&lt;/p&gt;&lt;p&gt;My husband, Charles B. Kempel, was severely wounded in the battle near Marietta Georgia, on the 27th day of June 1864.  He has four holes in his right shoulder.  He was taken from the battle field and sent to the Hospital at Nashville Tennessee where he remained for a number of weeks.  He has recently been transferred to Joe Holt Hospital, Jeffersonville Ind, where he now is.  He has also been very sick, but is getting better so that he is able to get about.
&lt;/p&gt;&lt;p&gt;I would most respectfully ask your Honor, to grant permission, or if necessary, use your influence, to have
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;my husband, Charles B. Kempel, transferred to Camp Butler at Springfield Ills.  Or else grant him a fourlough to come home untill he is able to go to the front.  I would be very glad if you would secure for him a fourlough to come home for twenty or thirty days.  I feel confident that he would get well much sooner, by being at home and having the care and attention of his wife and family, than he will at the Hospital.
&lt;/p&gt;&lt;p&gt;I will enclose you a Coppy of my husband's recommendation, give by Lieutenant William D. Faulkner, of Company D. 86th Regt. Ills. Vol. Infty.  Commanding Company, of which my husband is a member.

I expected to have ere this, some instructions or orders from Gov. Yates concerning the matter, but have received none, except directions to effect the transfer of certain men in the Marine Hospital here, to Quincy, Ill. This, as I wrote him, cannot be done, because the Hospital at Quincy is already full.
&lt;/p&gt;&lt;p&gt;I have just seen Surgeon Madison Mills, Medical Director in this Department, and requested the transfer to Springfield, Ill., of men whose term of service has nearly expired - so that they might there be mustered out with their
&lt;/p&gt;

&lt;p&gt;regiments. But as there is no General Hospital at Springfield his orders, which he receives from Dr. R. C. Wood, Ass't Surgeon General, Louisville, Ky. do not permit him to make such transfer. Surgeon Mills appears quite willing to accommodate, so far as his orders will allow as is shown by the fact that he has, at my request, directed the Surgeons in charge of the U. S. Marine, and Jefferson Barracks, Hospitals to grant furloughs to such men as are above referred to.
&lt;/p&gt;&lt;p&gt;Now I should like some specific instructions in regard to this matter of transfers
&lt;/p&gt;&lt;p&gt;1. Are there any U. S. Gen. Hospitals in the State of Illinois beside the one at Quincy? If so, where?
&lt;/p&gt;&lt;p&gt;2. Can I be authorized to procure from Ass't Surgeon General Wood, Louisville, Ky., orders for transfer in special cases?

Our Methodist friends were a little exercised the other day when the appointment of the committee on the land grant by the General Government for Agriculture &amp;amp; Mechanical College purposes.  The occasion was this, that, out of a committee of seven, you had placed upon the committee very prominant Gentlemen from almost every other denomination of Christiasn except - the Methodist Church, which is the most numerous, and influential 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of any other in the state, and too, the church that has done more for education in the state than any other. 
&lt;/p&gt;&lt;p&gt;You know that there are always efforts made by these church men to draw these institutions under their patronage.  In this instance it should not be done, and as our friends say they only want to watch to see that this is not done.
&lt;/p&gt;&lt;p&gt;I am requested to say to you, that if it is consistent with your views of propriety, that you add two members to the committee and make it Nine instead of seven.

&lt;p&gt;I omitted to mention, in my communication of yesterday, that I submitted the question of U.S. officers recruiting in Illinois for the benefit of Erie Co. A.M. to the authorities at Washington for their prompt decision, as requested in your letter of the 9th inst. Please find copy of telegram enclosed. I have also forwarded a copy of your Excellency's order of Aug 6th, and copies of the communications of Capt. James, Prov. Mar. 1st Dist. Chicago, with an earnest plea for a military order that shall meet&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;the case. The dispatch was sent early on yesterday, &amp;amp; I shall expect an answer today, which, if not sent to you direct, shall be at once communicated to you.&lt;/p&gt;&#13;
&lt;p&gt;I also have the honor to transmit herewith a list of the Pro. Marshals in Ill. with Hd Qrs. as requested in your letter of last evening.&lt;/p&gt;&#13;

That he will take what men he now has enlisted, proceed with them to Buffalo where he will report to Capt. King, his superior, obtain orders in his possession, return with them and report at once to me in the matter.

I have been politicaly with the Antislavery party I entered the army three years ago, with the full belief that this war would end slavery wherever our starry flag was unfurled. In this my opinion has undergone no change, but rather been strenthened I am twenty five years old and feel confident I am able to fill the position I 
&lt;/p&gt;
&lt;hr /&gt; seek.  I believe I can do better service as an officer in a colored regiment than I can here a member of the 39th Ill.  Our State has again been called on for a large number of her citizens
&lt;p&gt;Under this call recruiting is allowed in rebel states.
&lt;/p&gt;&lt;p&gt;I fell sure our governer will take every advantage to prevent a drafft in our justly proud State.
&lt;/p&gt;&lt;p&gt;Recruits thus obtained will mostly be negroes.  Officers will have to be appointed to command them.  If I can procure an appointment it is what I ask.  If three years experience adds anything to a man's qualifications or claims I posess that experience, I can forward at 
&lt;/p&gt;
&lt;hr /&gt; the proper time and to the proper persons testimonials of good soldierly behavior and of good moral character 
&lt;p&gt;You may ask why I have not gone before the board at Washington for the examination of persons aspiring to such positions.  I will say I did procure such permission from that Bureau but I was here at the time of its recipt. and could not procure a leave from Gen Butler to go to Washington for examination.  I would also rather serve in my own state troops.  Sir, I solicit your influence in this because I know your heart is in the cause because you represent our Co. in our national legislature  If in this matter you can lend
