&lt;/p&gt;&lt;p&gt;For full particulars I again refer you to that Letter We received a communication from the Executive Department Stating that the case of Wm Seely had be refered to the Ill Sanitary agent at Nashville.
&lt;/p&gt;&lt;p&gt;Seely writes that the Sanitary agent received a Communication
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;from Springfield recommending him to render assistance to Wm Seely Stating that he could gather the facts in the Case from the enclosed documents, the agent said no documents were enclosed He did not Comprehend the matter and it seems did not take any Action in the matter, Seely is sick and has been confined to the Hospital since the Battle of Stone River and the living &amp;amp; confinement at the Hospital is not agreeing with him &amp;amp; is undermining his Constitution he has been placed in the 2d Battalion of the Invalid Corps &amp;amp; is still retained in the Hospital He has a sick
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;wife an aged mother &amp;amp; a young Child dependant on him for support the Wages in the service are too meager to render them a subsistance. He never will be fit for active duty in the front again, he is 46 years of age &amp;amp; Humanity Justice &amp;amp; Right demand that that patriot soldier that has lost his health from wounds &amp;amp; exposure in the Army and on the Battle field who is pining in the Hospital &amp;amp; Can not sleep nights---from pains in the side &amp;amp; nervous debility should be at once discharged &amp;amp; allowed to return to his family and home a chance to recuperate, The Surgeon tells him that

You Gov never turn a deaf ear to the soldiers voice whether in Camp field or Hospital &amp;amp; surely you shall have your reward at the Hands of a Grateful people.

And to say truth we feel somewhat grived - we are at a loss to know why we are allowed to remain here longer. we seem to be overlooked. We are willing to allow this charitable construction upon it. But when we know that although prisoners as we are

&lt;p&gt;we [illegible] we have not disgraced ourselves our State nor the Govt.-  that we were not stragglers nor disobeying orders-but that we were taken fighting "hand to hand" (as it were-in a body-we cannot but feel aggrieved especially as other prisoners (from other states) captured long since ourselves and in such numbers and under such circumstances as not to be able (we think) to render our Govt more service (at least, than we could if exchanged - still every "Illinoisian" is "passed" and others taken out and exchanged as I have before stated. There are now here about 500 - 77th Ills 130th &amp;amp; Mercantile Batty prisoners from our state - &amp;amp; have claims for exchange upon the [grounds?] of priority being the oldest prisoners (Soldiers) here. Have we no friends at home" or have we so conducted ourselves as not to deserve their notice" Can you do nothing for us-(we are aware that that you have not control of the matter) but still we look to you (as we have done before) (&amp;amp; not in vain) for your aid and influence in our present terrible situation

I fell from the staging of a boat while purchasing Regimental Rations. Since then I have not been able to do my duty and several Surgeons have told me they can not cure me. 
I have been awarded my discharge By three different boards but have never been able to get my subscription Role therefore they could not give me a discharge.
Governour, I have a Wife and four little children at home. I am a poor man and my family is suffering. My monthly wages , even if I could draw it, which I can not without a description Role is insufficient to support them at the increased prices for Produce.

&lt;/p&gt;&lt;p&gt;My son Algernon Sidney Bailey, a private in Co. G. 12th Illinois Cavalry, now located at Napoleonville  Ark is in a condition so critical, that I desire his transfer to a Hospital in this State, or discharged if his case merits it.  Col Hasbroeck Davis - Dr Wentworth Surgeon
&lt;/p&gt;&lt;p&gt;My son was in Hospital at St Louis Mo with measles - before recovery went with Regiment to New Orleans took cold on the trip, &amp;amp; on the Red River Expedition under Genl Banks had the Ague &amp;amp; Rheumatism.
&lt;/p&gt;&lt;p&gt;He is now in Camp Hospital - is very weak - has not done camp duty since the return of the Regiment to New Orleans.  He has recently had
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;three spasms on fits supposed by him to be Epileptic, &amp;amp; he is of opinion that he cannot survive the fall month in that climate.
&lt;/p&gt;&lt;p&gt;I wish to have him transferred to a Northern Hospital, that the climate may affect him favorably, &amp;amp; so we can visit &amp;amp; help him - or if his case is worthy discharged.
&lt;/p&gt;&lt;p&gt;I do not know personally, Gov Yates - neither do I know the Transfer Agent for this State, but am sure if they could read my sons letters an those if his companions, they would aid me in my request.  
&lt;/p&gt;&lt;p&gt;My wish is that you state the substance of this letter to Gov. Yates, or to the Transfer Agent, &amp;amp; certify to my credibility - hoping through your kindness, the attention of the Governor or if the Agent may be obtained.

&lt;/p&gt;&lt;p&gt;My son Algernon Sidney Bailey, a private in Co. G. 12th Illinois Cavalry, now located at Napoleonville  Ark is in a condition so critical, that I desire his transfer to a Hospital in this State, or discharged if his case merits it.  Col Hasbroeck Davis - Dr Wentworth Surgeon
&lt;/p&gt;&lt;p&gt;My son was in Hospital at St Louis Mo with measles - before recovery went with Regiment to New Orleans took cold on the trip, &amp;amp; on the Red River Expedition under Genl Banks had the Ague &amp;amp; Rheumatism.
&lt;/p&gt;&lt;p&gt;He is now in Camp Hospital - is very weak - has not done camp duty since the return of the Regiment to New Orleans.  He has recently had
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;three spasms on fits supposed by him to be Epileptic, &amp;amp; he is of opinion that he cannot survive the fall month in that climate.
&lt;/p&gt;&lt;p&gt;I wish to have him transferred to a Northern Hospital, that the climate may affect him favorably, &amp;amp; so we can visit &amp;amp; help him - or if his case is worthy discharged.
&lt;/p&gt;&lt;p&gt;I do not know personally, Gov Yates - neither do I know the Transfer Agent for this State, but am sure if they could read my sons letters an those if his companions, they would aid me in my request.  
&lt;/p&gt;&lt;p&gt;My wish is that you state the substance of this letter to Gov. Yates, or to the Transfer Agent, &amp;amp; certify to my credibility - hoping through your kindness, the attention of the Governor or if the Agent may be obtained.

At night Lt. Billings [came?] by order of Lt. Col. Ranch, commanding  the 137th Reg. Ill. Vol. to take the prisoner to more appropriate quarters.  Lt. Billings inquired at once for weapons &amp;amp; personal effects of the prisoner; [expressing&amp;#160;?] himself as inexperienced in those [duties?],  but supposed he was to examine &amp;amp; turn over to the government whatever he found of value.  (He was acting Regt  Q.M.)  He took thirty six (36) dollars in Kentucky &amp;amp; Tennessee currency

&lt;p&gt;and a quantity of "Confederate" paper, the amount of which I cannot state, not regarding it of value.  Also a watch, inferior in appearance.
&lt;/p&gt;&lt;p&gt;In this transaction I did not regard it as my duty to interfere; but on reflection, &amp;amp; at the request of Mr. Robinson, I called on Lt Billings , to say that I thought he had [transcinded?] his duty, &amp;amp; to urge a return of the property.  He said he had "turned over the money to the Quarter Master."  I did not learn whom, but supposed he referred to the appropriate Q.M. of this Post.  The watch he had retained, "as a memento," not for its value, which was regarded by himself &amp;amp; the Q.M. as very little &amp;amp; of no particular use to the Government and in no sense as part compensation for his own very considerable losses by the raid.  He had sent the watch home, with superfluous contents of his tent.

&lt;/p&gt;&lt;p&gt;The editor of the Rockford Register says in his paper, "we have received a communication signed "H." reflecting severely on the State officers for the manner in which they accounts of the quotas of this County have been kept," &amp;amp;c.
&lt;/p&gt;&lt;p&gt;As communications in our papers over that signature are usually (and sometimes erroneously) credited to me, I feel it a duty to myself to say promptly that I am not the writer or author of the one above referred to.
&lt;/p&gt;&lt;p&gt;I have seen no occasions for "reflecting severely on the State officers."  On the contrary, I feel
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;that they deserve the gratitude and applause of every citizen for the zeal, fidelity and ability they have constantly exhibited in the discharge of their duties.  In the most trying crisis our country has known since the Revolution, they have carried the ship of state safely through the storm, and the haven of peace is now in sight---a peace not won by cringing to traitors, but by sustaining the Union, crushing the Rebellion, and enforcing the authority of the Government to which Georgia and Maine, South Carolina and Illinois alike owe allegiance.
&lt;/p&gt;&lt;p&gt;In the Decatur Convention of 1860 I had a humble share in bringing the existing state Government into being.  When I remember that by its courage, 
&lt;/p&gt;
&lt;hr /&gt;

Dr. J. J. R. Turney recently a delegate to the "Chicago Convention" &amp;amp; "Springfield Convention". Now, my bro L. Jay S. is "all night on the goose", but I lament to confess, Daddy &amp;amp; the Dr. are on the Cop side!
&lt;/p&gt;&lt;p&gt;Well, I am ready to serve my Country in any capacity, but like many others would like a position! If my Governor

He also wants to know if they cant be ordered to Illinois so they can "conquer a peace with their ballots"

&lt;/p&gt;&lt;p&gt;Lieut Lewis. W. Boren of our Regt is ordered to Springfield to secure if possible some more men for our Regt
&lt;/p&gt;&lt;p&gt;We now have present in Camp  458
&lt;/p&gt;&lt;p&gt;Absent on detail who will soon be present  190
&lt;/p&gt;&lt;p&gt;Absent prisoners of War  320
&lt;/p&gt;&lt;p&gt;Total  968 
&lt;/p&gt;&lt;p&gt;We need two hundred men.  As you are aware our Regt has done active &amp;amp; efficient service for our Countries Cause and we feel pride in keeping up our organization.  We ask your assistance in sending us the men to fill up our ranks of those who may be recruited and in Camp under the  late call.  We are now camped at this place, dismounted and will not be able to get horses for six weeks I am told.  Can you not get an order that we may come to Illinois during the Election as a Regt. to conquer a peace by our ballots.  This is the first time that our Regt has had rest for nearly two years, the only Regt but what was sent back from Knoxville

&lt;/p&gt;&lt;p&gt;Lieut Lewis W Bowen has been ordered to go to Springfield to procure men to fill up the 14th Cavly.  He wants the Gov to assist in having it filled as they want about 200 men.  He also wants to know if they cant be ordered to Illinois so they can "conquer a peace with their ballots" 
&lt;/p&gt;&lt;p&gt;Write him that will forward appm for them to be sent home - &amp;amp; will do what can to secure their share of new men.

&lt;/p&gt;&lt;p&gt;George Smith who served his time in the Penitentiary and was discharged between two and three years since wishes me to ask of you if it is possible for him to be restored to his citizenship. He says the warden at Joliett will certify to his good conduct. Since his return here he has been a good, and law abiding citizen. He wants to vote this fall if he can do so honorably. He is a good union man.
&lt;/p&gt;&lt;p&gt;If he can be so fortunate as to receive the Governors executive clemency have the kindness to inform him what steps are necessary.
