&lt;/p&gt;&lt;p&gt;From the papers I learn the Governor of Ohio under the last call of the President for troops proposes to form Twenty new regiments of Infantry.  Not knowing what will be your system or policy with reference to the quota from our State I venture upon this communication.
&lt;/p&gt;&lt;p&gt;I will not presume upon giving advice nor would I ask the humble privilege of even making Suggestions but hope to be allowed to express my own views.
&lt;/p&gt;&lt;p&gt;Allow me to say in the beginning that I have long been thoroughly convinced that our old System of &lt;u&gt;recruiting&lt;/u&gt; has been very fatal to the interests of our army &amp;amp; country.  Volunteering is the proper plan of &lt;u&gt;forming&lt;/u&gt; an army when the war fever is high and the great national heart beats quick with a zealous patriotism but when the first 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ardour is over and the army is formed then keep its ranks &lt;u&gt;full&lt;/u&gt; by a sure unerring certain swift and merciless draft.
&lt;/p&gt;&lt;p&gt;That old commutation clause  (now happily repealed) was as useless as it was weak and unmanly.  Then let us have the draft and let it fall upon all all alike---make every Section and every one bear the proper burden.  I hope too it will not be our policy to form another &lt;u&gt;new&lt;/u&gt; regiment---no not one.
&lt;/p&gt;&lt;p&gt;We have now in the field one hundred skeleton regiments!  About half this number are Veteran organizations.  Let their ranks be filled to the &lt;u&gt;minimum&lt;/u&gt; at least, that those proud Stern gallant old regiments that have Shed so much lustre on our fair State, may hold their organizations and perpetuate their illustrious histories and glorious records of valor and virtuous renown.
&lt;/p&gt;&lt;p&gt;I ask this, in part, for the brave old 21st.  I think the regiment that has given to the Country a Lieut General, and that has achieved glorious results by its determined and unflenching Courage and Self-Sacrificing patriotism &lt;u&gt;ought&lt;/u&gt; to have some favors shown it,

&lt;p&gt;&lt;u&gt;though it never received any heretofore.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;It now has about Two hundred and Twenty men being nearly Two hundred veterans.
&lt;/p&gt;&lt;p&gt;It yet holds its organization but unless it obtains recruits will not be able to do so very long, for there will not be enough left to compose the Color-guard.  There are enough men for two full companies. &lt;/p&gt;&lt;p&gt;From the papers I learn the Governor of Ohio under the last call of the President for troops proposes to form Twenty new regiments of Infantry.  Not knowing what will be your system or policy with reference to the quota from our State I venture upon this communication.
&lt;/p&gt;&lt;p&gt;I will not presume upon giving advice nor would I ask the humble privilege of even making Suggestions but hope to be allowed to express my own views.
&lt;/p&gt;&lt;p&gt;Allow me to say in the beginning that I have long been thoroughly convinced that our old System of &lt;u&gt;recruiting&lt;/u&gt; has been very fatal to the interests of our army &amp;amp; country.  Volunteering is the proper plan of &lt;u&gt;forming&lt;/u&gt; an army when the war fever is high and the great national heart beats quick with a zealous patriotism but when the first 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ardour is over and the army is formed then keep its ranks &lt;u&gt;full&lt;/u&gt; by a sure unerring certain swift and merciless draft.
&lt;/p&gt;&lt;p&gt;That old commutation clause  (now happily repealed) was as useless as it was weak and unmanly.  Then let us have the draft and let it fall upon all all alike---make every Section and every one bear the proper burden.  I hope too it will not be our policy to form another &lt;u&gt;new&lt;/u&gt; regiment---no not one.
&lt;/p&gt;&lt;p&gt;We have now in the field one hundred skeleton regiments!  About half this number are Veteran organizations.  Let their ranks be filled to the &lt;u&gt;minimum&lt;/u&gt; at least, that those proud Stern gallant old regiments that have Shed so much lustre on our fair State, may hold their organizations and perpetuate their illustrious histories and glorious records of valor and virtuous renown.
&lt;/p&gt;&lt;p&gt;I ask this, in part, for the brave old 21st.  I think the regiment that has given to the Country a Lieut General, and that has achieved glorious results by its determined and unflenching Courage and Self-Sacrificing patriotism &lt;u&gt;ought&lt;/u&gt; to have some favors shown it,

&lt;p&gt;&lt;u&gt;though it never received any heretofore.&lt;/u&gt;

The following is an extract from his letter of transmittal: "Enclosed find a letter from Gov Yates. His speeches had not come to hand last night, of course they are for distribution in this region of Country &amp;amp; unless otherwise directed I shall distribute them.  I presume they should be sent to the members elect of the Legislature.  I think it will be to Your interests (&amp;amp; to the Govr's) to be at Springfield as requested by the Govr &amp;amp; I hope you will have that a fixed thing in your mind: So we hope You will make every necessary arrangement to be at home about that time.  I will try &amp;amp; see Mr Jones of Bourbon (our member elect JEC) &amp;amp; feel him &amp;amp; ask him to send the Speeches to other members".  I quote so much of my fathers letter

&lt;p&gt;that you may know what disposition has been made of your Speeches. &amp;amp; that also that You have a firm friend in the person of my humble but honorable "paternal (deniston?)." Your letter was intended to be Confidential, but I assure You, Your Confidence will not be abused by my father as he is a warm admirer &amp;amp; zealous supporter of yours.  I had given him authority to open &amp;amp; if necessary to answer any letters that might be sent to Tuscola during my absence in the army.

&lt;pre&gt;   A few days ago, I wrote you a rather lengthy letter explaining the Cause of my absence from home &amp;amp; from the Canvass just Closed.  I hope ere this You have received that letter.
&lt;/pre&gt;
&lt;pre&gt;   I hope Governor, You may have no opposition &amp;amp; that You may be elected with a glorious &amp;amp; enthusiastic unaminity.  It will be a matter of pleasure of Choice &amp;amp; I may say of duty with me to render you all the assistance in my power &amp;amp; if I were at home now &amp;amp; during the sitting of the Legislature or even then, that influence would not be inconsiderable.  How about Genl's Palmer and Logan will they make efforts for the position?

&lt;pre&gt;    I would like to be posted so that knowing the position of the enemy, I can maneuver to advantage.

I am intimately acquainted with Three (3) members from my immediate locality &amp;amp; perhaps others but I am intimate with Messr Jones of Douglas, S.P. Spink of Edgar (Edit??) and Freeland of Moultrie. I think I will have as much influence with the gentlemen above named as any one from our State.  I was the Choice of Messrs Spink &amp;amp; Freeland, for Congress last Spring but I gave way to Mr Bromwell. Mr Bromwell promises me that whatever I wanted if in his power I should have; or at all events his assistance.  Now I will write &amp;amp; tell him the first thing I wish to accomplish is, that you must have the pleasure of bowing Richardson out of "my (Douglas') place" &amp;amp; of taking it yourself.

&lt;pre&gt;  I will immediately write to Jones, Spink &amp;amp; Freeland &amp;amp; urge them not only to support You but to do all within their power to secure Your triumphant election.  Mr.Spink is quite an able man &amp;amp; a zealous worker

&lt;p&gt;I feel confident he will support You &amp;amp; if he does, he will do to consider one of (illegible) "main Spokes." Look well to his support.  He is an intensely radical man &amp;amp; I think will make his mark in the Halls of our Legislature.

&lt;pre&gt; I must if possible (even if I leave the Service) be present at Springfield at the beginning of the Session.  If I am not present the cause will be that "uncle Samuel" says I can not go.  I do not think Genl Thomas is disposed to let one out of the Service.  If I should determine to leave, &amp;amp; as I shall probably only have a few days in which to operate in order to carry our permits Can it be arranged through You with the War Department?

&lt;pre&gt;  Now Gov'r I have been in the Service over Three years and Seven months &amp;amp; I came out a Captain.  If I am to remain in the army I want promotion &amp;amp; I think I can produce the highest recommendations.  But if I have my choice I would like a position as a U S. Dist att'y. &amp;amp; consequently my discharge from the Service. I have by my loss of time in the service made a blank &amp;amp; unprofitable waste of three &amp;amp; a half years of my life, so far as Civil pursuits are concerned, &amp;amp; I think I should now be looking to my future.  Do you know whether Weldon will continue as U.S. Dist att'y? or do you know of any probable vacancy (pari? passer)?  Please let me know in regard to this.  If I can not obtain a position as U.S. atty at Some point I wish if possible to be appointed in the Judge advocate's Department of the army with the rank of Col or at least Lieut Col.  There are as I learn vacancies in that Dept &amp;amp; from my knowledge as a civil practitioner &amp;amp; large experience as a Judge advocate of Mil. Courts I will have no difficulty in obtaining testimonials, but I am not positive there is a rank in the J.A's Dept of Lieut Col.  I am permitted to use some of the highest authorities in the army as References __  Besides Mil. authorities, I can obtain the assistance of Several eminent lawyers also that of Hon John P Usher.

Allow me to say Govr that in my opinion it is our duty to prevent him from obtaining any position in the army. Harlan is a bad &amp;amp; a dishonest man &amp;amp; a "Copperhead".  He supported the "Peace" Party &amp;amp; voted for Robinson Allen &amp;amp; Co.  My informer is an old officer of Harlans Company &amp;amp; is unquestionably the most unexceptionable authority.  He (my informer) was late a Candidate for Circuit Clerk in Marshall County but by the acts of Harlan &amp;amp; Robinson Allen &amp;amp; men of that ilk was defeated.

&lt;/p&gt;&lt;p&gt;you on your late brilliant &amp;amp; most signal success.

&lt;/p&gt;&lt;p&gt;personally I rejoiced with "exceeding great joy" 
&lt;/p&gt;&lt;p&gt;Certainly no one could feel a deeper &amp;amp; more 
&lt;/p&gt;&lt;p&gt;sincere interest &amp;amp; pleasure in your triumph 
&lt;/p&gt;&lt;p&gt;than I did &amp;amp; have ever done.
&lt;/p&gt;&lt;p&gt;In regards to the suggestions of your letter 
&lt;/p&gt;&lt;p&gt;I had "taken time by the forelock" &amp;amp; had written 
&lt;/p&gt;&lt;p&gt;earnest letters to Mr. Bromwell M.C. elect, 
&lt;/p&gt;&lt;p&gt;to Senator Peters of Vermillion County Malden 
&lt;/p&gt;&lt;p&gt;Jones, Mr Spink of Paris &amp;amp; other gentlemen 
&lt;/p&gt;&lt;p&gt;including the Members from Piatt &amp;amp; [Moultrie?]. 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I received a letter from Mr Bromwell in 
&lt;/p&gt;&lt;p&gt;reply a few days since. He had been absent 
&lt;/p&gt;&lt;p&gt;in Indiana Since Nov. 18th attending at the 
&lt;/p&gt;&lt;p&gt;bedside of his Sick wife &amp;amp; was therefore unable 
&lt;/p&gt;&lt;p&gt;to render you any direct assistance.
&lt;/p&gt;&lt;p&gt;On the death of his most excellent wife he wrote 
&lt;/p&gt;&lt;p&gt;me informing me of his [irreparable?] loss &amp;amp; though 
&lt;/p&gt;&lt;p&gt;overwhelmed with grief he expressed much pleas-
&lt;/p&gt;&lt;p&gt;ure &amp;amp; gratification at your election to the Senate 
&lt;/p&gt;&lt;p&gt;&amp;amp; made merry over the utter [rout?] &amp;amp; [discomfiture?] 
&lt;/p&gt;&lt;p&gt;of our enemies in Illinois.
&lt;/p&gt;&lt;p&gt;I deeply sympathize with our friend in his 
&lt;/p&gt;&lt;p&gt;affliction as his wife was one of the most accom-
&lt;/p&gt;&lt;p&gt;plished and amiable ladies I have ever known 
&lt;/p&gt;&lt;p&gt;and Mr Bromwell I have ever valued as one 
&lt;/p&gt;&lt;p&gt;of the best &amp;amp; noblest of men.
&lt;/p&gt;&lt;p&gt;Governor, I am exceedingly anxious to have 
&lt;/p&gt;&lt;p&gt;enough Vols or Drafted men assigned to the 21st Ills 
&lt;/p&gt;&lt;p&gt;in order, if possible, to fill it to the maximum or 
&lt;/p&gt;&lt;p&gt;at least to the minimum. The gallant old 
&lt;/p&gt;&lt;p&gt;regiment now numbers only 214 aggregate &amp;amp; only 
&lt;/p&gt;&lt;p&gt;128 aggregate present for duty! 44 being on 
&lt;/p&gt;&lt;p&gt;detached Service &amp;amp; the others are absent  some woun-
&lt;/p&gt;&lt;p&gt;ded other on furlough &amp;amp;c. Now is this not 
&lt;/p&gt;

&lt;p&gt;sufficient to dishearten &amp;amp; may I say demoralize 
&lt;/p&gt;&lt;p&gt;any officer whatever his qualifications?

&lt;/p&gt;&lt;p&gt;I commanded 100 men, now as Lieut Col I com-
&lt;/p&gt;&lt;p&gt;mand 128 &amp;amp; this  after four years hard Service &amp;amp; 
&lt;/p&gt;&lt;p&gt;much valuable experience. Do you not think 
&lt;/p&gt;&lt;p&gt;there is more probability of my becoming extin-
&lt;/p&gt;&lt;p&gt;guished than distinguished? Can you assist 
&lt;/p&gt;&lt;p&gt;me in any manner in having the reg't filled? 
&lt;/p&gt;&lt;p&gt;The Shameful &amp;amp; foolish policy of raising new reg'ts 
&lt;/p&gt;&lt;p&gt;from our State (while there are fifty -- old, gallant 
&lt;/p&gt;&lt;p&gt;Veteran regiments that number little if any 
&lt;/p&gt;&lt;p&gt;over two hundred men each) will I fear doom 
&lt;/p&gt;&lt;p&gt;us to some sort of consollidation or final extinction. 
&lt;/p&gt;&lt;p&gt;I can not look upon such policy with any 
&lt;/p&gt;&lt;p&gt;degree of Charity. And again the 21st seems to 
&lt;/p&gt;&lt;p&gt;be the object of total neglect. The 38th Ills. with-
&lt;/p&gt;&lt;p&gt;out their knowledge have had 200 men assigned 
&lt;/p&gt;&lt;p&gt;to them. Also the 36th 41st 57th 59th &amp;amp; others have 
&lt;/p&gt;&lt;p&gt;had large numbers of men assigned them, 
&lt;/p&gt;&lt;p&gt;while the 21st has not been noticed -- entirely ignored. 
&lt;/p&gt;&lt;p&gt;Major Jamison, then [Comg?] &amp;amp; I have both made 
&lt;/p&gt;&lt;p&gt;written applications to the Sect'y of war to have

&lt;/p&gt;&lt;p&gt;that pledge most faithfully while at home last spring. 
&lt;/p&gt;&lt;p&gt;Gov. the "peace rumors" having ended in Smokes 
&lt;/p&gt;&lt;p&gt;we will doubtless have to fight it out like men, &amp;amp; as the 
&lt;/p&gt;&lt;p&gt;war now promises to continue perhaps for years. 
&lt;/p&gt;&lt;p&gt;I believe I will try and scramble a notch or two 
&lt;/p&gt;&lt;p&gt;higher. If I behave myself becomingly is it not 
&lt;/p&gt;&lt;p&gt;practicable? There [are?] greater [dunces?] than I am, 
&lt;/p&gt;&lt;p&gt;much higher. I would not ask for or accept a position 
&lt;/p&gt;&lt;p&gt;that I feared I could not fill with credit to myself

I hope you will pardon my temerity Governor in taking the liberty of asking your kind intercession in behalf of the gallant old regiment I have the honor to command.  It will be an act of justice to the regiment once led by the illustrious old hero U.S. Grant &amp;amp; a favor to many of your best friends if you will have the goodness to see Sect'y Stanton, or Mar Genl Fry or whoever else has charge of the matter &amp;amp; ascertain if this regiment is to have any recruits assigned to it.

&lt;/p&gt;&lt;p&gt;I had received a letter from Hon H.P.H Bromwell concerning a position under "Uncle Samuel" in his letter he had informed me with references to the assessorship of this Dist.
&lt;/p&gt;&lt;p&gt;Last Spring (some time before I came home or had made any application to him) he made an application to have Smith of Champaign appointed in place of [Reeves?]. He wrote me a long letter giving me a history of affairs in the Dist and reitterated his desire and intention to assist me. He feels himself (so he says) under obligation to me and will cheerfully assist me all in his power. He says (which is most probably

&lt;p&gt;true) that I will be doubtful whether he can do anything until Congress meets but that he will before and then and until we succeed.
