It is impossible to reorganize my Regiment under the plan proposed. Prior to the receipt of the circular an effort at reorganization had been made, and I think Five Hundred could have been induced to reenlist on the promose of a furlough of (Thirty Days)

&lt;/p&gt;&lt;p&gt;Governor of Illinois Sir I take the privalige of writing to you for information in regard to my condition I entered into service of the United States in 1862 the tenth day of August with promise of being discharged at the expiration of the three years of the Regt which was up the thirtieth of last month the last companys term is out tomorrow our officers all say they dont know any thng about it the 10.8. being in our regt here is still enough to hold the regt will I have to stay my time out or not the officers say they donte know what will be done with the 10. 8. boys dose congress yet have to decide on that or is it settled I have filled my  contract unless they donte stand up to theres I would like to know so to be prepared for it. they will not give furlows in our Regt and other Regts are getting furlows the reason I do not know please answer this and oblige a friend

&lt;/p&gt;&lt;p&gt;Governor of Illinois Sir I take the privalige of writing to you for information in regard to my condition I entered into service of the United States in 1862 the tenth day of August with promise of being discharged at the expiration of the three years of the Regt which was up the thirtieth of last month the last companys term is out tomorrow our officers all say they dont know any thng about it the 10.8. being in our regt here is still enough to hold the regt will I have to stay my time out or not the officers say they donte know what will be done with the 10. 8. boys dose congress yet have to decide on that or is it settled I have filled my  contract unless they donte stand up to theres I would like to know so to be prepared for it. they will not give furlows in our Regt and other Regts are getting furlows the reason I do not know please answer this and oblige a friend

Haines as "One of the most able and efficient Republican members of our State Legislature" and saying in substance that he (The Governor) would consider it a just mistake if for any reason the People of the County should fail to reelect Mr Haines this fall - Now what motive can the Governor have had for writing such a letter. I dont believe he seriously entertains any such opinion of Haines

&lt;p&gt;as is set forth in this letter And I think he could be better employed than in giving Certificates to bolster up a man who but for such outside influence would be dropped dead by his Constituents.

&lt;/p&gt;&lt;p&gt;John A. Sedgwick enlisted in Co. B. Cap Rogers 105th Ill vol. by his own personal influence and assertions for that Co [will?] for the companies of of Capts. Groors &amp;amp; Daniels more than enough men for a full Co. He was to have been Lieutenant but at the solicitation of friends he gave way to Willard Scott who was elected 2d lieutenant &amp;amp; Sedgwick was made orderly Sergeant. The co became reduced by losses below the minimum so that there was no chance for promotion at the Solicitation of Mr. Farnsworth M.C. [Ills?] I was furloughed and raised a co of 100days men, he [algreted?] to this course as it would be [escadeicy?] have to desend from teh position of Capt to that of and sergeant when the 100 days expired but as it was felt that he was the only man that could raise the Co. his scruples were overruled and he raised the Co. was made its capt and is now stationed at Paducah, Co I 132 Regt
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;he has assured by Mr Farnsworth and many others that if he raised the Co. he should be discharged to take command of it. When the co reported Mr Farnsworth telegraphed that he could not get his discharge but his furlough had been extended for 100 days that he might take command of the co. he said he would not do this that he could not at the seed of the time pull of shoulder straps for Sergt STripes but the Co had enlisted under him and refused to be mustered in under any other capt and to save the co he was persuaded to take command Now he feels keenly that is would be andignity to be reduced to his former grade, is there no possible way that he can be discharged 
&lt;/p&gt;&lt;p&gt;can it not be done if his co reenlist for three years. If it can be done it should be as a matter of [gresten?] to a good officer If you will help in the matter you will place me and the many persons interested in keeping Co under lasting obligation, his brother I.B. Sedgwick is one of our most influential friends in DuPage Co. please let me hear from you on the subject  Yours very truly B.C. Cook

Mr. Norton is not, he gives his support to Washburne
&lt;/p&gt;&lt;p&gt;If you abtain this discharge, I think it will give Cook Dupages Co in the nominating convention for Congress, over Norton which will secure the nomination to Mr. C. &amp;amp; we shall give you I have doubt the entire deligation of Representatives and Senators from the sixth district

&lt;/p&gt;&lt;p&gt;I understand that you are the soldiers friend &amp;amp; that is my reason for addressing you. I first enlisted at East Lasalle Co. Ill June 7th 1861 &amp;amp; was with Col. Mulligan at Lexington Mo. was captured there sent to Chicago &amp;amp; discharged from service. I reenlisted Jan. 2nd 1862 under Col. Cushman of 53rd Ill Vol. of which Regt. I am now a veteran vol. When the 53rd went into camp Douglas I was detailed in Hosp. as a nurse, &amp;amp; was left behind my Regt. as such in Gen. Hosp. After the 53rd had left there, I was induced by fair promises to again join the 23rd, and they put my name on their rolls, but I was not mustered into that Regt. so after they had gone to Virginia I got to thinking the matter over, and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;wrote to you in Jan 1863 to see what I should do in the matter as they of the 23rd had failed to keep their promises to me. Capt. S.A. Simmason got an answer to my letter to you, also the one I sent you, and threatened to finish me for writing to you about it, so I deserted his Regt 23rd went to Pa. where my family was then, and am now living. I was arrested as a deserter from the 23rd Regt. in Oct. but told the Provost Marshall that I belonged to the 53rd, so he sent me here. My papers &amp;amp; charges were sent to the late lamented McPherson and inducement held out that if I would reenlist as a veteran it would go easier with me, &amp;amp; I was charged as being a deserter for about 18 months, whereas I was not out of service but about half that time, from Feb to Oct. The sentence was that there $100 Dollars of my pay stopped &amp;amp; cost of arrest.

&lt;p&gt;When our Regt. was paid off at Vicksburg just before going home on their vet. furlough, the paymaster refused to pay me, although &amp;amp; had been mustered as a veteran. Now what I want is to have something done for my suffering family for the people where they lives refuse to help them for they say she belongs to Ill &amp;amp; I thank God that I am an Ill. soldier
&lt;/p&gt;&lt;p&gt;I have not as you see drawn a cent of pay from the Govt. since Jan. 1863, and my family have nothing to sustain them; but the last letter I got from them my wife was sick &amp;amp; about to be thrown upon the town as happens. I have a wife, a boy 8 years, &amp;amp; a girl 4 years old. Her address is Susan E. Knapp Carbondale Luzerne Co. Pa. &lt;/p&gt;&lt;p&gt;Dear Sir
&lt;/p&gt;&lt;p&gt;I have been Solicited by Several prominent Citizens of White and Gallatin Counties, to address you, in reference to the present critical condition of South Eastern Illinois.  There are large numbers of armed enemies of our country just across the Ohio river in Kentucky, and they are continually threatening an attack upon our border towns and counties, and at this time the Ohio river is so very low that it can be forded at almost any point desired.  The Citizens near the river are in a constant State of Alarm, and uneasiness---from the fact that they do believe that there will be a raid made on our portion of the State; and that Soon, unless there are Some prompt measures taken to drive those Rebels from the adjoining counties in Kentucky, or at
&lt;/p&gt;&lt;p&gt;[vertically written] File

&lt;p&gt;at least Some plan adopted to prevent an invasion, of our own State. Those Rebels on last Saturday captured three Steamboats near Shawneetown and then came over on this Side of the river to gather up the Cattle &amp;amp; Horses that had got off the boats.
&lt;/p&gt;&lt;p&gt;There are men here who are willing to organize for the defense of the Southern part of our State, and there are a number of meetings called to consult the general interests of our community.  There can be a regiment of Home Guards raised in ten days in White &amp;amp; Gallatin Counties; and those of the best citizens of our county.
&lt;/p&gt;&lt;p&gt;But we are wanting in the necessary kind of arms and ammunition, to make an Organization beneficial, and as I have been informed by Several Soldiers and Officers of the Army that that there are plenty of old guns at St. Louis Vicksburg and other places that are not Suitable for active Service in the main Army---but would answer our purpose very well; I would therefore make the following Suggestions for
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;your consideration.
&lt;/p&gt;&lt;p&gt;1st  That you authorize the Organization of a regiment for home defense to have it head Quarters at Shawneetown.
&lt;/p&gt;&lt;p&gt;2nd  That you appoint [by?] Cols Olney or Whiting to Organize and command Said regiment, leaving the companies to choose the other officers if they wish.
&lt;/p&gt;&lt;p&gt;3rd  That you furnish Said Regiment with Suitable arms---and other equipments as may be necessary.
&lt;/p&gt;&lt;p&gt;Sir I hope that you will pardon me for this intrusion on your time (as no no doubt your are continually busily engaged in matters that are of deep interest and that require all your time
&lt;/p&gt;&lt;p&gt;I am personally a stranger to you but I refer you to Col Kent, Capt Brill and other officers and members of the 29th Regiment Ills Vols (who are or will be at your place in a Short time) as to my character or any

&lt;/p&gt;&lt;p&gt;I have been Solicited by Several prominent Citizens of White and Gallatin Counties, to address you, in reference to the present critical condition of South Eastern Illinois.  There are large numbers of armed enemies of our country just across the Ohio river in Kentucky, and they are continually threatening an attack upon our border towns and counties, and at this time the Ohio river is so very low that it can be forded at almost any point desired.  The Citizens near the river are in a constant State of Alarm, and uneasiness---from the fact that they do believe that there will be a raid made on our portion of the State; and that Soon, unless there are Some prompt measures taken to drive those Rebels from the adjoining counties in Kentucky, or at

&lt;p&gt;at least Some plan adopted to prevent an invasion, of our own State. Those Rebels on last Saturday captured three Steamboats near Shawneetown and then came over on this Side of the river to gather up the Cattle &amp;amp; Horses that had got off the boats.
&lt;/p&gt;&lt;p&gt;There are men here who are willing to organize for the defense of the Southern part of our State, and there are a number of meetings called to consult the general interests of our community.  There can be a regiment of Home Guards raised in ten days in White &amp;amp; Gallatin Counties; and those of the best citizens of our county.
&lt;/p&gt;&lt;p&gt;But we are wanting in the necessary kind of arms and ammunition, to make an Organization beneficial, and as I have been informed by Several Soldiers and Officers of the Army that that there are plenty of old guns at St. Louis Vicksburg and other places that are not Suitable for active Service in the main Army---but would answer our purpose very well; I would therefore make the following Suggestions for

&lt;p&gt;your consideration.
&lt;/p&gt;&lt;p&gt;1st  That you authorize the Organization of a regiment for home defense to have it head Quarters at Shawneetown.
&lt;/p&gt;&lt;p&gt;2nd  That you appoint [by?] Cols Olney or Whiting to Organize and command Said regiment, leaving the companies to choose the other officers if they wish.
&lt;/p&gt;&lt;p&gt;3rd  That you furnish Said Regiment with Suitable arms---and other equipments as may be necessary.

&lt;/p&gt;&lt;p&gt;Governor, This will be handed you by my son George - He desires to get a commis as Lt or Capt with 29 Ills Regt (Colonel partly [illegible] here - I have been instructed by the Hon Secy of War to recruit for that Regt here - Their old Camp and Barracks Still stands well adapted to recruiting service.  If George can be appointed &amp;amp; commissioned at once he can train men here for that Regt.
&lt;/p&gt;&lt;p&gt;As it is they do not come in &amp;amp; no one is sufficiently interested and has time to look up recruits - Can you aid his application to the Secretary of War in this behalf.  I understand the Regt is deficient in officers, Not very many young men like the position.

&lt;/p&gt;&lt;p&gt;To His Excellency Richd Yates Springfield Ills.
&lt;/p&gt;&lt;p&gt;Governor, This will be handed you by my son George - He desires to get a commis as Lt or Capt with 29 Ills Regt (Colonel partly [illegible] here - I have been instructed by the Hon Secy of War to recruit for that Regt here - Their old Camp and Barracks Still stands well adapted to recruiting service.  If George can be appointed &amp;amp; commissioned at once he can train men here for that Regt.
&lt;/p&gt;&lt;p&gt;As it is they do not come in &amp;amp; no one is sufficiently interested and has time to look up recruits - Can you aid his application to the Secretary of War in this behalf.  I understand the Regt is deficient in officers, Not very many young men like the position.
&lt;/p&gt;&lt;p&gt;When you see George you Shall

&lt;p&gt;judge if he will do.  It is not for me to say as he is my son.  I may remark however that he is well educated Much better educated than most young men, has no bad habits, neither drinks Swears or smokes - He can very soon learn any thing that other men Know - Should he get the commission one of responsibility and danger I believe he will not disappoint your favorable recommendation if you can give him one.

&lt;/p&gt;&lt;p&gt;We are invaded by a lawless band of gurrillas and bushwhackers, the Country is full of them they are seen daily patrolling our streets in squads of from two to a half dozen, thefts and robberies are daily occurences, they commit their depredations upon our peaceable unsuspecting citizens, at night and then scatter to their places of rendezvous before the citizens can be gotten togeather to apprehend them.  They are becoming more bold and desperate every day
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and unless some effectual measures are adopted immediately our Country will be laid waste.  Now we want a company of regular organised soldiers to act as a patroll guard.  they should be well equipped mounted and commanded by some of our returned veterans of whom there are quite a number in this neighborhood who are eager for an opportunity to make a display of their prowess and break up these lawless bands of marauders.  So far as we lack returned veterans the company can be filled up with energettic young men.  A company of that kind and for that purpose

&lt;p&gt;can be raised in twenty four hours, that will keep this and the adjoining Counties in a comparative state of security, but they must be regularly enlisted officered commissioned equipped and paid by the Government, Now if you can furnish such a company the arms and accoutrements and secure them regular pay and rations from the Government I will guarntee that a company shall be raised that will keep them down in this section of the State I have no doubt but fifteen or twenty companies of this discription can be raised in the southern part of this State, and if

&lt;p&gt;judiciously placed in different localities where they can be concentrated at short notice if necessary that would keep this part of the State in comparative peace, it would also relieve the Government from sending troops here from other points.
