&lt;/p&gt;&lt;p&gt;Calls attention to the condition of the 17th Ills Cav. at Alton Ills, Give statements in regard to date of Company organizations, States that the men at muster in received, one month pay, and 1st installment of bounty but have received no pay since, and they are complaining bitterly that their families are suffering,  The officers spent much money in Recruiting of the Regiment and some of them in the field outwith a cent of pay.  The Governor will feel greatly obliged if the Comd'g Genl. of the Dept, will cause them to be paid as quickly as possible and that 
the companies yet without arms equippments horses &amp;amp;c&amp;amp;c may be assisted in every way possible for him to help them. He also alludes to the fact that that the discipline and general tone of the Post at Alton is &lt;u&gt;miserable&lt;/u&gt; and that important and radical changes are necessary immediately.  Wishes the Comd'g General would send an &lt;u&gt;Inspector&lt;/u&gt; there at once and be apprised of the condition of the troops.  The newspapers (union) are giving "&lt;u&gt;Our Military Authorities&lt;/u&gt;" credit for shortcomings which endanger the rights of private citizens in those whom Union people desire to restrain in every way to benefit the Government at home and in the Army,   Encloses newspaper scrap touching the matter of pay complained of with editing remarks thereto added.

&lt;/p&gt;&lt;p&gt;Immediately following my interview with you on the 25th inst.  I have the honor to report that I visited Hillsboro, in Montgomery County, on the 26th inst. where I remained until the 27th, and as the result of personal and careful inquiry I am persuaded that no action can be lawfully taken on my part by which to disband the marauders in the locality of Van Buren or Hurricane, for the reason that their outrages are committed
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;wholly in violation of the civil laws.  And that the parties are all, so far as I can learn.  Citizens and refugee or renegade Missourians.
&lt;/p&gt;&lt;p&gt;A meeting of the leading citizens was called on my arrival at Hillsboro, which I attended.  At this meeting a general deliberation was had on the question of their difficulties, and the conclusion was fully arrived at, that the lawless organization in the county was composed of parties whose whole purpose is that of horse-thieving and robbery.
&lt;/p&gt;&lt;p&gt;It is fully ascertained that about 200 desperate characters have organized and established a camp in that vicinity which is made a depository for their plunder in general.
&lt;/p&gt;&lt;p&gt;It is also understood that this organization is under the leadership of a man named Clingman, who is represented as intelligent and desperate,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as well as well versed in Military regulations.
&lt;/p&gt;&lt;p&gt;They keep up their picket guard and permit nobody to pass their "lines" without the "countersign".
&lt;/p&gt;&lt;p&gt;Steps are now being taken by the citizens to have warrants issued against all parties who are known to belong to the organization, with a view of taken civil action in the premises by an appeal, if need be, to the Governor for the necessary force to effect their arrest and punishment by civil law.  Be assured, Colonel, if it should be made to appear that any action is necessary on my part, your directions will be promptly complied with.

&lt;p&gt;for 3 years - and was Discharged at Cairo Ills 27th January 1863 by reason of Surgeons certificate of disability, by order of General Tuttle - he Died at Jacksonville on the 12th day of June 1863 and his Widow claims his bounty $100 which he had never received, &amp;amp; like the rest of the Widows think she is entitled to his pension - said widow is left with 6 small children 1 born since his death &amp;amp; is in a tight place, she goes out washing &amp;amp;c to make a living, she has applied

&lt;p&gt;to some persons to try to get her the pension &amp;amp;c who tell he she cannot claim it nor can she get it, that is why I write to you to ask if it is not her due &amp;amp; if so how should she apply for it &amp;amp; I will look after it for her, I fear those she has applied to are not so truthful as they should be - is her claim different from any others, he enlisted in defence of his country &amp;amp; contracted a disease which brought on Death, that was equal to being Shot in my opinion - &amp;amp; then to be told you cant claim it he was not killed in action it is a queer doctrine

On the 1st day of August 1861 at Winchester Ills. William West Enlisted in Lieutenant W W Masons Company (F) 33 Regiment of Ills Infantry&lt;/p&gt;&#13;

&lt;p&gt;for 3 years - and was Discharged at Cairo Ills 27th January 1863 by reason of Surgeons certificate of disability, by order of General Tuttle - he Died at Jacksonville on the 12th day of June 1863 and his Widow claims his bounty $100 which he had never received, &amp;amp; like the rest of the Widows think she is entitled to his pension - said widow is left with 6 small children 1 born since his death &amp;amp; is in a tight place, she goes out washing &amp;amp;c to make a living, she has applied&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;to some persons to try to get her the pension &amp;amp;c who tell he she cannot claim it nor can she get it, that is why I write to you to ask if it is not her due &amp;amp; if so how should she apply for it &amp;amp; I will look after it for her, I fear those she has applied to are not so truthful as they should be - is her claim different from any others, he enlisted in defence of his country &amp;amp; contracted a disease which brought on Death, that was equal to being Shot in my opinion - &amp;amp; then to be told you cant claim it he was not killed in action it is a queer doctrine&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;Dear Governor,
&lt;/p&gt;&lt;p&gt;From the papers I learn the Governor of Ohio under the last call of the President for troops proposes to form Twenty new regiments of Infantry.  Not knowing what will be your system or policy with reference to the quota from our State I venture upon this communication.
&lt;/p&gt;&lt;p&gt;I will not presume upon giving advice nor would I ask the humble privilege of even making Suggestions but hope to be allowed to express my own views.
&lt;/p&gt;&lt;p&gt;Allow me to say in the beginning that I have long been thoroughly convinced that our old System of &lt;u&gt;recruiting&lt;/u&gt; has been very fatal to the interests of our army &amp;amp; country.  Volunteering is the proper plan of &lt;u&gt;forming&lt;/u&gt; an army when the war fever is high and the great national heart beats quick with a zealous patriotism but when the first 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ardour is over and the army is formed then keep its ranks &lt;u&gt;full&lt;/u&gt; by a sure unerring certain swift and merciless draft.
&lt;/p&gt;&lt;p&gt;That old commutation clause  (now happily repealed) was as useless as it was weak and unmanly.  Then let us have the draft and let it fall upon all all alike---make every Section and every one bear the proper burden.  I hope too it will not be our policy to form another &lt;u&gt;new&lt;/u&gt; regiment---no not one.
&lt;/p&gt;&lt;p&gt;We have now in the field one hundred skeleton regiments!  About half this number are Veteran organizations.  Let their ranks be filled to the &lt;u&gt;minimum&lt;/u&gt; at least, that those proud Stern gallant old regiments that have Shed so much lustre on our fair State, may hold their organizations and perpetuate their illustrious histories and glorious records of valor and virtuous renown.
&lt;/p&gt;&lt;p&gt;I ask this, in part, for the brave old 21st.  I think the regiment that has given to the Country a Lieut General, and that has achieved glorious results by its determined and unflenching Courage and Self-Sacrificing patriotism &lt;u&gt;ought&lt;/u&gt; to have some favors shown it,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;&lt;u&gt;though it never received any heretofore.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;It now has about Two hundred and Twenty men being nearly Two hundred veterans.
&lt;/p&gt;&lt;p&gt;It yet holds its organization but unless it obtains recruits will not be able to do so very long, for there will not be enough left to compose the Color-guard.  There are enough men for two full companies.  Then why not send it 6 or 8 full and organized &lt;u&gt;Companies&lt;/u&gt; of one or two years men and then again will be such a regiment as followed Col Grant from Springfield July 3d 1861!
&lt;/p&gt;&lt;p&gt;These Veteran regts have the pledge of the government that they shall hold their organizations while they have men enough to carry the Colors!
&lt;/p&gt;&lt;p&gt;This is one of the principal considerations of their reenlistment.  Then would it not be economical and justice and encouragement to the brave fellows to fill up their ranks?
&lt;/p&gt;&lt;p&gt;I ask this much as an old soldier, believing it to be the true interest of our government to do so.
&lt;/p&gt;&lt;p&gt;I have no &lt;u&gt;persona&lt;/u&gt;l interest in this matter other than that of patriotism and love of justice My time having expired and my health failing I left the &lt;u&gt;front&lt;/u&gt; on the 28th of June and am now in Chattanooga on temporary duty.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I am getting my papers in order and will very soon leave the Service.
&lt;/p&gt;&lt;p&gt;By reference to the politics of our Dist I suppose I will soon be a candidate for the Legislature  I have been asked to accept the nomination and &lt;u&gt;under the circumstances&lt;/u&gt; have concluded it was proper to do so and I am advised that I will be nominated when our convention meets at Mattoon Ills on the 3d day of next month.
&lt;/p&gt;&lt;p&gt;Something more than a month since I sent you a recommendation to commission 1st Asst Surg. James L.[Reat?] of my regiment in the position of Surgeon of Same regt vice Eden M. Seeley resigned.  Has there yet been any action taken in this case.
&lt;/p&gt;&lt;p&gt;If you see proper please address me at Chattanooga, don't give regiment as the letter would then go to the regiment in field.
&lt;/p&gt;&lt;p&gt;Hoping you may ever succeed in all your public aspirations and especially at our next election.

&lt;/p&gt;&lt;p&gt;Dear Governor,
&lt;/p&gt;&lt;p&gt;From the papers I learn the Governor of Ohio under the last call of the President for troops proposes to form Twenty new regiments of Infantry.  Not knowing what will be your system or policy with reference to the quota from our State I venture upon this communication.
&lt;/p&gt;&lt;p&gt;I will not presume upon giving advice nor would I ask the humble privilege of even making Suggestions but hope to be allowed to express my own views.
&lt;/p&gt;&lt;p&gt;Allow me to say in the beginning that I have long been thoroughly convinced that our old System of &lt;u&gt;recruiting&lt;/u&gt; has been very fatal to the interests of our army &amp;amp; country.  Volunteering is the proper plan of &lt;u&gt;forming&lt;/u&gt; an army when the war fever is high and the great national heart beats quick with a zealous patriotism but when the first 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ardour is over and the army is formed then keep its ranks &lt;u&gt;full&lt;/u&gt; by a sure unerring certain swift and merciless draft.
&lt;/p&gt;&lt;p&gt;That old commutation clause  (now happily repealed) was as useless as it was weak and unmanly.  Then let us have the draft and let it fall upon all all alike---make every Section and every one bear the proper burden.  I hope too it will not be our policy to form another &lt;u&gt;new&lt;/u&gt; regiment---no not one.
&lt;/p&gt;&lt;p&gt;We have now in the field one hundred skeleton regiments!  About half this number are Veteran organizations.  Let their ranks be filled to the &lt;u&gt;minimum&lt;/u&gt; at least, that those proud Stern gallant old regiments that have Shed so much lustre on our fair State, may hold their organizations and perpetuate their illustrious histories and glorious records of valor and virtuous renown.
&lt;/p&gt;&lt;p&gt;I ask this, in part, for the brave old 21st.  I think the regiment that has given to the Country a Lieut General, and that has achieved glorious results by its determined and unflenching Courage and Self-Sacrificing patriotism &lt;u&gt;ought&lt;/u&gt; to have some favors shown it,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;&lt;u&gt;though it never received any heretofore.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;It now has about Two hundred and Twenty men being nearly Two hundred veterans.
&lt;/p&gt;&lt;p&gt;It yet holds its organization but unless it obtains recruits will not be able to do so very long, for there will not be enough left to compose the Color-guard.  There are enough men for two full companies.  Then why not send it 6 or 8 full and organized &lt;u&gt;Companies&lt;/u&gt; of one or two years men and then again will be such a regiment as followed Col Grant from Springfield July 3d 1861!
&lt;/p&gt;&lt;p&gt;These Veteran regts have the pledge of the government that they shall hold their organizations while they have men enough to carry the Colors!
&lt;/p&gt;&lt;p&gt;This is one of the principal considerations of their reenlistment.  Then would it not be economical and justice and encouragement to the brave fellows to fill up their ranks?
&lt;/p&gt;&lt;p&gt;I ask this much as an old soldier, believing it to be the true interest of our government to do so.
&lt;/p&gt;&lt;p&gt;I have no &lt;u&gt;persona&lt;/u&gt;l interest in this matter other than that of patriotism and love of justice My time having expired and my health failing I left the &lt;u&gt;front&lt;/u&gt; on the 28th of June and am now in Chattanooga on temporary duty.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I am getting my papers in order and will very soon leave the Service.
&lt;/p&gt;&lt;p&gt;By reference to the politics of our Dist I suppose I will soon be a candidate for the Legislature  I have been asked to accept the nomination and &lt;u&gt;under the circumstances&lt;/u&gt; have concluded it was proper to do so and I am advised that I will be nominated when our convention meets at Mattoon Ills on the 3d day of next month.
&lt;/p&gt;&lt;p&gt;Something more than a month since I sent you a recommendation to commission 1st Asst Surg. James L.[Reat?] of my regiment in the position of Surgeon of Same regt vice Eden M. Seeley resigned.  Has there yet been any action taken in this case.
&lt;/p&gt;&lt;p&gt;If you see proper please address me at Chattanooga, don't give regiment as the letter would then go to the regiment in field.
&lt;/p&gt;&lt;p&gt;Hoping you may ever succeed in all your public aspirations and especially at our next election.

&lt;/p&gt;&lt;p&gt;Dr Long at New Orleans has been advised that our Board, for the want of authority, are obliged to decline appointing him Military Agent, and they esteem the instructions which have been sent him from this department as sufficient for his guidance in the sanitary work.
&lt;/p&gt;&lt;p&gt;I inclose his Commission, and that of John H Woods, for the approval and signature of your Excellency. 
&lt;/p&gt;&lt;p&gt;Lieut Woods was Adjutant of the 115th Ills. Infty, and was honorably discharged upon tender of his resignation occasioned by ill health.
&lt;/p&gt;&lt;p&gt;Iniatory steps are being taken by our Board to Open a Sanitary Department at the State Agricultural Fair at Decatur. My circular to the People awaits the Action of the Executive Committee today. If the Com. approve our proposal, the Circular will be published, and I beg leave to suggest that it be followed at once by a proclamation from yourself urging a most hearty patronage. &amp;amp;c. The Agency of Louisville has been tendered to Mr Dunseth. We propose to appoint one for Nashville Tenn.

&lt;/p&gt;&lt;p&gt;I inclose his Commission, and that of John H Woods, for the approval and signature of your Excellency. 
&lt;/p&gt;&lt;p&gt;Lieut Woods was Adjutant of the 115th Ills. Infty, and was honorably discharged upon tender of his resignation occasioned by ill health.
&lt;/p&gt;&lt;p&gt;Iniatory steps are being taken by our Board to Open a Sanitary Department at the State Agricultural Fair at Decatur. My circular to the People awaits the Action of the Executive Committee today. If the Com. approve our proposal, the Circular will be published, and I beg leave to suggest that it be followed at once by a proclamation from yourself urging a most hearty patronage. &amp;amp;c. The Agency of Louisville has been tendered to Mr Dunseth. We propose to appoint one for Nashville Tenn.

Mr. R. learns that his son is much worse and will in all probability soon die, he is very anxious to have him die at home.  and is on his way to Louisville to get him if possible.  I do hope you will give him such papers to your agents at Louisville as will forward his objects.

Blake, I take the liberty for so doing. You will recollect he wants a Lts: Com: in a Negro Regiment, please then to forward it at your earliest convenience. Allow me also to state to you that we are sadly neglectet here, we have no hospital for our sick and nobody to care for them, So far I have actet as hospital Stewart, waiter and paymaster, but when I am sick myself and have to lay round on the ground like a hog with the [murrain?] is rather an uphill bussiness. I know it is not your fault but we are your troops, and we obliged your call which was in my situation and position an uncommon sacrifice. The Commanding General here is either a base Copperhead or a very unfit person for his position, the Troops here have not been paid for 5 or 6 months and they have taken to Stealing on whatever they can lay their hands on, so that a common Soldier here is looked upon as a common thief. The lead management of the Federal Camp here, will increase the copperhead majority largely

Allow me also to state to you that we are sadly neglectet here, we have no hospital for our sick and nobody to care for them, So far I have actet as hospital Stewart, waiter and paymaster, but when I am sick myself and have to lay round on the ground like a hog with the [murrain?] is rather an uphill bussiness. I know it is not your fault but we are your troops, and we obliged your call which was in my situation and position an uncommon sacrifice. The Commanding General here is either a base Copperhead or a very unfit person for his position, the Troops here have not been paid for 5 or 6 months and they have taken to Stealing on whatever they can lay their hands on, so that a common Soldier here is looked upon as a common thief. The lead management of the Federal Camp here, will increase the copperhead majority largely
