</p><p>Let us make this the greatest rally ever known in Missouri. One which will convince the opposition of our invincibility and foreshadow the sure event to follow in November.
</p><p>Hon. J. H. Lane has agreed to be with us. Col. Fletcher, our candidate for Governor, is confidently expected to be present, as well as other able speakers from abroad.
</p><p>Not only members of this order are invited, but all union men of your locality who are not, if there are any.
</p><p>Let a general and wide circulation be given to this call by all means in your power. It is simply a rallying of the masses under the auspices of this order.
</p><p>A poster circular will follow.

</p><p>I have just returned from a visit to the disaffected portions of our state including the counties of Coles, Edgar, Clark, Effingham, Jasper, Moultrie, Shelby, Christian, Montgomery, Bond and Lafayette, and think I am tolerably well posted as to the condition of public sentiment. I am irresistibly led to the conclusion that there is imminent danger of outbreak, unless steps be immediately taken to prevent such a contingency. When armed men are allowed to parade the streets of our large towns and villages and openly proclaim defiance to the Government, and a determination to resist the enforcement of the laws, When a band of Traitors sworn into the Confederate Service and officered by men who hold confederate commissions are allowed to occupy a camp in one of the counties of the state and

</p><p>plunder loyal men without let or hindrance; when regiments officered by our own citizens are allowed to drill and perfect themselves in military instructions with impunity, and where citizens are allowed freely to cheer for Jeff Davis and announce their determinations to shoot abolitionists and loyal men at sight, it occurs to me that the occasion has arrived for the authorities to take official notice of the fact and apply the remedy. All of these things have I seen during the last two weeks in the Counties above alluded to. There are armed bodies of men in rebellion in Jasper, Montgomery and Moultrie Counties, and the question arises "Should not some means be taken to bring them to punishment."
</p><p>I do not know if you have any authority under the law of the State to call out troops but it does seem to me that at least take regiment of mounted men should be placed in the field for State duty immediately. If you cannot do this under the state law, cannot permission be obtained from the General Government!

</p><p>I have been requested by prominent citizens to interest you in their behalf and have been asked to take command of one of these regiments if allowed to be raised. I would do so, if you selected me. Please write me your views upon the subject - not for publication - and suggest a remedy for this terrible condition of affairs. The regiment could be raised in a week from the counties referred to, the citizens are in earnest about this matter, and I trust you will give it your serious consideration

I respectfully ask your influence in my behalf with the President, I make bold to do so knowing the deep interest you take in the welfare of the soldiers you have sent to the field.
</p><p>On the 11th of June 1863 during the siege of Vicksburg I was assigned to the command of this Brig which is now composed of the 10th Mo. 10th Iowa 26th Mo. 80th Ohio 17th Iowa & 56th Ills, my own Regt.
</p><p>Since entering the field I have participated

<p>in the Siege of Corinth, the battle of Corinth Oct 3-4, 1863, Siege of Vicksburg, and the battle of Mission Ridge Nov 25th 1863 where I recd a severe wound in the thigh.
</p><p>Having been retained for so many months in a command superior to my present grade, and my conduct having met the approbation of my superiors, promotion is something that I might fairly expect yet unless the justice of my claims are brought prominently to the knowledge of the President no action will be taken in the matter, if you can consistently aid me I will be placed under additional obligations to you.

</p><p>I have the honor to transmit the enclosed copies of Memorials that have been circulated through the Illinoy's Regiments of this Corps.
</p><p>They have been signed by every Officer present.
</p><p>It is the sincere wish of both Officers and men that the broken ranks of the old Veteran Regiment be filled up instead of forming new Regiments. Hopeing that their wishes and that the interests of our beloved County will not be overlooked by one in whome they have placed perfect confidence and who has ever done what he considered to be the most effectual
