&lt;/p&gt;&lt;p&gt;Calls attention to the condition of the 17th Ills Cav. at Alton Ills, Give statements in regard to date of Company organizations, States that the men at muster in received, one month pay, and 1st installment of bounty but have received no pay since, and they are complaining bitterly that their families are suffering,  The officers spent much money in Recruiting of the Regiment and some of them in the field outwith a cent of pay.  The Governor will feel greatly obliged if the Comd'g Genl. of the Dept, will cause them to be paid as quickly as possible and that 
the companies yet without arms equippments horses &amp;amp;c&amp;amp;c may be assisted in every way possible for him to help them. He also alludes to the fact that that the discipline and general tone of the Post at Alton is &lt;u&gt;miserable&lt;/u&gt; and that important and radical changes are necessary immediately.  Wishes the Comd'g General would send an &lt;u&gt;Inspector&lt;/u&gt; there at once and be apprised of the condition of the troops.  The newspapers (union) are giving "&lt;u&gt;Our Military Authorities&lt;/u&gt;" credit for shortcomings which endanger the rights of private citizens in those whom Union people desire to restrain in every way to benefit the Government at home and in the Army,   Encloses newspaper scrap touching the matter of pay complained of with editing remarks thereto added.

Sir Some days since I wrote you in regard to procuring me (from the highest authorities) a permit to trade for cotton in the rebel states, and (if possible) one that is transferable to the second party.
I still [ergo?] any claim for I have done as much for the union cause as any person in he state, according to my ability &amp;amp; means. I want the Permit in order as you are aware, to make money, &amp;amp; I can do it with (or off of) some of those cotton brokers. By you spending one hour with the authorities, you can get a permit, if it can be procured. If one cant be got that is transferable, get the best one you can, &amp;amp; in the meantime look out for a vacancy in the Land Office.

You have heard to the detriment  of the soldiers that these things have not  been distributed with the fidelity that it ought. These rumors or lies gotten up by the Opposition has done a great deal to impair  the Confidence of our  benevolent ladies I want an appointment from you to visit any hospital in the state and possibly out of the state to be enabled to report in person the facts.  This report in the person of one of their members, One in whom they have confidence would effectually disabuse  their minds, and lead to renewed energy and benevolence on their part. I wanted to lay a proposition before you for your consideration and approbation.[It?] is this The Sanitary department of this County has done much for the soldiers, in the way of Articles of Clothing, Vegatables and luxuries.  Also they have sent  to the Sanitary Commission at  "Peoria about $300 in Cash. You have heard to the detriment  of the soldiers that these things have not  been distributed with the fidelity that it ought. These rumors or lies gotten up by the Opposition has done a great deal to impair  the Confidence of our  benevolent ladies I want an appointment from you to visit any hospital in the state and possibly out of the state to be enabled to report in person the facts.  This report in the person of one of their members, One in whom they have confidence would effectually disabuse  their minds, and lead to renewed energy and benevolence on their part.  I called to see J R Wood Sec'y Of the Sanitary Commission, who was absent from the city.  Also I called to consult with Col. Williams who suggested that a letter from you contribute to its accomplisment , Also with Col. Snyder your

And looking from the stand point of Eternal rectitude I cannot but look upon the black laws of Illinois as a system of injustice and inhumanity and unbecoming a civilize people; and a fit representative of the dark ages.  I would therefore ask it as a favor of you to exert your influence to have them

&lt;p&gt;repealed; and forever banished from our Statutes; let the foul stain be forever blotted out.  Let the Legislature of Illinois Set such an example in this respect as shall be worthy of imitation in all our Sister States.
&lt;/p&gt;&lt;p&gt;I trust the day is not far distant when no slave can breathe upon American soil.  As a Soldier I feel grateful to you for what you have done and tried to do for the brave men that have periled their lives in their country's defence and whilst you as the Governer of Illinois can feel justly proud of of Illinois Soldiers; that feeling is reciprocated on the part of the Soldier.  He feels proud of his Governor.

The sufferers in the recent outrage being so far as I Know are all loyal men. I incline in their opinion that but few of the Regt were Engaged, the mass condemning their conduct _ and that

&lt;pre&gt;                            I need not inform you that this City is loyal (fair?) to me, as proven at the late Election, _ as well as by its past acts towards the Soldiers _ Last Sunday week over one hundred dollars was contributed at one of our Churches for the benefit of Soldiers Orphans.  The sufferers in the recent outrage being so far as I Know are all loyal men. I incline in their opinion that but few of the Regt were Engaged, the mass condemning their conduct _ and that

&lt;p&gt;the outrages complained of could have been prevented by proper efforts on part of the Col.-
&lt;/p&gt;
&lt;pre&gt;                             Our people have requested me to lay the matter before you in hopes your Excellency will take such action in the matter as will leave Col. True to do his duty in future _ and to protect us from similar occurrences hereafter.-
