&lt;/p&gt;&lt;p&gt;This morning I have written Mr. Wright that I would address you on the subject and in that way communicate to you his request. He is a total stranger to all at Washington, and believes that a word from you would be very advantageous to him. Please aid him and oblige.

&lt;pre&gt;An intense headache presents me from imposing upon you the trouble of reading a somewhat elaborate train of thought, which the letter of Dr Fithian and your letter to me, respecting McCoy, has started in my mind.
&lt;/pre&gt;
&lt;p&gt;The Dr letter is characteristic.  I think Mr McCoy is impulsive, excitable, but a generuos, kind hearted man, one that would divide his boots and share his last loaf with a poor soldier.  zi had never seen him previous to  Wednesday last.
&lt;/p&gt;&lt;p&gt;I thank you for your kind invitation, and trust I shall be in a better plight tomorrow.  please destroy this and oblige.

&lt;/p&gt;&lt;p&gt;You will be delighted to learn officially what has doubtless reached you eve this from private sources, that our "Soldiers Home" is built, inaugurated, under way, and is working like a charm.  Before the carpenters and whitewashers had evacuated it, I invited the glorious old 17th about 10 o clock one night to take up their quarters beneath its roof.  They did so. and the next day were treated to a dinner by our blessed women.  The chips, shavings, whitewash tubs and buckets were disregarded, the boys would not permit me to apologise for any thing but insisted on calling it a grand good place.  It was properly dedicated on the night of the 21.  The prayer of Mr Hale and the speech of Genl Fuller were all right, and if you had been there to take your part in the ceremonies, I should have been so perfectly satisfied that I could most willingly have said, "now the great thing is accomplished let me go home to my quiet cottage and little farm."
&lt;/p&gt;&lt;p&gt;But I would have been mistaken, for there is yet much to be done and now, dear Governor, I come with my appeal to you to do a part of it.  Let me explain.  The Home must be conducted systematically. and economically, and to do this we need the countenance, the recognition and the direct assisstance of the War department.
&lt;/p&gt;&lt;p&gt;over
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;We want authority to draw rations for the men whom we may from time to time accommodate.  I mean of course, wayfaring Soldiers entitled to rations.  Those who are not, we shall provide for.  We want, assistants from the ranks, detailed by the proper officers, to act in capacity of Guards, Cooks &amp;amp;c. of sufficient number to enable us to manage our Home efficiently.
&lt;/p&gt;&lt;p&gt;We shall require about 15 cots, matresses, with bedding similar to that allowed in Hospitals.  I shall take the general supervision, and wish to have every department of the Home under my immediate control, while I am connected with the Commission or until any one shall say I dont do right.  You can get all the privileges we need from the Government, and for the Homes sake, Your sake and my sake, I really want you to do so.  The House must have a head to it.  Neither of the Directors can give it their personal attention.  I assumed some authority, and thus far it has been a decided success.  Pres Reynolds and Director Hawley have labored day and night for it.  The other Directors have cooperated and now Sir the Opposition which we have been fighting all winter, has vanished.  Cannot and will not the War Dept. clothe me with a little authority in this matter.  I don't ask to have my small salary increased, all I wish for at the hand of Secretary Stanton is a recognition which will increase my authority.  You know it would not be abused in my hands.  Cant he commission me as special Agent of the War Dept. for this purpose -- He may pile on the responsibility.  I will take it all, and fear it not.  Now dear Governor, help us all you can.  Please get authority from Genl Commissary for us, or for me, to draw what rations we may need
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and from the War Department the like authority to get from the Qr. Master here, cots and clothing.
&lt;/p&gt;&lt;p&gt;It is my most anxious desire to have the Home so admirably conducted as to elicit the praise of all. and the more intimately you can identify yourself with its progress and popularity the brighter still will shine your already brilliant reputation as the Soldiers friend.  I have no personal ambition to gratify.  I seek no elevation in, or to office.  I simply want to do what you in your kind partiality, seem to think is my duty, and which I can perform, as yourself and some others appear to think, about as well as any body else.
&lt;/p&gt;&lt;p&gt;If I could have 5 minutes talk with President Lincoln or Secretary Stanton,  could get all we want to make our Soldiers Home just what it should be.  I am so averse to travelling that a journey to Washington would be more than I would undertake, unless the object of it could in no other way be accomplished.  I have written this under most unfavorable circumstances - sickness and weariness - please pardon its length and familiarity.  Try and gather from it what we want, and then please burn it.  and oblige your

&lt;/p&gt;&lt;p&gt;You will be delighted to learn officially what has doubtless reached you eve this from private sources, that our "Soldiers Home" is built, inaugurated, under way, and is working like a charm.  Before the carpenters and whitewashers had evacuated it, I invited the glorious old 17th about 10 o clock one night to take up their quarters beneath its roof.  They did so. and the next day were treated to a dinner by our blessed women.  The chips, shavings, whitewash tubs and buckets were disregarded, the boys would not permit me to apologise for any thing but insisted on calling it a grand good place.  It was properly dedicated on the night of the 21.  The prayer of Mr Hale and the speech of Genl Fuller were all right, and if you had been there to take your part in the ceremonies, I should have been so perfectly satisfied that I could most willingly have said, "now the great thing is accomplished let me go home to my quiet cottage and little farm."
&lt;/p&gt;&lt;p&gt;But I would have been mistaken, for there is yet much to be done and now, dear Governor, I come with my appeal to you to do a part of it.  Let me explain.  The Home must be conducted systematically. and economically, and to do this we need the countenance, the recognition and the direct assisstance of the War department.

&lt;p&gt;We want authority to draw rations for the men whom we may from time to time accommodate.  I mean of course, wayfaring Soldiers entitled to rations.  Those who are not, we shall provide for.  We want, assistants from the ranks, detailed by the proper officers, to act in capacity of Guards, Cooks &amp;amp;c. of sufficient number to enable us to manage our Home efficiently.
&lt;/p&gt;&lt;p&gt;We shall require about 15 cots, matresses, with bedding similar to that allowed in Hospitals.  I shall take the general supervision, and wish to have every department of the Home under my immediate control, while I am connected with the Commission or until any one shall say I dont do right.  You can get all the privileges we need from the Government, and for the Homes sake, Your sake and my sake, I really want you to do so.  The House must have a head to it.  Neither of the Directors can give it their personal attention.  I assumed some authority, and thus far it has been a decided success.  Pres Reynolds and Director Hawley have labored day and night for it.  The other Directors have cooperated and now Sir the Opposition which we have been fighting all winter, has vanished.  Cannot and will not the War Dept. clothe me with a little authority in this matter.  I don't ask to have my small salary increased, all I wish for at the hand of Secretary Stanton is a recognition which will increase my authority.  You know it would not be abused in my hands.  Cant he commission me as special Agent of the War Dept. for this purpose -- He may pile on the responsibility.  I will take it all, and fear it not.  Now dear Governor, help us all you can.  Please get authority from Genl Commissary for us, or for me, to draw what rations we may need

&lt;hr /&gt;
&lt;p&gt;and from the War Department the like authority to get from the Qr. Master here, cots and clothing.
&lt;/p&gt;&lt;p&gt;It is my most anxious desire to have the Home so admirably conducted as to elicit the praise of all. and the more intimately you can identify yourself with its progress and popularity the brighter still will shine your already brilliant reputation as the Soldiers friend.  I have no personal ambition to gratify.  I seek no elevation in, or to office.  I simply want to do what you in your kind partiality, seem to think is my duty, and which I can perform, as yourself and some others appear to think, about as well as any body else.
&lt;/p&gt;&lt;p&gt;If I could have 5 minutes talk with President Lincoln or Secretary Stanton,  could get all we want to make our Soldiers Home just what it should be.  I am so averse to travelling that a journey to Washington would be more than I would undertake, unless the object of it could in no other way be accomplished.  I have written this under most unfavorable circumstances - sickness and weariness - please pardon its length and familiarity.  Try and gather from it what we want, and then please burn it.  and oblige your

&lt;/p&gt;&lt;p&gt;"2. Where Recruiting Officers are within reach of any of the "posts encampments or Soldier's Rests or other place of accommodations "provided for Soldiers by the Government or by the public they shall "avail themselves of these for subsisting and lodging their men."
&lt;/p&gt;&lt;p&gt;From the 25th day of April to the present date, Ten hundred and seventy five (1075) U S Soldiers have been accommodated at the Soldiers House in this City.  For the subsistence of these men, seventeen hundred and fifty rations (1750) rations have been drawn from the Commissary, and Three thousand nine hundred and fifty one (3951) meals have been furnished.
&lt;/p&gt;&lt;p&gt;The War. General Commissary, and General Quarter Masters Departments have been respectfully applied to for such favors and assistance as they have extended to Soldier's Rest at Chicago.  The Secretary of War has responded by refusing
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to detail the men we selected as assistants.  From the other Departments no answer has been received, altho some two weeks have elapsed.
&lt;/p&gt;&lt;p&gt;Your Excellency should know that all the rations we have drawn have been authorised by Genl White of the Dft Rendezvous of this city, who is responsible to the Government and will have to pay for these, unless a special order for their allowance can be obtained from the President or Commissary General.
&lt;/p&gt;&lt;p&gt;Of course the Sanitary Commission will not let the Genl. suffer.  But, after what has been done by the Citizens, and by the Commission, involving much outlay and a a great deal of hard work to take care of its Soldiers, it would seem to be as little as the Government ought to do to furnish the House with what commissary Stores are needed for the men.  And this must be done, if this good work is to be continued.  The Commission comes to you, and very respectfully asks your interference and influence in its behalf.  It is believed that your Excellency can so present the claims of the Home to the proper Authorities at Washington, as to prevail on them to place it on a footing with similar establishments.  And the undersigned would suggest that Col John S. Loomis' A.D.C. be directed to prepare a paper setting forth the foregoing facts for your approval, and transmission to President Lincoln.

&lt;/p&gt;&lt;p&gt;A very prominent Lady, and one upon whose energy and enthusiasm we are bound to rely for success in our approaching Sanitary Fair, thus writes me.
&lt;/p&gt;&lt;p&gt;"Our citizens are becoming very much interested in " the subject, &amp;amp; all that is required to fan the smoking embers " to a brilliant flame is the appearance of the Public " address to the People. I think a Proclamation or call from " Governor Yates as you suggest, would rouse the whole " people to action." This is from Decatur.
&lt;/p&gt;&lt;p&gt;Last week you were furnished with several Copies of our Circular, and now if your Excellency would issue a stirring Appeal to the People upon the subject every body it seems to me would be wakened up to its importance, Please preface it for the Journal at once, We have no time to lose. I have not a moment to spare. Mrs Yates will see her name in the Journal this morning as member of the Ex Court. I trust she will attend the meeting at Decatur tomorrow.

&lt;/p&gt;&lt;p&gt;"Our citizens are becoming very much interested in " the subject, &amp;amp; all that is required to fan the smoking embers " to a brilliant flame is the appearance of the Public " address to the People. I think a Proclamation or call from " Governor Yates as you suggest, would rouse the whole " people to action." This is from Decatur.
&lt;/p&gt;&lt;p&gt;Last week you were furnished with several Copies of our Circular, and now if your Excellency would issue a stirring Appeal to the People upon the subject every body it seems to me would be wakened up to its importance, Please preface it for the Journal at once, We have no time to lose. I have not a moment to spare. Mrs Yates will see her name in the Journal this morning as member of the Ex Court. I trust she will attend the meeting at Decatur tomorrow.

Illinois State Sanitary Commission,
Springfield, March 22, 1865.
&lt;/p&gt;&lt;p&gt;For the benefit of Widows, Orphans, Minor Children, Mothers, Fathers, Brothers, Sisters, and other heirs of Deceased Soldiers.  Also Disabled or Invalid Soldiers to whom are due or may become due, Pensions, Bounties, Back Pay, Pay for Clothing lost in battle, etc., etc.
&lt;/p&gt;&lt;p&gt;THE ILLINOIS STATE SANITARY COMMISSION have established in this city a CLAIM DEPARTMENT, at which all claims of the above nature will be promptly collected, the rights of all such claimants protected and false claims against the government prevented. The chief design of the Sanitary Board in connecting a Claim Department with the Commission may be briefly stated as follows, to wit: 
1. To secure to soldiers and their families, with the least possible delay and cost, the payment of any claims that may be due them from the Government.
2. To protect soldiers and their families from imposition in the settlement of their claims.
3. To prevent, as far as possible, false claims from being made against the Government.
4. The very general ignorance that prevails respecting the proper manner of transacting business with the Government, together with the difficulty of obtaining the necessary information from officials, renders the facilities possessed by the Commission of great value and importance to all persons requiring correct statements of amounts due them from the Government.
5. To lessen the tax upon many communities for supporting the families or relatives of deceased soldiers, or soldiers incapacitated by wounds or disease contracted in the service, and rendered totally unable to maintain themselves by labor. Very many of this class suffer through the incompetency or neglect of officers in making out discharge papers and final statements, and thus a large portion of the pay due is lost or deferred. Often papers of this description must be sent to Washington for correction, and unless proper attention is paid to them they are delayed till all hope of recovery ceases, when the claim is sold for a trifle. The facilities of the Commission enable them to make all such collections with less delay and expense than they are usually made by any other agency; and it is believed that with the assistance of the friends of the soldier we shall succeed in relieving both claimants and the community of a heavy burden. As it is highly important that all having claims against the Government should avail themselves of the benefits hereby placed within their reach. Soldiers aid societies, and other benevolent associations throughout the State are earnestly requested to act as correspondents and agents in collecting and distributing information and circulars to claimants. The Sanitary Board regarding this as one of the most important of their duties, appeal to the generous and patriotic friends of the soldier for co-operation, support and assistance, in order that it may thoroughly and satisfactorily accomplish the work. Such assistance may be rendered in various ways. Let lists of all claimants, in all precincts or neighborhoods, camps, hospitals, homes and military posts be sent up to this office. Let all claimants be informed where and how they can have their claims adjusted and collected. In many cases the friends of soldiers may be called upon to act as correspondents with this office. Let it be done cheerfully and promptly. 
&lt;/p&gt;&lt;p&gt;In forwarding applications or information be particular in stating
1. The name, plainly and correctly written, the rank, company and regiment of the soldier.
2. The date of his discharge, or death, or whether wounded, sick or disabled.
3. The name and postoffice address of the person or persons making the claim, and his, her, or their relation to the soldier.
4. State, if known, when the soldier was last paid, and the amount of bounty received. Upon the receipt of such applications at this office, proper blanks will be sent to the applicant with plain directions how to proceed, what witnesses to obtain, and before what legal officers returns must be sworn to. Soldiers arriving at Springfield to be paid off, can have their papers examined without charge. This examination should be made before payment, as many of the papers may contain errors that would be difficult to rectify after settlement. The services of Edward I. Eno having been secured by the Board, he is placed in charge of this branch of the sanitary work. While in the employ of the Commission, as State Sanitary Agent in the Department of the Cumberland, Mr. Eno became well

&lt;p&gt;acquainted with the wants of the soldiers, and made himself perfectly familiar with the manner of adjusting all their claims.
5. A small charge not exceeding two and one-half per cent on the amount collected, will be made to cover expenses of collection. I have carefully examined the statement of the objects, and plan of operations, of the proposed Claim Department, of the Illinois State Sanitary Commission, and most cordially approve the same; and recommend the enterprise to the confidence and hearty co-operation of all true friends of our Brave Soldiers, both living and dead, and of their wives and children, widows and orphans. In my estimation this movement inaugurates an agency, the benefits of which, both to the soldiers and to the government, will be incalculable. Such an agency is imperatively needed to shield the soldiers, and their families or representatives, from the unscrupulous schemes of heartless sharpers, who are not ashamed to speculate in the scanty blood bought earnings of the Defenders of the Union, and to take advantage of the ignorance and necessities of the widows and orphans whom they have left behind. The Claim Department thus purposed to be instituted, will supplement and render complete the great Sanitary work in which the Commission has labored so long and faithfully, and to which our people have so nobly responded; and will confer even greater blessings than those bestowed upon the soldier himself, whose deepest concern while living, and whose last thoughts in dying are turned towards the dear ones at home. The work of this department will not be done till the last soldier or soldier's heir in Illinois, has received a fair and equitable adjustment of his accounts.

&lt;/p&gt;&lt;p&gt;For the benefit of Widows, Orphans, Minor Children, Mothers, Fathers, Brothers, Sisters, and other heirs of Deceased Soldiers.  Also Disabled or Invalid Soldiers to whom are due or may become due, Pensions, Bounties, Back Pay, Pay for Clothing lost in battle, etc., etc.
&lt;/p&gt;&lt;p&gt;THE ILLINOIS STATE SANITARY COMMISSION have established in this city a CLAIM DEPARTMENT, at which all claims of the above nature will be promptly collected, the rights of all such claimants protected and false claims against the government prevented. The chief design of the Sanitary Board in connecting a Claim Department with the Commission may be briefly stated as follows, to wit: 
1. To secure to soldiers and their families, with the least possible delay and cost, the payment of any claims that may be due them from the Government.
2. To protect soldiers and their families from imposition in the settlement of their claims.
3. To prevent, as far as possible, false claims from being made against the Government.
4. The very general ignorance that prevails respecting the proper manner of transacting business with the Government, together with the difficulty of obtaining the necessary information from officials, renders the facilities possessed by the Commission of great value and importance to all persons requiring correct statements of amounts due them from the Government.
5. To lessen the tax upon many communities for supporting the families or relatives of deceased soldiers, or soldiers incapacitated by wounds or disease contracted in the service, and rendered totally unable to maintain themselves by labor. Very many of this class suffer through the incompetency or neglect of officers in making out discharge papers and final statements, and thus a large portion of the pay due is lost or deferred. Often papers of this description must be sent to Washington for correction, and unless proper attention is paid to them they are delayed till all hope of recovery ceases, when the claim is sold for a trifle. The facilities of the Commission enable them to make all such collections with less delay and expense than they are usually made by any other agency; and it is believed that with the assistance of the friends of the soldier we shall succeed in relieving both claimants and the community of a heavy burden. As it is highly important that all having claims against the Government should avail themselves of the benefits hereby placed within their reach. Soldiers aid societies, and other benevolent associations throughout the State are earnestly requested to act as correspondents and agents in collecting and distributing information and circulars to claimants.                   <text>The Rawalt family descended from Revolutionary War soldier John Rawalt and his wife Ann McMahon, who lived in New York and Pennsylvania. Their son, John Rawalt, Jr., was born in Pennsylvania in 1780, married Elizabeth Yocum Snider in 1800, and they had nine children including a son, Jonas.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Jonas Rawalt settled in Fulton County, Illinois in 1829, and in 1836 was elected to the Illinois legislature, where he served two terms. In the Civil War, Jonas served as a major in the 7th Illinois Cavalry, but resigned due to ill health. Three of his sons also served: Enoch, in the 8th Illinois Cavalry, Company F; Benjamin, in the Minnesota Volunteers; and John, in the 51st Illinois Infantry, Company I, who died on 9 October 1865 at Memphis, Tennessee, after being mustered out. &lt;br /&gt;&lt;br /&gt;Marguerite Rawalt was born in 1895 in Prairie City, Illinois, the daughter of Charles T. Rawalt (the son of Enoch and grandson of Jonas), and Viola Bell Flake. She was a tax attorney for the Internal Revenue Service, and held the highest position ever attained there by a woman at the time of her retirement in 1965. She married Major Harry Secord in 1937, but because of discriminatory employment laws, kept their marriage a secret for three years. Rawalt served as president of the National Federation of Business and Professional Women&amp;rsquo;s Clubs from 1954-1956, and as national president of both the Federal Bar Association and the National Association of Women Lawyers. &lt;br /&gt;&lt;br /&gt;Following her retirement, she began a second career as an activist for women&amp;rsquo;s rights. She had been appointed by President Kennedy to the President&amp;rsquo;s Commission on the Status of Women in 1961, and President Johnson reappointed her to the succeeding Citizens Advisory Council on the Status of Women, of which she was a member until 1969. She was a charter member of the National Organization for Women in 1966 and became its first General Counsel. She was an original incorporator of NOW&amp;rsquo;s Legal Defense and Education Fund and a charter member of the Women&amp;rsquo;s Equity Action League (WEAL). She testified before Congress on behalf of the Equal Rights Amendment and worked for its ratification.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Marguerite Rawalt gathered the photographs in the Rawalt Collection as part of her research when writing a comprehensive family genealogy entitled, "Descendents of Captain John Rawalt."&lt;br /&gt;&lt;br /&gt;The finding aid for the Marguerite Rawalt Papers, 1837-1986 at the Abraham Lincoln Presidential Library is located at:&amp;nbsp;http://alplm-cdi.com/chroniclingillinois/items/show/528.</text>

&lt;/p&gt;&lt;p&gt;In reply I would say that as County Clerk I have caused to be printed the rolls of this County, returned by assessors, by Townships; and now have these rolls corrected by the supervisors and other competent persons, so that my rolls now Embrace the name of Every Man in the County liable To Military duty; which is all that our State law contemplated. The 3d order from the war department contemplates the addition of the age and occupation of Each man, which I presume to be for the purpose of identification, these items I have not got, Except where two or more men of the same name reside in the same town, where I have the occupation as a means of identification. I have also

&lt;p&gt;of each volunteer enlisted since the commencement of the war, with the date of enlistment, name of company, no. of Regiment, and his present condition if still in the service; if discharged, when and for what cause; if dead, when and where he died, so far as the same can be obtained; together with full rolls of all companies in which Knox County men have volunteered under the late calls (except a few who went to Chicago). Now if from this information I can get up such militia rolls as will be satisfactory (and I know they would embrace more fully the names of the militia, as well as furnish other matter which could only be obtained as I have done, through the offices of each school district) I will accept the position and can furnish the rolls complete in a very short time. But if it is absolutely necessary that the age and occupation should be given, my  duties as County Clerk would prevent my giving the necessary time and attention thereto.
&lt;/p&gt;&lt;p&gt;I have already some towns revised, and find that there was great necessity therefor, for instance, Cedar returned 159 names, I now have 307.
