&lt;/p&gt;&lt;p&gt;This is the third letter I have written you within the past month, the first one I hope you have received, the second I fear is still within P.O at this Post, as one Genl Hood of the so called C.S.A. laid an embargo on our mails about that date - the date it was mailed. 
&lt;/p&gt;&lt;p&gt;My second letter was instigated by a letter from my father enclosing yours concerning the speeches sent to my address at Tuscola.
&lt;/p&gt;&lt;p&gt;My father proposed unless otherwise directed to distribute your speeches, to see the member elect from Douglas &amp;amp; to do all in his power for you.  Doubtless he has attended to the matter ere this.
&lt;/p&gt;&lt;p&gt;When I wrote before I intended &amp;amp; fully expected to be present at Springfield during the first days of our next Legislative Session but as all means 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of reaching the "United States" within the life of an ordinary "Leave of absence" are cut off, I have given up all hopes of the honor and pleasure I thus promised myself.
&lt;/p&gt;&lt;p&gt;I will however do all I can with my pen &amp;amp; will write to several members elect &amp;amp; other prominent gentlemen today. With several members I am intimate &amp;amp; have considerable influence - with some perhaps as much as any citizen of Eastern Illinois.
&lt;/p&gt;&lt;p&gt;Have you a clear track? I have incidentally learned that Logan &amp;amp; Palmer both have their eyes turned towards the Senatorship. I don't know anything but I understand Palmer has "cleared for action." A little scrap of history in my brain says that Palmer threw his influence &amp;amp; vote against Lincoln and elected a slipery kind of gentleman in "Honest Old Abe's" stead in 1854. I think my memory's is correct too; and the reason was P &amp;amp; T had always been - Democrats! Though I was not born early enough to even vote a Whig ticket, I believe my love of the old whig principles and more particularly my abhorence of Democratic trickery &amp;amp; treachery will live as long as I have a being.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I write this letter having fears my second letter will not reach you in proper time. Is Laurence Weldon going to continue as def atty for an additional term? What are my chances for an honorable position as a civilian?  If indifferent, how about a promotion in the army? I would like promotion in the Judge Advocate's Department.  I have very considerable experience in that position.
&lt;/p&gt;&lt;p&gt;I will send this letter thro by an officer who is going to Indiana by way of Knoxville and Cumberland Gap.  He is a member of the regiment I command at Chickamauga (81st 2nd Infy) &amp;amp; was wounded and captured during that battle.  He is as escaped prisoner 
&lt;/p&gt;&lt;p&gt;For the manner Govr in which I commanded that regiment during that battle &amp;amp; afterwards I am well known to many Indianans &amp;amp; particularly to Gov. Morton.  I could easily have had the Colonelcy of that regiment if I had consented but I could not cut loose from my old regiment &amp;amp; with it my interests as an Illinoisan.  I have been assured by Indiana officers that Gov. Morton spoke very complimentary of me for my conduct then &amp;amp; said he was sorry that I was not an Indianian as he would at once make me a Colonel &amp;amp; that if ever I asked for anything he would give his name to my papers.  This I have from officers of that regiment &amp;amp; citizens from Indiana twelve months ago.  I have never before spoken of this

&lt;p&gt;matter but as it naturally arises on this occasion, I thought proper to do so, for if I ask any favor of the Government, it may be proper to ask Gov. Morton for a favor he would so graciously bestow.

&lt;/p&gt;&lt;p&gt;I wrote you a few days ago concerning some lucrative appointment for myself from the Gov't and since writing have learned that Wm [?] has been removed from the position of Commifsioner of Indian Affairs.
&lt;/p&gt;&lt;p&gt;It is my understanding that Geo. Rives (Collector of this Cong. Dist) has been kept in position by the influence of Dole and that the removal of Dole will necefsetate the removal of Rives.

&lt;/p&gt;&lt;p&gt;While the 87th Regt Ills Vols was at Shawneetown Ills and before we had any regular Surgeon or any medicine I contracted with a physician (Dr G N Barrett) to treat my men and he having no medicine of his own Mr G.W. Akers at the request of my Lt Col purchased a lot of medicines for the Regt in fact we were compelled to have the medicines and I therefore fully approved the action of my Lt Col in the matter and would have done as he did but for the fact that I was absent at the time.  I am told by Mr Akers that there was an indisposition on the part of the proper officers to pay him even the money that he expended this is
&lt;/p&gt;
&lt;hr /&gt; a very great act of injustice to Mr Akers.  At the time he bought the medicines for my Regt my Surgeon was at Chicago awaiting his regular turn to be examined and the consequence was that there was no other way by which we could procure the medicines No other person in Shawneetown would furnish them.  Mr Akers informs me that Lt Hill allows a part of his bill only curtailing it $85.75 Mr Akers paid the whole amount in cash and if he cannot recover it his loss in cash will be the sum aforesaid.  I presume from what I have heard  that this is not the only act of injustice done by Lt Hill during his official [carrear?]

&lt;/p&gt;&lt;p&gt;There is a case of very much importance pending in the circuit court of this county which will come on for trial on the 3rd Monday of March next.  I refer to the case of The People &amp;amp;c vs Michael Smith &amp;amp;al for the murder of Chester Carpenter.  Two of the most important witnesses for the prosecution are now in the army towit Cap James H. Wright of Co E 87th Ills Mounted Infantry and Lieutenant Campbell of the 60th Ills Vols.  Every possible effort has heretofore been made to procure the attendance of these two witnesses but without success.  The cause was continued at the last turn of court but with the understanding that an other continuance could not
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;be had, so that if the prosecution fail to have the witnesses in attendance at the next turn of court, these two murders will be turned out on the community without a trial
&lt;/p&gt;&lt;p&gt;Mr C. C. Carpenter (brother of deceased) visits Springfield for the purpose of trying to obtain your influence with the military officers commanding the two officers above named in procureing for them leaves of absence so that they may attend our court as witnesses in this important case  I would be pleased if you could aid Mr Carpenter in this matter, he feels a great deal of interest in the case and in fact the whole community are feeling the importance of having those men properly prosecuted

&lt;/p&gt;&lt;p&gt;There is a case of very much importance pending in the circuit court of this county which will come on for trial on the 3rd Monday of March next.  I refer to the case of The People &amp;amp;c vs Michael Smith &amp;amp;al for the murder of Chester Carpenter.  Two of the most important witnesses for the prosecution are now in the army towit Cap James H. Wright of Co E 87th Ills Mounted Infantry and Lieutenant Campbell of the 60th Ills Vols.  Every possible effort has heretofore been made to procure the attendance of these two witnesses but without success.  The cause was continued at the last turn of court but with the understanding that an other continuance could not
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;be had, so that if the prosecution fail to have the witnesses in attendance at the next turn of court, these two murders will be turned out on the community without a trial
&lt;/p&gt;&lt;p&gt;Mr C. C. Carpenter (brother of deceased) visits Springfield for the purpose of trying to obtain your influence with the military officers commanding the two officers above named in procureing for them leaves of absence so that they may attend our court as witnesses in this important case  I would be pleased if you could aid Mr Carpenter in this matter, he feels a great deal of interest in the case and in fact the whole community are feeling the importance of having those men properly prosecuted

upon my return a day or two sinse from
Shawneetown.  The defeat of Marshall for
Congress will render it unnecessary for
an Executive appointment to fill the
Office of Judge of this circuit.  Besides I
think the new Constitution is defeated 
and if so there will be no vacancy in
any event.  I am however under many
obligations to you for your kind inten-
tions in the matter  There are many
prominant Democrats of this part of the
State who have been opposing the new
Constitution in other counties But in
this county they all worked together in
favor of it.

Office of Judge of this circuit.  Besides I
think the new Constitution is defeated 
and if so there will be no vacancy in
any event.  I am however under many
