His Excellency

Richd Yates

Govr &c Sir:

Col. Buford will hand you this hasty note.

He visits Springfield, at my request upon a matter of vital importance to my command.

You are advised of the circumstances under which my Brigade left Jacksonville for this place. I will not enlarge upon or emphasize the inconvenience and disappointment of expectations which have followed. Col. B will, if necessary, explain these.

We are now here, the main and almost the exclusive reliance for the defense of this place, which is beleaguered by near enemies on three sides, and we are virtually without arms, and do not know when we will be supplied with such as are worthy of the name.

I make no merit of the sacrifices I have

made in entering the military service. Duty required it and that is enough; but in entering the service I expected to be enabled to make my service valuable to my country and honorable to my state, and those who have cast their lots with me in the field of danger.

I cannot do it without I am armed. My reliance, as you know, has been largely upon you, whom I have cordially and uniformly sustained in the discharge of your responsible duties from the first. I still rely upon you and with a confidence that all just expectations will be realized. Send me arms. Send me four thousand stands of the Eufield rifle, which I understand have been or will be sent to you. It may be that I have some claim upon these same arms as I was, probably, instrumental, directly or indirectly, in causing them to be sent. Send me arms and come down and see us, and we will give you a hearty reception. I have labored incessantly since I have been here, but all this will be more than compensated if you will send me arms with
–---
which I shall be enabled to realize whatever of favorable expectations may be entertained by sympathizing friends.

Your friend and obt. servt.

Your friend and obt. servt.

Richd Yates

Govr. Ill.

Dear Sir:

Your note of Jany. 28th reached me, during the embarkation of my command from Cairo, giving no time for reply.

Yours of the 31t came this morning while I was preparing to march upon Fort Henry. I therefore reply in haste. I thank you for the sabres sent. They are not an hour too soon, being needed for this days work.

I have also to thank you for the kindness, courtesy and honourable confidence; the timely support, and energetic co-operation, which I have

received at your hands since I entered the service, and undertook the organization of a Brigade for the field.

With respect to the advance of $25,000, made by your order to Capt. James Dunlap, asst Quartermaster, U.S.A. assigned to my Brigade, I will briefly say that the advance at that time was most indispensable, and that the authority given by the President and the orders of me by the Secretary of War, would have been unavailing had it not have been then made.

The first [arrangements?] made for the organization of the Brigade, at home, in the midst of supplies, and at convenience, was frustrated by the sudden and unlooked for order of Genl. Freemont, for the transfer of my command

to Cairo. This could not be done without supplies. [Supplies] could not be had without money. This could not be procured from the United States in time to meet the exigency. You generously, and justly, advanced. To this is due the prompt manner in which it was made possible to obey the order. You did right Sir. You performed a patriotic duty, and if you took any unusual responsibility in doing it, it is as taken in the right [direction?] and safely.

The honest explanation of the money has been accounted for, as the returns of the officer expending it will show.

I have to thank you personally and officially for doing this thing, and I am confident that you will be sustained by

by all patriotic and honorable men. If at a future time, I can do any thing in explanation if explanation be needed, or in defense, if assailed, I am prepared to stand by you.

Respectfully

Yours &C

He has been engaged in that duty for the past week, and has made considerable progress so far as the officers have attended. He reports that he has received for answer from a part of the officers that they have too much to do, to attend drill – and that some seem to entertain an idea that they need no instruction.

Those who did attend were not punctual – coming too late.

The Sergeants of the 104 US Regiment were excused by order of their Colonel. They claim to know the drill, and have a drill master of their own. Capt Rives is of opinion that they have no knowledge of their duties and ought to be compelled to procure a drill master, or to submit to his instruction. Some of the Sergeants, excuse their late attendance, on the ground of having to attend daily for provision for their companies. This could be obviated by larger issues of provisions, or by detailing other officers to attend this duty while these instructions are being given.

To make his services efficient power should be conferred upon him to compel the attendance of those put under his instruction, and such arrangements should be made in Camp duties as will enable the officers to do so.

Will your excellency issue such definite instructions as may enable me to make his services most efficient, in giving the officers of these Regts instructions in their various duties, and in the drill.

Sir:

By special order dated September 5th 1862, I detailed Capt W Rives for instruction and drill of the Regiments of Volunteers at Camp Butler.

                    <text>
With John A. McClernand letter 1/26/63

Head Quarters Army of the Miss

Near Vicksburgh Jany 26th 1863

To His Excellency
Richard Yates
Governor of Ills.

It being highly important that I should become thoroughly acquainted with the topography of the country for many miles around this camp and the positions occupied by the enemy on the same side of the river before all the troops in my command had disembarked, Col Warren Stewart volunteered to reconnoitre accordingly and bring in the desired information.

He started on the 22nd inst with a small Cavalry Command and on the following day we recd the news that he had fallen in a skirmish with a detachment of the enemy strongly entrenched by a levee surrounded by a fence near New Carthage on the West bank of the Miss river and some (30) thirty miles below Vicksburgh. His force consisting only of cavalry and not more than two hundred men finding it impracticable to dislodge the enemy superior in numbers and compelled to retire from that spot. Being the last to leave the advanced position his command had gained he was shot through the body. He kept his saddle for some minutes before he fell

Surviving two hours he only articulated these imperfect sentences "Tell Genl McClernand" "Genl McClernand" and to the inquiry what he wanted? answered "Bury me decently" None other of his Command fell. So died a hero & a patriot a man cool and wise in counsel and devoid of all consciousness of personal danger in battle

Col Stewart was one of the first men in the North West to respond to the call for volunteers raising a cavalry Company under authority from Gen Fremont. He was in all the skirmishes in South western Missouri previous to the battle of Fredericktown and bore a conspicuous part in gaining that battle. He was with me during my ground reconnaissance of the evemy's position and works at Columbus Ky one year ago this month which was the first land approach made to that stronghold of the enemy.

Leading the Cavalry in that reconnaissance with his brave comrade in arms Lieut Col McCulloh of the same State of the same state he advanced upon the enemy's lines and captured several pickets. He lead the advance guard in the assault upon Fort Henry and was the first man to enter the enemy's works. He was engaged in the battle of Fort Donelson and was a prominent actor in many of the scenes that transpired during the four days of its continuance. He was also with me on the battle field of Shiloh where he challenged the wondering and enthusiastic admiration

of my division by his ceaseless activity and fearless daring. It was there that away in advance of my line he received a severe wound in the head which together with the consequent fall from horse seriously endangered his life. Before he had entirely recovered from that wound so as to ride with perfect safety he rejoined me in the advance upon Corinth. He was the first man to discover the enemy's works and immediately afterwards he reported that he believed that the enemy had evacuated the place and that the works were unoccupied. He accompanied the advance of my corps from Corinth to Bethel to Jackson Bolivar Grand Junction and Le Grange and performed very valuable services in extending our arms over all the country North of the Memphis & Charleston RR and between the [illegible] & Miss rivers.

During the months of October & November 1862 he efficiently assisted in forwarding for the Vicksburgh expedition and other purposes nearly fifty thousand troops from the states of Indiana Iowa & Illinois. He descended the Miss river with me until we found the Vicksburgh expedition returning and then he accompanied me up the Ark river to Post of Arkansas where the night before the battle he pushed a reconnaissance up to the enemys barracks within half a mile of the Fort and captured some eighty prisoners. Next day his wisdom and activity proved eminently useful as usual. Returning to this point his en ----terprise & zeal which together with his quick sagacity & good judgment were his great military virtues at last brought him at an unhappy moment to a soldiers death.

Than Wallace & Hogg & McCulloh & Stewart the State of Illinois has lost no nobler or braver sons. They are fit to ranked among her jewels. Their names will be fondly cherished by her as honored and beloved memorials of of her blood-bought glory.

Without wife or children, living only for his State and Country and having heroically fallen in their service I have deemed it proper to send the remains of Col Stewart with this communication to you with the request that his body be buried with military honors in Oakwood Cemetery north of Springfield. It is fitting that the remains of such a personage should find interment near the Capital of the State he loved so well.

Your Obt Servt
