&lt;/p&gt;&lt;p&gt;Mr Lukins while with his company exhibited abundant proofs of his loyalty, proficiency in drill, bravery and patriotism, and is, in my opinion, worthy of a commission.  He is an honest, temperate and trustworthy man, and always faithful in the discharge of his duties.  There are no vacancies in our Corps, at the present time, but I respectfully recommend for him a commission as First Lieutenant &lt;u&gt;at&lt;/u&gt; &lt;u&gt;large&lt;/u&gt; in the Illinois Infantry, and that he be ordered to report at once to Brigadier General E. A. Paine
&lt;/p&gt;

                  <text>Joseph Capps and his sons founded the Jacksonville Woolen Mills in 1839. They began making men&amp;rsquo;s pants in 1885 and were incorporated as J. Capps &amp;amp; Sons, Ltd. in 1886 as a manufacturer of textiles and men&amp;rsquo;s clothing. Capps came to Jacksonville from Kentucky where he had learned the trade of wool carding in Louisville. Most farmers had sheep and did carding of the wool and home manufacture of yarns for knitting and weaving. Capps carding plant eliminated this tedious and time consuming process from the farmer&amp;rsquo;s duties. By 1852 Capps produced and marketed a finished wool cloth and during the Civil War they produced blankets and overcoats. &lt;br /&gt;&lt;br /&gt;Joseph died in 1872 and his sons, Stephen, William, Joseph, and Alfred took over the business. In 1885 there were very few men&amp;rsquo;s clothing stores, but the Capps started making pants and their salesman started selling pants to retail stores instead of cloth. By the 1890&amp;rsquo;s they were making suits. &lt;br /&gt;&lt;br /&gt;Around the turn of the century they started making blankets for the Indians on western reservations which were then sold as Indian blankets. After advertising in Saturday Evening Post, they became popular with the general population but the company quit making blankets in 1915. In 1904 the old buildings were renovated and a new factory was built. The sale of cloth was down but the production and sales of men&amp;rsquo;s suits grew rapidly. &lt;br /&gt;&lt;br /&gt;In the 1920&amp;rsquo;s the company started buying much of the wool they were using in their suits. During the Spanish-American War and World War I, Capps produced uniforms for the military. During World War II they made &amp;ldquo;pea coats&amp;rdquo; and the Navy awarded the company a &amp;ldquo;Certificate of Achievement&amp;rdquo;. &lt;br /&gt;&lt;br /&gt;Robert Capps, the son of Alfred Capps, had planned to go to medical school but he joined the Army when America entered WWI. When he came back, he went to work for the family business as a salesman in Wisconsin and in 1944 he became the company president. &lt;br /&gt;&lt;br /&gt;The original mill closed in 1927 and was torn down several years later. In the 1940&amp;rsquo;s Capps built a new one story factory. They started a business in 1937, Robert&amp;rsquo;s Tailoring Company, with Harry Capps as president, but it was unsuccessful and in 1942 it was liquidated. &lt;br /&gt;&lt;br /&gt;The company celebrated its 125th anniversary in 1964, with Robert still acting as president. The company was the most long lived manufacturing company in Illinois. Robert died in 1968 and ten years later the company closed.</text>

Yates May I confiding in your high honor and integrity as a gentleman May I in confidence and frankness make some suggestions upon the subject of Douglasses successor in the Senate. Not waiting for an affirmative reply but trusting alone in you sense of honor as to retaining alone for your own ear what I have to say 1st Then let me say Now you have the power in your own hands to select some one in whose ability, honor,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and integrity you can confide and make him "A Man" yes a Man in every sense of the word and My first suggestion is to take one who
is yet comparatively unknown but one who has the necessary qualifications when called into action to Make a respectable and safe Senator We have numerous Men of ambition and of considerable distinction in our State who will be fully ready to serve their country at all times and especially in the place now made vacant by the common destroyer of all our earthly hopes Amongst our great Men then
are those who will consider that this place belongs to them the ones who are excelled by their competitors will feel that their rights and claims have not been respected and they must be avenged Why Not treat all old claims and old heads alike and give this place to one who has not been an old "race horse"
&lt;/p&gt;&lt;p&gt;2nd You should controll this vacancy so that at the next election of a State Senator your own way would not be hedged up and all this you now have in your own power
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as sure as the world [stands?] and if if you do not avail yourself of it now it is your own fault At that time it would be proper appropriate and just that it should be so for custom &amp;amp; usage has established it and affairs may now be so controlled and put in Motion that all these things will be perfectly safe and secure I wish I could get your ear and I would talk the whole matter over and show you how, but you can imagine as well as I describe And Now Governer let me say that I am fully confident that you can by following my suggestions be the means of confering on of the greatest earthly favors on some one and base would be that heart that would not only appreciate properly such a favor but be always ready to reciprocate and feel themselves ever under a debt of gratitude If you could determine to appoint the person such as I have suggested you would not only secure the best interests and safety of of our free institions and this should be of the first moment in making the appointment

&lt;p&gt;but let me assure you for I know for whom I speak that if you will secure the place for the name I will write or have written if you choose to do so I again doubly and solemnly assure you it shall in no way in no possible contingency be in the way of or opposed to your interests or promotion but on the contrary will be subservient to those things It will in every sense of the word work to your interests I mean just what I say and would say much more if you were here And Now Governor after thinking of these things Please write me and if there is any prospect or your seeing things in the light in which I do please inform me at once and any thing you may say to me upon this subject in Confidence I assure you upon the honor of a Man will never, never be revealed and having the same confidence in you I

Drake a former employe of this Co who enlisted as Private in Co M Chicago Light Artillery in July '62, from which time to the Battle of Chicamauga he was in active service. he was there badly wounded &amp;amp; up to this date and is now in Hospital at Quincy Ill.
&lt;/p&gt;&lt;p&gt;In the judgment of several Physicians whos testimony Mr Drake presents you herewith. he will
&lt;/p&gt;

&lt;p&gt;never be allowed to enter active service again. It is his wish to be discharged from the long term of his Enlistment, and enter the One Hundred day service for which he thinks he is able to serve.

Since then his health has been poor &amp;amp; has suffered from the Confinemt &amp;amp; unfriendly diet of the Hospital, &amp;amp; wishes to be released from the Army, and have no doubt from Evidence that has come to me that He should be discharged and every assistance or influence that you could render Mr Drake in the case would be appreciated by those acquainted with the case

I  ventured out a week or more ago. but "seeing my shadow" returned to await more favorable weather.  When I should try it again my Rheumatics, which- still lingers with me will determine.
&lt;/p&gt;&lt;p&gt;I received a letter day before yesterday from my brother. (The only one I have) a Capt in the 46th Ills regiment Co H who has been associated with this Regt first as Lieutenant and then Capt ever since its organization. He has always been a Republican but no abolitionist- but an out and out uncompromising Union man.  Has been in three battles. Donelson

&lt;p&gt;Pittsburg &amp;amp; Hatchee. In which I am told he acquitted himself most honourably.
&lt;/p&gt;&lt;p&gt;In his letter, to my astonishment he asks to be placed in command of a Negro Regiment, should the bill pass which he has no doubt of. He is satisfied that there is fight in them, and when well drilled will make good soldiers.
&lt;/p&gt;&lt;p&gt;He asks me to use my influence in securing him an appointment and asks that it be in one of the first regiments organized. And suggests that should be he fail with Governor Yates,. would not Gov Kirkwood  give him an Iowa regiment. 
&lt;/p&gt;&lt;p&gt;He is a resident of Lane Ogle Co Ills. resigned the position of Sheriff of the County and accepted a Lieutenancy in the 46th.
&lt;/p&gt;&lt;p&gt;These facts before you I wish you to give me a letter to Gov Yates such as your feelings in the matter dictate. 
&lt;/p&gt;&lt;p&gt;Knowing him to be a good soldier and deeply interested in the course of his country I feel anxious to gratify his wishes.

&lt;/p&gt;&lt;p&gt;acquaintance and friend - thoug humble 
&lt;/p&gt;&lt;p&gt;to address, on matters of public interest, 
&lt;/p&gt;&lt;p&gt;the chief magistrate of the State.  
&lt;/p&gt;&lt;p&gt;Be assured dear Sir, that to your 
&lt;/p&gt;&lt;p&gt;wise and patriotic executive Skill, in 
&lt;/p&gt;&lt;p&gt;piloting our noble Ship of State safely through 
&lt;/p&gt;&lt;p&gt;the terriffic storm now rappidly gath
&lt;/p&gt;&lt;p&gt;ering its forces, is turned every pa-
&lt;/p&gt;&lt;p&gt;triotic eye, and under god, the hope 
&lt;/p&gt;&lt;p&gt;of every Christian heart, that our 
&lt;/p&gt;&lt;p&gt;great State shall not be handed over 
&lt;/p&gt;&lt;p&gt;bound hand and foot, to its unscrupu
&lt;/p&gt;&lt;p&gt;lous foe.
&lt;/p&gt;&lt;p&gt;Though the gathering tempest will 
&lt;/p&gt;&lt;p&gt;doubtless culminate at Springfield, yet 
&lt;/p&gt;&lt;p&gt;the agencies which give Strength and 
&lt;/p&gt;&lt;p&gt;courage to that aggregate of political 
&lt;/p&gt;&lt;p&gt;madness and treason, under the 
&lt;/p&gt;&lt;p&gt;name of the Legislature, are abroad 
&lt;/p&gt;&lt;p&gt;in every county, and in every 
&lt;/p&gt;&lt;p&gt;School district, doing their utmost 
&lt;/p&gt;&lt;p&gt;to inaugurat a reign of terror, here like 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;that which has hung as the pall of death 
&lt;/p&gt;&lt;p&gt;over Missouria, desolating her cities, towns 
&lt;/p&gt;&lt;p&gt;and firesides.
&lt;/p&gt;&lt;p&gt;I have viewed the prog-
&lt;/p&gt;&lt;p&gt;ress of these movements with the 
&lt;/p&gt;&lt;p&gt;deepest Solicitude for the quiet, and 
&lt;/p&gt;&lt;p&gt;Safety of our State!  Living in the 
&lt;/p&gt;&lt;p&gt;midst of a community, a large 
&lt;/p&gt;&lt;p&gt;majority of whom are either open 
&lt;/p&gt;&lt;p&gt;or Secret Sympathisers with the 
&lt;/p&gt;&lt;p&gt;Southern rebellion we have the op-
&lt;/p&gt;&lt;p&gt;portunity to See and hear much 
&lt;/p&gt;&lt;p&gt;that indicates their purpose.  
&lt;/p&gt;&lt;p&gt;A large and noisy meeting was 
&lt;/p&gt;&lt;p&gt;held at the courthouse in Paris on 
&lt;/p&gt;&lt;p&gt;Saturday last, at which the most 
&lt;/p&gt;&lt;p&gt;undisguised treason found utter
&lt;/p&gt;&lt;p&gt;ence in Speeches and the adop-
&lt;/p&gt;&lt;p&gt;tion of resolutions, which I 
&lt;/p&gt;&lt;p&gt;leave for others to report.  The ears 
&lt;/p&gt;&lt;p&gt;of loyal men were insulted by 
&lt;/p&gt;&lt;p&gt;repeated hooras for Jeff Davis, and 
&lt;/p&gt;&lt;p&gt;Bouregard on our Streets.  The bold-
&lt;/p&gt;&lt;p&gt;ness and animus of these move
&lt;/p&gt;&lt;p&gt;ments are creating Serious ap
&lt;/p&gt;&lt;p&gt;prehensions in the minds of loyal 
&lt;/p&gt;&lt;p&gt;citizens where we have not the 
&lt;/p&gt;&lt;p&gt;means of self protection.
&lt;/p&gt;&lt;p&gt;While we have no doubt that 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;you are watching with the utmost 
&lt;/p&gt;&lt;p&gt;vigilance every movement of the el-
&lt;/p&gt;&lt;p&gt;ements that are under your eye 
&lt;/p&gt;&lt;p&gt;yet the evil is ubiquitous through the 
&lt;/p&gt;&lt;p&gt;State, and the friends of the union 
&lt;/p&gt;&lt;p&gt;must be your eyes and ears in 
&lt;/p&gt;&lt;p&gt;remote neighborhoods.  
&lt;/p&gt;&lt;p&gt;It does not require the sagasity 
&lt;/p&gt;&lt;p&gt;of a prophet or philosopher, to detect 
&lt;/p&gt;&lt;p&gt;the ultimate designe of this move-
&lt;/p&gt;&lt;p&gt;ment; it is too obvious to be mis-
&lt;/p&gt;&lt;p&gt;taken; but we hope under the 
&lt;/p&gt;&lt;p&gt;blessings of God, and by the wis
&lt;/p&gt;&lt;p&gt;dom of the true men of the 
&lt;/p&gt;&lt;p&gt;legislature backed up by the 
&lt;/p&gt;&lt;p&gt;loyal men of the State you 
&lt;/p&gt;&lt;p&gt;will be able to avert the Storm 
&lt;/p&gt;&lt;p&gt;and Save our State from the dreadful maelstrum 
&lt;/p&gt;&lt;p&gt;of Secession.
&lt;/p&gt;&lt;p&gt;I do not consider myself capable 
&lt;/p&gt;&lt;p&gt;of Suggesting any remedy to one 
&lt;/p&gt;&lt;p&gt;whose enlightened Statesmanship, and 
&lt;/p&gt;&lt;p&gt;watchful patriotism are unquestionable 
&lt;/p&gt;&lt;p&gt;But I can assure you of the moral 
&lt;/p&gt;&lt;p&gt;support of the Christian public, and 
&lt;/p&gt;&lt;p&gt;especially Christian ministers in a 
&lt;/p&gt;&lt;p&gt;determined opposition to the efforts 
&lt;/p&gt;&lt;p&gt;of an unscrupulous majority 
&lt;/p&gt;&lt;p&gt;in the legislature to Sell the State 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to a barbarous Slave driving confederacy.  
&lt;/p&gt;&lt;p&gt;Every [otter?] of religion in our State. 
&lt;/p&gt;&lt;p&gt;Every peaceful fireside, and every 
&lt;/p&gt;&lt;p&gt;principle of humanity, imploringly 
&lt;/p&gt;&lt;p&gt;appeal to the sober thoughtfulness 
&lt;/p&gt;&lt;p&gt;of true men in this our danger.  
&lt;/p&gt;&lt;p&gt;I am no alarmist, but I 
&lt;/p&gt;&lt;p&gt;verily believe that the loyal men 
&lt;/p&gt;&lt;p&gt;of this state must meet this 
&lt;/p&gt;&lt;p&gt;treasonable movement of this min
&lt;/p&gt;&lt;p&gt;ions of Jeff Davis with just 
&lt;/p&gt;&lt;p&gt;Such weapens as will be Suc
&lt;/p&gt;&lt;p&gt;cessful in putting a quietus 
&lt;/p&gt;&lt;p&gt;upon it, before it culminates 
&lt;/p&gt;&lt;p&gt;in Civil war, or the Scenes 
&lt;/p&gt;&lt;p&gt;of Missouria are to be renacted 
&lt;/p&gt;&lt;p&gt;in Illinoise.
&lt;/p&gt;&lt;p&gt;Now my dear Sir, permit me in 
&lt;/p&gt;&lt;p&gt;conclusion to say that you have the 
&lt;/p&gt;&lt;p&gt;entire confidence of the loyal men 
&lt;/p&gt;&lt;p&gt;of this part of the State in both par
&lt;/p&gt;&lt;p&gt;ties, and you have the prayers 
&lt;/p&gt;&lt;p&gt;of Christians for your personal happi
&lt;/p&gt;&lt;p&gt;ness and official triumph over traitors.

&lt;/p&gt;&lt;p&gt;A large and noisy meeting was 
&lt;/p&gt;&lt;p&gt;held at the courthouse in Paris on 
&lt;/p&gt;&lt;p&gt;Saturday last, at which the most 
&lt;/p&gt;&lt;p&gt;undisguised treason found utter
&lt;/p&gt;&lt;p&gt;ence in Speeches and the adop-
&lt;/p&gt;&lt;p&gt;tion of resolutions, which I 
&lt;/p&gt;&lt;p&gt;leave for others to report.  The ears 
&lt;/p&gt;&lt;p&gt;of loyal men were insulted by 
&lt;/p&gt;&lt;p&gt;repeated hooras for Jeff Davis, and 
&lt;/p&gt;&lt;p&gt;Bouregard on our Streets.  The bold-
&lt;/p&gt;&lt;p&gt;ness and animus of these move
&lt;/p&gt;&lt;p&gt;ments are creating Serious ap
&lt;/p&gt;&lt;p&gt;prehensions in the minds of loyal 
&lt;/p&gt;&lt;p&gt;citizens where we have not the 
&lt;/p&gt;&lt;p&gt;means of self protection.
&lt;/p&gt;&lt;p&gt;While we have no doubt that 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;you are watching with the utmost 
&lt;/p&gt;&lt;p&gt;vigilance every movement of the el-
&lt;/p&gt;&lt;p&gt;ements that are under your eye 
&lt;/p&gt;&lt;p&gt;yet the evil is ubiquitous through the 
&lt;/p&gt;&lt;p&gt;State, and the friends of the union 
&lt;/p&gt;&lt;p&gt;must be your eyes and ears in 
&lt;/p&gt;&lt;p&gt;remote neighborhoods.  
&lt;/p&gt;&lt;p&gt;It does not require the sagasity 
&lt;/p&gt;&lt;p&gt;of a prophet or philosopher, to detect 
&lt;/p&gt;&lt;p&gt;the ultimate designe of this move-
&lt;/p&gt;&lt;p&gt;ment; it is too obvious to be mis-
&lt;/p&gt;&lt;p&gt;taken; but we hope under the 
&lt;/p&gt;&lt;p&gt;blessings of God, and by the wis
&lt;/p&gt;&lt;p&gt;dom of the true men of the 
&lt;/p&gt;&lt;p&gt;legislature backed up by the 
&lt;/p&gt;&lt;p&gt;loyal men of the State you 
&lt;/p&gt;&lt;p&gt;will be able to avert the Storm 
&lt;/p&gt;&lt;p&gt;and Save our State from the dreadful maelstrum 
&lt;/p&gt;&lt;p&gt;of Secession.
&lt;/p&gt;&lt;p&gt;I do not consider myself capable 
&lt;/p&gt;&lt;p&gt;of Suggesting any remedy to one 
&lt;/p&gt;&lt;p&gt;whose enlightened Statesmanship, and 
&lt;/p&gt;&lt;p&gt;watchful patriotism are unquestionable 
&lt;/p&gt;&lt;p&gt;But I can assure you of the moral 
&lt;/p&gt;&lt;p&gt;support of the Christian public, and 
&lt;/p&gt;&lt;p&gt;especially Christian ministers in a 
&lt;/p&gt;&lt;p&gt;determined opposition to the efforts 
&lt;/p&gt;&lt;p&gt;of an unscrupulous majority 
&lt;/p&gt;&lt;p&gt;in the legislature to Sell the State 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to a barbarous Slave driving confederacy.  
&lt;/p&gt;&lt;p&gt;Every [otter?] of religion in our State. 
&lt;/p&gt;&lt;p&gt;Every peaceful fireside, and every 
&lt;/p&gt;&lt;p&gt;principle of humanity, imploringly 
&lt;/p&gt;&lt;p&gt;appeal to the sober thoughtfulness 
&lt;/p&gt;&lt;p&gt;of true men in this our danger.  
&lt;/p&gt;&lt;p&gt;I am no alarmist, but I 
&lt;/p&gt;&lt;p&gt;verily believe that the loyal men 
&lt;/p&gt;&lt;p&gt;of this state must meet this 
&lt;/p&gt;&lt;p&gt;treasonable movement of this min
&lt;/p&gt;&lt;p&gt;ions of Jeff Davis with just 
&lt;/p&gt;&lt;p&gt;Such weapens as will be Suc
&lt;/p&gt;&lt;p&gt;cessful in putting a quietus 
&lt;/p&gt;&lt;p&gt;upon it, before it culminates 
&lt;/p&gt;&lt;p&gt;in Civil war, or the Scenes 
&lt;/p&gt;&lt;p&gt;of Missouria are to be renacted 
&lt;/p&gt;&lt;p&gt;in Illinoise.
&lt;/p&gt;&lt;p&gt;Now my dear Sir, permit me in 
&lt;/p&gt;&lt;p&gt;conclusion to say that you have the 
&lt;/p&gt;&lt;p&gt;entire confidence of the loyal men 
&lt;/p&gt;&lt;p&gt;of this part of the State in both par
&lt;/p&gt;&lt;p&gt;ties, and you have the prayers 
&lt;/p&gt;&lt;p&gt;of Christians for your personal happi
&lt;/p&gt;&lt;p&gt;ness and official triumph over traitors.

Mr King lives in Adams County Ill. wants to be transfered to Quincy in order that he may get to see his wife &amp;amp; children once in a while during his affliction.

I told Mr Elder to apply for furlough, but he said it was no use for him to ask a favor, of that Surgeon, Mr Elder is afraid he will be put in the Invalid Corps, and wishes to be transfered; he is a worthy young man a good Soldier, and I ask that he be sent to his own State

&lt;/p&gt;&lt;p&gt;In accordance with your request I yesterday visited Hospital No 3 in New Albany,  Saw Mr Letton &amp;amp; the Boys generally.  Mr Letton is satisfied that he cannot pass the board of examination for discharge.  In the case of Shadrick Pilcher, he was brought before the Board and examined for discharge but the Board refused to discharge him. This case satisfied several others that wished to be discharged that they could not pass the Board, so they have given it up.  I have been trying to get all our Boys transfered to our own state but cannot get it done Yesterday an order came from the Sect. of War to send all the Wisconsin Soldiers in Hospl here to their own State.  If Gov Yates would make a similar request perhaps our boys could get nearer their friends.
