<text>
Geneva Ills Sept 11 1861

Governor Yates

My Dear Sir On my return from St Louis I very unexpectedly found a telegram from the War Department of the date of Sept. 6th announcing that the official acceptance of the Lincoln Regiment together with the necessary orders etc, had been mailed to me, and by yesterdays mail I received the papers. I need not say that after the previous adverse decision of the Department, I was much surprised at this turn of affairs as we had made no renewal of our application in that quarters.

Meantime the protracted delay and uncertainty as to when and where, if at all, we were to be organized, had begun to produce serious effects. The recruits were becoming discouraged and gradually dropping of to unite with Chicago regiments. In one instance a whole company going into the Douglas brigade. Under these circumstances some prompt action became indis

pensable, and an informal meeting was hastily called at which it was determined to go into camp here at once under the acceptance from the Secretary of War. The feeling among the captains was such that I could not have controlled it had I attempted. Nothing else would have been listened to.

I have felt constrained to briefly make this explanation to relieve myself from the appearance of disingenuousness after what occurred at Springfield. The treatment which I received at your hands was so marked with kindness and gentlemanly courtesy that it would pain me to have you feel for one moment that I had acted dishonorably. The truth is matters had got beyond my control. The conduct of the War Department in relation to our application has been singularly inconsistent and strange – accepting us one week, refusing the next, and finally accepting.

I hope in self vindication to have an opportunity at some future time to lay before you the correspondence that has taken place.

Very sincerely
Your Friend & Obt. Servant

Servant

Dear Sir
My regiment will soon be full and I feel much solicitude about their arms. I have noticed the statement in the newspapers in relation to the guns obtained by you at Washington, and I wish to request that the Lincoln Regiment shall be duly remembered in the distribution. I have taken the liberty to telegraph you this morning asking for 200 of the rifles, and I earnestly hope you may be able to accommodate us.
Very truly yours

Mr Reeser, the bearer of this desires to go to Knoxville Tenn. to bring back his brother in law Elias Bennett, a member of the Elgin Battery, who has been for a long time sick in the hospital. It is reported that Bennetts officers are entirely willing that he should go home, but he is too sick to come without assistance and great care.

Dear Governor

At our Congressional Con

vention held at Elgin yesterday, I took

the liberty of introducing a resolution, or

rather handing it to the committee on Resolu

tions with a request that they report it,

expressing a strong preference for yourself

as next U.S. Senator. The committee

reported it to the convention, and its

reading elicited the most hearty ap

plause. The [leaven?], of which I spoke

in a former letter, showed itself however,

in the person of one or two delegates

from the North western part of the district

- speaking more accurately, from Boone

& McHenry Counties. A motion by one

of them to vote separately upon this

resolution was voted down by an over

whelming majority, not more than four

or five votes being heard in the aff.

The resolution with the others then

passed unanimously -

The only question

in my own mind was as to the propriety of

taking an expression at such a convention.

Upon consultation with Mr. [name] & other

friends, my judgment was that it would

do good. By quietly conversing with

delegates I first made myself reasonably

sure that it would carry largely.

The unanimity and heartiness with

which it passed will exert the best

influence, and at a point where it is

needed. The district is composed of

seven large Counties and the little "State

of Boone" as it is sometimes called -

I think it would be well for

you to speak here if at all [consistent?]. This

being the county seat of a large county

& easily approachable from every direction

and Aurora being supplied this week

by Oglesby, I earnestly hope

you arrange to come. Please let me know

Dear Governor

At our Congressional Con

vention held at Elgin yesterday, I took

the liberty of introducing a resolution, or

rather handing it to the committee on Resolu

tions with a request that they report it,

expressing a strong preference for yourself

as next U.S. Senator. The committee

reported it to the convention, and its

reading elicited the most hearty ap

plause. The [leaven?], of which I spoke

in a former letter, showed itself however,

in the person of one or two delegates

from the North western part of the district

- speaking more accurately, from Boone

& McHenry Counties. A motion by one

of them to vote separately upon this

resolution was voted down by an over

whelming majority, not more than four

or five votes being heard in the aff.

The resolution with the others then

passed unanimously -

The only question

in my own mind was as to the propriety of

taking an expression at such a convention.

Upon consultation with Mr. [name] & other

friends, my judgment was that it would

do good. By quietly conversing with

delegates I first made myself reasonably

sure that it would carry largely.

The unanimity and heartiness with

which it passed will exert the best

influence, and at a point where it is

needed. The district is composed of

seven large Counties and the little "State

of Boone" as it is sometimes called -

I think it would be well for

you to speak here if at all [consistent?]. This

being the county seat of a large county

& easily approachable from every direction

and Aurora being supplied this week

by Oglesby, I earnestly hope

you arrange to come. Please let me know

whether you can.

Very truly

Your Friend & obt. Sert

U.S. Senator, which

I.G.W.

Resolved, That the Hon. Richard Yates, our present distinguished Governor, by his noble and patriotic devotion to the cause of our imperiled country, and his untiring efforts to alleviate the sufferings of our soldiers in the field and in camp, has justly endeared himself to the hearts of the loyal people of this State, and earned the proud appellation of the “soldiers' friend;” that the glorious record he has made for the State which gave to the country Abraham Lincoln,” entitles him to the gratitude of the people, and that he is the unanimous choice of the delegates to this Convention for United States Senator, at the next session of our State Legislature.

RACE TO COMMENCE at 4 O'CLOCK.

For the accomodatiok of the public a special train of cars will leave the Chicago, Alton and St. Louis Depot at 8 o'clock for the course, and return as soon as the race is over. Fare for the round trip, fifty cents.

The above field of horses comprises some of the best trotters in the West. They are very evenly matched, and one of the fastest and best contested races ever seen in the West may confidently be anticipated, taking into consideration the immense concourse of strangers now visiting the city during the sitting of the Convention, will necessarily be seeking some source of amusement which fact of itself give almost positive assurance of a very large attendance. And my object being more to make sport than money, I have determined to put the price of admission to all parts of the track at the low price of fifty cents.

I enclose a copy of my resolution passed by the convention unanimously

Wilson Isaac G.

Geneva. Spt. 1st 1864

In his invitation to Govr to come there speak, he thoughtlessly omitted to offer him Hospitality of his house which he now does.

Having no secure place here to keep the Powder I thought that the best place to send it This lot of Powder was shiped from Xenia Ohio to Mr Ewbanks Hamilton County in the care of M. B. Garner of this place with instructions to him to send the Magazines back as he had a quantity more to send. From the best information we can get Mr Ewbanks is a Sesessionist and Mr Garner is considered here by all Union Men as one at heart. It is also strongly suspisioned that their is a secret orgination of Sessesionist extending from our town South banding together we suppose to make a raid on Union citizens when the opportunity occurs

I enclose to You several letters in

south Dist. of Ill. One is a copy of a

sent to the President, and one a

letter from Hon J.K. Dubois, to

Judge Thomas, You can decide

whether it is advisable to offer it

or not, I never mentioned the Matter

to Mr Dubois Myself. I sapposed

his reason for not fully committing

himself, was that he wished to

be free, until he should Know

the result of his friends applica

tion, for a Cabin.. Appointment

for him, I enclose, also, one

in this Number from Mr A.M.

Gaglay of Louisville Ky. to Mr.

Speed Atty. Genl. Mr. Gaglay

is personally well acquainted

with Mr Speed and an old

friend of mine.

I have not thought it necessary

to extend the list, beleiving

the success of my applica

tion Mainly depends upon

Yourself, [Even?] [I?] only send

these, to give You assurance

that My appointment would

give satisfaction to Your

friends and those of the clan

at least in this part of the Dist.

place Yourself in any hostile

embarrass Yourself, I

would prefer You would return

them, without presenting them,

to Me rather than do so

Of course I know nothing of

what is to be the policy of the

Admin in regard to appointments

nor do I advise.

It is thought by many friends

of the Admin that the 8th Cong.

Dist. headed by Judge D assumes

more than is admissable

or becoming in these matters

I do not mean to say that Our

worth President recognizes any

thing of the Kind.

I trust I shall not be

Considered a "hanger on"

Hon Ricd Yates

Washington D.C.

D. Sir: According to Our understand

ing, before You left for Washington

I enclose to You several letters in

regard to the U.S. attorneyship for the

south Dist. of Ill. One is a copy of a

letter written by Judge Thomas and

sent to the President, and one a

letter from Hon J.K. Dubois, to

Judge Thomas, You can decide

whether it is advisable to offer it

or not, I never mentioned the Matter

to Mr Dubois Myself. I sapposed

his reason for not fully committing

himself, was that he wished to

be free, until he should Know

the result of his friends applica

tion, for a Cabin.. Appointment

for him, I enclose, also, one

in this Number from Mr A.M.

Gaglay of Louisville Ky. to Mr.

Speed Atty. Genl. Mr. Gaglay

is personally well acquainted

with Mr Speed and an old

friend of mine.

I have not thought it necessary

to extend the list, beleiving

the success of my applica

tion Mainly depends upon

Yourself, [Even?] [I?] only send

these, to give You assurance

that My appointment would

give satisfaction to Your

friends and those of the clan

at least in this part of the Dist.

In sending You these pap

ers Gov. I wish, to be unders

tood as not asking You to

place Yourself in any hostile

attitude to anyone, or to

embarrass Yourself, I

would prefer You would return

them, without presenting them,

to Me rather than do so

Of course I know nothing of

what is to be the policy of the

Admin in regard to appointments

nor do I advise.

It is thought by many friends

of the Admin that the 8th Cong.

Dist. headed by Judge D assumes

more than is admissable

or becoming in these matters

I do not mean to say that Our

worth President recognizes any

thing of the Kind.

I trust I shall not be

Considered a "hanger on"

would prefer to withdraw My

application However, I commit

Dear Sir.

It is now one year since, I entered the service of the United States; as 7th Senior Captain of Col Baxter's Philada Fire Zouaves (72d Regmt [Pa Vols?]) and have been in all the battles in which the Army of the Potomac have been engaged. The slight chance which I have here for promotion (no matter how meritorious) induces me to ask the personal favor, that you will please write to Gov Curtin also to the War Dept to allow me the privilege to proceed to Philadelphia to assist in raising the new Regmts now in formation in that City. As I think from the influence which I can bring

to bear that I can be elected a Major or Lieut Colonel. Having some experience I feel myself perfectly competent, to fill such a position and certainly more so than a green hand unable to handle a squad of men, much less a battalion.

Hoping I do not impose too much on your often expressed desire to serve me.
