&lt;/p&gt;&lt;p&gt;In view of this fact I would most respectfully request Your Excellency, not to submit my case to General Fuller; for I cannot now look for favors in

&lt;hr /&gt;that direction: nor can I consent to serve a man whom I know bears me no good will.
&lt;p&gt;If you will consent to order me back to the Arsenal; I will as hastily as possible adjust all things devolving upon me; and hold myself in rediness to resign the position which you so kindly bestowed upon me.

If there is any man acting in such capacity will you please hand him this note that the money may be ford. to him - if not already sent - at his earliest convenience, or looked after if sent and miscarried. &lt;/p&gt;&lt;p&gt;He can read and write and has excellent capacity, for commanding.  Is a very shrewd, and sensible man---prudent and yet as brave as any man.  He can raise a Company in two weeks and have them ready to start for place of rendezvous in that time.
&lt;/p&gt;&lt;p&gt;Bryant Smith another Colored man of this place I am informed has received permission to raise a Company.  Two companies can be raised almost immediately

&lt;/p&gt;&lt;p&gt;I recommend Stephen Price as more suitable to get up and command a military Company than any Colored man I ever knew.

&lt;p&gt;Sir: Stephen Price a colored man who was born and raised in this City, wishes permission to raise a company of Colored men to go into the Regiment of Colored men now forming in this State&lt;/p&gt;&#13;
&lt;p&gt;He can read and write and has excellent capacity, for commanding. Is a very shrewd, and sensible man---prudent and yet as brave as any man. He can raise a Company in two weeks and have them ready to start for place of rendezvous in that time.&lt;/p&gt;&#13;
&lt;p&gt;Bryant Smith another Colored man of this place I am informed has received permission to raise a Company. Two companies can be raised almost immediately&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;in this and adjoining Counties.&lt;/p&gt;&#13;
&lt;p&gt;I recommend Stephen Price as more suitable to get up and command a military Company than any Colored man I ever knew.&lt;/p&gt;&#13;
&lt;p&gt;He awaits anxiously the answer to this.&lt;/p&gt;&#13;
&lt;p&gt;If you authorize him to raise a company, please send instructions---and where to rendezvous---how to get there, and when to go. I dont think it will take him four days after he gets authority&lt;/p&gt;&#13;

&lt;p&gt;Answered Jan 8th 1864 authorizing Col Olney to appoint recruiting officers to assist Price &amp;amp; Smith and Enclosed appointment of Smith and Price as recruiting Officers signed by Capt [Bross?] and approved by Govr. Yates.&lt;/p&gt;&#13;
&lt;p&gt;Informed Olney that no commissioned positions were given colored men but that they should if successful in recruiting have highest non-commissioned rank&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;As all individual transfers are prohibited in this department, by special order.  I feel it my duty to ask you, to make application to the Secretary of War for special order for the transfer, of David J. King of Co G, 78th Regt. Ill Vol. and William Elder of Co E. 115th Regt Ill Vol.
&lt;/p&gt;&lt;p&gt;Mr King is at Hospital No 10 in this City, and is afflicted with reumatism; &amp;amp; has been in Hospital for eight months, and will not be fit for duty for months to come.  Mr King lives in Adams County Ill. wants to be transfered to Quincy in order that he may get to see his wife &amp;amp; children once in a while during his affliction.
&lt;/p&gt;&lt;p&gt;In the case of Mr Elder who is at Hospital No 1 in this city I wish him trnasfered because he has had a difficulty with his

&lt;/p&gt;&lt;p&gt;Surgeon, Mr Elder is a young man from Macon County Ill; was wounded in battle at Chatanooga "Shot through the Shoulder" his surgeon shoved him out of his way, and in doing so, hurt his shoulder, Mr Elder rather angrily told the Surgeon not to hurt his shoulder again; and for this the Surgeon put him to bed, and kept his clothes twelve days; keeping him in bed all that time.  I told Mr Elder to apply for furlough, but he said it was no use for him to ask a favor, of that Surgeon, Mr Elder is afraid he will be put in the Invalid Corps, and wishes to be transfered; he is a worthy young man a good Soldier, and I ask that he be sent to his own State
