&lt;/p&gt;&lt;p&gt;Your request of Jany 26 ult. has remained unanswered, because of illness.  Having passed my 78th milestone on the 4th inst. I am not as spry as I was.
&lt;/p&gt;&lt;p&gt;I served in the 8th Indiana Infantry (Co. A) enlisting in the 3 months service, as a private re=enlisted Aug. 20.1861 and again as a Veteran Dec. 31, 1863.  Mustered out as 1st Lieut. and Adjutant August 1865. In 3 mos. service in W. Virginia under Rosecrans and McClellan---3 years service in Missouri until April 1863. first under Fremont afterwards Hunter---then Halleck.  Then transferred to Tennessee under Grant for the Vicksburg campaign.  After that New Orleans under Banks---served in Texas.  After veteranizing we returned to the Gulf Dept. until latter part of July---transferred to Shenandoah Dept under Sheridan---in the Shenandoah campaign.  Then early in Jany 1865 to Savannah, Ga. arriving just as Sherman entered the City of Savannah where our Division remained when Sherman crossed the river to S. Carolina---Up to Augusta, Ga. capturing the Arsenal; back to Savannah until the war closed---thence to Hawkinsville, Ga.---until the end of July 1865 when we were mustered out.
&lt;/p&gt;&lt;p&gt;Not being at any time in the Army of the Potomac, I never saw the President.
&lt;/p&gt;&lt;p&gt;I can relate an incident which may however interest you.  When en route on Veteran Furlough we were detained at New Orleans, to be paid off by the Pay Master over two weeks, during 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;which time I visited the St Charles Theater, where I found an old Buffalo friend---Thos. W. Davey Manager  Was at his house frequently and during that time J. Wilkes Booth played an engagement there.  I met him once at my friend Davey’s house at dinner Booth and I were in the parlor.  The dining room door being open and the table laid.  He was very violent in his talk as to Pres’t Lincoln, and called the Union soldiers all manner of vile names which was more than my young blood could stand.  It eventuated in my calling him a dirty-mercenary, cowardly dog, because he had just come from Mobile, taking from the Confederate soldiers what money they had, and then over to New Orleans to gather in what we had.  If he had one spark of manhood in him he would be in the Confederate ranks with a gun on his shoulder, where I could respect him.  This enraged him so that he attempted to draw a pistol from his hip pocket.  I had no weapon of any kind---but jumped into the dining room and seized a large carving knife and told him if he attempted to draw a pistol on me I would eviscerate him.  Davey and his wife came in then and quieted him down.  He was too cowardly to attempt to shoot me, because I was prepared for him.  So it ended.  When I learned at Savannah that he had assassinated Lincoln---I felt that I had not done my duty in sparing his life in New Orleans, and so continue to think, even now.

I understand the charge against Mr. Carlin is that of general disloyalty // - this charge I assure you is not true according to the best of my knowledge and belief - No disloyal act is reported or charged against - he was on the west bank of the Missippi river opposite Quincy where for years he has been in the habit of going to visit his sick (Nanny?) in the bottoms and was there arrested for his conversation alleged to have taken place in a grocery seven weeks previous.  Mrs Carlin is a citizen of Illinois and entitled to your protection.  I have never doubted your readiness to protect the citizens of our state from oppression come from what quarter it may - and especially in such a case as Mrs. Carlin presents - And I earnestly request that you will at least enquire into the cause and authority of his account

I understand the charge against Mr. Carlin is that of general disloyalty // - this charge I assure you is not true according to the best of my knowledge and belief - No disloyal act is reported or charged against - he was on the west bank of the Missippi river opposite Quincy where for years he has been in the habit of going to visit his sick (Nanny?) in the bottoms and was there arrested for his conversation alleged to have taken place in a grocery seven weeks previous.  Mrs Carlin is a citizen of Illinois and entitled to your protection.  I have never doubted your readiness to protect the citizens of our state from oppression come from what quarter it may - and especially in such a case as Mrs. Carlin presents - And I earnestly request that you will at least enquire into the cause and authority of his account

&lt;/p&gt;&lt;p&gt;at Memphis Tenn: in charge of one those Hospitals. 
&lt;/p&gt;&lt;p&gt;My experience in Hospital Treatment for the last 
&lt;/p&gt;&lt;p&gt;twelve years in the City of San Francisco, Cal'a 
&lt;/p&gt;&lt;p&gt;has been extensive, and for Reccommendation 
&lt;/p&gt;&lt;p&gt;I can give the following Gentlemen, Drs [C.?] M. Long 
&lt;/p&gt;&lt;p&gt;and English:  (My preceptors.) of this place.  Dr John T. 
&lt;/p&gt;&lt;p&gt;Cassell, and our friend Mr Martin H. Cassell 
&lt;/p&gt;&lt;p&gt;besides our old and venerable friend General A.

&lt;p&gt;McDowell, Commander in chief, on the Pacific Shore 
&lt;/p&gt;&lt;p&gt;will attest them all with his autograph.

&lt;/p&gt;&lt;p&gt;In April last when the war broke out, in fact a little while before the Presidents proclamation, I wrote you from Chicago, where I reside, asking an appointment to some field office in any regiment of volunteers going out from this state to serve our country.
&lt;/p&gt;&lt;p&gt;Some short time after I wrote I met you at Springfield when you did me the honor to say that you would entertain my application favorably.
&lt;/p&gt;&lt;p&gt;Since then I have been serving as Captain in the 12th Regiment, 1st Brigade, part of the time at Caseyville and part of the time here in Cairo.  The time for which we at first enlisted expires Aug 2d at which time we shall, of course, be mustered out.  I have enrolled myself with a company to serve for three
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;years and shall be mustered in again as soon as mustered out and am determined to serve as Captain through the whole war unless, indeed, I should be so fortunate as to be promoted or advanced by you.  The office I now hold, and expect to hold, is a good one but a field office of Major, Lieutenant Colonel or Colonel is better.  a soldier always lives upon advancement or hope of advancement.  I indulge in that hope and depend upon you for the advancement.
&lt;/p&gt;&lt;p&gt;My object in writing you now is to say that I am still an applicant for such an appointment if there be any office unfilled and if you think me fit to fill it.  I would remind you that I served nearly two years in Mexico.  I have, within the last three months service, refreshed my memory in all I learned there and am now fitter for a high office than I was at the out-break of the civil war.  Further, on my first applying I brought a good letter from your friend Dr Dyer of Chicago and was otherwise favorably noticed.  I mention

&lt;/p&gt;&lt;p&gt;Some short time after I wrote I met you at Springfield when you did me the honor to say that you would entertain my application favorably.
&lt;/p&gt;&lt;p&gt;Since then I have been serving as Captain in the 12th Regiment, 1st Brigade, part of the time at Caseyville and part of the time here in Cairo.  The time for which we at first enlisted expires Aug 2d at which time we shall, of course, be mustered out.  I have enrolled myself with a company to serve for three
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;years and shall be mustered in again as soon as mustered out and am determined to serve as Captain through the whole war unless, indeed, I should be so fortunate as to be promoted or advanced by you.  The office I now hold, and expect to hold, is a good one but a field office of Major, Lieutenant Colonel or Colonel is better.  a soldier always lives upon advancement or hope of advancement.  I indulge in that hope and depend upon you for the advancement.
&lt;/p&gt;&lt;p&gt;My object in writing you now is to say that I am still an applicant for such an appointment if there be any office unfilled and if you think me fit to fill it.  I would remind you that I served nearly two years in Mexico.  I have, within the last three months service, refreshed my memory in all I learned there and am now fitter for a high office than I was at the out-break of the civil war.  Further, on my first applying I brought a good letter from your friend Dr Dyer of Chicago and was otherwise favorably noticed.  I mention

&lt;/p&gt;&lt;p&gt;I had a Commission as Captain in the 12th Regt Ills Vols, dated April 25/61. The regiment was at first organized and mustered in as a three months regiment and was mustered out of the service Aug 1. at Cairo, their term of enlistment having expired. On the same day (Aug 1st) the regt was mustered in again for the term of "3 years unless sooner discharged", Previous to our being mustered in the second time, elections were held, by order of the Colonel, for Company officers, in some companies the officers were changed but I was re-elected as was, also, my two Lieutenants.
&lt;/p&gt;&lt;p&gt;In the first organization I was the senior Captain, it was partly decided by lot and I won it. In the second organization I am also the senior Captain by having had a previous commission of oldest date.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;At the time of the new election for Company officers there was no election held for Field Officers, that was deferred until Sept 24, nearly two months after we were mustered in the second time. The old Field officers retained their offices: - viz John McArthur Col. Augustus L Chetlain Lt Col and William D Williams Major.
&lt;/p&gt;&lt;p&gt;On the 23d Sept Col McArthur ordered an election for Field officers, but Maj Williams protested against an election for Major as there was no vacancy of that office, he was, however, subsequently: - Sept 25th - prevailed upon to withdraw his protest and then resigned, his resignation was accepted by Maj Genl Fremont to take effect Oct 1st '61. At the election spoken of Caps A. C. Ducut received 20 votes, S R Metmore (regimt Quarter Master) received 3 votes and Maj W D Williams received 2 votes. I received 3 votes. - there was only 28 votes cast in all.
&lt;/p&gt;&lt;p&gt;The law in regard to filling vacancies in the Volunteer regts is not very clearly understood by us soldiers, some think they are to be filled by elections. - others are of opinion that they are to be filled by your appointments and, still others, are of opinion that they are to be filled by promotions from seniority. The latter is the manner directed by the Army Regulations and we are considered in all respects as belonging to the U. S. Army.
&lt;/p&gt;&lt;p&gt;The position of the Field officers in our regt
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;was peculiar to the 1st Brigade along. From the fact that they were mustered out of the service Aug 1st did it make those positions such as were to be filled by yourself as original appointments? In the election for our Field officers held Sept 24th there was no vacancy in the Majority as, the then occupant, averred, he tendered his resignation Sept 25. and it took effect Oct 1st, the election was, therefore, one day or six days too early.
&lt;/p&gt;&lt;p&gt;The inferences to follow from my statements here made are. - If the offices are elective, and if the election of Sept 24th was properly held, Capt A. C. Ducat is entitled to the Majority, he had 20 out of 28 votes. - If the offices are to be filled from promotions by seniority it belongs to me. - Capt Ducat was not a Captain until we were mustered in the second time. - If the positions were to have been filled as original appointments, they have never yet been filled.
&lt;/p&gt;&lt;p&gt;I believe I was among the first to apply to your Excellency for a Majority, I applied when the cloud of war was no bigger than a man's hand. I applied again in July last, after the war had become a fixed fact. And now I respectfully ask that the commission be given to me if you think it belongs to me and not otherwise. &lt;/p&gt;&lt;p&gt;Upon my arrival in the District, I immediately visited Maj Kuykendall, and delivered you letter, after the perusal of which he informed me that he had withdrawn from the contest, and was no longer a candidate for the Senate.
&lt;/p&gt;&lt;p&gt;He declines in favor of Green, whom he assures me will "vote for all measures" for the success of the Union cause. Green heartily denounces his former course in the Legislature, pretends to be "unconditional union", and in short promises anything, and everything, if an opportunity is only granted him to redeem his lost character. These are Kuykendall's own expressions to me, and although I have my own misgivings as to Greens future course, we will have to abide the result of the election as Green has now no opposition, and will
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as a matter of course be elected
&lt;/p&gt;&lt;p&gt;Upon the subject of the Legislature, we have come to this conclusion. The counties of Union, Alexander and Pulaski, will send Smith unconditional "Whangdoodle".  Pope, Johnson and Massac, will elect Willis "unconditional War democrat," and who will vote "Yates" for U. S. Senate.
&lt;/p&gt;&lt;p&gt;Williamson and Jefferson, will send Wm Logan (Genl Logan's brother) whom Kuykendall says can be "gotten right" without doubt.
&lt;/p&gt;&lt;p&gt;The hardest fight will be in this (my own) Rep Dist, between Lusk and Turner. We are organizing the opposition in view of this, and intend to put Lusk through if money and hard work will do it.  I am here to day confering with our excellent friends the Mssrs Peeples &amp;amp; Ridgway, who with their usual energy, ably second all measures designed to promote the good of the cause, by "material aid" and otherwise.
&lt;/p&gt;&lt;p&gt;Our labors shall not cease until Tuesday night, and though we feel grave doubts as to this county - still we hope Lusk may get it. I returned from Saline yesterday. Our friends there, Dr Mitchell and others, are quite sanguine of carrying the county for Lusk. Lusk thinks

&lt;p&gt;his chances are best in Hardin.
&lt;/p&gt;&lt;p&gt;Josh Allen will beat Bartley for congress.  His arrest and imprisonment, has made him 2500 votes in the District. Kuykendall thinks so, and he ought to know I think.
&lt;/p&gt;&lt;p&gt;At Kuykendalls instance I am looking after the matter of tickets for Saline, Gallatin and Hardin, and through Mssrs P &amp;amp; R's assistance have them all supplied. Bartleys tickets for Saline Co were without the names our of candidates for State Officers. I have gotten up new ones and will distribute them tomorrow.
&lt;/p&gt;&lt;p&gt;Our friends generally are much dissatisfied with Kuykendall for his withdrawl, and great numbers of them decline to vote for Green under any consideration. They hope he'll do right if elected, yet have very little confidence in his professions. I think myself that he is so thoroughly committed that he cannot do otherwise than perform the promises so publicly made.

Bartleys tickets for Saline Co were without the names our of candidates for State Officers. I have gotten up new ones and will distribute them tomorrow.
&lt;/p&gt;&lt;p&gt;Our friends generally are much dissatisfied with Kuykendall for his withdrawl, and great numbers of them decline to vote for Green under any consideration. They hope he'll do right if elected, yet have very little confidence in his professions.
