Will you please inform me as soon as possible whether you have received the same or not---and if you have received the same what dispsition has been made of the matter and oblige.

&lt;/p&gt;&lt;p&gt;I came to this Country about 3 months since, with some Miners from Yorkshire &amp;amp; Lancashire in England, with a view to engage in Coal Mining in Illinois, which, from private  sources, we had heard good accounts of in England.  When I reached Chicago, I found that mainly owing to a League amongst the Colliers in the State, I could do no good.  However, I was  recommended by Mr Phillips Sec " of The I.C.R.R. Com. to Col. Taylor, a Coal Proprietor of La Salle, who was then in Chicago &amp;amp; stood in need of a manager for his works - I accompanied Col. Taylor to La Salle, but after staying with him a week we found that no good could be done on account of the strength of this League and some of the men had  I been earning, as Col. Taylor showed me 8.10 and even 12$ a day:- and, at the same time, to my own knowledge, the best Colliers in England, Wales, or Scotland, doing the same kind of work, could not earn more, in the same hours, than a single dollars.  I then went to Rock Island, &amp;amp; found the same League affecting the Collieries in that neighbourhood - at Danville, I had already been told by one of the proprietors, that they were

&lt;p&gt;almost stopt.  I then came down to St. Louis. the men who came with me, having gone to Belville &amp;amp; Du Quoin.  I, However, visited the Iron Mountain &amp;amp; Pilot Knob, &amp;amp; the whole neighbourhood, for I always took an interest in such properties - being familiar with them.  I here saw more Iron ore, and of better quality, than is to be found in the whole of Staffordshire, the great centre of the Iron Trade in England, where some hundreds of Furnaces are in full blast &amp;amp; nothing was being done at Pilot Knob. I also examined the almost inexhaustible  deposits of lead, in and around the Counties of Washington &amp;amp; Franklin in Missouri - which can scarcely be said to be touched. and I resolved to address you on the following subject.
&lt;/p&gt;&lt;p&gt;There are thousands of working Colliers &amp;amp; Miners in Great Britain, who, if they but knew of half the advantages here within the reach of all, would gladly come and take advantage of them - good steady, hard working men, with families growing up round them but who, at times can but barely keep their heads above water, it would be a blessing to these men to know of these things, and a reciprocal benefit to this Country for them to come and share them - and you don't need to be told, how readily the industrious - well - to - do working man, will avail himself of such advantages when plainly put before him - the provident habits which has made him steady and hard working, are the very incentive to his coming with a view to better his permanent condition - But we know nothing of these things in England

&lt;p&gt;I propose therefore, with your approval, to write a series of easy familiar letters to Miners &amp;amp; Colliers in Great Britain, describing such things as will  interest them, for I am a practical Collier myself, &amp;amp; shew them what Miners have done - what they can &amp;amp; may do here - and ,- where and get them inserted in such of the English, Irish, Welsh, &amp;amp; Scotch papers, as have chief circulation amongst the Mining population. I could procure insertion of the letters in any papers  necessary, for there are plenty of philanthropic men like John Bright, Richard Cobden, &amp;amp; others, who would give countenance to such efforts if needed -

There are plenty of philanthropic men, as Richard Cobden &amp;amp; others, who would give countenance to such endeavours if needed - as it would be a mutual benefit to the miners themselves, as well as to the State &amp;amp; Country where they settle -

&lt;p&gt;Now there are thousands of steady hard working miners &amp;amp; Colliers in England, who would readily come over here, if they knew that by so doing they could effect such a permanent improvement in their condition - as is the case with every industrious and steady man who settles here. But they don't know these things in England -&lt;/p&gt;&#13;
&lt;p&gt;I propose therefore, as a prac&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;tical miner, to write a series of easy familiar letters, addressed to the miners &amp;amp; working Colliers in Great Britain, pointing out to them in a plain manner, the great advantages that are here within their reach, and insert them in such papers as have chief circulation amongst them in England, Wales, &amp;amp; Scotland. There are plenty of philanthropic men, as Richard Cobden &amp;amp; others, who would give countenance to such endeavours if needed - as it would be a mutual benefit to the miners themselves, as well as to the State &amp;amp; Country where they settle -&lt;/p&gt;&#13;
&lt;p&gt;I should be happy to engage in this work, for my sympathies would go with it &amp;amp; it would be both a pleasure and a duty - and I would devote myself to it for the sum of $100 per month besides travelling Expenses&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;Some short time since, I addressed you a note, respecting the great want of Coal Miners in Illinois - Lest, in the great multitude of business which I see has lately engrossed your attention, my communication has escaped your notice, I take the liberty of enclosing your another - It is for the hands of President Lincoln, or the proper authority for such matters.
&lt;/p&gt;&lt;p&gt;The case offered by your State at the present time, is an unusually strong one- for the simple fact, that such is the scarcity of Colliers throughout Illinois, that many of them are now earning as much in one day, as, to my knowledge, can only be earned in 
&lt;/p&gt;
&lt;hr /&gt;a week by some of the best Colliers in Great Britain and the effect of this must come home to the consumers throughout the State.
&lt;p&gt;I am well acquainted with all the Mining Districts throughout England, Wales, &amp;amp; Scotland, and being a practical miner, know how to address the men you want, by easy familiar letters which I propose to write, and insert in such papers as have chief circulation amongst them.  The papers I allude to, circulate upwards of one million copies per week.
&lt;/p&gt;&lt;p&gt;If this were done for a few months, I apprehend there would be a great improvement for the better in eh state of the Coal Trade of Illinois, as well as for the consumers.
&lt;/p&gt;&lt;p&gt;I should suggest that a copy of my communications be handed 
&lt;/p&gt;
&lt;hr /&gt;or forwarded to you - for your inspection - indeed, I could make Springfield my headquarters - and I have little doubt but plenty of opportunities would offer for my introducing English Capital into the State as well as working miners

&lt;/p&gt;&lt;p&gt;I am more than pleased with the kind notice you take of my letter, but after the perusal of your communication, will you permit me to add this.  That I think my being here is very opportune to the measures you have put on foot in Great Britain, for this reason. I am a practical Miner and Collier, and could render much aid to the efforts being made in England, in this way, I can write letters specially addressed to the Miners and Colliers of Great Britain, which they could not fail to understand, and get them circulated in publications which chiefly prevail amongst them, whilst your friends would, I dare say, by public meetings, or other means, be doing the best they could to prevail on Miners to leave England &amp;amp; come here.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I cannot but think that their efforts would be much strengthened and expedited, by the publication of my letters coming from an independent source upon the spot. The English miners, are a very independent and thoughtful class of men, &amp;amp; judge for themselves, and I humbly submit, that the effect of a written application, (which it would amount to) or letter or address, would have as much or more weight on their minds, than a speech - the one is heard and partly forgotten, the other is read and pondered over, and it needs something of that character to induce men, good for anything, to break up their homes and remove to a foreign country - but as I honestly believe, &amp;amp; know that they would better themselves, and permanently so too.  I should feel it both a pleasure and duty to use all fair and honorable inducements that lay in my power to prevail on them to take that important step - and they would want nothing more than the plain state of the case fairly put before them without exaggeration.  There are certain particulars, and

&lt;p&gt;prices with regard to the details of the work, so much more to their advantage than ever they derive in Great Britain, that I have no doubt would have great weight with them and which I should throw light upon.
&lt;/p&gt;&lt;p&gt;I think about 3 months would be quite sufficient to thoroughly ventilate the subject and if I had $300 guaranteed to me, besides travelling expenses, I would at once set about it.

Broadhead, prov. Marshal General, thought sufficiently interesting for publication here - I send you the paper.
