regretted it very much.  It would be improper for me to dismiss so flattering an offer from your Excellency without explaining my reason for so doing.  The regiment to which I have belonged since the beginning of this war is being converted into a light-artillery regiment.  The work we have undertaken is a very great one, and will demand the united efforts of all engaged in it.   Therefore, although my position in the regiment is a subordinate one, I do not feel at liberty to abandon

It is announced that the appropriation "for collecting, drilling and organizing volunteers under the acts authorizing the President to accept the services of five hundred thousand men," is intended for the payment of all expenses that may hereafter be incurred therefor, as well as for the reimbursement to individuals of such amounts as have been already justly and actually expended by them in raising troops that have been, or may be, received into the service of the United States.
&lt;/p&gt;&lt;p&gt;Reimbursements of expenses for organizations raised, or attempted to be raised, but not actually mustered into the United States service, will not be made.
&lt;/p&gt;&lt;p&gt;Claims of States for expenditures heretofore made by them in raising volunteers, are provided for by separate and distinct appropriations, and will not be paid from the one new referred to.
&lt;/p&gt;&lt;p&gt;Bills must in all cases specify the date of expenditure, the particular item and amount, and the company or regiment for which the expense was incurred.  They must be accompanied by the receipt of the party to whom payment was made, and by a certificate of the officer or person incurring the expense, that the amount charged is accurate and just, and that it was necessary for the public service, for troops raised for the United States.
&lt;/p&gt;&lt;p&gt;Among expenses properly chargeable against this appropriation may be enumerated:
&lt;/p&gt;&lt;p&gt;1st. Rent of rendezvous or office for recruiting.
&lt;/p&gt;&lt;p&gt;2d. Commutation of fuel and quarters for officers already mustered into service, when detached on recruiting duty.
&lt;/p&gt;&lt;p&gt;3d. Subsistence of volunteers prior to their muster into service.  After such muster, subsistence with be provided by the Subsistence Department.  If possible, subsistence will be issued in kind, as recognized in the regular service, (or if other articles are substituted, the cost of the whole must not exceed the regular supplies,) and will be paid for at rates not exceeding the current prices at the place of purchase.  If subsistence cannot be furnished in kind, and board be necessary, it will be furnished at a rate not to exceed forty cents per diem.
&lt;/p&gt;&lt;p&gt;4th.  Necessary transportation of volunteers prior to completion of company organization and muster into the service as a company.  After completion of such organization and muster, transportation will be paid by the Quartermaster's Department.  Transportation will be at the rate of two cents per mile for railroad travel, and at the current rates for stage and steamboat fare.
&lt;/p&gt;&lt;p&gt;5th.  Rent of grounds and buildings for camping purposes, cost of erection of quarters, or cooking stoves when absolutely necessary, of clerk and office hire when authorized by the Adjutant General, and of all expenses incidental to camps of rendezvous.

&lt;/p&gt;&lt;p&gt;We beg to inform your Excellency, that we have been making for the State of Pa., a number of silk Regimental Flags, intended for active service in suppressing rebellion.
&lt;/p&gt;&lt;p&gt;The sample furnished by us was the one adapted by the State, and beautifully combines in one Flag the National and Regimental colors hitherto used as separate standards.
&lt;/p&gt;&lt;p&gt;The size of the Flags is 6 ft. 6 in long by 6 ft wide, composed of the stars &amp;amp; stripes  the size of the blue is 3 ft square, the arms of the state occupying one fourth of its area painted in the best style of art, and surmounted by thirty four [gilt stars?].
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;The materials are of the very best quality, &amp;amp; we guarantee that in every respect, they will fill the eye of the most critical taste. 
&lt;/p&gt;&lt;p&gt;The name &amp;amp; number of each regiment is painted in gold on the center stripe.  
&lt;/p&gt;&lt;p&gt;We will furnish them with fringe, silk cords &amp;amp; tassels, pike, spear &amp;amp; cover complete for sixty five dollars, the same as contracted with the State of Penna.
