That they contain the names of &lt;u&gt;every Regt Commander&lt;/u&gt; in the [illegible] Brigades that comprized  Palmers Division that also the recommendation of Genl Paine &amp;amp; several other Cols of my association have been sent to the President that I am promised  and presume that the recommendation of  Genls Palmer McClernand and others are already in the hands of Mr Lincoln also those of Cook Ross and ask him to send these with such statement in addition as he feels it right to make

&lt;/p&gt;&lt;p&gt;You were kind enough
&lt;/p&gt;&lt;p&gt;to propose advancing my claims to promo
&lt;/p&gt;&lt;p&gt;tion and I am earnestly solicitous that
&lt;/p&gt;&lt;p&gt;the same be done now. My reputation &amp;amp;
&lt;/p&gt;&lt;p&gt;pride seem involved in the matter to
&lt;/p&gt;&lt;p&gt;which heretofore I have been comparatively
&lt;/p&gt;&lt;p&gt;indifferent. I have been serving from
&lt;/p&gt;&lt;p&gt;the commencement of the war zealously &amp;amp;
&lt;/p&gt;&lt;p&gt;efficiently. Among my associate officers
&lt;/p&gt;&lt;p&gt;I have no hesitation in saying that I
&lt;/p&gt;&lt;p&gt;have stood ahead of most in capacity &amp;amp;
&lt;/p&gt;&lt;p&gt;acquirement. I was recommended (not
&lt;/p&gt;&lt;p&gt;at my suggestion) nearly two years ago
&lt;/p&gt;&lt;p&gt;by a large body of officers - including
&lt;/p&gt;&lt;p&gt;all the field officers of the Division to
&lt;/p&gt;&lt;p&gt;which I belonged many of them my
&lt;/p&gt;&lt;p&gt;seniors in rank. I find officers 
&lt;/p&gt;&lt;p&gt;who have served under me, came 
&lt;/p&gt;&lt;p&gt;into service long afterward, with
&lt;/p&gt;&lt;p&gt;generally admitted inferiority - promoted
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I am the oldest Field officer from Ill.
&lt;/p&gt;&lt;p&gt;(tho not the oldest Col.) - The mean 
&lt;/p&gt;&lt;p&gt;envy of Gen'l Morgan has tried to keep
&lt;/p&gt;&lt;p&gt;me back as he has tried with all
&lt;/p&gt;&lt;p&gt;of the gentleman and earnest war
&lt;/p&gt;&lt;p&gt;men under him. He has passed
&lt;/p&gt;&lt;p&gt;over Col Smith &amp;amp; Col [name] both
&lt;/p&gt;&lt;p&gt;popular. [name?] [commenced? commands?] [illegible]
&lt;/p&gt;&lt;p&gt;me as far as he could - got Col [name] 
&lt;/p&gt;&lt;p&gt;ordered back to his regular command
&lt;/p&gt;&lt;p&gt;to pave the way for the appoint
&lt;/p&gt;&lt;p&gt;ment of Col Anderson the junior of
&lt;/p&gt;&lt;p&gt;the whole and only because his
&lt;/p&gt;&lt;p&gt;name was not signed to the paper
&lt;/p&gt;&lt;p&gt;requesting change from Morgan's
&lt;/p&gt;&lt;p&gt;command to which all the others
&lt;/p&gt;&lt;p&gt;assented - &amp;amp; Anderson at the time
&lt;/p&gt;&lt;p&gt;favored, but being already in the
&lt;/p&gt;&lt;p&gt;drawing up of the paper his Lt Col
&lt;/p&gt;&lt;p&gt;signed it. Col Anderson is a red-
&lt;/p&gt;&lt;p&gt;hot malignant McLellun man -
&lt;/p&gt;&lt;p&gt;cannot use too violent language
&lt;/p&gt;&lt;p&gt;in denunciation of this "nigger [illegible]
&lt;/p&gt;&lt;p&gt;war" and is the only officer of rank
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;who openly claims his influence against
&lt;/p&gt;&lt;p&gt;the administration. He has got the
&lt;/p&gt;&lt;p&gt;60th Ill his Regt divided in sentiment
&lt;/p&gt;&lt;p&gt;by his persistent action &amp;amp; influence -
&lt;/p&gt;&lt;p&gt;I am on warm &amp;amp; cordial terms
&lt;/p&gt;&lt;p&gt;with him - but if my junior with
&lt;/p&gt;&lt;p&gt;inferior military claims - lefs service
&lt;/p&gt;&lt;p&gt;capacity acquirement - and bitterly hos
&lt;/p&gt;&lt;p&gt;tile to the Government is to be thus
&lt;/p&gt;&lt;p&gt;favored while the capable zealous
&lt;/p&gt;&lt;p&gt;uncompromising unconditional war
&lt;/p&gt;&lt;p&gt;man is jumped I am out -
&lt;/p&gt;&lt;p&gt;Again only last week I had
&lt;/p&gt;&lt;p&gt;to report to a Brevet Brig Gen'l
&lt;/p&gt;&lt;p&gt;Raum who came into service
&lt;/p&gt;&lt;p&gt;long after I did - is so small
&lt;/p&gt;&lt;p&gt;a [pattern?] of a man - that at
&lt;/p&gt;&lt;p&gt;a very critical time when the
&lt;/p&gt;&lt;p&gt;Rebs were [illegible] up to Resacca
&lt;/p&gt;&lt;p&gt;having taken Dalton and Calhoun
&lt;/p&gt;&lt;p&gt;on either side - I by a night march
&lt;/p&gt;&lt;p&gt;reached Resacca - the whole actual
&lt;/p&gt;&lt;p&gt;responsibility of the defence fell on
&lt;/p&gt;&lt;p&gt;Col Watkins &amp;amp; myself - he assaying
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the Defences about as we chose - while
&lt;/p&gt;&lt;p&gt;the Gen'l a good clever fellow I 
&lt;/p&gt;&lt;p&gt;think) was all day occupied in
&lt;/p&gt;&lt;p&gt;moving wagons around where the
&lt;/p&gt;&lt;p&gt;shells would not touch them -
&lt;/p&gt;&lt;p&gt;I do not speak of these things to
&lt;/p&gt;&lt;p&gt;throw any shade on Gen'l Anderson
&lt;/p&gt;&lt;p&gt;or Gen'l Raums credit - but this
&lt;/p&gt;&lt;p&gt;moving up of young and inferior
&lt;/p&gt;&lt;p&gt;men is not right and where as
&lt;/p&gt;&lt;p&gt;in my case a special intention
&lt;/p&gt;&lt;p&gt;is [arrived?] of keeping me degraded
&lt;/p&gt;&lt;p&gt;I call upon my friends to aid
&lt;/p&gt;&lt;p&gt;me in an advance that I had
&lt;/p&gt;&lt;p&gt;a fair showing of right for before
&lt;/p&gt;&lt;p&gt;I dont want any [illegible]
&lt;/p&gt;&lt;p&gt;but a Brigadier's commission with
&lt;/p&gt;&lt;p&gt;a date back sufficient to put me
&lt;/p&gt;&lt;p&gt;over those of the last six [months?]
&lt;/p&gt;&lt;p&gt;I have written plainly &amp;amp; freely
&lt;/p&gt;&lt;p&gt;tho in haste and not as clearly

&lt;/p&gt;&lt;p&gt;alluded to my relative position among

&lt;/p&gt;&lt;p&gt;himself with all his meannefs has at
&lt;/p&gt;&lt;p&gt;all times had to say and has giv
&lt;/p&gt;&lt;p&gt;en on all occasions practical illustration
&lt;/p&gt;&lt;p&gt;of his thinking so. That I was the 
&lt;/p&gt;&lt;p&gt;most capable officer under his command-
&lt;/p&gt;&lt;p&gt;I am now in a pleasant
&lt;/p&gt;&lt;p&gt;position with gentlemen and ca
&lt;/p&gt;&lt;p&gt;pable surrounding officers but
&lt;/p&gt;&lt;p&gt;this thing begins to rankle - when I
&lt;/p&gt;&lt;p&gt;find juniors [illegible] over me all 
&lt;/p&gt;&lt;p&gt;around &amp;amp; that I am almost the
&lt;/p&gt;&lt;p&gt;oldest Col in the army of the Tennefsee
&lt;/p&gt;&lt;p&gt;and that a Col of even two years
&lt;/p&gt;&lt;p&gt;standing is considered [illegible]
&lt;/p&gt;&lt;p&gt;When I embark on a course I hang
&lt;/p&gt;&lt;p&gt;on long - but I shall quit when my
&lt;/p&gt;&lt;p&gt;pride is affected by the [overt? laughing?]
&lt;/p&gt;&lt;p&gt;of my rights in favor of feeble &amp;amp;
&lt;/p&gt;&lt;p&gt;hostile men. I hope and be
&lt;/p&gt;&lt;p&gt;believe that Illinois is coming out
&lt;/p&gt;&lt;p&gt;all right this Fall - I know [illegible]

&lt;/p&gt;&lt;p&gt;made. As communication is uncertain I
&lt;/p&gt;&lt;p&gt;write you again lest the other letter
&lt;/p&gt;&lt;p&gt;be delayed. I am very anxious to get
&lt;/p&gt;&lt;p&gt;the star. I believe myself entitled to 
&lt;/p&gt;&lt;p&gt;it. I have stood back and aided others
&lt;/p&gt;&lt;p&gt;to advancement to be repaid by ingrati
&lt;/p&gt;&lt;p&gt;tude - have been kept in a place where

&lt;/p&gt;&lt;p&gt;have stood ahead of most in capacity &amp;amp;
&lt;/p&gt;&lt;p&gt;acquirement. I was recommended (not
&lt;/p&gt;&lt;p&gt;at my suggestion) nearly two years ago
&lt;/p&gt;&lt;p&gt;by a large body of officers - including
&lt;/p&gt;&lt;p&gt;all the field officers of the Division to
&lt;/p&gt;&lt;p&gt;which I belonged many of them my
&lt;/p&gt;&lt;p&gt;seniors in rank. I find officers 
&lt;/p&gt;&lt;p&gt;who have served under me, came 
&lt;/p&gt;&lt;p&gt;into service long afterward, with
&lt;/p&gt;&lt;p&gt;generally admitted inferiority - promoted

&lt;p&gt;I am the oldest Field officer from Ill.
&lt;/p&gt;&lt;p&gt;(tho not the oldest Col.) - The mean 
&lt;/p&gt;&lt;p&gt;envy of Gen'l Morgan has tried to keep
&lt;/p&gt;&lt;p&gt;me back as he has tried with all
&lt;/p&gt;&lt;p&gt;of the gentleman and earnest war
&lt;/p&gt;&lt;p&gt;men under him. He has passed
&lt;/p&gt;&lt;p&gt;over Col Smith &amp;amp; Col [name] both
&lt;/p&gt;&lt;p&gt;popular. [name?] [commenced? commands?] [illegible]
&lt;/p&gt;&lt;p&gt;me as far as he could - got Col [name] 
&lt;/p&gt;&lt;p&gt;ordered back to his regular command
&lt;/p&gt;&lt;p&gt;to pave the way for the appoint
&lt;/p&gt;&lt;p&gt;ment of Col Anderson the junior of
&lt;/p&gt;&lt;p&gt;the whole and only because his
&lt;/p&gt;&lt;p&gt;name was not signed to the paper
&lt;/p&gt;&lt;p&gt;requesting change from Morgan's
&lt;/p&gt;&lt;p&gt;command to which all the others
&lt;/p&gt;&lt;p&gt;assented - &amp;amp; Anderson at the time
&lt;/p&gt;&lt;p&gt;favored, but being already in the
&lt;/p&gt;&lt;p&gt;drawing up of the paper his Lt Col
&lt;/p&gt;&lt;p&gt;signed it. Col Anderson is a red-
&lt;/p&gt;&lt;p&gt;hot malignant McLellun man -
&lt;/p&gt;&lt;p&gt;cannot use too violent language
&lt;/p&gt;&lt;p&gt;in denunciation of this "nigger [illegible]
&lt;/p&gt;&lt;p&gt;war" and is the only officer of rank
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;who openly claims his influence against
&lt;/p&gt;&lt;p&gt;the administration. He has got the
&lt;/p&gt;&lt;p&gt;60th Ill his Regt divided in sentiment
&lt;/p&gt;&lt;p&gt;by his persistent action &amp;amp; influence -
&lt;/p&gt;&lt;p&gt;I am on warm &amp;amp; cordial terms
&lt;/p&gt;&lt;p&gt;with him - but if my junior with
&lt;/p&gt;&lt;p&gt;inferior military claims - lefs service
&lt;/p&gt;&lt;p&gt;capacity acquirement - and bitterly hos
&lt;/p&gt;&lt;p&gt;tile to the Government is to be thus
&lt;/p&gt;&lt;p&gt;favored while the capable zealous
&lt;/p&gt;&lt;p&gt;uncompromising unconditional war
&lt;/p&gt;&lt;p&gt;man is jumped I am out -
&lt;/p&gt;&lt;p&gt;Again only last week I had
&lt;/p&gt;&lt;p&gt;to report to a Brevet Brig Gen'l

&lt;/p&gt;&lt;p&gt;long after I did - is so small
&lt;/p&gt;&lt;p&gt;a [pattern?] of a man - that at
&lt;/p&gt;&lt;p&gt;a very critical time when the
&lt;/p&gt;&lt;p&gt;Rebs were [illegible] up to Resacca
&lt;/p&gt;&lt;p&gt;having taken Dalton and Calhoun
&lt;/p&gt;&lt;p&gt;on either side - I by a night march
&lt;/p&gt;&lt;p&gt;reached Resacca - the whole actual
&lt;/p&gt;&lt;p&gt;responsibility of the defence fell on
&lt;/p&gt;&lt;p&gt;Col Watkins &amp;amp; myself - he assaying
&lt;/p&gt;

&lt;p&gt;the Defences about as we chose - while
&lt;/p&gt;&lt;p&gt;the Gen'l a good clever fellow I 
&lt;/p&gt;&lt;p&gt;think) was all day occupied in
&lt;/p&gt;&lt;p&gt;moving wagons around where the
&lt;/p&gt;&lt;p&gt;shells would not touch them -
&lt;/p&gt;&lt;p&gt;I do not speak of these things to
&lt;/p&gt;&lt;p&gt;throw any shade on Gen'l Anderson
&lt;/p&gt;&lt;p&gt;or Gen'l Raums credit - but this
&lt;/p&gt;&lt;p&gt;moving up of young and inferior
&lt;/p&gt;&lt;p&gt;men is not right and where as
&lt;/p&gt;&lt;p&gt;in my case a special intention
&lt;/p&gt;&lt;p&gt;is [arrived?] of keeping me degraded
&lt;/p&gt;&lt;p&gt;I call upon my friends to aid
&lt;/p&gt;&lt;p&gt;me in an advance that I had
&lt;/p&gt;&lt;p&gt;a fair showing of right for before

&lt;/p&gt;&lt;p&gt;The undersigned Officers of this 43rd Regt Ills. Vols. most respectfully beg leave to represent to Your Excellency the following facts ,with the request that Your Excellency would take immediate steps, to secure us the ends which we wish to attain.  According to the rules &amp;amp; regulations of the Muster-out of troops, the Hon. Veterans  of our regiment would have to be mustered out by companies separately and successively as they were mustered in, in August and September 1861. Those of companies "A", "B", &amp;amp; "C" have accordingly been mustered out.  The Mustering officer here contends that no company can be mustered out until after the expiration of the term from that date, where it had attained at least the minimum number of men; thus Companies "B" &amp;amp; "C" were not discharged until the 26th day of September, although these companies were mustered in almost a month previous to that time in 1861.  Capt Pitcher of the regular Army mustered and accepted into the service of the U.S. eight companies of our regiment during the month of September 1861, although some of them had not at the time attained the minimum number of men and issued to each of the comdg officers a 
&lt;/p&gt;

&lt;p&gt;copy of the Muster-in Role of their respective companies.  These organizations have since continued to excist and be paid as such, fully officered to the present day, without the least objection ever being offered by the Government either through the Adjs General, who viewed the regular Muster Rolls, or it's Mustering and Disbursing Officers. Two more companies, "I" and "K" organized at Benton Barracks Mo and mustered-in, the former on the 8th and the latter on the 29th November had also not the requisite number of men, and never had since, but were nevertheless accepted as organizations and continued. On the 16th day of December the first 8 companies were again mustered and sworn by Lieut N. F. Swett, 13th U.S Inftry.  This Officer promptly forwarded the Rolls of said Muster to Washington, which Captain Pitcher has evidently neglected to, for upon application being made by the regiment Comd'r for advice from the War Department when those Men belonging to companies, who never attained the Minimum, should be mustered out, as the case is not clearly defined in the general Mustering Regulations, answer was received here day before yesterday, that no more companies should be mustered out before the 16th of December 64,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as there was no record on File in the Adjt Genl's Office that any of the companies had been accepted previous to Lieut Swett's Muster on the 16th day of December 61. except Co "C" which company had previously been mustered by Capt Pitcher, and was entitled to be discharged Sept 5th 64.  How that single roll came to the Adjt Genl's hands, and no other, is impossible for us to tell.  At all rates the authority of Capt Pitcher's Muster is acknowledged and his signature on the roll retained by the company comdr's here, should be respected, and the men mustered out accordingly. The Adjt Genl. also confirms, that no company can be mustered out till after expiration of the term from the date where the same attained the Minimum Number.  But the Government certainly does not want to thus formally press the men into it’s service.  The Men swear on their Enlistment to serve Three Years, and after the faithfull performance of duty during this time they should be discharged.  No one in this regiment will refuse nor grumble about serving a reasonable time beyond he term should excigencies demand it, and a good many now have thus already served over a month longer, but to be held, for mere sake of the want of a clearly defined rule in such a case as ours, some three

Vols. most respectfully beg leave to represent to Your Excellency the following facts ,with the request that Your Excellency would take immediate steps, to secure us the ends which we wish to attain.  According to the rules &amp;amp; regulations of the Muster-out of troops, the Hon. Veterans  of our regiment would have to be mustered out by companies separately and successively as they were mustered in, in August and September 1861. Those of companies "A", "B", &amp;amp; "C" have accordingly been mustered out.  The Mustering officer here contends that no company can be mustered out until after the expiration of the term from that date, where it had attained at least the minimum number of men; thus Companies "B" &amp;amp; "C" were not discharged until the 26th day of September, although these companies were mustered in almost a month previous to that time in 1861.  Capt Pitcher of the regular Army mustered and accepted into the service of the U.S. eight companies of our regiment during the month of September 1861, although some of them had not at the time attained the minimum number of men and issued to each of the comdg officers a

                  <text>The Stuart-Hall family descends from Robert and Hannah Stuart. Robert, a Presbyterian minister and professor of languages at Transylvania University, married Hannah Todd, the aunt of Mary Todd Lincoln and Elizabeth Edwards. Robert and Hannah's son, John Todd Stuart, came to Illinois in 1828 after studying the law and immediately set up practice in Springfield. He fought in the Black Hawk War as a major in the battalion in which Abraham Lincoln had commanded a company. He served in the House of Representative from 1832-1836 serving with Lincoln. When Lincoln passed the bar, he practiced with Stuart until 1841. Stuart was elected to Congress, in 1838 defeating Stephen A. Douglas. After serving two terms, he went back into practice with Benjamin Edwards, but was then elected to the U.S. Senate in 1848, serving one term from 1848-1852. After being elected to the U.S. House in 1862 and serving one term, he returned to the practice of law with Edwards. In 1858, his son-in-law, Christopher C. Brown joined the firm. John T. Stuart also served as president of the Springfield City Railway Company, president of the Springfield Watch Company, president of the Betty Stuart Board of Trustees and Chairman of the Executive Committee of the National Lincoln Monument Association.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Stuart married Mary Virginia Nash of Jacksonville, Illinois on October 25, 1837. They had seven children: Elizabeth (Bettie), John Todd, Virginia, Frank, Robert, Hannah and Edwards. Bettie married Christopher C. Brown, a lawyer. After John T. Stuart&amp;rsquo;s death on November 28, 1885, Brown continued the law firm, eventually bringing his son, Stuart, into the practice.&lt;br /&gt;&lt;br /&gt;John Todd and Mary Virginia's son, John Todd Stuart, married Emily Webster Huntington. Their daughter, Mary Virginia Stuart married George Ketchum Hall and their children included George Stuart, Henry Huntington, and Archibald Stuart.&lt;br /&gt;&lt;br /&gt;The Stuart-Hay Families Papers at the Abraham Lincoln Presidential Library contain correspondence between several members of the Stuart family.                   <text>David Virgil Felts, a Decatur, Illinois, journalist, was born on January 31, 1900, in Marion, Illinois. Following high school graduation, Felts entered the University of Illinois at Champaign. In college Felts became the &amp;ldquo;Campus Scout,&amp;rdquo; the author of a humorous column about college happenings. This position at the university was also held by Gene Shalit, Allen Sherman, and others who later pursed careers in broadcasting and journalism. &lt;br /&gt;&lt;br /&gt;After receiving an A.B. from the University of Illinois in 1923, Felts became a reporter for the Louisville (Kentucky) Courier Journal. From 1923 until 1926, he worked as a sports editor for the Illinois State Register in Springfield, Illinois, and then served briefly as a United Press reporter. Following a year of post-graduate study at Harvard University, Felts returned to Springfield in 1928 and became an editorial writer and columnist. &lt;br /&gt;&lt;br /&gt;In December 1935, Felts joined the Lindsay-Schaub chain of newspapers as an editorial writer and moved to Decatur, Illinois. He became editorial page editor for the Decatur Herald and Review in 1958 and two years later, he was editorial page editor for the entire Lindsay-Schaub chain. Felts also wrote his own column, called &amp;ldquo;Second Thoughts.&amp;rdquo; The column contained folksy reminiscences about past events and observations on current affairs. &lt;br /&gt;&lt;br /&gt;Felts officially retired in 1967, but he continued to write his column three times a week for the Lindsay-Schaub newspapers. The column ran until Felts&amp;rsquo; real retirement at the age of seventy-five. In 1975, Felts moved to Ft. Pierce, Florida, with his wife. Felts died in March of 1985. &lt;br /&gt;&lt;br /&gt;Felts, who was interested in local and state history, was a long time member of the Illinois State Historical Society. He served as Society director from 1980 to 1983 and was elected vice-president in 1983. In July 1958, Felts was appointed by Governor William G. Stratton to the Illinois Lincoln Sesquicentennial Commission. Felts was also active in the Friends of the Decatur Public Library, serving as a trustee for the Library from 1951 to 1960 and as president of the board of directors from 1953 until 1955.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The finding aid for the David V.
