Lately he he has been seen here but seldom what he has been doing we can not tell but we do know that he has been riding over the Southern counties being in those places most frequently when disaffection to the Government is most prevalent and in intercourse with those men who are suspected of disloyalty On the 16th of this month the day when the Regiment for this district went into camp at Anna he was there but was watched very closely From Anna he went over into Western Kentucky where he was last heard from He travels in a conveyance of his own and is consequently much harder to keep track of than if he travelled by rail. But knowing the man as we do and his capacity for doing great harm we cannot but fear that his present secret movements bode no good to the country And that while the present state of facts would not perhaps justify his immediate arrest yet we feel that the interests of the State and more especially of this portion of the <hr /> State demand that his movements be strictly and carefully watched. Our principal object in making the foregoing statements is that if in your opinion the facts would warrant it an efficient and trust-worthy detective may be put upon his track and if as we fear he is engaged in any treasonable enterprise he may be brought to justice. The above rule will be adhered to in all cases, unless the commanding officer of the regiment shall represent that the party entitled to be promoted under the rule is incompetent for the position vacated In adopting this rule, we are conscious that it does not conform to the rules of the regular army of the United States. But you will perceive that there is a wide difference between the volunteer and the regular service. In the regular service men are enlisted from various sections of the country, with no acquaintance and with no attachment for each, and the men enlist as privates with little if any hope of promotion, and are usually a different class of men, with aspirations and ambitions far inferior to those who enlist in the volunteer service. Many of these are among the most respectable of our citizens, and whole companies generally come from the same neighborhood or county, feeling often as if they were members of the same family, and claiming, as it now seems to us rightly, that whatever office, honor or emolument falls to any one company should be conferred upon that alone, and not be transferred to others no more meritorious. The enlisted men of each company qualified for the position of commissioned officers, of whom there are many in our regiments, are, as it seems to us, entitled to chances of promotions the same and to the same extent as the commissioned officers. This opportunity the men of each company could not have, if promotions were by the rule of the regular army. There would seem to be little justice in a rule, that, when a company by extraordinary exposure and valor on the field of battle should lose one, two or three of its officers, would supply their places with men from another company less exposed. Army of the Ohio Alabama--Athens Courts-martial and courts of inquiry Illinois--Chicago Russia Immigrants Description An account of the resource John Basil Turchin, controversial Union Civil War officer, was born Ivan Vasilyevich Turchaninov in Russia in 1822, and Americanized his name after he immigrated to the United States in 1856. Serving as a regimental, division, and brigade commander in the Army of the Ohio, Turchin's command was part of the Union force that occupied portions of northern Alabama in April 1862. In May 1862, with his troops occupying Athens, Alabama, Turchin's men went on a rampage, destroying homes and businesses in the town, ostensibly in retaliation for Confederate attacks in the area. The "Sack of Athens" led to Turchin's court martial on charges of conduct unbecoming an officer and neglect of duty.
