The papers in the case asking for the pardon of Henry Fetters I understand have reached you through A.G. Bacon Esqr This matter has been very much delayed in reaching you for some cause. I was in Huntsville on the 17th inst & the neighbors expressed great anxiety that he should be pardoned and from my knowledge of the man & the circumstances surrounding his case I would recommend his pardon. & believing that he has been long enough in confinement. I think him a proper subject for Executive Clemency

Yours truly

Hon Richard Yates

Dear Sir, I looked for you in Chicago & came here hoping to find you, & with this purpose Wm H Roy George Little, Wheeler W. Wells James L Anderson and myself together with two young men, Augustus Warren & my present partner Edgar Anderson have made application to the Secty of the Treasury for authority to start a National Bank at Rushville, to be called the first National Bank of Rushville. We have all the necessary papers in shape & on file at Washington but are baulked in this Illinois has for the present got her share of the privileges in that line, and by the law other States have until July 1st to take up their share if not then taken up. Ills. can come in for another slice. James L. Anderson went to Washington with the papers & filed them & offered to deposit our Bonds, but it was intimated to him that it would be of material advantage on July 1st to have your recommendation with Judge Trumbull & that Rushville in Schuyler County ought at least to have one Bank, that the amount of business

[June 16, 1865]

done in our County demanded such an agency. Now as you personally know nearly all the men engaged in this enterprise we wish you to give us a letter to Secty McCullough to be used there on the first day of July embracing these points

1 that Rushville is the County-seat & center of business for the County.

2nd that the amount of money annually used in buying & packing Pork, & in the purchase & shipment of grain & other farm products & in manufacturing amounts to three or four hundred thousand dollars (Little & Roy annually use over 100,000 alone).

3rd that the business of the County demands the establishment of such a Fiscal Agency

& 4th, The standing of the applicants for integrity, business capacity, & wealth, though this part is unnecessary as we have already ample testimonials on that point.

Will you have the kindness to send us such a letter covering these points, addressed to Hon Hugh McCullough, as soon as possible as Mr. Roy desires to use them at Washington on the 1st of July in person. I went to Chicago & came here to see you & Judge Trumbull but have failed to see either as the Judge is gone oiling into Western Virginia.

[June 16, 1865]

I wrote him at Parkersburg & also at Washington substantially as I have written you. We are more disposed to urge this matter because it was intimated that in order to secure this privilege we must bring the recommendation of our own [mention?] for the 9th Dist & our Senators. Your prompt attention will therefore be a great favor to all concerned and especially so to your friend

                <text>
Springfield June 16th 1865

John C. Bagby

Sent the letter requested.

Potter of the "Cincinnati Commercial" desires to open a business house here, but in order to do so, he will be under the necessity of visiting Washington City to endeavor to obtain a permit. H. H. Potter is the man for whom I Clerked at the time our national troubles commenced, he was at the time a Firm Union man, has remained so during all the troubles, and is now & ever will be devoted to the Union Cause. He continued in business here until the Confederates closed him up. He now desires to commence business again and in order to do so, he is informed by the "Powers that be", that he will have to obtain a permit from Washington City of the parties authorized to grant the same. If he gets the permit, he will give me a good situation. Now Wes I desire you to get from the Governor a letter of introduction, to the President for him,---stating the facts as above mentioned. I mean in substance.---I don't know who the parties are who

Wes, you will confer a great favor upon me if you attend to this matter promptly, and should you succed, you will please send the letter or letters addressed as follows at the earliest possible moment---"H. H. Potter care of M. D. Potter Cincinnati Ohio" and if he is not there the letters will be forwarded to him at Washington City. I will vouch for all I have said for Mr Potter in this letter, and no man runs any risk in giving him the letters I request for him. I have got some Cotton speculations under way and hope to make something handsome unless "something turns up" to prevent, of which I have no knowledge at present, but I will not suffer myself to be too sanguine as there is always a chance for a "slip between the cup & the lip" Please write me your success in this matter for Potter. I am aware it will give you some trouble but who can you ask a favor of if not a friend. Please inform Father & my wife that I am well &c &c. Don't fail to write me & oblige---"The Union for Ever"---Yours Truly

H. H. Potter an old friend of mine and Brother to M. D. I mean in substance.---I don't know who the parties are who

are authorized to issue permits to trade, but I presume you do or can ascertain, and if you can get a letter to them also, it will be so much the better. he expects to have a letter from Gov "Andy Johnson" and leaves here in a few days for Nashville to "have an interview with him." Wes, you will confer a great favor upon me if you attend to this matter promptly, and should you succed, you will please send the letter or letters addressed as follows at the earliest possible moment---"H.
