&lt;/p&gt;&lt;p&gt;Your favour of the 27th [ultime?] enclosing Colonel Andrew's letter to you is at hand the Colonel evidently misapprehended the notice in making the application, I felt exceedingly anxious to reciprocate in part if possible the favours you have extended to me, anticipating or rather fearing the result of the application I have been trying to accomplish--something by writing to my  &amp;amp; some of the adjoining counties, the reports I receive are encouraging. I hope &amp;amp; believe all will be well in our Section of the State,
&lt;/p&gt;&lt;p&gt;I Start for Atlanta tomorrow, hope and expect to get back on or before Nov 1st so as to be home at the Election,
&lt;/p&gt;&lt;p&gt;Col Andrew's Says in his letter to you that after this payment is completed I can be transferred to Illinois I did expect

I hope &amp;amp; believe all will be well in our Section of the State,

They all told me, that I can not get cured while in the Army, some of them told me, that they have not got any medicen for my Disease, I believe that it is wrong to Keep a man in the Army

H. 40th Regt. of Illis, my intention was when I reinlisted, which was last February to stay in the Army and serve the Country to the end of the War, but now as it is to my sorrow, I can not

&lt;p&gt;I take the privlige of addressing you a few lines, by which I will inform you the following, hoping that it may find you well. I have been sick in three different Hospitals, over four months, I am still sick yet, and no prospect for me to get cured, I was examend by 5 x 6 different Drs. They all told me, that I can not get cured while in the Army, some of them told me, that they have not got any medicen for my Disease, I believe that it is wrong to Keep a man in the Army&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;in such missary and [illegible] [uncurible?] after serveing so long time, true and faithfuly for the Country like I have, wich I can [aprove?]. I came in to the Army on 1861. as a stand and healthy man, but in such long a time a man is liable to loos his health, wich is well Known, I am a Veteran beloning to Camp. H. 40th Regt. of Illis, my intention was when I reinlisted, which was last February to stay in the Army and serve the Country to the end of the War, but now as it is to my sorrow, I can not&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;Knowing that you take an interest in your soldiers, and do all in your power for them, I write you now, for the purpose of obtaining my husbands discharge.  I know not what else to do.  He is so fare from his Reg, and his health, and spirits so reduiced I apply to you our Gov, and the soldiers noble friend, knowing, that you, in your kindness, will do all in your power, for one of your soldiers.
&lt;/p&gt;&lt;p&gt;He enlisted the 13 day of August 1862.  in the 92 Ill V'ol Inft.  As you know that Reg, was mounted, and

&lt;p&gt;surved under Col Wilder untill they were put in to a Hvy Corps of Cav, I can say with ashureance, that he did his duty as a man and a soldier, as long as his health permited.  But last March it entirely failed.  and the last of Apr. he was sent back to Chattanooga, where he has remained in the Hos, untill about too months since.  He has been sent from one Hospital to another, and is now at Mound City.
&lt;/p&gt;&lt;p&gt;His health is growing worse all the time and the Drs tell him he can not get well, unless he can be kept very quiet, and have the best of cair.

&lt;/p&gt;&lt;p&gt;Parden me for calling your attention to the recent murder, at Quincy in this State, of my Son Lewis Wright---a Soldier---by one Oliver F. Cornman who called himself a "Missouri bushwhacker," in a manner that I think calls for his arrest, trial and punishment by a military court.
&lt;/p&gt;&lt;p&gt;Said Lewis Wright was a private in Com "C." 63rd Ills. Vol. but on account of sickness in the Summer of 1863, was transfered to the Vet Reserve Corpse, and in April last was sent to Capt. Asbury Provost Marshal at Quincy Ills. as one of his guards.
&lt;/p&gt;&lt;p&gt;The evidence in the case is about as follows, (as I saw the written statements of three witnesses, in the hands of Capt. Asbury)
&lt;/p&gt;&lt;p&gt;On the evening of the 8th of Sept./64, while Wright was standing on the sidewalk near the Provost Marshal's office in Quincy, engaged in a friendly and social conversation with two citizens of his acquaintance, they were rudely accosted by &lt;u&gt;one&lt;/u&gt; of two persons
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;who came up and spoke insultingly to them, but on receiving no answer, walked a few steps past, halted, came back and this man Cornman challenged them for a fight, addressing himself to Wright, and said he would bet him One hundred dollars against fifty that he could whip him, saying something about Soldiers at the same time, to which Wright replied that if he was a Soldier, he was a civil man and would have no disturbence with a citizen, that he would "not fight a citizen". Cornman urged for a fight and became more boisterous.  Wright, in a mild manner, repeated his former remarks, to which Cornman said he was "no citizen."  Wright asked him what he was?  if he was neither citizen nor soldier?  Cornman said "I am a Missouri bushwhacker."  The two took hold of each other.  Wright struck Cornman with his fist and knocked him down.  Cornman jumped up came at him swearing and threatening.  Wright knocked him down again in like manner, and commenced striking him in the face.  The other fellow who came up with Cornman caught Wright about the shoulders and threw him back some distance. &lt;/p&gt;&lt;p&gt;Parden me for calling your attention to the recent murder, at Quincy in this State, of my Son Lewis Wright---a Soldier---by one Oliver F. Cornman who called himself a "Missouri bushwhacker," in a manner that I think calls for his arrest, trial and punishment by a military court.
&lt;/p&gt;&lt;p&gt;Said Lewis Wright was a private in Com "C." 63rd Ills. Vol. but on account of sickness in the Summer of 1863, was transfered to the Vet Reserve Corpse, and in April last was sent to Capt. Asbury Provost Marshal at Quincy Ills. as one of his guards.
&lt;/p&gt;&lt;p&gt;The evidence in the case is about as follows, (as I saw the written statements of three witnesses, in the hands of Capt. Asbury)
&lt;/p&gt;&lt;p&gt;On the evening of the 8th of Sept./64, while Wright was standing on the sidewalk near the Provost Marshal's office in Quincy, engaged in a friendly and social conversation with two citizens of his acquaintance, they were rudely accosted by &lt;u&gt;one&lt;/u&gt; of two persons

Cornman urged for a fight and became more boisterous.  Wright, in a mild manner, repeated his former remarks, to which Cornman said he was "no citizen." &lt;/p&gt;&lt;p&gt;It may be something of short of petit treason for us to say no, but still we will say it - that we are not so sure that the "TALLAHASSEE" expedition will play a large dividend.  She certainly kicked up a fuss, but we doubt very much whether she weakened the military resources of the Yankee government to any appreciable extent.  It is pretty certain that she has turned an unpleasant amount of attention upon this port, and may be the cause of bringing down upon us the main part of the Yankee Navy.  The blockade will be doubly strict, that is certain.  
&lt;/p&gt;&lt;p&gt;The Prize Streamer "Lillian."  This prize steamer now at the Navy Yard in Philadelphia, is a new and sharp built Clyde propeller of 475 tons burthen, and has been libeled and appraised. The Navy Department has been informed of her appraised value, which was $140.000, and was accepted. She  is admirably adapted for cruising, and will doubtless secure many a prize. So says the Philadelphia Enquirer. 
&lt;/p&gt;&lt;p&gt;How many such have left Confederate ports?

&lt;/p&gt;&lt;p&gt;The mobile tribune of a late ays says: - There is not a word of news from below. The fleet is inactive and we hear nothing of the movement of the troops. Farragut as we judge from the Yankee papers had gone to another station.  It is believed that he has been ordered to try his prowess at Wilmington. 
&lt;/p&gt;&lt;p&gt;Possibly. There is a thundering blockade off here now; that's pretty certain, whether the man with the queer name has got anything to do it with it or not. All credit is mainly to the real or supposed presence of the "TALLAHASSEE" and sundry other mysterious sea monsters. The Yankee papers even report the FLORIDA as among the vessels that  have come into this port. 
&lt;/p&gt;&lt;p&gt;Loss of the "Lynx." Last night the fine blockade running steamer "LYNX" belonging to Jno. Frazer &amp;amp;  Co * and commanded by Captain Reid, crossed New Inlet Bar and put to sea bound to Bermuda, with a cargo consisting mainly of over six hundred (600) bales of Cotton, one half on govenment account. She had also $50.000 in gold on freight for government. She had some few passengers.  Just after she got she was pursued by the blockading squadron by which she was completely hemmed in. She was struck eight times six at or below the water line, Finding the ship in a sinking condition the Captain beached her five or six miles above Fort Fisher. The crew and passengers escaped with a portion of their effects, and the  vessel was burned to prevent "it from failing into the hands of the enemy. The gold belonging to government was saved. The enemy got so close as to fire a volley of  musketry at the "LYNX," by which one of the crew was wounded.

Morse you will find him in Camp

letters from strangers you often
find, no doubt, that they were
written by old friends - none
the less warm and cordial, though
you never heard of them.  I am
at present laboring for the Union
cause in a humble way, because
circumstances do not allow me
to serve in a more conspicuous
manner.  In fact I am now 
editing a union county paper.
I also take the stump at such
places as I can reach, and
shall not attempt anything else 
till Lincoln and our state ticket
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;are elected.
I write this pricipally
to add my voice to a thousand
others in behalf of a soldiers'
vote.  Do, please, Governor,
use all your influence to have
the soldiers home on furlough.
It is not enough to carry
the state - we ought to - we
must carry these Egyptian
counties, and with half the
soldiers' votes can do it.
Without if it will be hardly
safe for a Union man
to live here.
I have been here only some 
three months, and made
my first stump speech when
Atlanta fell.  Next morning
a delegation waited on me
with peremptory orders to
change my course if I
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;intended to remain in this
community.  I
talked to them like a Dutch
uncle", and they went away.
When their passion cooled
I think there was no further
danger.
I assure you, Governor,
there is very great need
of dispelling the darkness
here.  We have the votes of
the 48 98th regs which were
in part, made up here.  the
98th gives 26 for McClellan, and
only 9 for Richardson.  The other
Reg. is declared to be a perfect 
unit for the Union ticket
For heaven's sake, have 
them come home.

My Dear Sir.
&lt;/p&gt;&lt;p&gt;In receiving
letters from strangers you often
find, no doubt, that they were
written by old friends - none
the less warm and cordial, though
you never heard of them.  I am
at present laboring for the Union
cause in a humble way, because
circumstances do not allow me
to serve in a more conspicuous
manner.  In fact I am now 
editing a union county paper.
I also take the stump at such
places as I can reach, and
shall not attempt anything else 
till Lincoln and our state ticket
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;are elected.
I write this pricipally
to add my voice to a thousand
others in behalf of a soldiers'
vote.  Do, please, Governor,
use all your influence to have
the soldiers home on furlough.
It is not enough to carry
the state - we ought to - we
must carry these Egyptian
counties, and with half the
soldiers' votes can do it.
Without if it will be hardly
safe for a Union man
to live here.
I have been here only some 
three months, and made
my first stump speech when
Atlanta fell.  Next morning
a delegation waited on me
with peremptory orders to
change my course if I
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;intended to remain in this
community.  I
talked to them like a Dutch
uncle", and they went away.
When their passion cooled
I think there was no further
danger.
I assure you, Governor,
there is very great need
of dispelling the darkness
here.  We have the votes of
the 48 98th regs which were
in part, made up here.  the
98th gives 26 for McClellan, and
only 9 for Richardson.  The other
Reg. is declared to be a perfect 
unit for the Union ticket
For heaven's sake, have 
them come home.

&lt;/p&gt;&lt;p&gt;I have to-day recd a letter from Col Jas S Martin 111th Reg Ill's Vols Stating that their Regiment numbers about 500 and if they had the privilege to come home to vote they would all vote the Union ticket except about 20.  Cannot you make arrangements to have them come home.  This County will be very close and probably unless we get the Soldier vote we will be defeated and as I am the Union Candidate for the Legislature I feel an interest in the matter for my own sake but more especially for the sake of the County and the
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;[course?] of the Union. Do what you can to get the 111th reg home and if they come all will be well.

&lt;/p&gt;&lt;p&gt;A neighbor of mine E. L. Phillips was confined in the Illinois Penitentiary at Alton for Larceny.
&lt;/p&gt;&lt;p&gt;He has returned to live with his family and the Community has Confidence that he has reformed and has resolved to pursue an honest Course and live an honest life. He is very anxious to obtain a pardon from that part of the penalty which disfranchises him that he may be permitted to vote the Union ticket. I would respectfully petition that his prayr be granted believing that the action would encourage and strengthen the good resolutions of the petitioner and add one more vote to the Union Ticket

&lt;/p&gt;&lt;p&gt;A neighbor of mine E. L. Phillips was confined in the Illinois Penitentiary at Alton for Larceny.
&lt;/p&gt;&lt;p&gt;He has returned to live with his family and the Community has Confidence that he has reformed and has resolved to pursue an honest Course and live an honest life. He is very anxious to obtain a pardon from that part of the penalty which disfranchises him that he may be permitted to vote the Union ticket. I would respectfully petition that his prayr be granted believing that the action would encourage and strengthen the good resolutions of the petitioner and add one more vote to the Union Ticket

Major Cumback has also been telegraphed, to authorize twenty days leave of absence to Major McClaughey, if he can be spared from his duties at Springfield. If his duties are therefore not at this moment pressing, you will be good enough to say that absence from Springfield for that time will not be objected to from this office. 
&lt;/p&gt;&lt;p&gt;It will be best however for Major McClaughey to send up an application
