&lt;/p&gt;&lt;p&gt;Your note of the 22d inst come to home in due time but owing to a pressure of business I have been obliged to defer an answer. 
&lt;/p&gt;&lt;p&gt;In reply I have to state that the papers of James E. Richardson for discharge have been partly made up and are awaiting the action of Department Head Quarters. He would have been discharged before but he was not in a condition to travel and under treatment.  His papers will be [completed?] in the course of a week  
&lt;/p&gt;&lt;p&gt;For the favor of the pamphlet containing the account of your home reception I am much obliged. I can endorse all that was said in your favor and [illegible] my [illegible] admiration of the 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;brilliant administration of yourself of the affairs of one of the largest states in this glorious republic during a time that [took?] the utmost energies of the best men of the nation; as well as my profound gratitude for your personal favors in the first year of the war, and since. As an Illinoisan I too feel inspired with a feeling of pride in the record our state has made for itself during this memorable struggle for liberty and equality of all men and to your own good sense and executive ability we are all indebted for such results. In the conferring of additional honors and [illegible] of your further services on her behalf the state has not shown a proper appreciation of her own interests, and of what was due on return, from her to one of her eminent sons for faithful labor done

Rev F M Havermole writes that you had ordered a Com. for him in the 55th.  Rev C. Springer was elected last spring to that position, and is expecting it now.  The 127th Ill have applied through me to get them a Chaplain, and

Hardin and members of the Central Committees of Fulton and other Counties, I have suffered an application to be made to the secretary of War for orders, or a leave of absence, so as to aid in the Campaign. I am here, as you may remember, to take recruits to my regt. and have no recruiting orders. The Authorities Who sent me expect in some way, that I will fill our vacant ranks. Gen. Fuller informs me that recruits and substitutes are now assigned by the War department. Hardin and members of the Central Committees of Fulton and other Counties, I have suffered an application to be made to the secretary of War for orders, or a leave of absence, so as to aid in the Campaign. I am here, as you may remember, to take recruits to my regt. and have no recruiting orders. The Authorities Who sent me expect in some way, that I will fill our vacant ranks. Gen. Fuller informs me that recruits and substitutes are now assigned by the War department. Can you aid me in getting men assigned to the 55th from the above named [Classes?], or from the drafts if I remain and give all my energies to the Carrying of Hardins district, and the salvation of Fulton County? If not asking too much, please address me at Abingdon Knox Co. Ill.

In case of a hard struggle I would suggest that Hon John P. Brooks is a friend of yours and having a heavy influence in his party, could lead many of them to vote right.  I have heard him express himself unqualifiedly in presence of numerous democrats---in your favor for the Senate over every other man in Ill.  I would suggest as he is soon to be out of employ if you would interest yourself to secure him a Clerk Ship in the Education Comm or Some other, that easily the whole wait of his influence would be turned in your favor.  &lt;u&gt;He knows nothing&lt;/u&gt; of what I now write.

&lt;/p&gt;&lt;p&gt;I wrote you in July last Concerning William Seely a soldier of the 104 Reg Ill Infantry, in the Hospital at Nashville Tennesee,
&lt;/p&gt;&lt;p&gt;For full particulars I again refer you to that Letter We received a communication from the Executive Department Stating that the case of Wm Seely had be refered to the Ill Sanitary agent at Nashville.
&lt;/p&gt;&lt;p&gt;Seely writes that the Sanitary agent received a Communication

&lt;p&gt;from Springfield recommending him to render assistance to Wm Seely Stating that he could gather the facts in the Case from the enclosed documents, the agent said no documents were enclosed He did not Comprehend the matter and it seems did not take any Action in the matter, Seely is sick and has been confined to the Hospital since the Battle of Stone River and the living &amp;amp; confinement at the Hospital is not agreeing with him &amp;amp; is undermining his Constitution he has been placed in the 2d Battalion of the Invalid Corps &amp;amp; is still retained in the Hospital He has a sick

&lt;p&gt;wife an aged mother &amp;amp; a young Child dependant on him for support the Wages in the service are too meager to render them a subsistance. He never will be fit for active duty in the front again, he is 46 years of age &amp;amp; Humanity Justice &amp;amp; Right demand that that patriot soldier that has lost his health from wounds &amp;amp; exposure in the Army and on the Battle field who is pining in the Hospital &amp;amp; Can not sleep nights---from pains in the side &amp;amp; nervous debility should be at once discharged &amp;amp; allowed to return to his family and home a chance to recuperate, The Surgeon tells him that

&lt;p&gt;a Letter from you accompaning the Surgeons Certificate to the Secy of War at Washington will effect his immediate discharge if So Let Justice in this Case be done let "Red tape" be cut and Let him be released to benefit his family &amp;amp; to vote to sustain the administration He has so valiently fought &amp;amp; bled to uphold &amp;amp; sustain in the field. &lt;/p&gt;&lt;p&gt;I wrote you in July last Concerning William Seely a soldier of the 104 Reg Ill Infantry, in the Hospital at Nashville Tennesee,
&lt;/p&gt;&lt;p&gt;For full particulars I again refer you to that Letter We received a communication from the Executive Department Stating that the case of Wm Seely had be refered to the Ill Sanitary agent at Nashville.
&lt;/p&gt;&lt;p&gt;Seely writes that the Sanitary agent received a Communication
&lt;/p&gt;

&lt;p&gt;from Springfield recommending him to render assistance to Wm Seely Stating that he could gather the facts in the Case from the enclosed documents, the agent said no documents were enclosed He did not Comprehend the matter and it seems did not take any Action in the matter, Seely is sick and has been confined to the Hospital since the Battle of Stone River and the living &amp;amp; confinement at the Hospital is not agreeing with him &amp;amp; is undermining his Constitution he has been placed in the 2d Battalion of the Invalid Corps &amp;amp; is still retained in the Hospital He has a sick

&lt;p&gt;wife an aged mother &amp;amp; a young Child dependant on him for support the Wages in the service are too meager to render them a subsistance. He never will be fit for active duty in the front again, he is 46 years of age &amp;amp; Humanity Justice &amp;amp; Right demand that that patriot soldier that has lost his health from wounds &amp;amp; exposure in the Army and on the Battle field who is pining in the Hospital &amp;amp; Can not sleep nights---from pains in the side &amp;amp; nervous debility should be at once discharged &amp;amp; allowed to return to his family and home a chance to recuperate, The Surgeon tells him that

&lt;p&gt;a Letter from you accompaning the Surgeons Certificate to the Secy of War at Washington will effect his immediate discharge if So Let Justice in this Case be done let "Red tape" be cut and Let him be released to benefit his family &amp;amp; to vote to sustain the administration He has so valiently fought &amp;amp; bled to uphold &amp;amp; sustain in the field. You Gov never turn a deaf ear to the soldiers voice whether in Camp field or Hospital &amp;amp; surely you shall have your reward at the Hands of a Grateful people.

The above Church is an organization of Loyal Christian people who have in process of auction a new church building which will cost when complete between three and four thousand dollars  the Church are back about seven hundred dollars.  It has been proposed by the Church to get up a popular Lecture for the benefit 
&lt;/p&gt;&lt;p&gt;of this Church:  The State Association of the Congregational Church will give according to their custom five hundred dollars when that sum will pay off all the indebtedness and will secure to the Church a Title Without incumbrance  The Church lack as I have stated about seven hundred with the "five" hundred of clearing the Church of debt and it couldn't be dedicated until the debt is canceled and unless the money is raised there will be danger of loosing the contribution from our association.  The Church are not wealthy and have contributed nearly to the extent of their means.  They propose to give
&lt;/p&gt;&lt;p&gt;the lecture at Galesburg in the [illegible]” Hall under the direction of the 1st and 2nd Congregational Churches of that “[illegible]” and they will kindly consent to cooperate with us to help this people in a worthy cause. &lt;/p&gt;&lt;p&gt;The following statement in regard to the original muster-into-Service of the 50th Ills. Inft.y are respectfully submitted, and your influence to have the matter properly adjusted is earnestly solicited.
&lt;/p&gt;&lt;p&gt;On the 12th of September 1861 seven companies of the regiment were mustered into service by Capt. Pitcher U.S.A.  Of these companies A. B. and D had the minimum number of men.  Companies C. E. &amp;amp; F very near the minimum and Company G. twenty one men. The muster-in-Rolls of the foregoing companies, were sent to Capt. Pitcher at Springfield, for his signature, but nothing has ever been heard in regard to them since, and as they were never received at the War Department, there exists no official knowledge at that office of the organization of the regiment.
&lt;/p&gt;&lt;p&gt;On the 29th of Sept. 1861 the regiment was ordered to Hannibal Mo. and from there to Chillicothe Mo. where we were paid by Maj. Bundy.  At the time Maj. Bundy paid the regiment companies I and K were not full, but were on duty with the regiment. Companies H. I &amp;amp;. K.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and all men enlisted after the 12th of September 1861 and previous to July 1862, were sworn in by myself, there being no opportunity to have them mustered into Service by a U.S. officer.
&lt;/p&gt;&lt;p&gt;On or about the 15th of Nov. 1861 all the Field and Staff except the Major Surgeon and Asst. Surgeon (who were absent and have never been mustered) were mustered into Service by Brig. Genl. Todd, but the rolls have never been received at the Adjutant Generals office.
&lt;/p&gt;&lt;p&gt;Several communications have been sent to the War Department stating these facts, but no action whatever has been taken in the matter.
&lt;/p&gt;&lt;p&gt;I know of no way of rectifying these errors, except by an order from the War Department, to muster the regiment and date it back to the time of entering the service; or, by a Special Act of Congress.
&lt;/p&gt;&lt;p&gt;Hoping the above may elicit your attention and that you will devise some means to have the regiment relieved of the difficulties which exist in regard to is organization

Now Sir I have so little to do at my consulate.  I am anxious to serve my country in all I can. If you can get me authority from government or give me a commission yourself I can send you from one to Five Thousand men in a very

&lt;p&gt;short time, and they shall not cost you more than thirty dollars a man and that they will agree to have deducted from their pay in the service. My Consulate is close to Hamburg.  A Walk of half an hour brings me to that city and I assure I can be supported in my statements by Mr Anderson Consul at Hamburg. &lt;/p&gt;&lt;p&gt;We received 168 guns and accoutrements on Friday the 12th from Lieut. Col Nale of the 41st Illinois, with which two organized companies have been armed.  Two other good, efficient well organized companies, styled the "Sharon Guards"  Capt. Russell and the "Otego Guards, Capt. Martin desire arms furnished them for Home protection.
&lt;/p&gt;&lt;p&gt;With the arms they already have of their own, 70 would probably do for both companies.  This is probably the most scourged county in the state by Guerillas  robbers &amp;amp; bushwhackers, and there is scarcely a day that we dont hear of men being robbed or shot.  On yesterday morning a Union man was shot from the brush while going to his barn to feed his horses.
&lt;/p&gt;&lt;p&gt;The company above named styled the "Sharon Guards" reside near the Hurricane Creek where Clingmans men live and rendezvous and are in imminent danger
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;nightly of being robbed, and in their vicinity two houses have been burned
&lt;/p&gt;&lt;p&gt;In view of the reign of terror in this section we deem it a matter of justice to arm the before mentioned companies and if our request can be filled please inform us when and how to proceed to obtain the arms required
&lt;/p&gt;&lt;p&gt;It may be proper to state in this connection that union men both in this town and country are standing guard nightly.

Two other good, efficient well organized companies, styled the "Sharon Guards"  Capt. Russell and the "Otego Guards, Capt. Martin desire arms furnished them for Home protection.
&lt;/p&gt;&lt;p&gt;With the arms they already have of their own, 70 would probably do for both companies.  This is probably the most scourged county in the state by Guerillas  robbers &amp;amp; bushwhackers, and there is scarcely a day that we dont hear of men being robbed or shot.  On yesterday morning a Union man was shot from the brush while going to his barn to feed his horses.
&lt;/p&gt;&lt;p&gt;The company above named styled the "Sharon Guards" reside near the Hurricane Creek where Clingmans men live and rendezvous and are in imminent danger

&lt;/p&gt;&lt;p&gt;In view of the reign of terror in this section we deem it a matter of justice to arm the before mentioned companies and if our request can be filled please inform us when and how to proceed to obtain the arms required
&lt;/p&gt;&lt;p&gt;It may be proper to state in this connection that union men both in this town and country are standing guard nightly.
