</p><p>Permit me earnestly to call your attention to the services and qualifications of Col. Adolph Engleman of the 43rd Regiment Ills Vols. - and to recommend him for promotion to rank of Brigadier General of Volunteers.
</p><p>He entered service as Lieut Colonel of the 42nd in fall of 1861, and performed gallant service in the campaign in Western Missouri that year - He led his regiment during the bloody days of Shiloh in such a manner as to receive the most favorable mention in official reports of that battle and from July until November 1862.

<p>On 19th December 1862 in command of Detachments of the 43rd [illegible] Ills and 11th Ills and 5th Ohio Cavalry he severely defeated Forrest at Salem Cemetery three miles East of Jackson Tennessee.-During Spring of 1863 he distinguished himself in West Tennessee in operations against guerillas.
</p><p>Since May 1863, he has commanded Brigade or Division constantly. In the advance and capture of Little Rock. He commanded 2nd Division of the Army of Arkansas. - The fearlessness, skill and eminent success with which the Col. has ever led his troops in the presence of the enemy, & the high state of discipline enforced by him in his command, recommends him to the most favorable consideration. He was also in the Mexican War and bears scars from those battlefields which enhances his claims for promotion-

</p><p>During the last week a band of outlaws from Missouri and perhaps aided and abetted by disloyal residents of Jersey Co Illinois near Alton, have seriously disturbed the peace of the neighborhood, by robbing peaceable and loyal citizens and stealing and destroying their property The civil authorities are represented to be powerless to enforce law or preserve the peace. - These outrages are committed clandestinely and are not within pervue of statute of the State authorizing the employment of a militia force - and if they were, the use of militia at the crisis is imprac-

Weir of the 10th Kansas Commanding Post at Alton Ills. one or two companies of Cavalry to be held by him to meet requisitions made by myself or civil officers of the State for force to compel obedience to writs issued by our Courts for arrest of disloyal persons or if need be to scatter and overthrow armed bands assembled in that vicinity.
</p><p>There are no more United States troops in this State than are actually required to perform necessary garrison duty at different posts and it is believed that no force can be obtained in this Military Department.
