<text>
JOINT RESOLUTION

In Relation to Enlarged Facilities of Transportation between the Great Lakes, the Atlantic Coast and Europe.

WHEREAS, The agricultural interests of the great producing States of the Northwest, are the principal sources of their prosperity, and the opening of improved and enlarged facilities for the transportation of those products from the great lakes to the seaboard, tend directly to stimulate and increase the growth of these products, as well as to encourage and advance the interests of all branches of business, commercial or otherwise, prosecuted within those States; and

WHEREAS, The present channel of communication, by way of the Erie Canal and the Hudson River, is scarcely sufficient to accommodate the present wants and wholly inadequate to meet the prospective demands of the great grain growing States bordering upon and tributary to these internal waters; and

WHEREAS, The rivers and canals of Canada can be readily enlarged and improved so as to furnish ample and reliable facilities for transportation from the lakes to the Atlantic ocean, thereby saving to the western producer millions of dollars per annum, as well as a large per centage of the time now occupied in transit; therefore,

Be it resolved, by the Senate of the State of Wisconsin, the Assembly concurring, That the Governor be and is hereby authorized to appoint a committee of five citizens of the State, to communicate with the provincial government and parliament of Canada, either by petition or by proceeding in person to the seat of said government, for the purpose of laying before that body, in a proper and respectful manner, statistics of the production and trade of the Western States, present and prospective; the inefficiency of the present thoroughfares connecting the lakes with the seaboard; the mutual advantages presented by their rivers and canals for the construction of such enlarged avenues as the interests of the west so imperiously demand, and the mutual benefits which must necessarily accrue from the proper improvement of these advantages to the constructors of such channel or channels, as well as to the western producer.

Resolved, That the Governor be also authorized to appoint twenty-five delegates from this State, to attend the canal enlargement convention, which has been called to meet at Chicago, in June next, for the consideration of enlarged facilities of transportation to and from tide water.

Resolved, That our neighboring States, similarly interested, be and are hereby respectfully invited to appoint like State committees, to act and co-operate with the committee hereby appointed for the attainment of the objects herein set forth; and that the Governor be and is hereby requested to send copies of this joint resolution and invitation, to each of the States so interested, and to our Senators and Representatives in Congress, and that the preceding preamble and resolutions be printed for the greater convenience of so doing.

I received a letter to-day from the Hon. J F Farnsworth stating that a draft, for the swamp land indemnity, for this county, had been sent to you. I hold your commission dated March 1861, I think, to receive it, and the county has my bond for $10,000 well [secured?] for its safe keeping.

I received a letter to-day from the Hon. J F Farnsworth stating that a draft, for the swamp land indemnity, for this county, had been sent to you. Please inform me whether the draft has been received, and whether I can receive the money. I hold your commission dated March 1861, I think, to receive it, and the county has my bond for $10,000 well [secured?] for its safe keeping.

Rome Ga Oct 24 1864

To His Excellency Rich Yates, Gov. of Illinois

Sir:

If your memory is No. 1, you may recollect of receiving---in 1862 & 3 occasional copies of the "Greene County Loyalist", published at Carrollton. Of that humble and somewhat obscene sheet I was Editor. Its publication for one year (in connection with the "Gospel Echo") resulted in my ruin (financially): I spent a farm in the attempt to print a "loyal" paper in Greene. Having failed, I determined to fight the enemies of my country in a way in which there is no such thing "as fail" I enlisted in Welker's famous 1st Mo. Battery, and have fought in all the battles of Sherman's great Georgia Campaign---with its hardships and sufferings. So much for my introduction.

On entering the service I left with my wife all the money I had, ($40), expecting that we would be promptly paid each muster-day, which would be sufficient for her support. Muster-days have passed and since the Co. left Benton Barracks last Feb. we have not re-

ceived a cent of pay. The little funds I left at home is spent, and now as the cold winter sets in my excellent wife is among the Copperheaded population of Greene destitute, sick, and homeless. You may imagine how this kind of thing would affect an honorable man and husband---how it would unman him in battle, that he might save his life for her whom he loves. So much for that.

Now to the point: Is there any fund or plan of relief in Illinois that will meet this case? If there is, please address Mrs. J. B. Boyle in care of James Gregory Esq, Whitehall, Greene Co, Ills. If not---dismiss the case, and let Providence solve the problem. We may not be paid before Jan 1 1865; by which time hundreds of soldier's families will suffer untold hardships.

It seems as if Government was intent on punishing both friend and foe!

I have the honor to remain, Governor

Your Obt St

Before he entered service he "broke up" trying to run a loyal paper in Greene Co. he left all the money he had in the world ($40) with his wife when he left her. Has not been paid since he went in. His wife will suffer---Is there not some way of providing for her.

Rome Ga Oct 24 1864

To His Excellency Rich Yates, Gov. of Illinois

Sir:

If your memory is No. 1, you may recollect of receiving---in 1862 & 3 occasional copies of the "Greene County Loyalist", published at Carrollton. Of that humble and somewhat obscure sheet I was Editor. Its publication for one year (in connection with the "Gospel Echo") resulted in my ruin (financially): I spent a farm in the attempt to print a "loyal" paper in Greene. Having failed, I determined to fight the enemies of my country in a way in which there is no such thing "as fail." I enlisted in Welker's famous 1st Mo.

Boyle, J. B. Bat "H" 1st Mo Lt Artly Rome GA Oct 24/64

Before he entered service he "broke up" trying to run a loyal paper in Greene Co. he left all the money he had in the world ($40) with his wife when he left her. Has not been paid since he went in. His wife will suffer---Is there not some way of providing for her.
