                  <text>John T. McCutcheon worked as a political cartoonist for Chicago newspapers including the Chicago Record (1889-1903) and the Chicago Tribune (1903-1946). His cartoons focused on several themes including political campaigns, the Phillippines insurrection, and World War I. McCutcheon created a series of cartoons based on Midwestern American life called Bird Town while he worked for the Chicago Record which he continued after moving to the Chicago Tribune. McCutcheon, known as the Dean of American Cartoonists, received the Pulitzer Prize in 1932 for a cartoon dealing with bank failure.&lt;br /&gt;&lt;br /&gt;The cartoons in this collection include images focusing on political corruption, presidential and Illinois elections, and World War I.</text>

&lt;/p&gt;&lt;p&gt;I have got a thousand (1000) men of Infantry between 20 and 35 years of age and who nearly all have seen service at Europe.  - These men want to {joine?] the United States Army if the passage to New York can be paid in advance out of the States Bounty. - The passage with a Steamer from Hamburgh to New York will be about $40.00 in gold for each men, and from the different places in the country where the men are to Hamburgh about $4.  I have got recommendations letter from Bradford R. Wood.  United States minister of Copenhagen to Hon: Wm H. Seward Secretary of State of Washington.  I also have a letter to the Secretary of war, but I thought this project can better  be [arranged?] through the governor of the State.
&lt;/p&gt;&lt;p&gt;I have served the United States since the war broke out until in January resigned my commission as Captain of Co I 82 Ills Vol. and went to see my family at Denmark.

&lt;/p&gt;&lt;p&gt;We The undersigned citizens of Wardford Co. have been appointed by the citizens of the several Townships in the county, to secure, if possible as reduction of our quota in the forthcoming draft.
&lt;/p&gt;&lt;p&gt;Having thorougly examined the facts in regard to the assignment of our quota, we are satisfied that great injustice has been done, and have, therefore determined to address you setting forth certain facts, and our grievances
&lt;/p&gt;&lt;p&gt;From announcements in the newspapers, we understood that Illinois would only be required to furnish 16,000 men. We now find that, instead of the state being considered a unit, Each subdistrict is taken as a unit in apportioning the quotas and consequently that the State is actually to be drafted for 39,000 men
&lt;/p&gt;&lt;p&gt;By examining the credits, we find that we are not credited with the actual number of men furnished owing to the inacuracy of the Rolls of /61 &amp;amp; /62
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Companies in one county have obtained recruits in adjoining Counties and all have been credited to the county in which the companys were organized.
&lt;/p&gt;&lt;p&gt;As a result, one county has an excess another a deficit upon the Rolls, while in fact, each has furnished an equal proportion. Such is the fact in Woodford Co.
&lt;/p&gt;&lt;p&gt;While we could not ask the authorities to go back of the Rolls, for evidence of credits owing the interminable difficulties in that method. and while we do not ask to have the excesses transferred to the deficient Counties, we do feel justified in asking as a partial measure of justice, that the deficient Counties be required only to furnish the actual deficit of the State by 16,000
&lt;/p&gt;&lt;p&gt;The government will thus obtain the full number of men required from the State, the deficient Counties will get a partial Credit for the men actually furnished, without injustice to the Counties in excess and will still be liable on future calls.
&lt;/p&gt;&lt;p&gt;Again, we have only had five days notice of the demands made upon our County
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;The quota of Woodford, as announced is 569, This would be reduced one half, by the method above suggested. With a reasonable time, we believe that Woodford could raise the number by volunteers. We have heretofore honored all calls upon our patriotism and are not willing to remain behind now. Believing that the liberality with which Illinois has responded to all calls for soldiers, places you in a position to demand of Government, a candid hearing and as far as possible justice. we would respectfully ask that you endeavor to secure a ruling in accordance with the foregoing suggestions, and a postponement of the draft, untill an effort is made to fill the quota by volunteers

&lt;/p&gt;&lt;p&gt;Dear Sir: I see from the Springfield reports of "The Times" that the Copperheads are determined to make you further trouble. Knowing the facts as I do, I am astonished that the protestants should be capable of such meanness. There is not one of the people, high or low, whom I have met, who is not [illegible], and who does not express his sympathy for you. 
&lt;/p&gt;&lt;p&gt;Some of our German friends - those of them who think of sending Caspar [Butz?] to Congress -- were at first disposed to find fault with you for signing the Congressional apportionment bill. Yesterday it was reported by "The Times" that you had not signed it-and  a dozen men [requested?] me to telegraph you upon the subject. Mr
&lt;/p&gt;
&lt;pre&gt;----
&lt;/pre&gt;
&lt;pre&gt;[Medill?] told me last night that he should write to you.
&lt;/pre&gt;
&lt;p&gt;Now, the bill is a hard one for the Republicans. Upon the basis of the last Spring's election the Democrats will have about five hundred majority. But I am thinking that you have already signed the bill; and if you have not, I will not presume to offer my advice. I know you will do the best you can under the circumstances, and that will be right, though some may complain.
&lt;/p&gt;&lt;p&gt;I dropped into the "Tribune" office late last night and found that nothing has been written in reply to "The Times." So I hurriedly wrote a few lines under the heading "My Copperhead [Protest?]". Says yesterday the "Times" reported that the Gov had not signed the Congressional app't bill and a dozen men requested me to telegraph you immediately. He dropped into the Tribune office and finding nothing in reply to the "Times" wrote a few lines - perhaps he will write another article to-day in which he will mention that Ohio gives her Gov $122,000 as a contingent fund - D. Knowing the facts as I do, I am astonished that the protestants should be capable of such meanness. There is not one of the people, high or low, whom I have met, who is not [illegible], and who does not express his sympathy for you. 
&lt;/p&gt;&lt;p&gt;Some of our German friends - those of them who think of sending Caspar [Butz?] to Congress -- were at first disposed to find fault with you for signing the Congressional apportionment bill. Yesterday it was reported by "The Times" that you had not signed it-and  a dozen men [requested?] me to telegraph you upon the subject. Mr

But I am thinking that you have already signed the bill; and if you have not, I will not presume to offer my advice. I know you will do the best you can under the circumstances, and that will be right, though some may complain.
