We are in the centre of this: as a Navy District it is under the charge of Lieut. Fitch an Indiana man, who seems to think if he protects the Indiana border it is all that is necessary. He stations at the Evansville wharf 3 vessels, to protect a secesh town Henderson he has one, to protect another secesh town Owensboro he has one. then he has one or two more vessels which lay at Paducah and Smithland: Here in Gallatin, Hardin, Pope, Massac, & Pulaski counties in Illinois, left to take care of themselves, poor devils. and more exposed than any where else on the line. <hr /> Aug 16 1864 Mt. Vernon Indiana above us 35 miles, gets a detachment of Uncle Sams blue coats, 6 splendid pieces of Brass Cannon, and for the border of Indiana 75 miles, they have a Regt. (probably 15 or 20 ps Cannon, four or five Gun Boats. In contrast with this the Illinois border of 75 miles. has not a Gun Boat - not a soldier, not a piece of artillery - furnished by the Government. Our gallant Illinois Boys are sent to the front. this little town, the despised black republican hole as the rebels term us, buys her own artillery, her own ammunition, fights her own battles, and to day flaunts the old stars and stripes in the faces of rebels as defiantly and proudly as the glorious old flag waves from any fortress. This company numbers over one hundred men and was organized ostensibly for the defence of the town. One E. M. Vance is Captain. The Company is composed altogether of Copperheads some of whom are known to have been in sympathy with Clingman and his gang, and it is generally understood that a large majority of them belong to the secret order that controls the movements of the Democratic party---and that the arms if obtained will be used to resist the draft or against Union men in case of any collision. As there is already a company of Union men organized in this town and who are provided with guns obtained from the State, and it is not yet full it occurs to us that these <hr /> men might attest their good intentions by joining this organization. This however they have refused to do and the Peace party leaders who have opposed the draft and who oppose the administration uniformly of both the State and National Governments, have Engineered and conducted the movement. It is the belief of all the prominent Union men of the town that the arming of this Company will be attended with only evil results and that a number of the men composing it would rather fight with Clingman and his gang than against them. And in the [illegible] of any outbreak they would be found with the bushwhackers plundering and shooting Union men. Col Nale of the 41st Illinois, with which two organized companies have been armed. Two other good, efficient well organized companies, styled the "Sharon Guards" Capt. Russell and the "Otego Guards, Capt. Martin desire arms furnished them for Home protection. With the arms they already have of their own, 70 would probably do for both companies. This is probably the most scourged county in the state by Guerillas robbers & bushwhackers, and there is scarcely a day that we dont hear of men being robbed or shot. On yesterday morning a Union man was shot from the brush while going to his barn to feed his horses.
