&lt;/p&gt;&lt;p&gt;Rolla is a miserable hole, and I don't think the authorities could have planted us in a worse place, with, perhaps, the exception of that location where dealers in coal have no occasion to pursue their interesting vocation. The health of the Regiment has been very bad - we have lost several by disease. Newton and George Rutledge, however, are as hearty as a couple of bucks, and send their respects and regards to you.
&lt;/p&gt;&lt;p&gt;The men of the 145th have been greatly disappointed in Colonel Lackey - in
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;what manner I leave you to surmise. You know that an humble subaltern would be very imprudent to criticise his Colonel too closely.
&lt;/p&gt;&lt;p&gt;If you see Mackenzie I wish you would tell him, for me, that this hundred day trip would have been a "bully trip" for him. He'd have learned something else besides making money.
&lt;/p&gt;&lt;p&gt;One thing more, I want to bore you again by asking you as a special favor to request the Governor and Gen. Fuller to grant me permission to raise a company for special State service. I am confident I can raise a &lt;u&gt;full&lt;/u&gt; &lt;u&gt;one&lt;/u&gt;, composed of good men. I wish you would send me such written authority at your earliest convenience and I will go to work.

I have procured the signatures of some of our citizens most prominent and best known. I did not deem it necessary to add signatures. I could have added a thousand in twenty four hours, but did not think it necessary. Every body who knows Minter would gladly sign if an opportunity was tendered them. I have procured the signatures of some of our citizens most prominent and best known. I did not deem it necessary to add signatures. I could have added a thousand in twenty four hours, but did not think it necessary. Every body who knows Minter would gladly sign if an opportunity was tendered them. But if his temperate habits, his integrity, his skill, experience, and qualifications will not secure him a situation with the few known signatures, all the names that could be added will have no weight. I doubt if a more worthy and equally well qualified person can be found to fill the office his friends ask for him -- Genl. Singleton is out of town, or he would cheerfully give his name &amp;amp; influence--

&lt;/p&gt;&lt;p&gt;This Company has 75 men on its roll, but three of those have never reported to the Company, Thus the actual strength of the Company is but 72, And three of this Number are on a furlough, which leaves 69 present every one has signed this petition, and we know those who are on furlough would Sign it if they were here.  We respectfully state that we enlisted as Volunteers, with the right and privilege of Choosing our own officers.  And we feel that this is still our right, or it should be our right, Our wounds have disabled us from field service.  This certainly should not disfranshise us of choosing our own officers again.  And we are loth to beleive that the goverment for which we have fought and bled will take from us this privilege.  And compel us to accept such officers as may be put over us regardless of how little experience or Judgement they may have, A large portion of us are Illinoians, the rest are

&lt;/p&gt;&lt;p&gt;The undersigned Officers of Illinois Regiments now serving in the Department of the Cumberland disclaiming any desire to interfere with  your privileges as Governor, or any intention to doubt your patriotism or watchful care for the interests of our soldiers in the field, beg respectfully to submit for the consideration of your Excellency, the following considerations touching the disposition to be made of the troops about to be raised in our State under the late call of the President.
&lt;/p&gt;&lt;p&gt;it seems to us that it is all important that the new troops should be disposed of as to make them available at the earliest practicable moment.
&lt;/p&gt;&lt;p&gt;Our Country need men at once.  Will it be wise to organize as is being done in some States,  new regiments waste the precious time that will necessarily be wasted in such organization, when by assigning 
&lt;/p&gt;
&lt;hr /&gt;  
&lt;p&gt;these new men to regiments in the field, you place them under officers of experience and at once surround them with experienced comrades, who can teach them how to cook, sleep, march and fight, whilst you strengthen and encourage the Veteran Soldiers by filling the broken ranks of his regiment.
&lt;/p&gt;&lt;p&gt;As you are aware the Illinois regiments now in the field are very much depleted, the Veteran regiments adding to the depletion caused by the accidents of the service - those of their original members who did not re-enlist.
&lt;/p&gt;&lt;p&gt;They appeal to you, to whom they have never appealed in vain, to give them the physical strength that they may strike more crushing blows for our Country around whose Altars so many of their Comrades Illinois Sons have fallen.

&lt;/p&gt;&lt;p&gt;I have resided in Illinois Since 1855.  about four years in Chicago and about the same length of time in Rockford, last April I bought a farm in the town of Alden McHenry Co a short distance from the Wisconsin state line, but having no house on my farm my brother in law who resides in Wisconsin gave me permission to reside with him until I could build or hire a house nearer my farm upon which I was at work.  I accordingly moved my family to his house, this was about the 15th of April,  in the fore part of the following May I was enrolled in the - malitia of that State although 
&lt;/p&gt;
&lt;hr /&gt; only a temporary resident.  I continued to live at my brother in law's until the middle of last October when I succeeded in hiring a house but a short distance from my farm, and accordingly returned to Illinois.

My long absence in the army and not having any records before me make it somewhat difficult to get up all the names that I would wish, but such as I here send are reliable.
I read the speech you made at Elgin on 4th July last and heartily endorse the principles enunciated in it but I find the union men of this section of Country somewhat
