&lt;/p&gt;&lt;p&gt;The communication of the Governor of Indiana in regard to the lowering of the dam of the Calumet feeder to the Illinois &amp;amp; Michigan canal has been forwarded to me as the attorney of the Board. I have given the subject much consideration, &amp;amp; believe I can satisfy the Governor of Indiana that Illinois has a legal right to maintain the dam.  My brief &amp;amp; papers on the subject are at Chicago.  Will you please advise the Gov. Morton that the papers are

&lt;p&gt;referred to me, &amp;amp; ask him to postpone any action until adjournment of Congress, or at least until I could go to Chicago &amp;amp; obtain my papers.

                  <text>Frank E. Stevens was a lawyer, banker, newspaper editor and writer based in Illinois. Stevens was born and educated in Dixon, Illinois. He studied law in Sycamore, Illinois, and was admitted to the bar in 1877. Shortly after that he moved to South Dakota where he operated the Beadle County National Bank until 1890 when he moved to Chicago and worked in a brokerage business. &lt;br /&gt;&lt;br /&gt;In 1907 Stevens returned to Sycamore, Illinois, where he published the Dixon Weekly Citizen and later the Sycamore Tribune. He retired from the newspaper business in 1928 and was elected mayor of Sycamore in 1931. &lt;br /&gt;&lt;br /&gt;Governor Henry Horner appointed Stevens to the War Records Division of the office of the Adjutant General. Stevens was a historian who authored several historical works including The Black Hawk War. Stevens used the majority of the items in the collection while researching and writing The Black Hawk War.&lt;br /&gt;&lt;br /&gt;The Black Hawk War (1832), although brief, has much significance for Native American history. In April, tribal groups of Sauk, Meskwakis, and Kickapoo, led by Chief Black Hawk of the Sauk, crossed the Mississippi River from Iowa into Illinois. Known as the British Band, they claimed lands under the 1804 Treaty of St. Louis, a treaty the whites disputed. Fearful, militia&amp;rsquo;s fired on the Native American delegation in what led to the Battle of Stillman&amp;rsquo;s Run, a resounding defeat for the militias. Black Hawk was eventually defeat, however, at the battles of Wisconsin Heights and Bad Axe. Historically, the Black Hawk War legitimized and strengthened forcible relocation of Native American tribes further west.&lt;br /&gt;&lt;br /&gt;The finding aid for the Frank E. &lt;/p&gt;&lt;p&gt;To you as Governor of the State of Illinois (among whose sons we feel proud to be numbered) the officers and Soldiers of the 48” Ills Vol Infy desire to commit for future custody and Preservation the flag they have hitherto borne. The many privations, Hardships and perils endured whilst serving beneath its folds in behalf and for the unity of the Government it represents has endeared it and rendered it to us a sacred relic.  As such we entrust it to the keeping of the State, whose honor has been in part entrusted to our keeping.
&lt;/p&gt;&lt;p&gt;You will find inscribed upon it the names of Ft. Henry Ft Donaldson Shiloh and Corinth at each of which places it was borne by our regiment  It has always been unfurled where duty and honor required and never trailed before the enemy nor [illegible] a retreat and although many of our brave comrades who followed it have fallen and sacrificed themselves for the Government and Constitution (Dear and Hallowed to us as the priceless heritage of our fathers) of which it is the emblem.  Yet they fell only in the midst of victory on fields rendered forever memorable and Glorious by the triumph of their Comrades in arms. And to aid in which their lives were freely Given.
&lt;/p&gt;&lt;p&gt;At the same time that we thus commit our “old flag” to you as the official representative of the State we desire to testify to you personally our appreciation of Your Constant efforts for, and sympathies with the Soldiers You have aided to send into the army of the union. And our confidence without distinction of party in your patriotism and devotion to the Government and Constitution

&lt;/p&gt;&lt;p&gt;When the 48 Regiment left Camp Butler, Major Sanford then thought his preference would be to remain at Camp Butler and hence tendered his resignation as I have been told – much to my regret – I have also been told that Your Excellency has accepted the same   Since these events have transpired the major has written to me and now expresses his regret at having taken these steps,  and his desire to Join the 48th in his capacity as major &amp;amp; will at once do so (so he informs me) upon being so ordered by Your Excellency if the acceptance of his resignation can be &lt;u&gt;withdrawn&lt;/u&gt; by Your Excellency
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
Under these circumstances I write to request that the acceptance be withdrawn &amp;amp; the major ordered to Join the 48th at once.  This will be satisfactory to myself; the Regiment &amp;amp; also to the major
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;If Your Excellency desires to be further &amp;amp; fully informed as to the desires of Major Sanford I would suggest that he be sent for and personally consulted.  It will afford me &lt;u&gt;great gratification&lt;/u&gt; to have him the major of 48th Regt, and I do not now know any man whom I &lt;u&gt;so&lt;/u&gt; much desire in that function.
&lt;/p&gt;&lt;p&gt;My Regiment is in good condition &amp;amp; retain many pleasant recollections of Your Excellency and the general interest manifested at Springfield for their equipment &amp;amp;c

&lt;/p&gt;&lt;p&gt;When the 48 Regiment left Camp Butler, Major Sanford then thought his preference would be to remain at Camp Butler and hence tendered his resignation as I have been told – much to my regret – I have also been told that Your Excellency has accepted the same   Since these events have transpired the major has written to me and now expresses his regret at having taken these steps,  and his desire to Join the 48th in his capacity as major &amp;amp; will at once do so (so he informs me) upon being so ordered by Your Excellency if the acceptance of his resignation can be &lt;u&gt;withdrawn&lt;/u&gt; by Your Excellency
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
Under these circumstances I write to request that the acceptance be withdrawn &amp;amp; the major ordered to Join the 48th at once.  This will be satisfactory to myself; the Regiment &amp;amp; also to the major
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;If Your Excellency desires to be further &amp;amp; fully informed as to the desires of Major Sanford I would suggest that he be sent for and personally consulted.  It will afford me &lt;u&gt;great gratification&lt;/u&gt; to have him the major of 48th Regt, and I do not now know any man whom I &lt;u&gt;so&lt;/u&gt; much desire in that function.

&lt;/p&gt;&lt;p&gt;Capt W H Redden of Col “D” 48th Ills Vol Infy under my command desires promotion in one of the new regiments now being organized in our state.  I take great pleasure in bearing testimony to the merits of Capt Redden as a disciplinarian as well to his good conduct and upright soldierly deportment during the time he has been under my command.
&lt;/p&gt;&lt;p&gt;At home in Southern Illinois Capt Redden occupied a high social and professional position (being a Lawyer) whilst in the Camp and &lt;u&gt;on the field&lt;/u&gt; he has shown himself to be an officer of ability – gallantry and daring. 
&lt;/p&gt;&lt;p&gt;Should it be consistent with your views of public policy to give Capt Redden a staff appointment I feel sure he will reflect credit upon the Service and upon his State in his new (as he has done in his old) position.

&lt;/p&gt;&lt;p&gt;Capt W H Redden of Col “D” 48th Ills Vol Infy under my command desires promotion in one of the new regiments now being organized in our state.  I take great pleasure in bearing testimony to the merits of Capt Redden as a disciplinarian as well to his good conduct and upright soldierly deportment during the time he has been under my command.
&lt;/p&gt;&lt;p&gt;At home in Southern Illinois Capt Redden occupied a high social and professional position (being a Lawyer) whilst in the Camp and &lt;u&gt;on the field&lt;/u&gt; he has shown himself to be an officer of ability – gallantry and daring. 
&lt;/p&gt;&lt;p&gt;Should it be consistent with your views of public policy to give Capt Redden a staff appointment I feel sure he will reflect credit upon the Service and upon his State in his new (as he has done in his old) position.
