&lt;/p&gt;&lt;p&gt;You will remember the short visit I paid to LaSalle, with you from Chicago, and the difficulty we had in doing any good there, through the overbearing conduct of the Colliers combined in the League - which formed indeed, the subject of much comment in the papers at the time - after leaving you, I went to Rock Island, &amp;amp; have since visited the Coal Districts in the Southern part of the state - where the men I brought are now working - In all cases - I observed the same cause of complaint, viz - the intolerance of the  miners or Colliers over their employers, &amp;amp; after considering the subject, I 
&lt;/p&gt;
&lt;hr /&gt;have thought I may do my humble endeavour to try &amp;amp; remedy it viz- by writing a series of easy familiar letters to miners &amp;amp; colliers in England, Wales, &amp;amp; Scotland, for I am acquainted with every district there - telling them what miners &lt;u&gt;have done&lt;/u&gt; - what they &lt;u&gt;may do&lt;/u&gt; here - and &lt;u&gt;where&lt;/u&gt;, and get them inserted in such papers as have most circulation amongst them - this I can do - for there is many a good Collier in England, not earning so much in &lt;u&gt;one week&lt;/u&gt;, as some of your men were earning in &lt;u&gt;one&amp;gt;/u&amp;gt; &amp;lt;u&amp;gt;day&lt;/u&gt; - this I know of my own knowledge.
&lt;p&gt;I have accordingly addressed a communication to President Lincoln thro' Governor Yates of Illinois - in the course of which, I have made allusion to my visit with you to LaSalle,  what I saw there, &amp;amp; that the impracticability of the men, which we both experienced, 
&lt;/p&gt;
&lt;hr /&gt;first suggested to my mind, &amp;amp; I named it at the time - the desirability of taking some steps to remedy it.
&lt;p&gt;If it is not asking too great a favor of you, &amp;amp; I was indebted to you for much attention &amp;amp; courtesy whilst in LaSalle - would you kindly write a line to Governor Yates - to testify to the correctness of what I have here said - and how desirable a thing it would be to endeavour to procure other men from England, Wales, or Scotland. by so doing you would promote the general good - and render me an additional service -

                  <text>David Virgil Felts, a Decatur, Illinois, journalist, was born on January 31, 1900, in Marion, Illinois. Following high school graduation, Felts entered the University of Illinois at Champaign. This position at the university was also held by Gene Shalit, Allen Sherman, and others who later pursed careers in broadcasting and journalism. &lt;br /&gt;&lt;br /&gt;After receiving an A.B. from the University of Illinois in 1923, Felts became a reporter for the Louisville (Kentucky) Courier Journal. From 1923 until 1926, he worked as a sports editor for the Illinois State Register in Springfield, Illinois, and then served briefly as a United Press reporter. Following a year of post-graduate study at Harvard University, Felts returned to Springfield in 1928 and became an editorial writer and columnist. &lt;br /&gt;&lt;br /&gt;In December 1935, Felts joined the Lindsay-Schaub chain of newspapers as an editorial writer and moved to Decatur, Illinois. He became editorial page editor for the Decatur Herald and Review in 1958 and two years later, he was editorial page editor for the entire Lindsay-Schaub chain. Felts also wrote his own column, called &amp;ldquo;Second Thoughts.&amp;rdquo; The column contained folksy reminiscences about past events and observations on current affairs. &lt;br /&gt;&lt;br /&gt;Felts officially retired in 1967, but he continued to write his column three times a week for the Lindsay-Schaub newspapers. The column ran until Felts&amp;rsquo; real retirement at the age of seventy-five. In 1975, Felts moved to Ft. Pierce, Florida, with his wife. Felts died in March of 1985. &lt;br /&gt;&lt;br /&gt;Felts, who was interested in local and state history, was a long time member of the Illinois State Historical Society. He served as Society director from 1980 to 1983 and was elected vice-president in 1983. In July 1958, Felts was appointed by Governor William G. Stratton to the Illinois Lincoln Sesquicentennial Commission. Felts was also active in the Friends of the Decatur Public Library, serving as a trustee for the Library from 1951 to 1960 and as president of the board of directors from 1953 until 1955.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The finding aid for the David V. (the only objections I ever had to him was that he is a republican) and a good gunsmith and blacksmith. he having followed that business ever since I lived in Carrollton. and was engaged in it when I came here. he has been afflicted with Rheumatism for six or seven months ( perhaps longer) to such an extent that he is unfit to perform the actual 
&lt;/p&gt;
&lt;hr /&gt; duties of a Soldier, but he does not desire a discharge as long as he can be of any use.  He says there are duties to be performed in the United States Arsenal in St Louis in the line of his trade and thinks he can be of service there, and he has been told that if he can get a letter of recommendation from you to General Schofield that the change can be made and not otherwise.
&lt;p&gt;I know your kindness of heart will not permit you to withhold letter above indicated unless your obligations may forbid it. The arrangement will commence on Friday next, the 11th inst. Let the Wabash agent who gets to the Line on Thursday return to Lafayette that evening on the express train, and start east from there the next morning; and you will please request the agent on the Great Western, who will leave Quincy Thursday evening, to run to Lafayette Friday morning.
&lt;/p&gt;&lt;p&gt;The order is for the Western agents to run from Quincy to Lafayette, and for the Eastern agents to run from Toledo to Lafayette.  You will please notify me by letter, directed to Indianapolis, as soon as you shall have perfected the arrangement.
&lt;/p&gt;&lt;p&gt;Until recently, I believe the Gr. Western agents divided at Springfield.  That was changed, I learn, by direction of Spl. Agent Bell,

&lt;/p&gt;&lt;p&gt;I have received the following order from the Provost Marshal General of the United States, dated January 29th, 1864, viz:
&lt;/p&gt;&lt;p&gt;"Direct  your officers not to forward, pay, or give credit for recruits whose youth or old age, in their judgment, unfits them for service.  Hold all such men, and forward full report of them here for orders."
&lt;/p&gt;&lt;p&gt;The object of this order is to keep all boys and old men out of the army.  The Government wants none but strong, able-bodied, serviceable men.  Great evil has resulted from want of care on this point, and greater caution must be observed in future.  Every unserviceable man sent to the field is a positive loss and injury to the Union cause.
&lt;/p&gt;&lt;p&gt;In all cases where you are satisfied that a recruit presented to you would not make an effective soldier, by reason either of youthful immaturity or of advanced age, you will peremptorily refuse to enlist him, or to muster him into service, or to forward him to the Geaeral Rendezvous.
&lt;/p&gt;&lt;p&gt;Should recruits of this description elude the vigilance of Recruiting officers, and be forwarded to the Rendezvous, Mustering and Disbursing officers are forbidden to muster them into service, or pay them.  No District, County or Town will received credit for such recruit.

Inf. and requestin tranportation for the (illegible) to Alton Ills. to enable him to comply with his arrangement with Maj. Gen Rosecomb to transfer the new to the regiment forming there.
 In reply I would respectfully request to be furnished with a copy of said arrangements as I have no official information that there is any Regiment forming st Alton, Ills,
