Knox ever writes a letter) but since I wrote it, I have known more &amp;amp; better of you.  I'll tell you how I acquired my knowledge.  I have just recd a letter from my more than "well beloved son" &lt;u&gt;George&lt;/u&gt;, of Capt. Silversparre's Battery at Pittsburg Landing, in which he speaks of your kind &amp;amp; &lt;u&gt;condescending&lt;/u&gt; notice of him on that bloody battle field &amp;amp; invitation to call in the eve'g at your quarters.  For that, Governor, my heart gushes its warmest thanks.  I may copy our Saviours language &amp;amp; say to you, "whosoever doeth it to me of the least of these (my babies) doeth it unto me".  Yates,

Chase a counselor in this City) for the pardon of John Alias Jack Maginnis and [Burchard?] Rooney who were convicted of an assault upon one of our Police Officers and Sentenced at the Juy Term of the Recorders Court for one year in the County Jail.
&lt;/p&gt;&lt;p&gt;Mr. Chase advises me that he has as yet received no communication from you in relation to the matter.
&lt;/p&gt;&lt;p&gt;I have confirmed fully with the Police officers who claimed to have been assaulted and permit me to say that having had cognizance in relation to the facts as to those parties I concur fully with judge Van Buren in the request that they be pardoned and respectfully ask you to grant them a pardon immediately

&lt;/p&gt;&lt;p&gt;The Senatorial question is causing considerable feeling in our quarters. I enclose your specimens from our Co papers. the short piece is from Galesburg Democrat Dec 1. [Beatty?] of the Rep gives some very good reasons why you should be senator, and I dont see how he gets his conclusion from his premises.
&lt;/p&gt;&lt;p&gt;I know of only one thing that will prevent our folks from uniting on you. Many regard
&lt;/p&gt;&lt;p&gt;over
&lt;/p&gt;

&lt;p&gt;it as very important to send a Temperance Man, and profess to be afraid of you on that question. If we could have some pledge or assurance from you that we might depend upon your abstinence while at Washington, it would make a great difference in the feeling.

Permit me to make a suggestion: the election on the ratification of the Constitution is likely to call out a verry large vote. Now I propose for your consideration

Our chance of filling them with Republicans – that is the districts we carried in '60 will be promoted by a full vote – though we shall loose by the absence of the soldiers. In the Peoria and Stark district the chances are perhaps against us – but Ingersoll's Cavalry which has just left are said to be mostly Democrats, and mostly from Peoria and Fulton.

&lt;/p&gt;&lt;p&gt;Well we have beaten a secesh constitution – provided we are not cheated on the soldiers vote.  A circular has been sent out from Springfield signed by [illegible Hicocks?] addressed to prominent democrats imploring them to unite &amp;amp; cause to be written letters to the democrats in the army to vote for the constitution &amp;amp; giving the present location of all the regiments.  It is said that thousands of those circulars have been sent out. You better have some one to look into this matter They will cheat us if they can.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;What about the extra session?  We hope you will not risk calling one, without previous careful consultation with the prominent Republicans.  We of the Tribune are firmly of opinion that it would be unwise policy and perhaps fatal, to call it together.  We think our party has every thing to loose and nothing to gain by such step.  Had the constitution been adopted it might have been proper to convene it as a “forlone hope” on the grounds that we had some thing to gain but nothing to loose, but since the dog is dead the case is exactly reversed  In the first place the cost of an extra session will be awfull harped on by
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the Democrats &amp;amp; is a serious objection.  2nd That stumptail legislature is in bad odor with the public.  3rd   We can not secure a maj. in each house without resorting to steps that are wholly indefensible before the people.  We can not justify or apologize for restoring Dr. [Coyers?] or Bestor to their seats, and furthermore Ogden can not be induced to vote for their retention.   4th It will not do to order a special election in one district to fill a vacancy and not in another.   5th  [Learn?] that the Chicago Times folks say that if special elections are not ordered in the Sangamon, Peoria, Coles &amp;amp; Decatur districts elections will nevertheless be held in them.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;6th  It is better as it is that there are only 13 districts for Congress, as you can order or recommend the 14th member by general ticket, and the naming of such candidate will excite interest throughout the State, will bring out a full Republican vote, thereby save the doubtful and close legislative districts and give us 8 of the 13 M.C.'s.  There can be no doubt but Congress will promptly admit such member under the peculiar circumstances of the case.  These are the views of the matter held by our leading Republican friends of Chicago and Northern Illinois. I wish I could see you personally on the subject.

&lt;/p&gt;&lt;p&gt;As to the Senatorship I presume I may say that it is no secret here that you would be pleased to be chosen and I will say plainly and candidly that I deem your chances for the place tenfold better at the hands of the next legislature, because 1st the chances are immense against our having control of both branches, or either for that matter – the senate we can't get.  Ogden will not sanction the scheme to have Bestor and [Coynes?] take the seats they resigned or vacated  2nd  The prejudice and wrath against you for calling together an extra session for the purpose

Let us husband all our strength for the decisive struggle next fall.  Let us keep the field clear of impediments and do not let personal ambition do any thing to peril our cause.

&lt;/p&gt;&lt;p&gt;Well we have beaten a secesh constitution – provided we are not cheated on the soldiers vote.  A circular has been sent out from Springfield signed by [illegible Hicocks?] addressed to prominent democrats imploring them to unite &amp;amp; cause to be written letters to the democrats in the army to vote for the constitution &amp;amp; giving the present location of all the regiments.  It is said that thousands of those circulars have been sent out. You better have some one to look into this matter They will cheat us if they can.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;What about the extra session?  We hope you will not risk calling one, without previous careful consultation with the prominent Republicans.  We of the Tribune are firmly of opinion that it would be unwise policy and perhaps fatal, to call it together.  We think our party has every thing to loose and nothing to gain by such step.  Had the constitution been adopted it might have been proper to convene it as a “forlone hope” on the grounds that we had some thing to gain but nothing to loose, but since the dog is dead the case is exactly reversed  In the first place the cost of an extra session will be awfull harped on by
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the Democrats &amp;amp; is a serious objection.  2nd That stumptail legislature is in bad odor with the public.  3rd   We can not secure a maj. in each house without resorting to steps that are wholly indefensible before the people.  We can not justify or apologize for restoring Dr. [Coyers?] or Bestor to their seats, and furthermore Ogden can not be induced to vote for their retention.   4th It will not do to order a special election in one district to fill a vacancy and not in another.   5th  [Learn?] that the Chicago Times folks say that if special elections are not ordered in the Sangamon, Peoria, Coles &amp;amp; Decatur districts elections will nevertheless be held in them.

&lt;hr /&gt;
&lt;p&gt;6th  It is better as it is that there are only 13 districts for Congress, as you can order or recommend the 14th member by general ticket, and the naming of such candidate will excite interest throughout the State, will bring out a full Republican vote, thereby save the doubtful and close legislative districts and give us 8 of the 13 M.C.'s.  There can be no doubt but Congress will promptly admit such member under the peculiar circumstances of the case.  These are the views of the matter held by our leading Republican friends of Chicago and Northern Illinois. I wish I could see you personally on the subject.

Ogden will not sanction the scheme to have Bestor and [Coynes?] take the seats they resigned or vacated  2nd  The prejudice and wrath against you for calling together an extra session for the purpose

Let us husband all our strength for the decisive struggle next fall.  Let us keep the field clear of impediments and do not let personal ambition do any thing to peril our cause.

The continuance of such sticks in place, after they have demonstrated their worthlessness, is a confession that the war is to be carried on as it has been carried on heretofore, and that the vigor and courage of the Republic are to be frittered away in the objectless duties which these slave-worshipers impose upon their men.  But we can at least hope that our Illinois troops, now under Buell, may be ordered to another field where they will have a chance to meet the foe, and where their exertions for the Union may not be confined to the guarding of the chicken-roosts and truck patches of their rebel enemies.   Two of the best regiments that Illinois has sent into the service-- the 19th and the 24th --made up of as good material as can be found anywhere – are now under the grievous weight of Don Carlo's displeasure; are broken up into squads of twenty men each, and are scattered, or are to be scattered, along 150 miles of railroad, to guard the track, stop leaks in water tanks, and keep rebel geese from being run over by the trains-- a kind of service that new recruits can best perform, and that is intentionally disgraceful to have who have been a year in the field.  For this purpose these regiments were taken from the front where they have been from the beginning, and were sent to the rear. Their offense is a grave suspicion on the part of Gen. On the other hand if the present one is let alone, we shall carry the next one - as the war will then be over, the soldiers home, and the [adium?] of forcing a [fever?] and dividing the [illegible] will rest on the heads of the

&lt;/p&gt;&lt;p&gt;Do for heaven's sake confidentially warn Dr Mack and other Republican members that you will veto that swindling old McAllister Sebbens claim which the lobby is trying to angle thro' the legislature.  
&lt;/p&gt;&lt;p&gt;Tell them candidly that it will kill every Republican who votes for it  
&lt;/p&gt;&lt;p&gt;We shall certainly denounce any one of them to their constituents in the Tribune  
&lt;/p&gt;&lt;p&gt;What makes me indignant is to see Republicans smelling around this putrid old carrion like

&lt;p&gt;so many dogs, with their tongues lolling out to get a piece of the nasty stuff, and are willing to allow the Congressional and Legislative apportionment bills to pass, and the bill breaking up our courts in Cook Co.   
&lt;/p&gt;&lt;p&gt;This is a fearful price to pay to earn infamy and plunder.  If that legislative bill passes we shall not again have a Republican legislature for eight years.  On the other hand if the present one is let alone, we shall carry the next one - as the war will then be over, the soldiers home, and the [adium?] of forcing a [fever?] and dividing the [illegible] will rest on the heads of the

All that W. said to me was that the North and of the State was entitled to the senatorship.

                  <text>Frank E. Stevens was a lawyer, banker, newspaper editor and writer based in Illinois. Stevens was born and educated in Dixon, Illinois. He studied law in Sycamore, Illinois, and was admitted to the bar in 1877. Shortly after that he moved to South Dakota where he operated the Beadle County National Bank until 1890 when he moved to Chicago and worked in a brokerage business. &lt;br /&gt;&lt;br /&gt;In 1907 Stevens returned to Sycamore, Illinois, where he published the Dixon Weekly Citizen and later the Sycamore Tribune. He retired from the newspaper business in 1928 and was elected mayor of Sycamore in 1931. &lt;br /&gt;&lt;br /&gt;Governor Henry Horner appointed Stevens to the War Records Division of the office of the Adjutant General. Stevens was a historian who authored several historical works including The Black Hawk War. Stevens used the majority of the items in the collection while researching and writing The Black Hawk War.&lt;br /&gt;&lt;br /&gt;The Black Hawk War (1832), although brief, has much significance for Native American history. In April, tribal groups of Sauk, Meskwakis, and Kickapoo, led by Chief Black Hawk of the Sauk, crossed the Mississippi River from Iowa into Illinois. Known as the British Band, they claimed lands under the 1804 Treaty of St. Louis, a treaty the whites disputed. Fearful, militia&amp;rsquo;s fired on the Native American delegation in what led to the Battle of Stillman&amp;rsquo;s Run, a resounding defeat for the militias. Black Hawk was eventually defeat, however, at the battles of Wisconsin Heights and Bad Axe. Historically, the Black Hawk War legitimized and strengthened forcible relocation of Native American tribes further west.&lt;br /&gt;&lt;br /&gt;The finding aid for the Frank E.                   <text>David Davis, a lawyer, politician, distinguished jurist and businessman, was born in Maryland, educated at Kenyon College in Ohio, and studied law at Yale University. Davis married Sarah Woodruff Walker in 1838 and they had five children including George Perrin Davis and Sarah "Sally" Davis. &lt;br /&gt;&lt;br /&gt;In 1844, Davis won election as a Whig to the Illinois Legislature, and four years later was elected Judge of Illinois Eighth Judicial Circuit, where he served on the bench during Lincoln's remaining years as an attorney on the circuit. The two became close friends, and Davis worked diligently as Lincoln's campaign manager at the 1860 Republican nominating convention in Chicago. &lt;br /&gt;&lt;br /&gt;In 1862, President Lincoln appointed Davis to the United States Supreme Court, where Davis wrote the majority opinion in Ex parte Milligan, a landmark decision restricting the rights of military courts to try civilians. In 1877, he resigned from the court after being elected to the United States Senate by the Illinois Legislature. Davis served as Senate president pro tempore from 1881 to 1883, and was known unofficially as "Mr. Vice President." He retired from the Senate in 1883.&lt;br /&gt;&lt;br /&gt;&lt;span&gt;Davis invested in real estate with De Witt County attorney, Clifton H. Moore, and became a man of considerable wealth. He had the distinction of being the largest landowner in Illinois.
