                  <text>The Arthur Wines Collection is named for Arthur Frederick Wines, the third of eight children born to Frederick H. Wines and Mary Frances Hackney Wines. Frederick and Mary Frances Wines moved to Springfield, Illinois, in between 1865 and 1870. Frederick and his family temporarily moved to Washington, D. C. when he served as Assistant Director of the 1900 United States Census. &lt;br /&gt;&lt;br /&gt;Arthur Wines grew up in Springfield, Illinois, and was engaged to Eliza Condell when he was appointed as a special agent for the U.S. Census in Alaska in 1899.&amp;nbsp;&lt;span&gt;Shortly after his return, his father committed him to St. Elizabeth&amp;rsquo;s Asylum in Washington, D.C., where he strangled himself on December 2, 1899.&amp;nbsp;&lt;/span&gt;&lt;span&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span&gt;The finding aid for the Frederick H. &lt;/p&gt;&lt;p&gt;My Dear Sir, A number of my Brother Toms friends have addressed me upon bringing him before the State Convention for congressman at large. If you can consistently, will you, use your influence to procure his nomination there, at least to give him a respectable support.
&lt;/p&gt;&lt;p&gt;Tom is not here to work for himself and perhaps would not do so if he were. but I am well satisfied nothing, (save the success of our arms) would be more gratifying to his feelings, than to know that such friends as yourself and Genl Fuller are willing to Endorse him as a thoroughly loyal man. While a few small men are doing their utmost to cry him down, during his absence in the army. If he could be nominated his officers and men would very cheerfully support him with certificates of "good moral character" but more particularly as a loyal and faithful officer in the Union Army.
&lt;/p&gt;&lt;p&gt;To you, I need not attempt to vindicate him. You know him well, and have
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;no disposition to doubt his loyalty, or you would not have offered to work for his promotion in the Army. I have written to Adj. Genl Fuller by this same mail, and should like to hear from one or both of you upon the subject.

&lt;/p&gt;&lt;p&gt;I Received your kind letter of the 28th ult. a day or two since, but have been unable to reply until today. besides I supposed you had already Received my last assuring you that our Representative Mr Dunn was all right.
&lt;/p&gt;&lt;p&gt;I called upon Mr Dunn at once and took the liberty of showing him your letter, and asked him to write to you at his earliest convenience. Which he promised to do. Whether he has written or not, he is all right.
&lt;/p&gt;&lt;p&gt;I have observed a dispostion in certain quartes to defeat you if possible in the contest for Senator, but I trust it will amount to but little. The Chicago Tribune I see takes what appears to me to be an opposition ground to your election. You do not live in Chicago. The Tribune is and ever has been an unscrupulous sheet, and can see no good in any man or thing outside the city limits, unless it be black. In their attempts to defeat you they manifest an utter disregard of the voice of the people, for I am well satisfied that nine out of every ten union men voted at least, so far as Representatives were concerned with express reference to your election to the senate. But what right have the people to speak, until they are advised
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;by that immaculate Journal. And there is time enough for it to tell them how the thing should be, after election. And they should aske no questions before. If they intended to oppose you, why did they not do so before the election. The truth is our people here knew no other candidate as I told you on the Rail Road coming up from Camp Point, and insisted upon pledges in your favor, no one but yourself was thought of and no one should be thought of nor will be when the Legislature come to an election, but yourself if the choice, the clear and unquestionable choice of the people is regarded by the Union Members of that body.
&lt;/p&gt;&lt;p&gt;I fear it will be out of my power to be at Springfield at the opening or during the Session, would be glad to go down if I could. but I trust what little influence if any, I could exert will not be needed.
&lt;/p&gt;&lt;p&gt;We have a letter from Tom dated Dec 1st, the day after the battle of Franklin, he passed through it safely, says it was the most terrific fight he has ever been in. Hoping to hear from you before as well as often after you go to Washington.

Camp Dennison in a few days
and they transfer they Ohio boys
from heare to any place they
want to go in thare Own State
whare thare is a Hospital thare
is some of our boys heare at

pleasantenter if they could do it in
thare in thare own State Some of
us has bin in the Hospital for
months and cant get to go home on
a furlow I have bin in the Hospital
Six Months with Spinal affection
and almost lost the use of my legs
ant worth any thing a fifteen
days furlow is all they will give
any of the boys hear it will for
thare own boys that lives close
but a fifteen days furlow would
be a poor thing for a Sick man
to go clear from heare to Illinois
and pay out two or three months
wages that has a family to keep
on his wages but thare is very few
Illinois boys gets a ferlow any how
if we was in our own State we
could have our folks come and See
us if we couldent get home but

Camp Dennison in a few days

from heare to any place they
want to go in thare Own State
whare thare is a Hospital thare
is some of our boys heare at

ant worth any thing a fifteen
days furlow is all they will give
any of the boys hear it will for
thare own boys that lives close
but a fifteen days furlow would
be a poor thing for a Sick man
to go clear from heare to Illinois
and pay out two or three months
wages that has a family to keep
on his wages but thare is very few
Illinois boys gets a ferlow any how
if we was in our own State we
could have our folks come and See
us if we couldent get home but

The committee represent that entire satisfaction will be produced by drafting only a sufficient percentage of quota assigned to each subdistrict to produce the quota due from the state.  I have therefore ordered Col Oakes to reduce the quotas fifty 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;(2)
&lt;/p&gt;&lt;p&gt;per centum in every subdistrict from which troops are now demanded; the balance being set aside until further orders.  This reduction will produce the required result with sufficient accuracy.  The apportionment of quotas to counties &amp;amp; subdists on the basis of the number furnished since the war began as shown by records of the Adjt. Genl of the State was made with a view to suit the wishes of the State authorities as represented by Genl Fuller and
