&lt;/p&gt;&lt;p&gt;been occationed by the Smal Pox that 
&lt;/p&gt;&lt;p&gt;I caught last Spring while [paying?] 
&lt;/p&gt;&lt;p&gt;Hospitals.  I have never asked to 
&lt;/p&gt;&lt;p&gt;be favored before and here been in the 
&lt;/p&gt;&lt;p&gt;Service now [ten?] years, 
&lt;/p&gt;&lt;p&gt;and since I have been so low that my Dr said 
&lt;/p&gt;&lt;p&gt;that I could not get up, but I did 
&lt;/p&gt;&lt;p&gt;&amp;amp; returned and then [diseased?] were 
&lt;/p&gt;&lt;p&gt;contracted in the Service and while

&lt;/p&gt;&lt;p&gt;I have the honor to inform you that in the early part of June last I was placed in command of the 69th Regiment Ills. Vols. which with the 67th Regiment Ills. Vols. (both three months troops) were organized for Garrison duty at this Camp in charge of Prisoners of War, and as senior Officer was directed to assume command of the Camp.
&lt;/p&gt;&lt;p&gt;Upon the expiration of the term of service of the above Regiments, or soon after, they were mustered out of service.   But, as there was at that time much business connected with the Prisoner of War unsettled and also
&lt;/p&gt;
&lt;hr /&gt;several Regiments &amp;amp; Batteries of Illinois Volunteers then being organized for the field at this Camp and no Officer here to relieve me, at the suggestion of His Excellency Governor Yates an order was received from yourself continuing myself &amp;amp; staff in service until the first of January 1863 and which term of service now being nearly expired, before retiring, I beg leave to call your attention to a few facts which I regard important for the Government to consider without delay.
&lt;p&gt;I have the honor to enclose a hasty sketch of the history of this Camp and beg leave to say that there have been a large number of claims presented to me for occupation of grounds by Illinois Volunteers in this Camp and around it, together with damage to said property which I am well satisfied if promptly investigated and adjusted at this time will save the Government large sums in the future and do justice to many loyal citizens residing in the vicinity of the Camp.
&lt;/p&gt;&lt;p&gt;I beg leave also to inform you that on the 30th of October last Brig. Genl Tyler who arrived her in charge
&lt;/p&gt;
&lt;hr /&gt;of the paroled troops from Harper's Ferry assumed general command at this Camp as per enclosed Order (Genl. Order NO 1) and that during the stay of these Troops in this Camp much damage to Government and private property was sustained by reason of the violence and insubordination of these troops.
&lt;p&gt;Just previous to his leaving Camp Douglas Brig. Gen'l Tyler issued the enclosed order (No 43) convening a Board of Survey to ascertain the damages to the Fair-Grounds near this Camp, and occupied by a part of the paroled Troops, and several thousands of dollars of claims have already been presented for damages by destruction of building and fences and there are a considerable number of other claims being presented not included in the order of Brig. Genl Tyler for investigation, which, together with claims for occupation of grounds and damages to property by Illinois Volunteers running back through 1861 make it my duty to communicate with you for information or instructions.
&lt;/p&gt;
&lt;hr /&gt;I have the honor, General, to inform you also that the large number of deserters and stragglers through-out the State, as also the large amount of Government clothing and other property which appears to be stolen and brought or sent home from the Army seems to call for some more efficient measures to save the Government from terrible losses.  An Officer specially detailed for this State with a small force charged with the duty of securing public property and arresting and sending to their Regiments stragglers and deserts, collecting Government clothing and other property stolen or otherwise, within the State, would probably meet this necessity.

&lt;/p&gt;&lt;p&gt;I do not like to ask the Govener to do any thing for myself, while there are such a host of applicants for positions.  But I will say to you, that I would like one of the new Brigades to be formed, unless there are better men to take them all.
&lt;/p&gt;&lt;p&gt;If I had that authority now, I believe that I could be of much Service at this moment in organizing the new Regiments.
&lt;/p&gt;&lt;p&gt;If the Govenor and yourself think as I do, I would like to have the authority from Washington at once, &amp;amp; by telegraph, so that not a day may be lost,   But if it is not entirely Consistent, or would embarras your
&lt;/p&gt;

&lt;p&gt;A couple of gentlemen you will remember kindly presented my name at or about the time Genl Hurlbut was appointed, to Govener Yates &amp;amp; Mr Lincoln, and Mr Lincoln saw to one of them, that I would have been appointed (as I am informed) upon the papers presented to him, but for the appointment of Genl Hulburt which had just been made, and I requested the Gentlemen (who undertook the matter voluntarily) to drop it.

I was under the impression there, that you might have changed you mind about going east at that time, not hearing from you.
&lt;/p&gt;&lt;p&gt;I beg to say Govener, that A N Van Buren late Adjutant of the 69th Rgt Ill Vols &amp;amp; Post Adjutant at Camp Douglas while under my Command, desires the position of &lt;u&gt;Major&lt;/u&gt; of the new 121st Rgt to be organized under Colonel Hough. I understand that Colonel Hough and Lt. Col Pickett, are quite well
&lt;/p&gt;
&lt;hr /&gt;Satisfied with the arrangement provided it meets &lt;u&gt;your approbation&lt;/u&gt;, and if it should so meet with your approbation, will you be kind enough to signify it Colonel Hough.
&lt;p&gt;Van Buren made one of the best Post Adjutants that could have been found.
&lt;/p&gt;&lt;p&gt;I wrote to the Adjutant General from New York, requesting him to see you and send me such a letter as you could consistently sign, but he was absent from home, as he told me when here recently and I believe he is still at home sick.

The people are right, or generally so, but are fast loosing confidence in the management of the Administration and to some extent becoming desparate.  Our people admire a man of boldness and Pluck And it seems to me are fast approaching that condition when if such a man should strike [and?] might inaugurate a fearfull revolution at home that would require all the resources of the government to subdue. 
&lt;/p&gt;&lt;p&gt;I fear that serious demoralization is in some portions of our army and I think certainly the trash is equal to the Consumptive and there the fearfull extravagance &amp;amp; plunder.  Oh for a man at the head of the War Department of brains, honesty, &amp;amp; pluck to
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;inaugurate a reform and restore the sinking spirits of our people and discipline in our Army.
&lt;/p&gt;&lt;p&gt;I see that perfect harmony does not prevail at Springfield.  But Governor you are in a position to make the issue boldly with the radical opposition and all conservatives will be with you.
&lt;/p&gt;&lt;p&gt;I beg pardon for trespassing upon your time with the above suggestions but as I sat down to drop you a line they were in my mind.
&lt;/p&gt;&lt;p&gt;I have just this moment cut the enclosed slip out of this mornings Times and as it in effect what as you know -- I have suggested for Illinois or the North that I send it.  
&lt;/p&gt;&lt;p&gt;This will be found indispensible for the efficiency of the Army and Stop Some of the plundering.
&lt;/p&gt;&lt;p&gt;After the Adjutant General relieved me from duty at Chicago I advised him that I should visit New York for a few days and I expecting to have heard from him here, but I may not remain here now long enough to receive my Communication unless by telegraph. My acquaintance however in the N. + W. parts of our county is rather limited and I could not furnish a very full or perfect list of the prominent union men in those portions of the county above named with their post office address until I obtain the necessary information, which will consume several days. If however you have no persons in those parts of the county to furnish you the lists desired, I will at once take the necessary steps to furnish as complete a list as possible, and as quick as possible.
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
I will at once proceed to make a list so far as my acquaintance extends, + forward to you in a day or two say on Saturday next, at for the rest.
