Kirk Esq of Sterling has called on me on his way to Springfield stating that he has been chosen Colonel of a Regiment to be raised in his judicial district and is intending to apply to you to have his Reg. rec'd He also states that he knows you but slightly & has asked of me a letter, I say nothing of him from a personal desire that he should be received what I state is from a knowledge of Mr Kirk and a desire to give efficiency to the service.
