Vol. who enlisted in the United States Service last August, but has been unfit for duty the greater part of the time. he is afflicted with Chronic Diarrhea and has been unfit for duty from that disease for months past, at the present time is on board the Hospital Transport near Vicksburg in a very low state of sickness. The Father Lucius L. Hawkes would Respectfully ask your Excellency to grant him a Permit to pass through the lines and be empowered to bring his son home, as the only  means of saving his life.  I have just returned home from the Service in consequence of bad health, and having been for years in the Practice of medicine, and notwithstanding years of experience I found it impossible for me to recruit my health in the Army either in Camp or Hospital. I was Capt. of Co. K. of the 127th Regt. and frequently seen the young man above spoken of who for months past did not represent a soldier but a living Skeleton, the Father here soliciting a permit is fully convinced it is the only manner by which his son can be saved to be of future use to his Country, and is perfectly willing his son shall return to Service as soon as his health will permit

&lt;/p&gt;&lt;p&gt;I have the honor to Report the following concerning the condition of our claims against the U.S.
&lt;/p&gt;&lt;p&gt;I find after some enquiry and explanations with the Clerk who has our claims in charge that so far as he was concerned he had made an examination of our Property Return and found that we had accounted for the principal items with a settlement if no further examination of our accounts was required by the Third Auditor.
&lt;/p&gt;&lt;p&gt;I therefore called upon the Third Auditor to ascertain what further was required and stated  what his Clerk had informed me that our Property Return was found to be correct and if no further information was required he was
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Ready to proceed with the settlement
&lt;/p&gt;&lt;p&gt;The Third Auditor Mr R.J. Atkinson did not appear entirely satisfied as to the examination of our accounts by his Clerk and informed me, he would see his Clerk, and give him further instruction in the course of the day.
&lt;/p&gt;&lt;p&gt;In the afternoon I called upon the Clerk who went with me to the Auditor and after a pleasant conversation of some length in which he informed me that the Government had done more for our State in the settlement of her accounts than for any other, yet he would do all he could for us, and requested that I send home and get the receipts showing how we had disposed of our Stores.  I informed him I would do so but that if I had to wait here until they were received and examined I would get no settlement this year
&lt;/p&gt;&lt;p&gt;I have therefore written to Mr Brown to send me by Express the proper Receipts and shall probably receive them in the next ten days
&lt;/p&gt;&lt;p&gt;It is very evident to my mind General that in order to effect a speedy settlement of our accounts that your presence here with that of Govr Yates for a week or two with Secretary Chase 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;will accomplish more than can otherwise be accomplished by any explanation that can be made and I most earnestly request that you and his Excellency come on here at once for the special purpose of demanding of Secretary Chase a settlement so far as it can be made
&lt;/p&gt;&lt;p&gt;I find so few of our accounts suspended or disallowed that there is but few explanations to be made, and as there is about $470 000 of claims passed upon, by the Third Auditors Clerk, and only require the authority of the Auditor to be made up and sent forward to the 2nd Comptroler to be examined by him before being paid  I think this amount could be secured very soon should you and the Governor come here, but as the case now stands it is my impression that it is not the purpose of the Government to pay any more of these State Claims until after the war unless such demands are made upon the Treasury Department as will forbid the delay.

M. Nash (Franklin M. Nash) should have the post office, he is a republican from the Old Whig ranks has worked for us has run three times for sheriff in the last four elections in our county for that office allways running greatly ahead of his ticket, but was defeated as you well may suppose, has had poor health and is a poor man but a good man and will make an exalent Post Master as all agree, Now if your Honor will please do something in a private way for our friend provided it is consistent with your feelings &amp;amp; position to secure the appointment.  it will meet the entire approbation of our people. (with few exceptions as in all cases) It has been sugested to me that a line to our Senator Mr Trumble from you would be well

&lt;p&gt;will you please do what you can for him in the most practicable way and if you cannot do any thing yourself for want of time or for any other reason will you drop me a line upon the reciept of this and sugest the course to take in the matter. we have a large list of signers recommending that appointment much larger than any other man could have received and I can assure you that he is the man the people want.  Mr. Yates it is not because I am more interested in this matter than others but upon the earnest solicitation of the friends of Mr Nash in connection with my own desire for his appointment that I write you.  I desire however not to be known as having taken a very active part in the matter.
