Tod of Ohio, I have called upon your Excellency to say, that from reliable sources Gov. Tod, having received information of a conspiracy throughout Kentucky to effect a general uprising of the sympathizers of the rebellion and to get control of that State, he deemed it necessary to immediately send special messenger to Washington to lay the matter before the Government and to urge such measures should be promptly taken, as would not only check the present traitorous designs, but also secure States of Kentucky Illinois, Indiana & Ohio from the frequent threatening of invasion by rebel raids. The President, Secretary of War, Asst.
