&lt;pre&gt; I wish to call your attention to a matter which I am of opinion is very important and I fear is being overlooked.  You are aware our State is filled up with about 30 000 Refugees from Southern States 99 out 100 are McLelan men. Traiters Many of them have been the Southern Army. I give you one instance of a man in Gatesburg. Doct Helm this man is cheif in the Lodge of th Golden Circle of our place, has acted " (illeligble) Extraordinary for the Aile Vanlandinham during his Visit to these parts.  And has said to persons who will qualify for the Statement the he was in the Rebel Service &amp;amp; that all his sympathies were there.  Can not Gen Hooker made and Order that will bring such to time on Election day.

&lt;/p&gt;&lt;p&gt;I do not know who is the proper Autherity to see that our Ballot Boxs can not stuffed with notes by such men.

&lt;/p&gt;&lt;p&gt;This is no idle prattle you need only look at the enrollment of/63 &amp;amp; then of /64 to find a very strange fact. An enormous increase then add the number enlisted during the interim &amp;amp; the incidence is that we are flooded with these " lice, 
&lt;/p&gt;&lt;p&gt;This large increase of population has not come by emigration from foreigh countries. Nor from New England
&lt;/p&gt;&lt;p&gt;Not only that there is not a township in our stat that has not repredentatives of this kind. Please gie this matter you considerate attention,least we make up Nov 9th to realize that many thousands Elgesh votes have been cast that can not be accounted for in haste

      If, when an illegal vote is presented, the Judges will permit you, as the following questions:
&lt;/pre&gt;
&lt;pre&gt;      1st. Where did you reside before moving to  Illinois?
      2d.  Where did you reside first in Illinois?
      3d.  What month did you come into this State, and what year?
      4th. What month did you come into this township, and what house did you live in?
      5th. What house do you reside in now?

&lt;pre&gt;      If he persists in voting, and you believe him still an unlawful voter, state the penalties of the law.
      Challengers will vote as soon a th Polls are opened.
      This Committee is instructed to cause every legal voter's name within their election Precinct to be enrolled in a Pass-book in alphabetical order.
      The Clerk of the Committee will, on election day, occuupy a seat near the Judges of Election, and remain there during the day, and check against the names in his book when the vote is cast.  This will enable him to know when an Illegate vote is presented, so that he can inform the challengers, and also to notify the other members of the committee of any Union votes it may be necessary to send for.  Challenge no man that you know to be a voter.
      If any persons offers to vote who is not a legal voter, challenge his vote and compel him to furnish the evidence of his legality to vote according to the law, and if his vote is taken by the Judges, take his name and place of residence on a separate page of the Passbook, and inform the person so voting of the fact.

&lt;pre&gt;    Section 1.  2.  If any judge of any election shall pemit any voter to vote, whose vote is challenged, without the proof required in the first section of this act, or shall knowingly and willfully permit any person to testify as a witness, contrary to the provision of this act, he shall be deemed guilty of high misdemeanor, and, on conviction theoreof, shall be fined in the sum of one thousand dollars and imprisoned in the county jail for six months.
 3. If any witness or voter, whose vote is so challenged and sworn under the provisions of this act, shall, knowingly, willfully and corruuptly swear falsely, he shall be deemed guilty of perjury, and, on conviction thereof, imprisoned in the penitentiary for any time not less that three nor more than twenty-one years.
 4. If any person shall vote more than once at any election held under the authority of the laws of this State, or shall vote at any such election, who is not a qualified voter at the place where he so votes, or shall offer to vote, after having once voted at such election, he shall on conviction thereof, be confined in the penitentiary for any term not less than one or more than five years.

&lt;/p&gt;&lt;p&gt;I am a Massachusetts Lady &amp;amp; my son inlisted there, and since the death of my other [two?] sons I have come to reside here  I have but one son and all my means of support through this war. If I was in Boston I could procure a pass through Gov. Andrews as I am well acquainted with him. My son William H. Bugbee was Capt of the First Excelsior Brigade. He and myself equipped the First Company of that &amp;amp; it was about the first that left Boston for the seat of War and I feel that I am not asking too much of you. If you can procure me one please do so at once &amp;amp; receive the Greatful thanks of your humble sevt

We came from Nebraska hoping he would be able to get into business here but failing to do so, he became discouraged &amp;amp; has gone as a substitute for some drafted man. I have heard of you dear Sir in our far away Nebraska home as being a friend not only to our Country but of the Soldiers who sacrifice so much for their country.

&lt;p&gt;taking advantage of this I have presumed to write you. O, Sir, can you give him some position so that he may not have to go into actual service, he is a good scholar &amp;amp; understands Book keeping has a good knowledge of mathematics generally &amp;amp; is a &lt;u&gt;true&lt;/u&gt; &lt;u&gt;union&lt;/u&gt; &lt;u&gt;loving&lt;/u&gt; man; was a Whig before this Rebellion broke out is now a &lt;u&gt;union&lt;/u&gt; man. &lt;u&gt;Copperheads&lt;/u&gt; call him an &lt;u&gt;abolitionist&lt;/u&gt;. If you will believe a wife (&amp;amp; who should know her husband better) he is worthy of even &lt;u&gt;Gov.&lt;/u&gt; &lt;u&gt;Yates&lt;/u&gt; &lt;u&gt;confidence&lt;/u&gt;, Will you listen to the entreaties of a wife &amp;amp; give him some position that will be easier than going in front, for I know he can never stand so much exposure.  W have two little boys &amp;amp; they plead for their &lt;u&gt;papa&lt;/u&gt;. I have sacrificed my two only brothers in this Rebellion, one is now in the blind Asylum totally blind from exposure in the Army. the other cannot live long I fear for the same reason. &lt;pre&gt;    On the 17th of this month one James Wellington one of those persondrafted from the Town of where of our county, furnished a substitute by the name of Nelson[ LeDueke?} who was duly sworn into the U.S. service for one year in lieu of said principal &amp;amp; was duly taken in custody by the proper officer &amp;amp; a paper which will be shown you marked "A" give to said principal. 
    On the 16th with the principal contrary to the assurances of the chief officer of enrollment was forwarded to the 59th key Ill. Volunteer

&lt;/p&gt;&lt;p&gt;that the said substitute was duly delivered to the proper authorities of said state at the city of Springfield and I have good reason to believe that the research of the proper office in your city share that both principle &amp;amp; substitute are now in the U.S. service. &lt;p&gt;milateary clothing. he has not ben musterd in to the serves yet has got no pay nor bounty as yet. this boy is under age and inlisted without my knowledge or consent and has been thus treated the pay master came along and payd all that was musterd in but paid my son not a sent as I had two sons all ready in the serves I think it hard that a boy so young as he should be taking away and treated as he has the two sons I refurd to was in the 102 Reg in company C. as you me see by referring to that company and by thear names are William T Barnes

I further state that he never has never been near me nor the asst surgeons to ask advice in respect to his hand.

And I know you will feel glad when I tell you that my husband is acquitted; and not only acquitted but vindicated; and not only vindicated but handsomely complimented.
&lt;/p&gt;&lt;p&gt;A copy of the decision of the Judge Advocate General of the Department of the Ohio has been sent to me by Major Cumback, to relieve my mind of any further anxiety, he being a friend of my husband: as well as of the Judge Advocate.  Of course it will take some time to hear from it at Knoxville whence it has to be promulgated.  Meanwhile I and all our friends are rejoicing.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;The decision reaffirms all that you have so kindly said of my husband.  It states that he has done nothing worthy of an adverse finding - that he has managed his Company affairs with as much or more ability than the vast majority of officers - that in all the long list of charges nothing has been proved against him - that it is clear that his accusers had their own advancement in view, rather than the good of the Service in their effort to remove him - and that in restoring him to Command, is given back to the Service, "An Officer who has proved himself a gallant one on may a hard-fought field."
&lt;/p&gt;&lt;p&gt;My husband is now at home, having been permitted to come and await the result.  We will look for orders to return at any time after the beginning of next month, possibly not until after the Election.  He

&lt;/p&gt;&lt;p&gt;I have written you so many lugubrious letters, that I feel assured you will read with satisfaction one of the opposite type.  And I know you will feel glad when I tell you that my husband is acquitted; and not only acquitted but vindicated; and not only vindicated but handsomely complimented.
&lt;/p&gt;&lt;p&gt;A copy of the decision of the Judge Advocate General of the Department of the Ohio has been sent to me by Major Cumback, to relieve my mind of any further anxiety, he being a friend of my husband: as well as of the Judge Advocate.  Of course it will take some time to hear from it at Knoxville whence it has to be promulgated.  Meanwhile I and all our friends are rejoicing.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;The decision reaffirms all that you have so kindly said of my husband.  It states that he has done nothing worthy of an adverse finding - that he has managed his Company affairs with as much or more ability than the vast majority of officers - that in all the long list of charges nothing has been proved against him - that it is clear that his accusers had their own advancement in view, rather than the good of the Service in their effort to remove him - and that in restoring him to Command, is given back to the Service, "An Officer who has proved himself a gallant one on may a hard-fought field."
&lt;/p&gt;&lt;p&gt;My husband is now at home, having been permitted to come and await the result.  We will look for orders to return at any time after the beginning of next month, possibly not until after the Election.  He

In Sept./64 I received a letter from him stating that he could not obtain my pension without further

I wish to know if he has ever collected my pension or not &amp;amp; if he has not what is the cause of it being detained so long If there is any chance to get my little amount &amp;amp; should be vey glad to receive it for if there is any woman that needs it, it is my self. I am not disposed to complain, but if this state of things cannot be remedied it does seem to me that some of us should be shipped from here as
