He married Julia Richie in 1873 and had six children including Henry Ross Etter.

Henry Ross Etter attended Drake College and worked as a teacher for four years.

You will remember that when I was in Springfield last month you informed me that Mr. Chase had promised you, that he would appoint a friend of Mrs. J. L. Dugger's to a clerkship in his Department, with the understanding that he should divide the salary with her.

I have now a letter from Mrs. Dugger in which she expresses regrets she is not here to see you herself, but as she is not, and can not be in time, she wishes you, before you leave Washington to see Mr. Chase and request him in compliance with his kind offer, to appoint H.W. Brelsford to a Clerkship. He is a worthy and competent young man, and an ardent and active Republican, and agrees to pay Mrs. Dugger $600 - per annum out of his salary. There are several vacancies of First Class $1200 and Second Class $1400 Clerkships in the Third Auditors Office at this time

Governor Yates

Springfield, Illinois Dear Sir:

Mrs. Morton of this place has just handed me the enclosed letter. Be kind enough to read it and re-enclose it to me. It explains itself and agrees with my own views except so far as you have called for the Regiment for Alton.

I hope so far as it can be accomplished by you, the old Regiments and their worthy officers will be saved by being filled up by such volunteers & drafted men as can be got and that officers who have done effective service and proved practically their competency will not if we can prevent it be inflicted to impertinant examinations on catch-questions by men who never smelt powder. I could not to day pass an examination for admission to the bar on the questions that many unpracticed lawyers put to students. Many of our best volunteer officers who have now served nearly three years and a half and are practically the best officers we have and know

their duty well have forgotten the reasons for their skill at the cannons mouth.

We all feel great interest in our brave men and efficient Regaments, I hope we can keep them up to an effective standard.

Lt. Col. Morton of 84th Ills Vol. Infantry is brother of your old acquaintance John F. Morton, his wife to whom the letter is written is a daughter of the late Archibald Williams and one of our true, fairest women. This whole subject had occurred to me before.

Much obliged for your official attention to my application for Major Burns release---he got home a short time ago, on parole as a civilian---he did not escape as letter sent me by you supposes

Yours truly

Yours truly

Jackson Grimshaw

Aug 22, 64 And. & Proc sent

Please write to Grimshaw & enclose Proclamations marked as men going into old Regiments & say I believe it is answer to his letter---if not happy to answer further. Also send 2 copies of the Procs to Mrs Morton

It is excessively annoying to me to me to be stigmatized as unfit for the position I held and as the stain attaches to me not only for a day but for life I hold it as of the first importance to me to be restored to a command equal to that from which I have been hurled by the false representations of malicious persons

Gov. State of Illinois

Sir: I am in Washington and have incidentally learned that you have been notified of the decission of the War Department in re my application for restoration to the service and that the decission is adverse to my prayer, because the vacancy caused by my removal has been filled. If it is consistent with the public interest and you deem it an act of fair justice to myself, my obligations to you would know no bounds if you would commission me in some of the Illinois Regiments. It is excessively annoying to me to me to be stigmatized as unfit for the position I held and as the stain attaches to me not only for a day but for life I hold it as of the first importance to me to be restored to a command equal to that from which I have been hurled by the false representations of malicious persons

I take the liberty of enclosing a copy of a paper received from the field officers of the 44th Ills Infty

If your Excellency will honor me by a reply it will reach me addressed in care of L. G. Hine Esq Washington D.C.
