There is a question that I would very much like to have decided as I am the one conserned The circumstances are these. I am a citizen of this State and have been for eleven years. on the 2nd of last month I hired as carpenter in the Quartermasters Dep't. at St. Louis for six months unless sooner discharged I was sent with others to little Rock Ark. and on account of Ill. health was discharged on the 10th

of the present month after recieving my discharge it was neccesary to obtain a pass to return home and to obtain a pass I was obliged to be enrolled in the malitia of that State (Ark) then I had to obtain a furlow and the best I could do was a furlo for 30 days from the 10th of Aug. 1864

Now the question is am I obliged to return and go into the Malitia of that or any other State except old Illinois. I am not the only one in the same fix from Ill. and we would like very much to have the discision of our Gov. and know what to do

We cannot see why we are beholden to that State for anything

I have the honor to be your obt servant,

He hired as a carpenter on 2nd of Aug. and was sent to Little Rock, and was discharged on 10th inst. on account of ill-health, and when he applied for a pass to come home he had to enroll himself in the Militia of that state and then only could get a furlough for 30 days. He wants to know if he must go back there to serve in their Militia.

He wants to know if he must go back there to serve in their Militia.

I am this morning informed that there are others applying for it. If you are not committed in favor of some one - and should deem me worthy of the trust I should be glad to have your aid in the matter. If however there be the smallest object in he way of your aid - I hope you will candidly inform me. I trust to see if you soon

Several days since in speaking of my future desires to several of my friends here - I mentioned that it was my intention to spend the winter at Mobile in case of its capture & occupation by our forces. It was at once suggested to me that I could get the appointment of "Supervising Special Agent" at that place if I would make the effort. I am this morning informed that there are others applying for it. If you are not committed in favor of some one - and should deem me worthy of the trust I should be glad to have your aid in the matter. If however there be the smallest object in he way of your aid - I hope you will candidly inform me. I trust to see if you soon

Verry truly

His Excellency

Richard Yates

Governor of Illinois

Respected Sir

Having been a Justice of the Peace in this State ten years past I take the liberty to address you

The DeKalb County U.S. Assessor has notified the Justices that all Deeds Mortgages Bonds Agreements &c drawn up by said officers make them Conveyancers & to do this writing the license ten dollars must be taken out.

Now I would most respectfully represent that the welfare of our beloved state is so much concerned in this enactment as to desire your consideration of the following thoughts

The office of Magistrate is seldom held by men of property with ability to give their duties the attention which they demand & are ill qualified to perform the various functions required in their station without some practice

The small amount of Conveyancing done in rural districts by the Justice is a school of practice which tends to fit him for serious duties whenever they may occur & to withdraw from him that means of improvement would seriously injure the moral discipline of that popular tribunal where equality and Liberty is fostered & cheap redress obtained

That a tax thus imposed would render the filling of that office a difficulty but when filled their competency & usefulness would be endangered or lost together

That many Justices will likely resign which will cause confusion & their places if filled will perhaps be occupied by the incompetent & disloyal thus degrading & demoralizing that body in this state

Under these circumstances representing as you do the Loyal sentiments of this mighty state with its interest. Political & Social - Your representations made to the proper functionary at Washington. That the Public Good requires that he decides "Justices of Peace in townships and except residing in Corporate towns shall not be deemed Conveyancers" Would aid the State in filling & call to a useful occupation of that important post competent officers & so promote the welfare of our beloved State and Country

Most respectfully & truly yours

Wm Barratt

a Country Justice

Wants to know if Justices of Peace cannot be exempt from the Excise License - $10 - on the ground that they are generally poor men & cannot afford it.
