You must have fascinated the Col, for ever since you left he has been especially kind and generous, only yesterday he sent for me to know if I would like a situation with Col. Fry the Provost Marshal General. now dear Govenor my present salery just barely pays expenses as I have a family, (my wife lost quite all she had by the "Emancipation of slaves in the District of Columbia what she did get was so depreciated as to net only a smal sum,) and if it would not be presuming to much upon your valuable time I would ask as an especial favor that you write the Col (Elias M Greene) a personal letter simply thanking him for the interest he takes in me, on your account, etc., and I feel confident that I would secure the promotion.
&lt;/p&gt;&lt;p&gt;Nothing I assure you would so delight me as to be
&lt;/p&gt;

&lt;p&gt;of service to you.

&lt;/p&gt;&lt;p&gt;Hooker's Telegrams in the way of Rebel prisoners are swarming the avenues and streets for the past three or four days, and all goes well, I must tell you a good joke, for General Hooker, so the report goes, Halleck when he heard that Hooker had crossed the Rappahanock telegraphed that it was a bad move and for him to retrace his steps. Hooker replyed "I'll be d-d if it is, &lt;u&gt;I'm&lt;/u&gt; runing the Army of the &lt;u&gt;Potomac&lt;/u&gt; and if you do not stop sending me telegrams I'll be d-d if I d'nt cut the wires"

The War Department has authorized the undersigned to receive twelve companies of cavalry to form a regiment of cavalry for State service, to serve three years or during the war. Rogers raised very nearly a full company and had men in camp here for near three weeks. Theodore Gatewood and A. P. Stephenson inform me to night that they have seventy-five men -
&lt;/p&gt;&lt;p&gt;They now have twenty-five men in Camp here - they came in to day. Their other men are to be in to-morrow. Several other companies are now forming in this and adjoining Counties. Col. Kirkhaus now advises Rogers &amp;amp; Gatewood &amp;amp; Stephenson that Sec. Stanton has revoked the order authorizing him to raise the Regiment.
&lt;/p&gt;&lt;p&gt;A number of men have been put to serious trouble and expense, which they cannot well lose, and yet which they cannot get back, unless they now be allowed to go on and raise one or two companies.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Will you not authorize the raising at least two Companies of Cavalry under the order of the Sec of War of 9th February 1863. to be raised here - let them rendezvous any where - Chicago, if advisable -
&lt;/p&gt;&lt;p&gt;A regiment of Cavalry or Infantry can be raised in Lower Egypt (this Cong. Dist.) in short time for guard &amp;amp; protection of the State, or for U. S. service if some one in whose veracity honor and loyalty the people could place confidence was to undertake it, and such Reg't. could be formed by such person in short time.
&lt;/p&gt;&lt;p&gt;I respectfully suggest that soldiers for guard &amp;amp; protection of the State, if needed along the Ohio river or in the interior of Southern Illinois should be cavalry, and not infantry.
&lt;/p&gt;&lt;p&gt;If you can do so on behalf of those men, privates as well as officers, who have rented out their little farms, and who not having farms have neglected to rent, expecting to go into service at the call of the Constituted authorities. I most respectfully and earnestly beseech you that you do authorize - the men above named or others to go into camp with at least two Companies of Cavalry

dependent on his exertions for their suport is now at the Officers Hospital in Memphis Ten but is ordered to join his Reg - which is now at Vicksburg his health is bad &amp;amp; I am afraid it will be worse when at Vicksburg &amp;amp; I appeal to your generosity to appoint him Provost Marshall of this district or of any other that you should see fit. I know there are other applicants from here but none I expect is more capable. You have the power to do as you will. He desires the office but does not know I would dare address you. for refferences or

U.S.A., will be here in a very few days from Vicksburg.  I am informed that he is empowered to grant Commissions to such Officers as he shall see fit to raise and command Nego Regts.  I should be very glad to get a line from you to him urging and recommending me for an appointment as Colonel.  If you see fit to send me such I think that, taken in connection with the Recommendations I have from all the Generals I have served under, it will accomplish the object desired.  Mr. E. P. Kirby wrote to me saying that you had written to me in answer to a former letter some two or more months ago, and that you had also made application to the

&lt;p&gt;War Department in my favor.  I am greatly obliged to you although by some accident I failed to get your letter.  Major Hubbard of our Regt. lately resigned and went into the Marine Brigade.  Col. Ritter, Lt. Col. Price and all the other Officers of my Regt. here, as soon as as they received the news, at once insistedly agreed in my favor as Major, but within a week afterwards we learned that Gov. Gamble had already, without waiting to hear from us at all, appointed a St. Louis Man.  Our new Colonel and Lieut. Col., who have been appointed within 6 or 8 months, are outsiders who never belonged to our Regt. but were 2d Lieutenants in the Regular Army; so you perceive that Promotions in our Regt. are all arbitrarily made from the outside.  We all wish that the Regt. was transferred to its own State, Illinois.  A Semi-Secesh Governor is a great damper to the efficiency of Men and Officers.  I am detailed on a Permanent Post Commission here, but I prefer service in the field, say under Rosecrans, to all else.
