&lt;/p&gt;&lt;p&gt;I telegraphed you today asking you to telegraph Gen Heintzelman asking if he would grant a furlough to Wilton Drew now in the city hospital here for 20 days. Drew is a corporal in 96th Regt. He lost  an arm at Chickamango, &amp;amp; is now waiting for his discharge papers. The surgeon thinks it will be 3 weeks before they will get  around. He is willing that he should have a furlough, but has no power himself. We thought that your request to Gen. Heintzelman would be favorably answered at once; If Drew could get out to go home (he lives in Lake Co) he would help us to at least 20 men for the army; We are very anxious to get him a furlough. Will you do what you can to hasten it. Let me know the result at once.  Yours Respectfully,

&lt;/p&gt;&lt;p&gt;We The undersigned citizens of Wardford Co. have been appointed by the citizens of the several Townships in the county, to secure, if possible as reduction of our quota in the forthcoming draft.
&lt;/p&gt;&lt;p&gt;Having thorougly examined the facts in regard to the assignment of our quota, we are satisfied that great injustice has been done, and have, therefore determined to address you setting forth certain facts, and our grievances
&lt;/p&gt;&lt;p&gt;From announcements in the newspapers, we understood that Illinois would only be required to furnish 16,000 men. We now find that, instead of the state being considered a unit, Each subdistrict is taken as a unit in apportioning the quotas and consequently that the State is actually to be drafted for 39,000 men
&lt;/p&gt;&lt;p&gt;By examining the credits, we find that we are not credited with the actual number of men furnished owing to the inacuracy of the Rolls of /61 &amp;amp; /62
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Companies in one county have obtained recruits in adjoining Counties and all have been credited to the county in which the companys were organized.
&lt;/p&gt;&lt;p&gt;As a result, one county has an excess another a deficit upon the Rolls, while in fact, each has furnished an equal proportion. Such is the fact in Woodford Co.
&lt;/p&gt;&lt;p&gt;While we could not ask the authorities to go back of the Rolls, for evidence of credits owing the interminable difficulties in that method. and while we do not ask to have the excesses transferred to the deficient Counties, we do feel justified in asking as a partial measure of justice, that the deficient Counties be required only to furnish the actual deficit of the State by 16,000
&lt;/p&gt;&lt;p&gt;The government will thus obtain the full number of men required from the State, the deficient Counties will get a partial Credit for the men actually furnished, without injustice to the Counties in excess and will still be liable on future calls.
&lt;/p&gt;&lt;p&gt;Again, we have only had five days notice of the demands made upon our County
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;The quota of Woodford, as announced is 569, This would be reduced one half, by the method above suggested. With a reasonable time, we believe that Woodford could raise the number by volunteers. We have heretofore honored all calls upon our patriotism and are not willing to remain behind now. Believing that the liberality with which Illinois has responded to all calls for soldiers, places you in a position to demand of Government, a candid hearing and as far as possible justice. we would respectfully ask that you endeavor to secure a ruling in accordance with the foregoing suggestions, and a postponement of the draft, untill an effort is made to fill the quota by volunteers

I am greatly indebted to you for past favors, but I am still dependent upon you, and other friends to urge upon Mr Lincoln my promotion I learn that your recommendation, and others

&lt;p&gt;were placed in the Presidents hands last April, or May. by Hon. Lyman - Trumbull.  It is possible the papers were laid aside, and forgotton, If so, a letter from you to the President might be effectual in procuring the Commifsion sought for.  Right-Wing 16" Army Corps. Commanded by Maj. Genl Smith returned three days ago from Oxford Mifs.  The expedition was attended with no disaster to our Army, neither seriously injuring the Enemy who were driven back from time to time with some lofs of life &amp;amp; a few Prisonors captured Genl. Mower left last evening on Transports with his Divis. (1st) for White River, where the enemy have decided to break off communication with Genl. Steele's Army.  Genl. Mower expects to return in course of ten or fifteen days when the 1st &amp;amp; 3d Divis. will, (as is expected) join Maj. Genl. Sherman at Atlanta.  Genl. Mower wears the Second Star, He has earned it.  Mrs. Pease writes me that the people of Southern Illinois are making an effort to contribute largely to the Sanitary Fair to be held in connection with the State

He intended reporting with his men but the Provost Marshal, being ordered away, he has a member whose papers are not ready, and some twenty-five coming in tomorrow from Marshall County to join. He has over fifty men, and with those to come in tomorrow, will I am quite sure, make up a full company which will be at Springfield Monday P.M. I sincerely hope you will hold a place for Baker's Company in the Regiment, as I am personally interested.  You know it wont do for me to leave the transcript, and Baker is to be my substitute. Hence anything done for him is done for me. If there should be a better thing in the regiment

If Oakes could manage to get the right kind of a circular through the Associated Press Despatchers, it would add hundreds to the volunteering daily

The reason for asking for this information is, I am about to make application for the bounty and back pay of John C. Wallace a Veteran Volunteer who was killed at Crestline Ohio on his way from his parents at this place to army. his parents are poor and are in want.  I am a minister of the gospel and do this, to save them from the unprincipled men, who feast upon the bounty of our gallant men. and am entirely disinterested

Richard Yates, our present distinguished Governor, by his noble and patriotic devotion to the cause of our imperiled country, and his untiring efforts to alleviate the sufferings of our soldiers in the field and in camp, has justly endeared himself to the hearts of the loyal people of this State, and earned the proud appellation of the “soldiers' friend;” that the glorious record he has made for the State which gave to the country Abraham Lincoln,” entitles him to the gratitude of the people, and that he is the unanimous choice of the delegates to this Convention for United States Senator, at the next session of our State Legislature.

&lt;p&gt;RACE TO COMMENCE at 4 O'CLOCK.
&lt;/p&gt;&lt;p&gt;For the accomodatiok of the public a special train of cars will leave the Chicago, Alton and St. Louis Depot at 8 o'clock for the course, and return as soon as the race is over.  Fare for the round trip, fifty cents.  
&lt;/p&gt;&lt;p&gt;The above field of horses comprises some of the best trotters in the West.  They are very evenly matched, and one of the fastest and best contested races ever seen in the West may confidently be anticipated, taking into consideration the immense concourse of strangers now visiting the city during the sitting of the Convention, will necessarily be seeking some source of amusement which fact of itself give almost positive assurance of a very large attendance. And my object being more to make sport than money, I have determined to put the price of admission to all parts of the track at the low price of fifty cents.

&lt;/p&gt;&lt;p&gt;In my recent letter requesting you to come to Geneva and speak, I thoughtlessly omitted to offer you the hospitalities of my house, which I take occasion now to do. Our Hotels, like most village taverns, afford rather indifferent accommodations.  It will give me much pleasure to entertain you

Richard Yates, our present distinguished Governor, by his noble and patriotic devotion to the cause of our imperiled country, and his untiring efforts to alleviate the sufferings of our soldiers in the field and in camp, has justly endeared himself to the hearts of the loyal people of this State, and earned the proud appellation of the “soldiers' friend;” that the glorious record he has made for the State which gave to the country Abraham Lincoln,” entitles him to the gratitude of the people, and that he is the unanimous choice of the delegates to this Convention for United States Senator, at the next session of our State Legislature.

&lt;p&gt;RACE TO COMMENCE at 4 O'CLOCK.
&lt;/p&gt;&lt;p&gt;For the accomodatiok of the public a special train of cars will leave the Chicago, Alton and St. Louis Depot at 8 o'clock for the course, and return as soon as the race is over.  Fare for the round trip, fifty cents.  
&lt;/p&gt;&lt;p&gt;The above field of horses comprises some of the best trotters in the West.  They are very evenly matched, and one of the fastest and best contested races ever seen in the West may confidently be anticipated, taking into consideration the immense concourse of strangers now visiting the city during the sitting of the Convention, will necessarily be seeking some source of amusement which fact of itself give almost positive assurance of a very large attendance. And my object being more to make sport than money, I have determined to put the price of admission to all parts of the track at the low price of fifty cents.
