&lt;/p&gt;&lt;p&gt;His Excellency Governor Yates has received your letter of the 14th Inst. and is some what embarrassed to decide in what way to treat your great kindness and thoughtfulness in his behalf. So far as the mere gift is concerned he cares nothing and would not have you take this kind of trouble upon yourself or permit a single Union soldier to contribute for his benefit. Rather than they should contribute a shilling earned by their patriotic sacrifices he would exert his whole influence to further increase their pay and devote his life and private resources to care for their destitute families and educate their orphan children.
&lt;/p&gt;&lt;p&gt;But as a testimonial of the soldiers of the Great North Western Volunteer Army he feels that he should not entirely decline a response to your "hopeful assurances and faith in the soldiers claim of right and willingness to stand by those who have been his firm friend during this terrible struggle" and as you say for yourself and comrades in arms "that we are determined to give him this evidence of your confidence and esteem" he has concluded to commit your letters &amp;amp; kind offer to me and has requested me to communicate with and give you such information as you have or may ask and leaves the matter, so far as he is concerned, in my hands.
&lt;/p&gt;&lt;p&gt;I have known Governor Yates many years and have been with him constantly since April 1861-as Assistant Adjutant General of the State until August last and since as one of his personal staff. I have enjoyed a personal knowledge of his love for the Country specially evinced in his prompt and rigorous support of the Government in efforts to suppress Rebellion and maintain unbroken our National Unity. No man could enjoy his acquaintance and personal association during the long days and weary nights he has devoted to the organization of the volunteer forces from Illinois and note his watchful care for our sick and wounded in field and General hospitals and his [illegible] [illegible] [illegible] families of soldiers at home without recognizing in him one whose patriotism cannot be bounded by personal ambition or whose genius can be compressed by the principles we generally weigh our statesman &amp;amp; public man. In this intimate connection which I have had the pleasure to enjoy I have learned to love him as I honored and I loved my Father and shall consider it a great privilege to do anything in my power to assert or facilitate your wishes in carrying out the noble purpose you have conceived in regard to him &amp;amp; in strictness my opinion, allow me to say, does you the highest honor. It is not the wise or true policy to attempt or succeed in [illegible] the popularity of a man who rides into conspicuous position or notice of the people upon some unexpected lucky turn, in the wheel of fortune and who owes his success to mere chance. Richard Yates is no such man and you have wisely estimated his character-when a young man-in a District which cast a party vote of thousands-in majority against Lincoln took his stand boldly and defiantly against the opposition and his twenty two years of public life is an imperishable monument to his integrity and honesty. His successes have resulted from positive and persevering adherence to the right and no position has ever been given him that he did not win by earnest, honest persistent labor against the enemies of "Truth and Liberty." He has always been the champion of equal rights and the People Government and during this war has been the unflinching friend of every man wearing a United States Uniform and no soldiers wife or widow ever left his office "empty handed"
&lt;/p&gt;&lt;p&gt;For this great interest manifested in one whom I love sincerely I shall claim the closest friendship and wish you complete success in your noble enterprise and a brilliant career in the service of your country and a safe return home and a long life after every traitor is subdued and our glorious Union saved.
&lt;/p&gt;&lt;p&gt;I have today mailed you the Adjutant Generals Report of 1863, but it contains the name of no officers commissioned after 1st Jan '63 and would not be worth much as a guide now in addressing Circular. 
&lt;/p&gt;&lt;p&gt;If you will send me manuscript of your Circular or Subscription List I will have as many thousand printed as you desire without expense to you and furnish you a complete list of Commanding Officers &amp;amp; present locality of all our regiments &amp;amp; batteries.
&lt;/p&gt;&lt;p&gt;I would suggest that Col John Williams, of this City Commissary General of the State and principal owner &amp;amp; President of the First National Bank of this City be named as the Trustee &amp;amp; Custodian of the fund until such time as the sum you desire is raised and then you might have the brave boys who have created the fund represented by an Executive Committee or Association to carry out their design etc. etc. I would also suggest that each contributor be supplied with a neatly engraved certificate stating his name, rank, Co, &amp;amp; regiment and the amount he has sub-scripted to the object etc. Please command me in any way I can forward your plans and I will always be glad to respond and shall now take pride in giving your name the prominence in the enterprise which you so highly merit.

&lt;/p&gt;&lt;p&gt;There is on file in this Department a communication from Joseph R Scott Acting Surgeon Genl USA. dated 31st July last addressed to your Excellency, and urging the "speedy appointment of capable &amp;amp; skillful men to fill every vacancy in Corps of Medical Officers belonging to the regiments of your State" 
&lt;/p&gt;&lt;p&gt;This document was referred to this Dept with following indorsment: 
&lt;/p&gt;&lt;p&gt;"Adjt. Genl." "Fill every vacancy without delay. To do this take the files of Surgeons and make a fair distribution through the State. make out list and have that first
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;examined by Board" 
&lt;/p&gt;&lt;p&gt;Previous to taking recent leave, (in respect to supplying regiments with Medical Officers) General Fuller gave me directions in accordance with custom of the office since receipt of above directions, and requiring me further to have for each vacancy to be filled the recommendation of Colonels commanding &amp;amp;c. 
&lt;/p&gt;&lt;p&gt;In regard to vacancy in 26th Regt. particularly, he instructed me to appoint Dr. Greene of Marengo Ills. if he passed Medical Board.  Col Loomis reported here under orders yesterday to select Surgeon for his command and immediately telegraphed Dr Johnson at Chicago &amp;amp; he replied Dr Green had &lt;u&gt;presented&lt;/u&gt; himself for examination &lt;u&gt;but&lt;/u&gt; &lt;u&gt;withdrew&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;Col L. was in haste to rejoin his regt and having made the acquaintance of Dr Whitehill yesterday in this Office (and who, as he, (Dr W.) avers, reported here (after passing Board) at direction or request of Genl Fuller, to be assigned wherever a vacancy might
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;be) and being favorably impressed with the Doctors appearance, concluded to select and recommend him for the post of Surgeon &amp;amp;c.
&lt;/p&gt;&lt;p&gt;His appointment or recommendation is on file, and Col L left on 11 am train to day for Corinth with direction for Dr Whitehill to follow as quickly as possible
&lt;/p&gt;&lt;p&gt;I have acted, as I thought, within limits of your instructions to the Dept. and the Genls direction to me, and with all candor, I would state, without a wish or desire to assume even that which could be though, unbecoming or &lt;u&gt;officious&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;Since receipt of intelligence that the appointment does not meet your approval I called on Dr Whitehill (who has not been mustered) and he in a very candid and gentlemanly way returned the order to the Office and awaits your pleasure in the premises.  I regret the affair exceedingly, &amp;amp; hope you will now think I have acted with proper discretion &amp;amp; have the honor to remain as ever

&lt;p&gt;In regard to vacancy in 26th Regt. particularly, he instructed me to appoint Dr. Greene of Marengo Ills. if he passed Medical Board. Col Loomis reported here under orders yesterday to select Surgeon for his command and immediately telegraphed Dr Johnson at Chicago &amp;amp; he replied Dr Green had &lt;span style="text-decoration: underline;"&gt;presented&lt;/span&gt; himself for examination &lt;span style="text-decoration: underline;"&gt;but&lt;/span&gt; &lt;span style="text-decoration: underline;"&gt;withdrew&lt;/span&gt;&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;Dear Governor,
&lt;/p&gt;&lt;p&gt;I have been very sick (with dysentery) for two weeks past and came up here Sunday evening for a little rest and to arrange for sale of the captured, abandoned &amp;amp; confiscable property collected in my Agency since going to Richmond. I have now on hand about five hundred thousand dollars worth of tobacco - and an immense amt of lumber - iron metals and other property - all of which will sell at Richmond, Petersuburg, Lynchburg, Danville, and Fredericksburg during the months of July and August. I wrote you a long letter while sick explaining delay in writing you and posting you up about all matters in which you feel an interest. I have seen General Grant several times since I came - my wife &amp;amp; I passed an hour with the Genl &amp;amp; [illegible] last evening and I had another interview with him today. He decidedly and unequivocally eschews politics and says "not any of it for him." I mentioned in my last a scheme gotten or rather "getting up" among
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the National Banks. Have heard something more about it here but I still think there is not any definite shape yet given to the movement, though the men having the matter in charge are influential - rich - and politically rather strong - and seem sanguine about making a strong combination - whatever conclusions they arrive at will be made known soon and I will write you more about it.
&lt;/p&gt;&lt;p&gt;In pursuance of proclamation of the President all Treasury Agents are or will be out of office on first of July. I will still be connected with the Department &amp;amp; Mr Risley for two or three months in settling up and selling out property received from the Army and collected by agents in Va. &amp;amp; elsewhere. Mr Risley is made the General Disbursing Agent of the Dept and all other supervising &amp;amp; asst special agts report to and settle up with him. This may make my connection with the Department more permanent than I have supposed but the length of time it will take to wind up affairs of the agencies is yet all speculation.
&lt;/p&gt;&lt;p&gt;My agency has been conducted to the entire satisfaction of the Department and Mr McCulloch has recommended me to the President strongly for Collector of the Port of Richmond. The citizens have also sent a strong recommendation and I may get the office. It is worth
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;$3,000 to 3500 per annum. Have become very intimately and favorably acquainted with Gov. Pierpont and have aided him considerably about starting in at Richmond under the Alexandria Constitution. He has considerable to contend with and does not find his new executive position a "bed of roses." Reconstruction bothers him wonderfully - and nearly all our politicians in Va. seem afraid to take decided ground on the negro suffrage questions which next to enfranchisement of the rebel, of various grades is the absorbing question. There is a wonderful absence here and in Virginia of the positive and decided tone always assumed by you (in advance of the press and people) at Springfield. Phillips, Sumner &amp;amp; Greely have given the party and the administration a kick which they really staggered under and now the publication of Chase's letter to Mr Lincoln has awakened apprehensions that are discouraging to those who have striven to keep up party organization under this administration. One wing claims that Johnson is after the War Democracy and expects to run his administration to their advantage and win their support in the future for a recompense. Chase it is presumed will modify his views to suit the conservative Republicans and that Phillips Greely &amp;amp; Co will consent to this and keep up the party as organized. The Pomeroy movement of which I wrote you before rather cuts between and they expect all the advantages which can be gained by dissensions in all parties and come in on the "Financial Situation" - ignoring past political dogmas - and have a party devoted to the material development of the country. You will observe that the Ohio State Convention carefully ignored the suffrage question and the party is held (in that State at least) to take the popular platform presented by either the Chase-Johnson - or National Bk. wing of the present Republican or Union organization (of '64).  
&lt;/p&gt;&lt;p&gt;At one time I thought there would be a breach between Stanton and the Administration and that a Sherman (War Democratic &amp;amp; Conciliation party) would loom up - but Sherman shook Stanton just enough to scare him into support and adhesion - and damaged himself (Sherman) enough to keep his Democratic sympathizers from rallying - leaving Grant master of all the advantage that final successes of our Armies could give a General. I have talked frequently with the friends of Genl. Grant who are watching jealously all the points in his favor and they are fully aware of my preferences in the next National Convention and they will act fully in concert with us in whatever may be deemed most expedient.
&lt;/p&gt;&lt;p&gt;The salary of Lieut General ought to be increased to $20,000 - per annum - and the country owes it to Grant &amp;amp; his family to so provide for him. I do not know your
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;views about increasing salaries of military officers - but think you can afford to modify your ideas about public economy &amp;amp;c &amp;amp;c to reward a man who has done so much for his country. You have said more good things than any other man about providing for the families of soldiers - and it does not seem improper that the man who has led our armies through to final triumph should be fittingly remembered by the country. Grant went into the war almost penniless - left wife and children without adequate provision against contingency of death in the service. His personal gallantry in many fields (&amp;amp; on some of them you have been a personal witness) has given us victory where defeat seemed certain. If he had fallen - think of possible prolongation of the war with all its miseries under a new and untried Commander - and think also, Governor of how slow the Republic might be in providing for his family - especially if he had fallen at Vicksburg or Chattanooga. He seeks no office - I heard him say - yesterday - General

&lt;hr /&gt;
&lt;p&gt;Meade and I only being present, that "I have all I want and all that I deserve"  "I would rather be a constable (if it was my duty to serve the people anywhere in a civil capacity) than to have the highest political office as the gift of the people." He refuses all invitations that look like display and he has declined to go to Saratoga, Albany &amp;amp; other places on the fourth of July fearing his going around so much would be misconstrued or misunderstood. He prefers and wants to go to Gettysburg on the 4th but as the other invitations (Saratoga) came first he has felt compelled to decline all. Mrs. Grant told us about meeting you at Chicago and spoke to my wife in the same kind, appreciative way that she did to us about your "kind support of her husband throughout the war" and "hope you would always be his friend."
&lt;/p&gt;&lt;p&gt;They are living in Georgetown very quietly and pleasantly and the same un-ostentatious style which has always been characteristic of Grant - marks the household and all its surroundings.
&lt;/p&gt;&lt;p&gt;I am writing near Mr Risley - who often speaks of you with pride and genuine friendly kindness and now asks to ----
be remembered to you. He will be glad to do anything possible for you here and in my absence at Richmond would attend to any important matter you might wish him to look after.
&lt;/p&gt;&lt;p&gt;I shall leave here Sunday night or Monday morning for New York and after remaining a day will return to Richmond - where I hope you will write me - especially your views about Reconstruction and Suffrage - the latter I desire very much to have your views upon.

Hospital and to save her the Expense &amp;amp; tediousness of a journey in case he had I telegraphed to Surgeon in Charge of Hospital asking if he had been transferred and requested immediate answer in your name.  The lady will call in the morning to get intelligence &amp;amp;c.
&lt;/p&gt;&lt;p&gt;I received intelligence this Evening rendering it imperative for me to go to Carthage in the morning to close up an important land trade and receive the money which could not be paid when over there before because of absence of certain title papers, which have now been received making it all right &amp;amp;c.  I will hurry through and get back quick as possible. -

The curse of the Army has been and is now Heartless, reckless, unfeeling and incompetent Surgeons and when we have heard so much of their brutality to the good and brave Soldiers, I cannot but fear that there is yet in Store Some other Judgement for a nation that is so careless of her brave men in the Hospital.  You have been the Soldiers friend or we would not dare appeal to you.
