                  <text>Francis Arnold Hoffmann was born in Hereford, Westphalia, Prussia, and came to the United States to escape conscription. Hoffmann settled in Chicago in 1839 where he studied for the ministry and was put in charge of the Lutherans in northeastern Illinois serving as pastor in Dunklee's Grove until 1847. In 1847 Hoffmann was named pastor of St. Peter Lutheran Church in Schaumberg. &lt;br /&gt;&lt;br /&gt;Four years later, he quit the ministry and moved into Chicago where he studied law and engaged in real estate and the insurance business. He was named to the Chicago City Council in 1852, serving through 1860. Hoffmann established a bank in 1854 which failed during the Civil War. Hoffmann was appointed consul for several German states and he was the first editor of the German newspaper, Illinois Staats Zeitung. &lt;br /&gt;&lt;br /&gt;He was one of the organizers of the Republican Party in Illinois and in 1860 was elected Lieutenant Governor of the state. Hoffmann established the International Bank at Chicago in 1866 and was active in restoring banks and businesses after the Chicago fire in 1871. &lt;/p&gt;&lt;p&gt;The remarks of the Commission upon the sanitary condition of the camp, are doubtless, to a very great extent, if not wholly, just –  How far the officers in charge were responsible for the abuses complained of, and how far these abuses arose from circumstances beyond their control, is matter of some doubt.
&lt;/p&gt;&lt;p&gt;Upon taking command here, last week, this subject was brought to my notice immediately. Major Heffernan,

&lt;/p&gt;&lt;p&gt;On Sunday the 31st ult. we were informed by reliable authority that armed men were assembling at a point ten miles distant from Paris Edgar Co Ills. where ourselves &amp;amp; some of our men were enjoying the furloughs granted to Veteran Volunteers and that one hundred and fifty of these armed men were approaching Paris for some unknown purpose. As one soldier had been killed and others maltreated in Edgar Co within the past few months we deemed it our duty to assemble &amp;amp; arm our men for defense against threatening violence and there quietly occupy some defensible points which we did. We chose the Court house and occupied it in a quiet and orderly manner. Soon after a party of armed &amp;amp; mounted men came in from the direction in which we were informed the mob were and when within hailing distance dared us to fight and then fell back a short distance. We sent out a small 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;party of our men with an officer to capture them or otherwise ascertain the object of their coming against us. 
&lt;/p&gt;&lt;p&gt;As our party approached them they fired upon it and fled we returned the fire wounding one who is supposed to be the commander of the mob in the field - Johnston. We captured four of their horses. We remained on arms all night as we were were informed they intended 'a raid' on the town.
&lt;/p&gt;&lt;p&gt;On the 1st inst. Amos Green a lawyer of Paris who was arrested for treason sometime since and is now under bonds for his loyal behavior confessed that he had sent a messenger to that part of the county from which these armed men came for arms &amp;amp; men to come to Paris to protect some property against which no demonstration had been made by soldiers or any one else. He admitted this to the undersigned and two days afterward promised to send out and disperse the mob. He did send out one O'Hair former Sheriff of the Co and on the 4th inst. we learned the mob had dispersed. Amos Green clearly proved his control of the armed force by convening &amp;amp; dispersing them at pleasure and we consider

&lt;p&gt;him responsible for the attack &amp;amp; disturbance on the 31st ult.

&lt;/p&gt;&lt;p&gt;I have the honor to state that in accordance with your request I called upon the President yesterday, in company with Mr Arnold and Mr Levett, and represented to him your views, as expressed to me, regarding affairs in our State-
&lt;/p&gt;&lt;p&gt;The President does not appear to apprehend any serious disturbances north of the Ohio, but admits that situated as you are, with no official Militia law, and with no troops stationed within the State, except such as are guarding prisoners, the State authorities would be in an embarrassing situation if any considerable uprising of Copperheads should occur, and directed me to say to your Excellency, that any measure you should think proper to submit in a definite form, should receive consideration - 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;As I was not authorized to do so, I did not attempt to propose any thing, but said that there were two things requisite to secure the State against such outbreaks - One was troops, and the other a Military Commander having jurisdiction coextensive with the State, and who could be called upon at all times when necessary by the Governor - That you had neither one nor the others at present.
&lt;/p&gt;&lt;p&gt;I respectfully suggest whether it would not be well to ask authority to raise troops, to such numbers as you may deem necessary, for service within the State and not elsewhere, for six months, covering a period beyond the Presidential election - If that may be passed without disturbance, I believe there will be no danger thereafter -
&lt;/p&gt;&lt;p&gt;Without troops, the Military Commander would be useless.

&lt;/p&gt;&lt;p&gt;I have the honor to state that in accordance with your request I called upon the President yesterday, in company with Mr Arnold and Mr Levett, and represented to him your views, as expressed to me, regarding affairs in our State-
&lt;/p&gt;&lt;p&gt;The President does not appear to apprehend any serious disturbances north of the Ohio, but admits that situated as you are, with no official Militia law, and with no troops stationed within the State, except such as are guarding prisoners, the State authorities would be in an embarrassing situation if any considerable uprising of Copperheads should occur, and directed me to say to your Excellency, that any measure you should think proper to submit in a definite form, should receive consideration - 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;As I was not authorized to do so, I did not attempt to propose any thing, but said that there were two things requisite to secure the State against such outbreaks - One was troops, and the other a Military Commander having jurisdiction coextensive with the State, and who could be called upon at all times when necessary by the Governor - That you had neither one nor the others at present.
&lt;/p&gt;&lt;p&gt;I respectfully suggest whether it would not be well to ask authority to raise troops, to such numbers as you may deem necessary, for service within the State and not elsewhere, for six months, covering a period beyond the Presidential election - If that may be passed without disturbance, I believe there will be no danger thereafter -
&lt;/p&gt;&lt;p&gt;Without troops, the Military Commander would be useless.

                  <text>Governor Henry Horner (1933-1940) was elected in 1932 and reelected in 1936; however, he died in office during the third year of his second term. Horner was committed to cleaning up corruption in the Chicago-run Democratic Party machine. An expert on Abraham Lincoln, Horner was an avid collector of Lincoln artifacts and papers. His huge collection of Lincolniana became the foundation of the Illinois State Historical Library and its successor institution, the Abraham Lincoln Presidential Library. Governor Horner also holds the honor of being Illinois's first Jewish governor.&lt;br /&gt;&lt;br /&gt;Items in this collection include portraits of Governor Horner, images from President Franklin D.
