My Dear Sir

I take this opportunity to return you my sincere thanks for your kindness, also to ask another favor, that is if you feel free to. we are here three Illinois Regts with one Ohio Regt - the Col of which out ranks our Col a few days at present as Col Moore has no commission in pocket. we are willing to fight but do not want Ohio to have all the Glory We love Illinois next to the Union - now if you will call Gov Yates attention to the fact that if Col Robt S Moore Commission can be dated July 11th 1862, he Moore will out rank the Ohio Regt and then we will have an entire Illinois brigade - it is due to Illinois and to us - Col Moore authority for raising a regt was dated July 11th - I myself devoted all my time from the from the 19th day of July and spent four hundred dollars. it is all right but we want an Illinois brigade - our men and officers dislike to be rode over by Ohioans who are no better qualified than

Springfield Ill.

Dear Sir. I write you at this time to call to your notice a matter of great interest to the Union Men of this region, at this time. It is in regard to the appointment of S. F. Ross, again, as Brigadier General. I need not say to you, who have known him so long and so well, that he is a noble, thorough Union man. -- without any conditions, and whose heart is in the cause, but it might not be amiss for me to state to you that his resignation before, was unavoidable. Any one who has been acquainted with his domestic trials and affictions, will only wonder that he did not resign before he did. But now he is in a condition to go into the service again

He has closed up his business satisfactorily. his wife is dead, and son in lunatic asylum. Is it any wonder that he had to give up the service with these trials upon him. But we urge this matter because we believe he is the man for the place in every respect. and if this is so, and if he has proved himself above party in this struggle, should we not use our influence to get him his old position.

If necessary, I can send you the earnest petition of every Union Man in our County for this appointment.

Pardon me for the freedom I have exhibited in thus writing to you, but our long acquaintance, and the fact that among your many friends, I have been privileged to aid in some small degree to sustain you when before our people, has emboldened me.

I need not mention Genl

Ross's antecedents. You know he was a democrat before the War, but I might say that all the cajoling of his former political friends, has failed to move him an inch.

Hoping you may see your way clear to do something in this matter I remain

Hon. R Yates.

Yours Truly

John W Proctor

Proctor John W

Lewistown Feby 4 1864,

Wishes Governor to use his influence to secure the appointment of S F Ross as Brig General again -

Write him that I gave Ross a very strong letter - & will do everything &c

Also furnish to Gen Ross copy of the letter we sent to him - as he did not get it

Feb 9th 64

Acknowledged recpt & sent him copy of letter recommending Col. Ross for promotion

Hon F. A. Hoffmann,

Lt Gov of Ills,

Dear Sir

From our somewhat long & intimate acquaintance as Bankers in Ills I have concluded to ask a favor of you for My Brother. Jas. F. True 41st Regt Ills Vol I wish him appointed Maj of the regiment now raising at Mattoon Ill Col Jonathan Richmond Commanding. I can recommend him as in every way a most worthy man and will make an excellent officer. He has been in the service ever since the war began, has acquitted himself very honorably on all occasions and particularly at Ft. Donaldson and Shiloh until he was wounded at the latter place. At Ft Donaldson he procured and carried home the body of his uncle Capt E. W. True being unharmed himself though receiving a coat full of bullet holes. At Shiloh he fell early in the engagement from a ball in his neck but recovered only

to be forced off the field by his superiors He has been recommended by his Col for promotion and is highly recommended as a temperate man cool, daring, and always reliable.

Governor, I write you this plainly and frankly with some regret for my seeming want of Modesty, but excuse myself on the ground of right & Justice to one worthy and feeling you to be one from whom I can ask a favor. I will be much pleased if you will interest yourself with His Excellency Gov Yates and would write him also but knowing the pressure on his time will not bother him with so long a communication, when he will receive others on the subject.

He is now only a sergeant but gave way to recommend his cousin (& Son of the Capt) who was severely wounded when his father was killed at Ft Donaldson. Since then no vacancies have occured in his company Col Pughes recommendation went to the Governor. Please write me

and be pleased to inform me how goes our old Bank affairs I have & believe $1.008 yet in your assigners hands from my old Mattoon Bank accounts & will be pleased to know if payment will soon be made

I have just received a communication from Brother Dave with Genl Hurlbutt after Price. He informs me Genl Oglesby is reported dead our victory at Corinth complete. rebels routed & they Hurlbutts division pressing to cut off retreat. We have lost a good man & Gallant officer in Genl O. whose loss Illinois will mourn deeply.

Hope the war ticket will be successful at home. if any doubt about it Manage Some way to have the soldiers vote My regards to Mess Gelpoke & Siller when you see them. Siller was in pay department when I last saw him. I would myself prefer handling Money to writing Military orders.

I am Governor very,

respectfully,

John W True Adj to 54th Ill & Post Adjt Ill C.

John W True

Adjt 54th Reg,

Union City Tenn Oct 6 62

Recommending Jas. F. True sergt 41st Regt for major of the Regt now forming at Mattoon (Balance private to Gov. Hoffmann)

Office No. 63 Clark Street,

Chicago, May 26th 1863

Gov. Yates

Dear Sir

We have suffered a very severe loss here in the decease of Honl. Geo. Manierre, an upright Judge & a true Patriot.

I am of the opinion that to fill his place requires a great deal of care. In most instances of special elections we have been the loosers, will you listen to a few suggestions, made with deference & respect.

1st We have the Superior Court here of Concurent Jurisdiction, with the Circuit Court with three Judges in which

court the docket is now called once every month entirely through, which affords all the facilities for new business which are necessary for public convenience.

2d A special election would be very expensive and come at a time when our friends are most active in business & would hazard a defeat at a time when to have a coperhead on that bench would be of the utmost public annoyance.

3d The courts take a recess nearly every summer and do not pretend to do much business from first of June until October. And more especially this summer in the midst of the exciting news from the War. so that there is no pressing necessity for an

election until the regular fall election. The inconvenience to suiters in that court cannot certainly be as great as the public expence and the inconvenience of a special election now.

4th At the fall election we elect county and township officers and a judge and Clerk of the Superior Court, which will call out our friends and make a sure thing of our success, which in a special election is doubtful as the Coperheads will move heaven and earth to get a Judge in this county at this particular time.

There may be a few files lost to the clerk of that court - but that is of very little consequence to any one but to him

In view of the above reasons would it not be better to defer calling the election for the vacancy until it could be held in conjunction with the regular fall election.

This of course requires no answer. If we should hold an election now and get defeated we should feel very badly over the result.

I have no feelings over this matter, but only make the suggestion.

Very Truly your Friend

as ever

J. W. Waughop

Very Truly your Friend

as ever

J. W. Waughop
